Dr. Cacchione is CEO of Jefferson Health and Thomas Jefferson University, appointed by the board of trustees, effective September 6, 2022.

Joe joined Jefferson from Ascension Health, one of the largest private healthcare systems in the U.S., where he was serving as Executive Vice President, Clinical and Network Services (CNS), helping to lead a $28B organization with 165,000 employees across 145 hospitals and 2,600+ care sites in 19 states and the District of Columbia. Before that, he also served as CEO of Ascension Michigan with 15 hospitals and 22,000 employees.

Before his time at Ascension Health, Dr. Cacchione spent eight years at the Cleveland Clinic, a leading academic medical center that integrates clinical and hospital care with research and education. While there, he played a major enterprise role in business development and served as Chairman of Operations and Strategy for its Heart and Vascular Institute. Before that, he served as executive vice president and chief of quality & operations at Saint Vincent’s Health System in Erie, PA, where he oversaw the development of several service lines, including orthopedics, oncology, neuroscience and cardiovascular. Previously, he spent the first 20 years of his professional career as a private practice cardiologist and large private physician practice executive.

Joe earned his MD from Hahnemann University (now Drexel University’s medical college) and his BS degree from Gannon University. Dr. Cacchione completed his internship and residency in internal medicine at Case Western Reserve University. He also completed his residency in cardiology at the University of Rochester and served as a Cardiac Research and Interventional Fellow at Case Western Reserve University. He is Board Certified in internal medicine, cardiovascular disease and interventional cardiology and has been recognized many times for his contributions to his field and the prestigious institutions he has served.

Over the course of his 30+ year career, Dr. Cacchione has held numerous leadership roles on a national level and in Pennsylvania for the American College of Cardiology and has served on a number of national and community-based administrative health committees. He has authored and co-authored scholarly papers, and presented at national conferences and meetings on healthcare systems, new paradigms in healthcare, cardiology and cardiovascular disease and healthcare administration. He holds active medical licenses in Ohio, New York and Pennsylvania.

Kevin B. Mahoney is Chief Executive Officer for the University of Pennsylvania Health System (UPHS). He assumed this role on July 1, 2019.

Beginning in 1996, Kevin's leadership posts at Penn Medicine have included serving as Executive Vice President and Chief Administrative Officer of UPHS, Executive Vice Dean of the Perelman School Medicine, and Senior Vice President of UPHS. He also served as Executive Director of Phoenixville Hospital, as Executive Director and Chief Operating Officer for Clinical Care Associates, and as Director of Network Development.

Kevin's operational portfolio at Penn Medicine has included information technology, strategic planning, the primary care network, human resources and capital planning. He has led several transformative construction projects which have expanded and enhanced Penn Medicine's clinical care, teaching and research missions, including the Smilow Center for Translational Research and the Henry A. Jordan M'62 Medical Education Center. He oversaw the implementation of a common electronic health record platform across five hospitals, numerous outpatient clinics, and home care – the only comprehensive system of its kind in the Philadelphia region.

He directs the development and construction of a new $1.5 billion hospital, The Pavilion, on Penn Medicine's West Philadelphia campus, which will house inpatient care for the Abramson Cancer Center, heart and vascular medicine and surgery, neurology and neurosurgery and a new emergency department. The Pavilion, which will be the largest capital project in Penn's history, is expected to be completed in 2021.

Prior to joining UPHS, Kevin served as Vice President for Johnson & Higgins, where he provided leadership to the Health Group, including risk transfer and alternative risk management strategies. He also served as Vice President for Administration for nine years at Bryn Mawr Hospital, and as Director of Administrative Services for Episcopal Hospital for three years.

He is a graduate of Millersville State College, where he earned a bachelor's degree in Economics, and he holds an MBA and a doctorate from the Fox School of Business at Temple University.

Dr. Joseph Mitchell has more than 20 years’ experience in healthcare leadership and pediatrics. He joined CHOP in April 2025 and is working closely with CEO Madeline Bell and other CHOP executives to gain a deep understanding of CHOP’s culture, community and operations and to implement an enterprise strategy that will ensure a strong future for CHOP.

Prior to coming to CHOP, Dr. Mitchell served as Executive Vice President at Boston Children’s Hospital. At the same time, he held the role of President of Franciscan Children’s, a specialty hospital, after successfully negotiating the affiliation of Boston Children’s and Franciscan Children’s.

As Executive Vice President, Dr. Mitchell helped secure Boston city approval for Franciscan’s 10-year institutional master plan, including a new state-of-the-art hospital facility that will open in 2030-31. In addition, he launched a $150 million capital campaign to support campus modernization.

Dr. Mitchell joined Franciscan Children’s as CEO in 2021, after three years as a member of its Board of Directors. As CEO, Dr. Mitchell delivered a three-year clinical, operational and financial turnaround program that improved staffing levels, significantly strengthened the hospital’s quality infrastructure, reduced attrition and invested in workforce, significantly grew philanthropic contributions, improved quality and safety outcomes, and expanded state, local and federal advocacy efforts.

Before joining Franciscan Children’s, Dr. Mitchell was a partner with McKinsey & Company in Boston, MA, for 14 years. During that time, he worked with large pediatric and adult hospital systems to improve quality, outcomes and affordability and to drive growth and financial performance. He also served as one of the leaders of McKinsey’s North American healthcare provider practice.

Dr. Mitchell earned his MD from Washington University in St. Louis after graduating from Stanford University with a degree in history. He trained in Harvard Medical School’s urology residency program at Brigham and Women’s Hospital in Boston, and completed a National Institutes of Health-sponsored research fellowship at the University of California, San Francisco.

He currently serves on the Board of Advisors of the John F. Kennedy Presidential Library in Boston and previously served on the Board of the March of Dimes in Massachusetts.

Mike Dikon, LEED AP BD+C - Senior Vice President, LF Driscoll

As Senior Vice President at LF Driscoll, Mike Dikon provides strategic leadership for preconstruction services, guiding clients from the earliest stages of project planning through cost validation, procurement, and execution. With extensive experience delivering complex healthcare, research, and institutional facilities, he is known for aligning project goals with innovative solutions that maximize value, manage risk, and create cost and schedule certainty.

Throughout his career, Mike has led the preconstruction efforts for many of the region's most significant projects, including Penn Medicine's two Proton Therapy Centers, the 1.5 million-square-foot Hospital of the University of Pennsylvania Pavilion, the 217,000-square-foot laboratory overbuild at 3600 Civic Center Boulevard, the Children's Hospital of Philadelphia's 1.5 million-square-foot New Patient Tower, and WellSpan York Hospital's 300,000-square-foot Critical Care Tower expansion and renovations.

His expertise in preconstruction planning, estimating, constructability, and procurement has helped establish LF Driscoll as a trusted partner for some of the most complex projects in the Greater Philadelphia region.

Edward Jimenez serves as the President and CEO of Main Line Health. Ed, a veteran healthcare executive with nearly 30 years of progressive leadership experience, joined the System in 2025. Ed has an exceptional track record of leadership, innovation and a deep commitment to fostering a culture of collaboration, excellence and continuous improvement.

Before joining Main Line Health, Ed served as President and CEO of University Hospital, a 500-bed academic medical center in Newark, New Jersey. Under his leadership, University Hospital embarked on a $1.8 billion campus renovation and expansion project, achieved #1 survival in the United States for liver transplantation and enhanced employee engagement with the hospital landing on Forbes’ America’s Best Employers list. Ed was instrumental in spearheading an ambulatory strategy focused on network and service line expansion.

Prior to University Hospital, Ed worked at UF Health for 12 years, first serving as the COO and then becoming the CEO, a role he held for nearly a decade. At UF Health, Ed grew the system from a $1 billion and 8,000 employee organization to a $2.7 billion organization comprising seven hospitals, 16 ambulatory care facilities and 14,000 employees. Under his leadership, UF Health saw remarkable growth with a focus on an ambulatory strategy designed to increase access to care. He also fostered robust affiliate and partner relationships with health systems and providers around the state. Throughout Ed’s tenure, UF Health was consistently recognized in the annual U.S. News & World Report rankings for its clinical quality in pediatric and adult medical specialties.

Over his career, Ed has held progressive senior leadership roles at St. Joseph’s Healthcare System, Memorial Sloan Kettering Cancer Center and University Hospital (under its previous name as the University of Medicine and Dentistry of New Jersey).

Ed earned a Master of Business Administration from the Zicklin School of Business at Baruch College in New York and a bachelor’s degree in politics from Brandeis University in Massachusetts.

Ed is the Chair-Elect of the Association of American Medical Colleges’ Council of Academic Health System Executives Administrative Board and currently holds several national board appointments. He also has faculty appointments at Johns Hopkins University, University of Florida and Rutgers University.

During his career in commercial real estate, Jeffrey has managed strategic planning and transactional

financing for clients consisting of high- net-worth individuals and corporations throughout the United

States, Europe and the Middle East. For the past 18 years he has primarily focused on projects involving

single-tenant commercial office; special purpose medical; and age-targeted developments, facilitating

and directing several hundred million dollars’ worth of successful projects.

In his role as a Partner at Mediplex Property Group, Jeffrey focuses on developing strategic relationships

with health systems, independent physician network practices, institutions, and municipalities that

comprise the company’s core competencies, and are the backbone of the Company’s successful growth

and expansion plans.

Jeffrey holds a Bachelor’s Degree from Indiana University of Pennsylvania, and a Master’s Degree from

The Jewish Theological Seminary of America.

Natalie Miovski Hagerty is a healthcare executive at one of the top-ranked and fast-growing children’s hospitals in the United States. As a strategic and innovative leader, she navigates change with vision and integrity, leading complex real estate and development plans from strategy to implementation. Ms Hagerty is a registered architect and member of the American Institute of Architects. She holds certificates in Real Estate from the Urban Land Institute, is Six Sigma Green Belt Certified (SSGBC), is an Evidenced Based Design Accredited Professional (EDAC) and a Leadership in Energy and Environmental Design Accredited Professional (LEED AP).

She is currently the Assistant Vice President of Facilities Planning, Design and Integration of the Children’s Hospital of Philadelphia’s 10-year, +2 million square feet, $3 billion capital program to create state-of-the-art hospital, outpatient, academic, and research facilities.

Ms. Hagerty serves on the board of Philadelphia Women in Construction and serves on the Diversity, Inclusion and Equity Board Committee and is the board liaison to the Connecting Committee which is dedicated to connecting women in construction with high schools, universities and other non-profit organizations. She is also one of the founding members of the national Nursing Institute of Healthcare Design.

She is mission-driven, collaborative and uses design thinking to inspire breakthrough ideas that promotes the patients, family, and staff experience. As the co-founder of the Pediatric Environments Network (PEN), she is an international trailblazer for the development of pediatric-specific spaces geared to improve outcomes, efficiencies, and experiences.

She holds a bachelor’s in architecture from State University of New York at Buffalo, master’s graduate studies in Architecture from Mc Gill University in Montreal, Canada and a master of science in Organizational Dynamics from the University of Pennsylvania.

Dylan Panebianco serves as Vice President of Operations at Boyle Construction and represents the company's third generation of leadership. Since joining Boyle in 2016, he has advanced through nearly every operational role, giving him firsthand experience in project delivery from preconstruction through completion. Dylan has played a key leadership role in the construction management of five major neighborhood hospital and health center campuses for Jefferson and Lehigh Valley Health Network, providing a unique perspective on how health systems can expand access through neighborhood hospitals, outpatient facilities, and community-based care models.

Kevin Myers serves as Deputy Policy Director in the Office of Delaware Governor Matt Meyer, where he leads policy initiatives related to healthcare and economic development. Prior to his work in Delaware, he was an Economic Policy Advisor in the Biden White House, working on healthcare affordability, small business, junk fees, and consumer protection. He has also held consulting and research roles supporting local government policy development. He graduated summa cum laude from the University of Pennsylvania and holds an MPP and an MSc in Public Policy Research from the University of Oxford, graduating with distinction. 

Taylor Mason leads the overall business strategy while managing and executing the business development and marketing efforts for David Mason + Associates. His primary focus is managing personnel and market growth strategies that focus on DMA’s added value. Taylor positions DMA to build relationships and identify growth opportunities while strengthening DMA’s existing client and partner base. Taylor’s knowledge of DMA’s diverse market sectors allows him to speak on behalf of each division within the company. He also supports day-to-day operations, administration and works with division managers, project managers, and technical staff to ensure successful consulting is delivered to each client. His intense focus on added value has enabled Taylor to help expand DMA’s professional service offerings in several new directions as part of the organization’s strategic plan.

Grant is the Founder of EIR Healthcare, a leader in industrialized healthcare facility delivery through prefabrication, modular design, and integrated project execution. With deep expertise in translating complex clinical and regulatory requirements into manufacturable and constructible solutions, Grant has helped advance the application of modular systems to improve quality, cost predictability, and speed of delivery in markets including behavioral health, outpatient, and crisis stabilization facilities.

At EIR Healthcare, Grant bridges clinical operations, regulatory strategy, and manufacturing-driven construction to unlock the strategic advantages of prefabrication in healthcare — from early concept through permitting, production, and field installation. Grant’s work focuses on aligning multidisciplinary teams around a shared delivery platform that harnesses the efficiencies of modular methods while meeting rigorous safety, code, and licensing requirements.

Beth Muller serves as Director of Information Technology at the firm, working in technology design and project management with JB&B Technologies. With over 30 years of experience, she specializes in healthcare and life sciences, with a strong focus on integrating wireless systems into coordinated IT infrastructure. She has been helping healthcare institutions bridge emerging technologies using AI—such as Natural Language Processing (NLP), Ambient Clinical Intelligence, AI-powered imaging, telemedicine, RTLS, and wearables—by integrating data across platforms, enabling real-time insights, improving clinical decision-making, and streamlining workflows to reduce administrative burden. This approach supports more personalized, efficient, and proactive care delivery, ultimately enhancing outcomes and continuity across the entire patient care continuum.

Beth has contributed to several major healthcare projects, including NYU Langone Health’s Kimmel Pavilion, Science Building, Smilow Research Center, and Center for Women’s Health; the Kenneth C. Griffin Pavilion at Memorial Sloan Kettering; Columbia University’s Jerome L. Greene Science Center; and Jefferson Health’s Honickman Center.

In addition to professional work, Beth currently serves as Executive Advisor to the President for the Women in Healthcare Greater Philadelphia Chapter. She holds a Bachelor of Science in Facilities Planning and Design and Management from the University at Buffalo’s School of Architecture as well as a Master of Science in Project Management from George Washington University.

As Vice President of Facilities Development, Julie Herb oversees all design and development,

construction, and real estate for Virtua Health. Virtua is South Jersey’s largest health system with five

hospitals and approximately 300 additional locations throughout the region. Having worked on a

multitude of projects and negotiations over her career, including the region’s first Proton Therapy

Center, Julie’s current responsibilities include executive oversight for care transformation initiatives at

Virtua Our Lady of Lourdes Hospital and Virtua Mount Holly Hospital.

Over the past twenty-five years, Julie has proven to be an industry leader in the health care real estate

and development space. Among the many accomplishments throughout her leadership journey, Julie

has led the facilities efforts for the Epic transformation across the multi-hospital system, the integration

of numerous properties from acquisition activities, the disposition of facilities from a variety of

initiatives, as well as oversight of billions of dollars of capital construction, renovation, and

infrastructure projects. Julie continues to work on facility master planning activities for Virtua, as well as

countless strategic initiatives which will position Virtua well for many years into the future.

As a graduate of Franklin and Marshall College and the Business Management Program of the Wharton

School of the University of Pennsylvania, Julie holds a professional designation with the Counselors of

Real Estate, serving as Chapter Treasurer, and is also a Member of the Board of Trustees with Oaks

Integrated Care. Julie was recently appointed as a Board Member and Secretary of Association of

Medical Facility Professionals Philadelphia.

Bill Graves is leading Clemens’ Healthcare and Higher Education efforts, with an extensive

track record in overseeing successful projects and teams in these sectors. In the higher

education realm, Bill has managed large-scale campus expansions and student housing

developments, including building additions, overbuilds, fit-outs, and major infrastructure

upgrades at leading universities. His experience spans both new construction and

renovation, ensuring the creation of functional and sustainable spaces for students and

faculty. Bill’s meticulous planning and execution of logistically complex projects have

made him an invaluable asset to the C3 team.

Taw North is a healthcare technology leader with extensive experience planning and designing technology systems for hospitals, medical centers, and healthcare campuses nationwide. He specializes in IT technologies, infrastructure, telecommunications, security, and AI-enabled technologies that enhance patient care, operational efficiency, and facility performance. As a Regional Director, Taw leads a multidisciplinary technology team spanning 14 offices across the United States, delivering innovative solutions for complex healthcare environments from strategic planning through project implementation.

Anthony Naccarato serves as Chairman & CEO of O’Donnell & Naccarato, one of the Mid-Atlantic region’s oldest and largest structural engineering firms. He provides strategic and operational leadership for the firm, drawing on more than three decades of experience in structural engineering and the design and construction industry. Anthony joined O’Donnell & Naccarato in 1988 after earning his degree in Civil Engineering from Villanova University and has held leadership roles at the firm including Project Executive, Partner, Vice President, and President.

Throughout his career, Anthony has developed an extensive portfolio of healthcare projects, with notable experience including projects for Capital Health, RWJBarnabas Health, Virtua Health, Penn Medicine, and Jefferson Health. His experience spans healthcare projects throughout the Mid-Atlantic region and across the country, including complex hospitals, medical facilities, and expansions.
As a longtime leader within O’Donnell & Naccarato and the local design and construction community, Anthony has played an integral role in the firm’s growth and continued development. His leadership and experience have helped shape the firm’s approach to delivering complex structural engineering solutions for healthcare and other building types.

As the Director of Design at EwingCole, Saul believes that addressing the wellbeing of both patients and caregivers through the design of functional yet elegant and soothing environments is one of the most gratifying roles in the building industry. With over 25 years of experience, Saul has led the design of the firm’s largest, most technically sophisticated projects. He has won AIA Awards for facilities at Cooper University Hospital, Jefferson Health, University of Pennsylvania, SUNY Upstate Medical University, and Memorial Sloan Kettering Cancer Center among others, and was named HCD 10 Architect of the Year by Healthcare Design Magazine in 2016.

Todd Graham serves as Senior Vice President Debt Capital Markets – Structured Finance with Anchor Health Properties and has over 25 years of experience as an investment banker and private debt and equity investor with a focus on infrastructure and commercial real estate. During his career, Mr. Graham has acted as an advisor or placement agent on more than $1 billion of transactions.

He previously served as Senior Managing Director at Veyron Global, an industry-leading investment firm where he specialized in executing a wide range of structured finance solutions for public, private, and not-for-profit entities. He previously served as Managing Director at NatAlliance Securities, leading the firm’s alternative asset investment banking practice and was Managing Director of Cantor Fitzgerald where he co-led the firm’s infrastructure finance practice within the Debt Capital Markets Group.

Mr. Graham brings extensive experience in financing real estate and infrastructure assets and enterprises with an expertise in debt capital markets, structured finance, securitization, asset backed finance, and Public-Private Partnerships.

Jay Levin is Vice President and Branch Manager of Limbach’s Philadelphia, helping mission-critical facilities operate with proactive, energy-efficient solutions and best-in-class MEP services. With more than 20 years of experience across energy services, infrastructure, and facility solutions, Jay brings a strategic approach to improving facility performance, reliability, and long-term efficiency.
