As Chief Executive Officer, Justin oversees all divisions of P.B. Bell, including development, investments, acquisition, asset management and operations.

Justin started working with Phil and Chapin Bell in 2007, initially serving as outside counsel. As P.B. Bell grew, there became a need for in-house general counsel, and Justin officially joined the company in 2015. In 2018, his role expanded to chief operating officer and general counsel. In 2025, Chapin named Justin P.B. Bell's CEO.

Prior to joining P.B. Bell, Justin was a partner with Squire Patton Boggs, heading the financial services group in the firm’s Phoenix office. In addition to Squire Patton Boggs, Justin also served as Vice President, Regional Counsel for Meritage Homes. Justin received his Bachelor of Science degree in Healthcare Administration from The University of Toledo and his Juris Doctorate from The University of Toledo College of Law, where he was valedictorian of his graduating class. In his free time, Justin enjoys spending time with his family and is an avid Ohio State football fan.

Patricia Watts co-founded Greenlight Communities in 2016 and plays an integral role in shaping the company’s strategic direction. With over three decades of experience in real estate and business operations, Patricia has been a driving force behind Greenlight’s success, helping to deliver over 4,600 attainable rental homes across Arizona. She is also a co-founder of Deco Communities and Starpointe Communities, both of which have left a lasting impact on Arizona’s housing market.

Patricia holds a Bachelor of Business Administration degree from Simon Fraser University and is a licensed CPA (Canada), with prior experience at BDO/Dunwoody in forensic accounting and management control systems. She splits her time between Phoenix, Arizona, and Vancouver, Canada, and remains actively involved in the Urban Land Institute, Lambda Alpha International, and various charitable organizations.

Garrett Karam is Chief Investment Officer at EMBREY, where he leads all investment and capital markets activity across the firm’s growing footprint in the Sunbelt and Mountain West. Since joining EMBREY in 2014, he has played a key role in shaping the company’s strategic direction, securing more than $5 billion in capital to develop and acquire over 20,000 multifamily units and overseeing more than $3 billion in asset dispositions.

Garrett is responsible for advancing EMBREY’s fund and private capital platforms, structuring strategic partnerships and expanding into high-growth markets including Atlanta, Tampa, Orlando, Charlotte and Phoenix. He also leads EMBREY’s investment team and contributes to the firm’s research and thought leadership initiatives, including EMBREY Insights, which explores trends at the intersection of real estate and the broader economy.

Garrett currently serves on the Executive Board of the National Multifamily Housing Council and is an active member of the Pension Real Estate Association, and Institutional Real Estate Operating Companies. He is also engaged in the San Antonio community, serving on the San Antonio Botanical Garden board and supporting organizations such as United Way.

He holds a Master of Science in Real Estate Development from Columbia University and a B.B.A. from The University of Texas at Austin.

Joined Wentworth Property Company in 2024 as Managing Director to lead their multifamily efforts. He brings nearly 20 years of experience leading acquisitions at mid- and large-scale investment firms along with other roles in construction management, operations and mortgage banking. Prior to Wentworth Property Company, Phil spent seven years with Knightvest Capital out of Dallas where he opened the Phoenix office and prior to the he developed an acquisition platform for Phoenix based owner/operator P.B. Bell. Throughout his career, he has overseen the acquisition of nearly 12,000 units, representing a transaction volume of nearly $1.8 billion.

Cindy Stotler began serving as Deputy Director of the Arizona

Department of Housing in January 2026. Cindy assists with

overall administration and manages the department's housing

and business strategies. Cindy is an experienced executive

skilled in public administration, federal programs, housing

development, and community engagement. Cindy’s a Phoenix

native, a Certified Public Manager, and has both her Bachelor’s

and Master’s degrees from Northern Arizona University.

Tina West is an Executive Vice President for Sares Regis’ Client Advisory team. In this national role, Tina is focused on growing the firm’s 3rd party management footprint beyond its 15 state, 55,000-unit portfolio. Ms. West is focused on opportunities surrounding third-party management of multifamily properties.

Ms. West has more than 30 years of experience in the multifamily space, most recently as Executive Managing Director for the West Region at Cushman and Wakefield covering a portfolio of 110,000 units from Texas to California. In this role, she also served as the firm’s National Mixed-Use Leader. Just prior, as the Multifamily Practice leader at CBRE she launched the first ever Multifamily Management Practice and led the Mixed-Use Specialty product line. Her role as COO of Capstone Real Estate overseeing the management of over 36,000 apartment units predicated both national roles. She also held senior leadership roles at LMC Living (Lennar), Sunrise Management, Monarch Group and has owned her own business focused on brokerage and property management of both multifamily and residential properties. She has experience in new development, reposition, market rate, affordable, active adult, HOA, and purpose-built single-family rentals. Tina has built several management organizations from the ground up and has been successful in the launch of third-party endeavors at each. She is a seasoned leader and has led organizations with over 10,00 team members. A dedicated industry professional, Tina serves on multiple boards and leadership forums.

Nathan Stum serves as Senior Vice President for TCC’s Phoenix market. Nathan brings 15 years of multifamily development experience to TCC and is responsible for sourcing and executing the development of multifamily and mixed-use projects under the firm’s wholly-owned subsidiary, High Street Residential.

Prior to joining TCC, Nathan served as Vice President of Development for Lennar Multifamily Communities (LMC) where he was responsible for overseeing the Phoenix office and executing land acquisition, entitlements, design, construction, lease-up and disposition of high-profile, urban multifamily and mixed-use developments.

Mark Sanford serves as Vice President of Development for the Arizona region. He is

responsible for managing all aspects of the development process including site

acquisition, due diligence, entitlements, design, financing, and dispositions.

Prior to joining Mill Creek in 2021, Mr. Sanford was a developer for The Athens Group in

Phoenix, Arizona. During his time at Athens, he was responsible for all aspects of

development and worked on various luxury resort, urban hotel and luxury residential

projects across the country.

Mr. Sanford began his real estate career with Parkway Properties, Inc. (now Cousins

Properties) where he managed the day-to-day operations, leasing, construction, design

and development activity for an award-winning Class A office portfolio. During his time

with Parkway, he also managed the acquisition, disposition and development of over

1.5 million square feet of office properties.

Mr. Sanford graduated from Delta State University with a Bachelor of Business

Administration in Finance. He also holds a FAA Private Pilot Certificate. Mr. Sanford is

an active member of the Urban Land Institute (ULI) and has served in various

leadership positions with the Arizona District Council.

Alvaro Sande is Vice President of Capital Markets at JPI, bringing more than 20 years of real estate and capital markets experience across North and South America.

Alvaro’s career spans development, construction, private equity, and fundraising. He spent a decade leading development efforts for a major South American developer operating in Arizona and Mexico, where he managed land acquisitions and sales, secured entitlements, negotiated debt and equity, and delivered condo projects through close coordination with architects and general contractors. He later served in business development leadership roles at UEB Builders and Katerra, where he oversaw teams responsible for securing over $350 million in construction work and managing a $2 billion pipeline.

As a partner at Altura Capital, Alvaro directed private equity investments in 14 U.S. real estate projects totaling nearly $80 million in equity and led the firm’s day-to-day operations. Most recently, he raised $30 million in equity for a large multifamily developer, primarily from foreign capital partners.

Alvaro holds a BA from Adolfo Ibáñez University in Chile and an MBA from Babson College in Boston. Outside of work, he’s an avid tennis player and golfer, and has served on more than five nonprofit boards.

Tanner Nygren is a Development and Acquisitions Associate at Dominium. He is responsible for underwriting new multifamily development and acquisition opportunities, securing financing for new acquisitions and developments, and aiding with projects through construction. He joined Dominium in January 2022.

Previously, Nygren was an Acquisitions Analyst Intern for Peak Capital Partners. He is currently a member of the Utah Real Estate Investment Association.

Nygren holds a Bachelor of Science in Business Management from Utah Valley University.

Brian Cassidy, AIA is the President of CCBG Architects, Inc. with studios in downtown Phoenix and San Diego. He has been involved in many adaptive reuse, and mixed-use high-density housing projects in greater Phoenix, including more than 12,000 new apartment units. This work includes a diverse body of warehouse renovations that are breathing new life into our city. Brian passionately advocates to build Phoenix into a world class city in which to live, work, worship and play. He is a graduate of Arizona State University, and is the Chair of the Phoenix Warehouse District Council, which promotes and brands the District in concert with a series of creative volunteers and businesses.

As the Practice Group Manager for the Living sector for Arcadis in the US West & Mexico, Jan is an expert in residential, hospitality and mixed-use projects. He is dedicated to people, placemaking, and constant growth and has been cultivating his expertise on complex, large-scale projects throughout his career. This translates into a multitude of skills, providing a tailored and creative approach for every project and client. Jan’s knowledge applies not only to project typologies, but to the various countries in which the projects reside. Living and working across the globe, Jan is acutely aware of cultural diversities and thrives in delivering projects suited to unique environments. Strategic thinking for the betterment of the company and clients is always on the forefront of his mind.

Kyle Goetz began his career in 2009 and has become an experienced consultant to clients in construction, real estate and healthcare. He works with individuals, trusts, partnerships and corporations to assist with tax compliance, planning and consulting services.

Gary Todd, President and founding Principal of Todd & Associates, has over 40 years of design and

leadership experience. Since founding the firm in 1981, he has played a major role in the

development of numerous highly-successful projects throughout the United States. Gary has

extensive design experience in the multi-family residential, student housing, and senior living

markets. He strives to design and develop unique projects that are tailored to individual clients and

user needs. Gary’s devotion to the purpose, goal, and vision of his clients continues to serve as a

key factor in the ongoing success of the firm.

With over two decades of architectural experience, Frank serves as a Principal at GRA Design Studio, bringing a leadership style rooted in collaboration, technical excellence, and client advocacy. His expertise spans the full architectural process, from early master planning and site analysis to design and construction, for a range of building types including large-scale mixed-use, multi-family residential, office, and single-family homes.

Prior to joining GRA Design Studio, Frank was a Director at the global Architectural firm Kohn Pedersen Fox, where he managed complex, full-service developments with precision. Frank excels at aligning client goals with cohesive, context- sensitive designs inspired by their site, environment, and cultural history. He is especially passionate about placemaking through integrated programming that creates lasting value for both clients and communities.

Eric Damko is Senior Vice President and Director of Specialty Lending for National Bank of Arizona® (a division of Zions Bancorporation) focusing on investor real estate financing for multi-family, industrial, office, retail and residential projects. He also manages the bank’s lending unit focused on vacation ownership financing to timeshare developers for large-scale projects. Eric has been part of the Zions Bancorporation team since 2004. Eric has a Bachelor of Science degree in Business Administration and an MBA in Finance from Northern Arizona University. He is also a graduate of the Pacific Coast Banking School.
