Dr. A. Scott McNeal is the Vice President and Chief Medical Officer for Delaware Valley Community Health, Inc. (DVCH), which operates seven federally qualified health centers in the Philadelphia region. DVCH provides high quality, culturally appropriate, primary care services to underserved communities.

Dr. McNeal is also the Senior Vice President of Medical Affairs at North Philadelphia Health Systems (NPHS). NPHS operates Girard Medical Center; a community hospital that provides behavioral medicine services.

Dr. McNeal maintains staff privileges at Temple University Hospital. He serves on the City of Philadelphia's Board of Health, and he is on the Board of Trustees of the First Hospital Foundation and The Philadelphia College of Osteopathic Medicine. He is also active in many organizations including the American College of Physician Executives and the Eastern Pennsylvania Medical Society.

Dr. McNeal received his Bachelors Degree in Biology from Hofstra University, and is a graduate from the Philadelphia College of Osteopathic Medicine, (PCOM). He performed his Internship and Family Practice Residency at St. Joseph’s Hospital in Philadelphia and completed additional training at Harvard University School of Public Health in managing Community Health Centers. He is Board Certified in Family Practice.

Dr. McNeal is married to Dr. Annette O’Neil, an Internist, and has two children, Nicole and Christopher.

An internationally renowned academic executive, thoracic surgeon, researcher and author, Larry R. Kaiser, MD, FACS is CEO of Temple University Health System, Senior Executive Vice President for Health Affairs, and Dean of the Lewis Katz School of Medicine at Temple University.

Prior to joining Temple, he was President of UTHealth, the University of Texas Health Science Center at Houston, where he was responsible for six schools, more than 10,000 faculty and trainees, and a 900-member physician practice.

A graduate of Tulane University School of Medicine, Dr. Kaiser completed his internship and residency in General Surgery as well as a fellowship in Surgical Oncology at the University of California, Los Angeles (UCLA). He then completed a residency in cardiovascular surgery and thoracic surgery at the University of Toronto.

Following that, Dr. Kaiser moved to New York to join the thoracic surgery staff at Memorial Sloan-Kettering Cancer Center, serving also as Assistant Professor of Surgery at Cornell University Medical College. He was then recruited to Washington University School of Medicine in St. Louis, where he was promoted to Associate Professor of Surgery.

In 1991, Dr. Kaiser was recruited to the University of Pennsylvania, where he held a succession of positions, including Associate Professor of Surgery, Chief of General Thoracic Surgery, Founder and Director of Penn’s Lung Transplantation Program, and Director of its Center for Lung Cancers and Related Disorders.

In 1995, he was promoted to Professor of Surgery at Penn, and in 1996 was named the Eldridge Eliason Professor of Surgery, the first individual to hold that chair. In 2001, following a national search, Penn named him the John Rhea Barton Professor and Chairman of the Department Surgery. He also served as the University Health System’s surgeon-in-chief.

In 2008, Dr. Kaiser was selected as the President of the University of Texas Health Science Center at Houston, where he served until he was recruited to Temple University to head the Health Science enterprise.

Dr. Kaiser’s research and clinical interests include lung cancer, malignant mesothelioma and mediastinal tumors. He is the author or co-author of 14 books and over 250 original papers, and is a current or past editorial board member of the Annals of Surgery, the American Journal of Surgery, the Journal of Thoracic and Cardiovascular Surgery, and a half dozen other journals.

Dr. Kaiser has served in a number of leadership capacities for professional societies and associations, and has been a director of the American Board of Surgery and the American Board of Thoracic Surgery. In 2004, he was elected to the Institute of Medicine of the National Academy of Sciences. His recent honors include citations in Castle Connolly’s America’s Top Doctors® for Cancer 6th edition, Who’s Who in the World, and Philadelphia magazine’s “Top Docs,” among others.

Dr. Kaiser maintains time in his schedule at Temple for a limited surgical practice.

Ana V. Diez Roux, MD, PhD, MPH, is Dean and Distinguished University Professor of Epidemiology in the Dornsife School of Public Health at Drexel University. Originally trained as a pediatrician in her native Buenos Aires, she completed public health training at the Johns Hopkins University School of Hygiene and Public Health. Before joining Drexel University, she served on the faculties of Columbia University and the University of Michigan, where she was Chair of the Department of Epidemiology and Director of the Center for Social Epidemiology and Population Health at the University of Michigan School of Public Health.

Dr. Diez Roux is internationally known for her research on the social determinants of population health and the study of how neighborhoods affect health. Her work on neighborhood health effects has been highly influential in the policy debate on population health and its determinants. Her research areas include social epidemiology and health disparities, environmental health effects, urban health, psychosocial factors in health, cardiovascular disease epidemiology, and the use of multilevel methods. Recent areas of work include social environment-gene interactions and the use of complex systems approaches in population health. She has led large NIH and foundation funded research and training programs in the United States and in collaboration with various institutions in Latin America and has been Principal Investigator of grants totaling more than 30 million US dollars. She has been a member of the MacArthur Network on Socioeconomic Factors and Health and was Co-Director of the Network on Inequality, Complexity and Health. She has been an active mentor of graduate students, postdoctoral fellows, and junior faculty.

Dr. Diez Roux has served on numerous editorial boards, review panels and advisory committees including most recently the Clean Air Scientific Advisory Committee (CASAC) of the Environmental Protection Agency (as Chair), the Board of Scientific Counselors (BSC) of the National Center for Health Statistics, and the Committee on Health and Wellbeing in the Changing Urban Environment of the International Council for Science (ISCUS).

She has received the Wade Hampton Frost Award for her contributions to public health from the American Public Health Association and the Award for Outstanding Contributions to Epidemiology from the American College of Epidemiology. She is an elected member of the American Epidemiological Society and the Academy of Behavioral Medicine Research. She was elected to the National Academy of Medicine of the National Academy of Sciences in 2009.

Katherine Behan, MD is Senior Vice President of Population Health for Jefferson Health. In this

role, Dr. Behan collaborates with Jefferson Health’s leadership to define the accountable care

strategic direction and roadmap development to improve the health of populations. Dr. Behan

works with her Enterprise team and Division leaders in developing, deploying, and championing

care models and care management programs to improve population health outcomes, quality

and cost of care for the populations served by Jefferson Health and Jefferson’s CIN. Prior roles

include CMO for Jefferson Health Northeast’s Physician group as well as Senior Medical Director

with clinical oversight of the Clinics Division for a Medicare Advantage Company.

Dr. Behan received her Bachelor’s degree in Psychology from Providence College and her

Medical Degree from MCP-Hahnemann School of Medicine. She completed her residency in

Internal Medicine at the Drexel University College of Medicine. Dr. Behan is certified by the

American Board of Internal Medicine and is a Fellow of the American College of Physicians. She

serves as a Physician delegate on the American Hospital Association Regional Policy Board 2.

Sharon L. Anderson, R.N., B.S.N., M.S., FACHE, is the Senior Vice President, Quality and Patient Safety; Chief Population Health Officer and the Director for the Center for Quality and Safety of the Value Institute at Christiana Care Health System based in Wilmington, Delaware.

Under her leadership, Christiana Care has achieved national recognition related to several patient safety and quality initiatives, including Truven Health Analytics 100 Top Hospitals Award, the Joint Commission’s prestigious Ernest A. Codman Award and Top rankings in Leapfrog’s Hospital Safety Score.

Christiana Care also has had several services recognized in US News & World Report’s America’s Best Hospitals rankings, and has been recognized by the Institute for Healthcare Improvement and the Agency for Healthcare Research and Quality for several innovative quality and patient safety initiatives.

Ms. Anderson has helped develop several new programs to address the full continuum of cancer care, including prevention, screening, surveillance, diagnosis and treatment, management of complications and end-of-life issues. Anderson won the WHYY Community Caring Award for her innovative work in cancer care. She has experience working in a health plans and developed case, care and disease management programs for both commercial and Medicaid populations. Ms. Anderson is also a recipient of the American College of Healthcare Executives Regent’s Award in recognition of her significant contributions to excellence in healthcare management.

Ms. Anderson has experience as both a critical-care nurse and an administrator. She earned a bachelor’s degree in nursing from the University of Delaware and a Master’s of Science Degree in Health Services Administration from The New School for Social Research in New York. Ms. Anderson is a Fellow of the American College of Healthcare Executives and has obtained additional certifications in healthcare quality and utilization management.

Kent’s healthcare work has varied from small, focused interventions within existing facilities to large-scale, freestanding buildings. Kent approaches every project with the understanding that each one is an opportunity to realize improved processes, efficiencies and outcomes. He has earned national awards for design excellence, and his dedication to every client’s success via best practice strategies has afforded him robust, long-term client relationships. Beyond design quality, Kent is also a champion for alternative, collaborative delivery methods on complex projects, such as Design-Build, Design-Assist and Integrated Project Delivery. His pursuit of these areas of expertise led to Kent completing Stanford University’s Center for Integrated Facility Engineering (CIFE) program.

As Vice President of Facilities Development, Julie Herb oversees all design and development,

construction, and real estate for Virtua Health. Virtua is South Jersey’s largest health system with five

hospitals and approximately 300 additional locations throughout the region. Having worked on a

multitude of projects and negotiations over her career, including the region’s first Proton Therapy

Center, Julie’s current responsibilities include executive oversight for care transformation initiatives at

Virtua Our Lady of Lourdes Hospital and Virtua Mount Holly Hospital.

Over the past twenty-five years, Julie has proven to be an industry leader in the health care real estate

and development space. Among the many accomplishments throughout her leadership journey, Julie

has led the facilities efforts for the Epic transformation across the multi-hospital system, the integration

of numerous properties from acquisition activities, the disposition of facilities from a variety of

initiatives, as well as oversight of billions of dollars of capital construction, renovation, and

infrastructure projects. Julie continues to work on facility master planning activities for Virtua, as well as

countless strategic initiatives which will position Virtua well for many years into the future.

As a graduate of Franklin and Marshall College and the Business Management Program of the Wharton

School of the University of Pennsylvania, Julie holds a professional designation with the Counselors of

Real Estate, serving as Chapter Treasurer, and is also a Member of the Board of Trustees with Oaks

Integrated Care. Julie was recently appointed as a Board Member and Secretary of Association of

Medical Facility Professionals Philadelphia.

A native of Philadelphia, and graduate of Temple University with a Bachelor’s Degree in Electrical Engineering, Michael Brumberg, RCDD, oversees AKF’s Philadelphia office. Michael focuses on delivering AKF’s integrated design and consulting services across multiple sectors, including healthcare and science + technology. He brings nearly 30 years’ experience in the design and implementation of electrical power, lighting, and low voltage communications systems, incorporating the strategic integration of energy efficiency and controls into all of his designs. Ben is a managing director in the Philadelphia office of JLL Capital Markets, Americas and a member of JLL’s national healthcare practice. He joined JLL as part of the HFF acquisition and specializes on the sale of and equity placement for medical office buildings, physician and hospital monetization, re-capitalizations and joint venture equity.

Ben has advised on medical office and healthcare transactions of more than $1.7 billion. His clients include core funds, public and private REITs, pension fund advisors, developers, family offices, healthcare systems, fund managers and private equity firms.

James Ferris, PE is a Principal / Manager of Healthcare Operations with TLC Engineering for Architecture. A graduate of SUNY, Binghamton University and post graduate degree from NYU Polytechnic University, Jim has invested nearly 20 years in electrical engineering and analysis, with the majority of his experience in the highly specialized requirements of health care facilities, including power generation and distribution, specialty systems, and emergency preparedness. He has authored numerous publications and spoken nationally on emergency power requirements for healthcare institutions.

Shane Funston is a Senior Director in Brokerage Services at the Cushman & Wakefield’s Philadelphia

office. Specializing in Healthcare, Shane is part of Cushman & Wakefield’s Healthcare Advisory

Practice. He has completed over 2.5 million square feet (sf) in sale leaseback transactions and over

one million sf of transations specifically within healthcare clients.

Throughout his career, Mr. Funston’s clients have included some of the largest not-for-profit and for-
