Prema is the new President and CEO of the Center City District (CCD) as of January 2024. She oversees all aspects of the CCD's planning, strategy, economic development and operations. The CCD is a downtown management district, which provides security, cleaning, place marketing and planning services, as well as streetscape and park improvements for the central business district of Philadelphia.

As Vice President of Facilities Development, Julie Herb oversees all design and development,

construction, and real estate for Virtua Health. Virtua is South Jersey’s largest health system with five

hospitals and approximately 300 additional locations throughout the region. Having worked on a

multitude of projects and negotiations over her career, including the region’s first Proton Therapy

Center, Julie’s current responsibilities include executive oversight for care transformation initiatives at

Virtua Our Lady of Lourdes Hospital and Virtua Mount Holly Hospital.

Over the past twenty-five years, Julie has proven to be an industry leader in the health care real estate

and development space. Among the many accomplishments throughout her leadership journey, Julie

has led the facilities efforts for the Epic transformation across the multi-hospital system, the integration

of numerous properties from acquisition activities, the disposition of facilities from a variety of

initiatives, as well as oversight of billions of dollars of capital construction, renovation, and

infrastructure projects. Julie continues to work on facility master planning activities for Virtua, as well as

countless strategic initiatives which will position Virtua well for many years into the future.

As a graduate of Franklin and Marshall College and the Business Management Program of the Wharton

School of the University of Pennsylvania, Julie holds a professional designation with the Counselors of

Real Estate, serving as Chapter Treasurer, and is also a Member of the Board of Trustees with Oaks

Integrated Care. Julie was recently appointed as a Board Member and Secretary of Association of

Medical Facility Professionals Philadelphia.

Kate McNamara is PIDC’s Executive Vice President for the Navy Yard, a 1,200 acre mixed-use campus

in South Philadelphia featuring 150 companies and over 16,000 employees. She is responsible for

implementing the Navy Yard’s $6B master plan, as well as delivering real estate and infrastructure

solutions to advance a $5.5B expansion of the Navy Yard’s shipbuilding complex. She is also responsible

for campus operations, the electric distribution grid, Navy Yard Transit, and capital projects, overseeing a

$44M annual operating budget and over $80M in capital projects. Ms. McNamara joined PIDC in 2011 to

lead the Lower Schuylkill Master Plan, a $411M initiative to reposition 3,700 acres of riverfront industrial

land. Prior to joining PIDC, Ms. McNamara served as Special Assistant to PA Governor Ed Rendell,

managing the Commonwealth’s $450M port expansion initiative and strategic planning for the $786M

expansion of the PA Convention Center.

Allison P. Wilson-Maher is the Vice President of Real Estate, Design and Construction at Penn

Medicine, where she oversees and manages the organization’s 17 million square foot real estate

platform. She leads a staff of more than 50 to deliver excellent project management, planning and

real estate advisory services to clients across the system, including development and

implementation of overarching real estate strategy, design and construction of renovation and de

novo development projects, and real estate portfolio acquisition and disposition. Allison collaborates

with professionals and leadership of both the Perelman School of Medicine and The University of

Pennsylvania to deliver integrated and complementary real estate solutions enterprise-wide.

Also an alumna of the University, Allison holds a Master of Business Administration in Real Estate

from the University of Pennsylvania’s Wharton School. She graduated summa cum laude, first honor

graduate, with highest honors from The University of Georgia, where she received her Bachelor of

Arts degree in Journalism.

Allison is a Fellow of the American College of Healthcare Executives, where she served as Regent

for Southeastern Pennsylvania and Southern New Jersey for three years. She received ACHE of

Greater Philadelphia’s Administrative Achievement Award in 2015 (formerly Healthcare Leadership

Network of the Delaware Valley) and its Senior Level Leadership award in 2025. Allison currently

serves on the Board of Trustees of The Grayson School.

As Senior Vice President of Development, Sarina spearheads all of Post Brothers’ development projects and brings a wealth of experience in complex project planning, contractor negotiations, and every facet of project management. Sarina’s work on Post Brothers’ best-in-class residential portfolio includes the $250 million renovation of historic Presidential City, which was the largest redevelopment project in Philadelphia. Under Sarina’s leadership, Presidential City was transformed from an under-utilized, semi-suburban complex into the city’s largest luxury residential community, complete with a brand new, resort-style amenity center - Sora Pool Club. Other projects worth noting include The Atlantic at the Avenue of the Arts, Rittenhouse Hill and The Piazza in Northern Liberties. Prior to joining Post Brothers, Sarina received her Bachelor’s of Architecture degree from Drexel University. She managed over $400 million in projects for SgRA Architecture, including the Le Meridien Hotel and the Parc Rittenhouse, and before that spent 12 years as with KMA Architects and PZS Architects. Sarina was recognized nationally as one of Connect Media’s Most Influential Women in Real Estate 2018, and has received the State Policy Network Helen S. Krieble Unsung Hero for Freedom Award. Several of the Post Brothers projects she played key roles on have gained both regional and national industry recognition for their quality and economic development value. Sarina is a Founding member of the ABC Philadelphia Regional Council, board member of the Association of Builders and Contractors of Eastern PA, serves on the Board of Directors of the Building Industry Association of Philadelphia and is also currently the Vice Chair of the Government Affairs Committee at the BIA. These are just some of the positions Sarina holds across multiple industry organizations.

With more than 15 years of experience in commercial real estate, Janice Wong has

dedicated her career to creating high-quality, thoughtfully designed, and environmentally

sustainable urban places. As a key member of the executive leadership team at Gattuso

Development Partners, Janice oversees the firm’s daily operations and drives strategic

initiatives across real estate development, marketing and leasing, business

development, construction, and asset management.

Prior to joining Gattuso Development Partners, Janice served as Director of Real Estate

Development & Leasing at Liberty Property Trust, one of the nation’s largest real estate

investment trusts. In this role, she evaluated and underwrote commercial urban

development and redevelopment projects valued from $25 million to $500 million. She

also played a central role in the master planning of 21 acres along the Camden

Waterfront in New Jersey, including the development of the LEED Platinum–certified

American Water Headquarters.

Earlier in her career, Janice practiced architecture with SUH Architects in Seoul, South

Korea, and KPMB Architects in Toronto, Canada. She is a licensed architect in Canada

and holds both LEED and WELL Accredited Professional credentials. Janice earned a

Bachelor of Architecture from McGill University, a Master of Architecture from the

University of Southern California, and an MBA from the Wharton School of the

University of Pennsylvania.

Deeply committed to community engagement, Janice serves on the Board of Directors

of Habitat for Humanity Philadelphia, where she previously completed two terms as

Board Chair. Her leadership and industry contributions have been recognized with the

Philadelphia Business Journal’s Women of Distinction Award (2019) and as a Bisnow

Philadelphia Power Woman nominee (2022).

Conversant in Cantonese and French, Janice lives just outside Philadelphia with her

husband and daughters.

Erin Warwick joins WCRE as Executive Vice President to lead the firm’s growth in the Pennsylvania & New Jersey markets.

Over the course of nearly 15 years in real estate, Erin has represented both owners and occupiers and worked directly for several REITs and Private Equity ownership firms. She brings a unique perspective as she has developed strategies and completed transactions from all sides.

Prior to joining WCRE, Erin worked with Liberty Property Trust, Somerset Properties and Nessel Development.

Erin’s commercial real estate career began in property management/marketing/leasing administration for Liberty Property Trust. Subsequent to Liberty selling off their core office assets, Erin then joined Somerset Properties in 2014 and focused on leasing and tenant relations for over 200 office tenants including Virtua Health, Morgan Stanley, PMA and American Water. She analyzed the workflow of the company, created business plans, and became an expert on buildings and systems. Erin also coordinated the efforts of dispositions of assets at the end of Somerset’s hold vs. sell model.

Most recently, Erin was Asset Manager for Nessel Development, an innovative, environmentally sustainable real estate investment firm centrally focused in Southern New Jersey with a splash of a few retail, manufacturing, and grocery store holdings in the US and a few offices in North Jersey. Nessel Development helped Erin to cultivate the tenant relationship while acquiring new assets to grow its investment strategy of solar installation. Nessel’s core values included incorporating various green practices into its properties and sharing the financial success of its efforts with the community.

Maria Sourbeer has made a career out of bridging the gap between her capabilities as an architect/developer and her responsibilities as a community member. She believes that a beautiful and well-designed space has a positive influence on a basic human level. She's carried this idea through from her experience as a Peace Corps Volunteer, to her current position as Executive Vice President of Development for Mosaic Development Partners.

At Mosaic, Maria leads the community development team, guiding development strategy and execution through construction completion and stabilization. She also serves as mentor and cross-collaborator for the team to ensure the highest standard of quality is continuously delivered on projects. Together with the Mosaic team, Maria finds creative ways to develop real estate and bring jobs, homes and commercial enterprise to challenged urban neighborhoods.

Maria has over 20 years of professional experience and continues to grow through her love of family, work and play. Outside of Mosaic, she dedicates volunteer efforts to the Community Design Collaborative, Norris Square Community Alliance, Impact Loan Fund and the South Philly Food Coop.

Kari spearheads Federal Realty’s Philadelphia and New Jersey shopping center portfolios. In her role, she is responsible for the strategic planning and performance of 20 assets representing approximately 4.5 million square feet of real estate. Kari joined Federal in 2013 as a senior acquisitions associate and most recently served as director of asset management, where she oversaw 2.8 million square feet of retail assets in the Washington metropolitan area. She currently serves on the Advisory Board for Urban Land Institute Philadelphia and as co-chair of its Community and Economic Development Council. Kari is also a board member of the Ardmore Initiative, the Business Improvement District for Ardmore, PA. Kari holds a Bachelor of Science from The Georgia Institute of Technology, where she graduated with highest honors. In 2023, Kari was the recipient of The Philadelphia’s Business Journal’s 40 Under Forty award, which recognizes 40 individuals who are leaving an imprint on the region.

Angela Fagnani is a commercial real estate and construction professional with 18 years of experience spanning the full lifecycle of development, from market strategy and business development through construction execution and long-term asset performance. In her role as Director of Market Development, she is passionate about building meaningful partnerships across healthcare, commercial, higher education, multifamily, and institutional sectors, helping bring complex, high-impact projects to life. Throughout her career, Angela has led large-scale capital improvement programs and portfolio-wide initiatives that enhance operational efficiency, increase asset value, and advance sustainability goals. She approaches every project from an ownership perspective, ensuring decisions are both strategic and built for long-term success. Alongside her professional work, Angela is deeply committed to giving back and advancing the industry. She serves as a Director for Kelly’s Kidz, supporting children’s hospitals, and is a board member and volunteer Co-Chair for Women in Healthcare Philadelphia, where she helps foster connection and growth among industry professionals. She also serves as an Ambassador for Lankenau Medical Center Foundation and is a member of the Executive Leadership Team for the American Heart Association’s Hard Hats with Heart initiative in Philadelphia, where she was honored to become its first female EL Team member, advocating for cardiovascular health within the construction industry.
