Mayor David D. Ortega took office in January, 2021, as the 12th mayor of Scottsdale.

Mayor Ortega focuses on promoting public safety and well-being, maintaining family-friendly neighborhoods,

protecting the McDowell Sonoran Preserve and strengthening Scottsdale’s world-renowned reputation.

Under Mayor Ortega’s leadership, Scottsdale lowered the property tax rate by more than 10 percent to ease the

burden on our city’s families. He supported 10 percent funding increases for police and fire departments, and

significantly reduced the Public Safety Retirement System fund balance.

A life-long advocate for equality, Mayor Ortega led public outreach, formulation, and passage of the Anti-

Discrimination Ordinance by the City Council to ensure Scottsdale remains a livable and economically vibrant city

for all. Mayor Ortega championed the adoption of General Plan 2035 to revitalize our economy, support the arts,

and preserve Scottsdale’s natural beauty. He is leading efforts to reign-in excessive building height and density in

Old Town, while preserving our Western hospitality that draws tourists and visitors from across the globe.

To strengthen economic vitality and keep Scottsdale’s workforce competitive, Mayor Ortega and the City Council

established a Joint Education Committee with Scottsdale Unified School District and Scottsdale Community

College. Mayor Ortega chairs quarterly meetings to support scholarships, internships, and employment pathways.

Over the course of four decades as an Arizona architect, Mayor Ortega designed many landmark buildings in Old

Town. He is a graduate of the University of Arizona and was an apprentice to Bennie Gonzales, the award-winning

designer of Scottsdale City Hall, Library and the Center for Performing Arts. Mayor Ortega has spent most of his life

helping to shape Scottsdale’s “unique sense of place.”

Mayor Ortega represents the City of Scottsdale at the Maricopa Association of Governments Executive Regional

Council, the Arizona Municipal Water Users Association Executive Board, the League of Arizona Cities and Towns

Executive Council, and the Greater Phoenix Mayors and Supervisors Economic Council. He is a member of the

Bloomberg-Harvard Mayors Leadership Initiative.

Dr. Kevin Tulipana

President

City of Hope - Phoenix

Kevin Tulipana, president, City of Hope Phoenix, is dedicated to

providing compassionate, patient-centered care. In his role, Dr.

Tulipana oversees the Arizona Market, which includes the hospital

in Goodyear and outpatient clinics in North Phoenix, Scottsdale and

Gilbert. Dr. Tulipana focuses on quality improvement, operations,

payer relations, innovation, and other aspects of patient care.

Dr. Tulipana earned his Bachelor of Science degree in Biology at

Truman State University in Kirksville, Missouri. He completed his

Doctor of Osteopathy degree at Des Moines University College of

Osteopathic Medicine & Surgery. From 2000 to 2003, he was a

resident in Family Practice at Mercy/Mayo Family Medical Center,

serving as chief resident from 2002 to 2003.

From 2003 to 2010, Dr. Tulipana provided family medical care at a

large regional medical center in Missouri. He then served as

Hospitalist at a large health-care facility in Oklahoma. During his

career, Dr. Tulipana has also held several administrative positions

focused on quality improvement, innovation and other aspects of

patient care. He joined Cancer Treatment Centers of America in

January 2015 as a Hospitalist at their former Tulsa location before

joining City of Hope Phoenix in 2020 as a Regional Medical Officer.

Dr. Tulipana was named President and CEO in 2021.

Dr. Tulipana is Board Certified in Family Medicine by the American

Board of Family Medicine. He is a fellow of the Society of Hospital

Medicine and on the adjunct faculty at the Arkansas College of

Osteopathic Medicine. In 2018, he earned a Master of Science

degree in Bioethics from the University of Mary in Bismark, North

Dakota.

Tara Brown

A desire to help after 9/11 motivated Tara to focus her career on healthcare design. Even though she

would not be in the ER treating patients herself, she found comfort in knowing she could help by

providing healthcare workers with high-quality environments for patient care.

Having worked in healthcare design for nearly 30 years, Tara has cultivated a deep sense of empathy for

patients and a keen awareness of the power of design to improve highly stressful experiences.

As a Health Principal in HDR’s Phoenix, Arizona, architecture studio, Tara leverages her network,

reputation and experience to establish and maintain long-term relationships with new and existing

healthcare clients. With two IPD-lite projects with co-located Big Rooms under her belt, Tara has a

proven track record of working with multidisciplinary teams to deliver designs on time and on budget.

As a mentor, Tara encourages designers to engage in imaginative thinking to develop design solutions

that meet and exceed the needs of various hospital stakeholders.

An active member of the local design community, Tara is the Arizona sponsorship chair of NOMA’s

Phoenix chapter, the co-chair of the Women in Healthcare mentorship committee, and a member of the

Urban Land Institute’s Women’s Leadership Initiative (WLI).

Jaime brings 25 years of industry experience to her role as Senior Vice President of Healthcare Development, where she oversees development, market growth and strategy for Ryan healthcare in the Western Division. She collaborates with health systems, physician groups, owners and operators to develop new and repurposed healthcare facilities. She facilitates growth strategies through real estate acquisitions, development, creative capital solutions and building services. A proven leader with comprehensive and diversified industry perspective, Jaime provides creative approaches to identifying reasonable and attainable solutions. Using detailed analyses, research, critical thinking and problem solving, she identifies the most efficient and effective means to achieve the desired result for all parties involved.

Jaime greatly values relationship building, which she fosters through trust, integrity, respect and passion for her field. Combining her two interests of healthcare and real estate, she’s inspired to lead her division with financial aptitude, reliability, high-volume task management and prioritization, and deal creativity.

Alan D. Lev is the Chairman of Belgravia Group, Ltd., a Chicago based, and

Phoenix area residential homebuilder specializing in townhome, condominium, and

apartment developments. Belgravia has developed over 2,500 homes in Chicago as well

as rental apartments and commercial projects, and three times recently was awarded

Developer of the Year from Chicago Agent Magazine and Impact Award winner from

Lincoln Park Builders of Chicago. He is also in the Homebuilders Association of Greater

Chicago Court of Honor and the Merchandise Mart Hall of Fame. Alan joined Belgravia

Group in 1989.

Mr. Lev earned a Bachelor of Science degree in Accountancy in 1982 from the

University of Illinois at Urbana- Champaign. He later obtained his J.D. from Loyola

University of Chicago in 1985. During law school he worked in the tax department at

Price Waterhouse. Mr. Lev practiced real estate law from 1985-1989 at Greenberger,

Kraus and Jacobs and then Goldberg, Kohn, et al. He has been a CPA since 1982, an

attorney since 1985, a licensed real estate broker since 1989, a licensed insurance broker

since 2012, a licensed personal trainer since 2017 and a Registered Investment Advisor

since 2020. Alan is a proud member of the Chicago Association of Realtors, is Past

President of the Homebuilders Association of Greater Chicago, is Past Chairman of the

Illinois Division of the American Cancer Society, a member of the Directors Loan

Committee at First Bank Chicago and on the Advisory Board of TRO Investment

Advisors, Blip Energy and Equilibrium Ventures. He has a strong attachment to the

Chicago area and the University of Illinois and has been involved in many charitable and

civic organizations and with the University of Illinois by guest lecturing in the business

school, funding a scholarship, participating in the business school job shadow program,

and serving on the Business Alumni Board and Dean’s Business Council.

Awarded recognitions for “Architectural Design Excellence” and “Sustainable Projects”, other

recognitions by the American Institute of Architects and USGBC in several LEED Certified Projects, thus,

in the United States, South America and Europe. Also, recently, recognized by the Colombian

Government with the prestigious “Colombian Entrepreneurship in Foreign Countries” award; Mr. Perez

continues assertive in pursuing the Development, Design and Construction practice of Innovation,

Energy Efficiency, using Technology + Integrated Project Delivery Method + Global materials and

systems procurement, DMFA (Design for Manufacturing and Assembly) with Virtual Construction to

generate developments with less risk, high Functionality and Operability of high-quality environments.

Mr. Perez, also foments mentoring and actively stirs up a professional Mentor program in

entrepreneurship, Architecture, Real Estate Development and Construction for young professionals,

thus, nationally and internationally, that allows for new graduates to become more competitive in those

areas of expertise.
