Kevin Gillen is a Senior Research Fellow at the Lindy Institute for Urban Innovation. With a background in urban economics and real estate finance, Kevin Gillen’s research and consulting work is concentrated in applied work in the analysis of real estate developments and operation of real estate markets, including their fiscal, economic and financial implications. This work is deployed in advising both public and private sector entities on the economic feasibility of proposed development projects, the costs/benefits of local and regional public policy options, and the design and implementation of local economic development strategies. He also produces regular reports and presentations on the outlook for both the national local housing markets, and provides expert witness support in litigation matters.

Kevin Gillen received his PhD in Applied Economics in 2005 from the Wharton School of the University of Pennsylvania, and received both the U.S. Department of Housing and Urban Development Dissertation Award and Lincoln Land Institute Dissertation Fellowship.

Kevin Gillen’s research has been cited in the Wall St. Journal, New York Times, Bloomberg News, Philadelphia Inquirer, Philadelphia Daily News and Philadelphia Magazine. He has testified multiple times on matters of real estate markets and public policy to Philadelphia City Council, the Pennsylvania State Legislature and the U.S. Congress.

Deb Barbour, Managing Principal of ZGF’s New York office, was a founder of the firm’s Los Angeles office and she has been instrumental in the development of ZGF’s business strategies and services. During her 31 years with the firm, ZGF has amassed a diverse portfolio of public and private commissions. Over the past six years, she has played a significant role in guiding the strategy and development of ZGF’s New York and Washington, DC offices, and in 2017, assumed the leadership of the New York office. With more than 40 years of experience in the architectural profession, Deb has mentored generations of colleagues, while promoting and advancing excellence in design. She has also been involved in the development of nationally recognized projects for clients that have included Wexford Science & Technology, Memorial Sloan Kettering Cancer Center, California Science Center, J. Craig Venter Institute, Ann & Robert H. Lurie Children's Hospital of Chicago, and the U.S. Department of State. She has also continually supported client fundraising and brand identity programs. Anne Papageorge is the Senior Vice President for Facilities and Real Estate Services at the

University of Pennsylvania. Anne joined the University in October 2006 and has responsibility

for Planning; Design and Construction; Facilities Operations, Maintenance, and Utilities; and

Real Estate Operations and Development. She oversees a department of approximately 1,000

staff, $200 M in operating expenses and a capital budget averaging approximately $350 M per

year, the Penn Connects campus development plan, and the Environmental Sustainability

Advisory Committee responsible for developing and implementing the Climate and

Sustainability Action Plan for the university.

Anne is a licensed landscape architect and was previously the Senior Vice President and

Memorial Design Director for the Lower Manhattan Development Corp., managing the planning,

design and construction of the nearly $1 billion project encompassing the World Trade Center

Memorial, Memorial Museum, Visitor’s Center and related facilities.

Prior to joining the LMDC in 2004, she worked in design and construction for the City of New

York, where she served as first deputy commissioner of the Department of Design and

Construction, managing a staff of 1,200 and overseeing 750 projects valued at $4.4 billion.

Anne holds a bachelor’s degree in landscape architecture from the State University of New York

College of Environmental Science and Forestry School of Landscape Architecture and an

M.B.A. from the City University of New York Baruch College. She serves on the executive

boards for Longwood Gardens, the Morris Arboretum of the University of Pennsylvania, the

University City Science Center, and the Schuylkill River Development Corporation; she also

serves on the American Heart Association’s Go Red for Women Executive Leadership Team.

Gregory Heller is a director at Guidehouse in the Capital Projects and Infrastructure practice. Greg brings more than 15 years of public and private-sector experience in real estate finance, affordable housing, community development, and smart government approaches.

Prior to joining Guidehouse, Greg held senior leadership positions in Philadelphia’s local government as executive director of the Philadelphia Redevelopment Authority. Concurrently he also served as a senior vice president at a city-affiliated housing nonprofit and founded and led a new city-supported loan fund focused on investing in affordable housing. In these roles, he developed new approaches to complex community finance challenges, managed much of the city’s affordable housing investment, and oversaw the redevelopment of large publicly owned assets, including working closely with community stakeholders on equitable community development approaches. Greg has won a number of honors for his public sector work, including the 2021 Community Leadership Award from Urban Affairs Coalition, 2017 AIA Pennsylvania’s Government award and was also named a member of the Urban Land 40 under 40.

Prior to his public sector work, Greg was the CEO of a Baltimore-based consulting group where and his team worked with clients across the US, focusing on community finance and social-impact real estate, Greg serves on the Urban Land Institute’s national Public-Private Partnership product council, and for over 12 years he has been on the Board of Families Forward Philadelphia, one of the city’s largest homeless services groups. Greg graduated from Wesleyan University.

Scott’s real estate development career began in full force in 1990, 27 years ago. With his partner Jim Levin, they founded Neighborhood Restorations, an affordable housing development company, and set out on a mission of restoring abandoned and blighted single-family homes in West Philadelphia. They gutted, rehabbed and developed over 1000 houses including nearly 1200 units for low-income families with a total investment of nearly $200 million while employing more than 50% local minority contractors over their entire history.

Additionally, Neighborhood Restorations moved their offices into the heart of West Philadelphia at the former Oliver Wendell Homes Middle School, the first middle school in the United States. There, they completed a historic restoration and preservation of the entire building, including 42 units for senior citizens and a magnificent auditorium used for both seniors and community activities.

In 2009, Scott established University Place Associates with a firm commitment to social responsibility and environmental sustainability. His hope in contributing to and developing a world-class ‘Platinum Corridor®’ on Market Street, centered at the 40th Street transit hub, is that this effort, including bringing new jobs and new energy, will become a place for all to enjoy!

Randolph Hope is a development and leasing professional with a diverse background in both multifamily and retail real estate. Randolph is responsible for leading Post Brothers retail development in addition to asset management of its growing portfolio. Prior to joining Post Brothers in 2014, Randolph was a Director at Panther Properties in which he was integral in growing the company from its first acquisition in 2010 through its completion of it first fund in 2014. Randolph oversaw the acquisition and development of more than 3,600 apartment units across 13 communities throughout the Southeastern United States. The portfolio created has a value in excess of $450 million and more than $100 million of equity capital invested. Prior to forming Panther Properties, Randolph was Vice President at Metro Commercial Real Estate the leading retail real estate brokerage firm in the Mid-Atlantic region. While at Metro Commercial he completed in excess of 350 lease and sale transactions with consideration in excess of $300 million.

Mr. Lomax has been with The Lomax Companies LP, LP (“TLC”) and its predecessors for over 25 years and is a Partner with the firm, with responsibility for its real estate activities. Previously, Mr. Lomax was instrumental in the growth and ongoing management of The Lomax Companies’ healthcare management businesses. Upon the successful exit of those healthcare businesses, he co-founded Lomax Real Estate Partners, LP, the predecessor to LREP II, LLC (“LREP”), serving as its CEO from 2004 until 2015. Under his leadership, LREP has developed and managed a number of residential and commercial projects throughout the region.

As Chairman of LREP, he provides oversight for the firm’s real estate activities including but not limited to business development, land planning, and product design. Mr. Lomax serves on the board of The John Bartram Association, Universal Community Homes and Drexel University’s Presidential Real Estate Advisory Council. He also serves on the board of directors of several of the portfolio companies owned and operated by The Lomax Companies LP and is a Trustee of The Lomax Family Foundation.

He has a B.A in Economics from Guilford College, Greensboro, NC. Mr. Lomax is also a member of Sigma Pi Phi Fraternity.

Paul is the founding chief executive of the Center City District, serving in that capacity since January 1991. The CCD is a $22 million downtown management district, which provides security, cleaning, place marketing and planning services, as well as streetscape and park improvements for the central business district of Philadelphia.

Christophe P. Terlizzi is Senior Vice President and Market Leader for Commercial Real Estate Lending at

KeyBank Real Estate Capital, part of a $130 billion national bank headquartered in Cleveland, Ohio. Mr.

Terlizzi is responsible for Eastern Pennsylvania and Washington, D.C. Metro. He supervises a lending

team whose combined portfolio totals ~$1billion in commercial real estate loans.

He has over 45 years of experience, specializing in all aspects of commercial real estate lending. His

duties have included directing loan policy, setting operating procedures and charting business strategy

for various regional banks ranging in size from $2 billion to $160 billion in assets.

Mr. Terlizzi is past chairman of the Philadelphia District Council of the Urban Land Institute, Treasurer of

Central Philadelphia Development Corporation, Center City District, the Center City District Foundation,

Passyunk Avenue Revitalization Corp, and a Director of the Philadelphia Economy League. He is a

graduate of St. Joseph’s University with a BS in Business Administration. He is a frequent panelist and

guest lecturer on commercial real estate lending and has served as an expert witness in a variety of

cases involving commercial real estate litigation.

Rija Beares focuses exclusively on representing corporate occupiers of real estate. In this role since the beginning of 2010, Rija provides integrated transaction services to clients in the Philadelphia region as well as globally. Rija leads Technology and Media Practice for CBRE in the Philadelphia MSA. Rija’s focus is on development of real estate strategies and implementation of action plans that support the business objectives of her clients . Since joining CBRE, Inc. in 2002, she has delivered a depth of transaction management and advisory services to her clients. Prior to joining the tenant representation team, Rija enjoyed six years of advising institutional and entrepreneurial owners in structuring lease transactions and developing lease-up strategies. Rija began her career with CBRE, Inc. by way of the Insignia/ ESG merger as the Senior Information Management Coordinator for the six-office Philadelphia Metro Region. In this role, Rija served as the single point of contact for quarterly market trend information, detailed submarket analysis and CBRE, Inc.'s sophisticated in-house database. Prior to joining CBRE, Inc., Rija worked for CoStar Group in Bethesda, MD where she held the position of Research Analyst and Newswire Editor. Rija leads the CBRE Women’s Network in Pennsylvania, New Jersey and Delaware and as such coordinates events and programs to promote the four foundational pillars: growth, connection, mentorship and advocacy. Rija is on the Program Development and Outreach committees for Techgirlz, an organization that exposes middle school-aged girls to careers in technology. Casandra Domínguez is the Director of Research for Cushman and Wakefield’s Philadelphia office, where she oversees all local research activity and partners with brokerage to use data to strategically advise and position clients within the marketplace.

Professional Expertise

Casandra brings in-depth knowledge of the market, trends and forward-thinking analysis through her prior role as the Director of Business Attraction & Retention at the Center City District (CCD). For five years she led the organization’s business attraction program to promote commercial investment and development in Center City, as well as created and implemented new economic development strategies and initiatives for the organization. In this role she worked closely with both the public and commercial real estate sectors in Philadelphia, as well as authored many of the CCD’s research reports and publications. Prior to the CCD, Ms. Domínguez worked in finance with institutional and high net-worth clients at Merrill Lynch and Proxima Alfa in New York.

Casandra attended the University of Pennsylvania where she received a Bachelor of Arts degree in International Relations. She also received a Master of Public Administration degree with a certificate in Economic Development from the University of Pennsylvania’s Fels Institute of Government.
