John Mehigan is Vice President of Investments for Regency Centers. He is responsible for identifying, evaluating and structuring profitable retail development opportunities throughout Southern California.

John joined Regency as Vice President in 2010. He has more than 18 years of experience working with commercial real estate and retail shopping centers. John has been involved in the development and redevelopment of multiple projects in Southern California, such as South Bay Village, which is anchored by Walmart, HomeGoods and Orchard Supply Hardware. In 2014 he completed the Juanita Tate Marketplace, a project that started as urban blight and finished as a daily needs center with open space and public art. He is currently working on two ground-up projects: The Village at La Floresta in Brea, an 87,000 SF boutique neighborhood center anchored by Whole Foods; and the Village at Tustin Legacy in Tustin, a 20-acre community center anchored by Stater Brothers and CVS Pharmacy.

Previously, he served as Senior Development Manager for Panattoni Development Company, where he was responsible for 500,000 SF of retail and mixed-use projects. He began his career as a Senior Associate with CB Richard Ellis.

John earned his Bachelor of Science and a Master of Business Administration from the University of Southern California in Los Angeles. At home he has his hands full with three children under the age of 4.

Following a successful career in the action sports industry including as President of Quiksilver, Shaheen transferred his international trend expertise to the unconventional place of community redevelopment. His initial project, the LAB Anti-Mall, now 25 years “young,” continues to garner international acclaim in addition to the CAMP, a decade-old sustainable and eco-friendly retail campus. Recently, LAB Holding repurposed several California landmarks including the Casino San Clemente; Center St. Promenade, Anaheim’s historic downtown; Anaheim Packing District

including the Packard and MAKE Buildings; with the historic Balboa Theater undergoing restoration as a seaside live music venue in Newport Beach.

The LAB portfolio includes innovative retail such as SEED People’s Market; Healthy Junk vegan fast food; Hammar Workshop & Bar featuring craft cocktails, BXCR, an underground “wine society,” and SOLO, a creative co-op workspace. In progress are designs for a boutique motel,

culinary artists residence complex and urban apartment lofts.

Tom Bak is Senior Managing Director of Trammell Crow Company where he serves as a member of the firm’s Leadership Council. Under Tom’s leadership, the Southern California Development & Investment Group has completed, or is in the process of completing, the development of office, medical office, industrial and brownfield projects totaling over 25 million square feet and representing investments of over $2.0 billion.

Tom began his career with Trammell Crow Company as a leasing agent. He has received numerous regional and national awards recognizing his achievements as a top leasing and development producer. In 1989, he became one of the youngest partners in the firm. In 1996, Tom became leader of the Southern California Development & Investment Group.

James Watson

James “Watty” Watson has spent a 35-year career in the commercial real estate investment, development and management business. He currently serves as President and CEO of CT Realty Investors in Orange County, California.

CT Realty Investors has enjoyed a twenty year history of successful and profitable real estate investment, development, and management activities and has acquired and sold over $2.5 Billion in real estate. Since 1994, CT has invested in industrial, office and multi-family properties, as well as distressed commercial debt. CT’s investment platform has cultivated and fostered a community of sophisticated and diverse private and institutional investors.

Previously, Watty served as President of the Koll Development Company where he was responsible for real estate investment and development in the Western United States and Mexico. Koll developed or acquired more than 75 million square feet of institutional quality commercial real estate including office, industrial, and retail properties during its history.

Prior to Koll, James was President of SDC Investments, successor to the Santa Anita Development Company. SDC developed several million square feet of commercial real estate throughout the southwest United States prior to Watty merging SDC operations into the Koll Company in 1990.

As a graduate of the University of Southern California, he earned a bachelor's degree in Public Administration. James was President of the Orange County Chapter of the National Association of Industrial and Office Properties (NAIOP) and served on its National Board of Directors. He is also a member in the ULI and was appointed by Governor Wilson as State Racing Commissioner on the California Horse Racing Board and served for four years.

Watty is Co-Chairman of the Advisory Board of the UC Irvine Center for Real Estate at the Paul Merage School of Business. He resides in Newport Beach with his wife and three children.

Kevin is the Founder and Managing Partner of Pendulum Partners. His daily oversight of the firm’s investment and asset management activities ranges from setting larger strategic objectives to tactical implementation of any given project.

Kevin has closed over $844 million of commercial real estate property transactions since 2010. This achievement required him identifying and closing on opportunities, including structuring joint-venture agreements with a number of institutional partners. He takes a “hands-on” approach by working on each asset from acquisition through disposition to ensure best execution.

Prior to founding Pendulum Partners, Kevin opened Lincoln Property Company’s Orange County and San Diego offices, and oversaw all operations including acquisitions, dispositions, asset management, property management and development. The third-party asset and property management platform added over $1.5 billion of property during his more than eight years running the region for LPC.

Kevin offers a true end-user perspective combined with deep market knowledge and a solid fundamental understanding of tenant demand. His background in leasing informs his investments and operations approach. His more than 14 years in commercial real estate began at the Irvine Company in office leasing, prior to spending four years in tenant representation at Cresa Partners.

Notably, Kevin and his family are active volunteers for Safe Families for Children. Kevin held a Board Member position with NAIOP for 2014 and 2015 and also served as a Board Member for Think Together from 2005 to 2015.

Mr. Brown, 38, is a Vice President and has been with LBA since 2004. At the start of his career with LBA, his focus was on acquisitions in both San Diego and Northern California. In 2009, he took over the responsibility to oversee leasing, design and construction activities for LBA’s two million square foot Park Place project in Irvine, CA. Most recently he has also taken on similar roles for other major LBA office properties in the Southern California region. Prior to his arrival to LBA, he was an analyst with JP Morgan and Lan Ron Builders. Mr. Brown is a graduate of Baylor University with B.A. in Business Administration, with a major in Finance.

Russ Parker has been a managing partner of Parker Properties since 1994. Parker Properties is a “best in class” asset services and development company specializing in office campus projects and commercial real estate services projects in Southern California.

For the last 22 years, Parker Properties has developed and managed over 2,700,000 sf in 14 significant office projects. Our developments include the 150,000 sf build to suit for Advanced Bionics in Santa Clarita, the 167,000 sf QLogic Campus and the nine story Pacific Life Insurance building in Aliso Viejo. Parker Properties is currently under construction on the final phase of Summit, a 205,000 sf build to suit for medical device maker MicroVention/Terumo Corporation.

Wilbur H. Smith III is the Principal and founder of Greenlaw Partners, LLC and Greenlaw Management, Inc. Mr. Smith personally oversees all aspects of the company’s acquisition, operations and investment development/redevelopment programs.

Since inception and under Mr. Smith’s leadership the company has completed in excess of $2.0 billion in acquisitions and dispositions of commercial real estate properties. Currently, Greenlaw manages a portfolio in the Western United States in excess of five million square feet that is comprised of office, industrial, retail, multi-family, resort and land assets.

Mr. Smith received a Bachelors of Science degree in Agriculture from California Polytechnic State University, San Luis Obispo and earned a Master’s Degree in Real Estate Development from the University of Southern California. Allison Schneider Kelly is a First Vice President in Brokerage Services in the Newport Beach office of CBRE. With a multi-faceted real estate career spanning more than 30 years, Richard Douglass oversees all operations of Trumark Homes’ Southern California Division. He has led organizations that have constructed more than 10,000 homes – from entry level to multi-million dollar products including high-rise development – with revenues well in excess of $3 billion. Prior to joining Trumark Homes, Mr. Douglass most recently headed Ryland Homes’ operations in Southern California and previously was Southern California Division President for Centex Homes.

Mr. Douglass is an integral member of the Building Industry Association of Southern California, where he recently held a position on the Governance Committee and also served as the President for the Orange County Chapter in 2004. For his commitment to the community beyond the building industry, he received the “Spirit of Life” Award from The City of Hope and the “Good Scout” Award from the Boy Scouts of America.

A native of San Clemente, Mr. Douglass received his Bachelor of Art degree in Political Science from California State University, Long Beach. Richard also attended Orange Coast College, where he graduated from the school’s Construction Technology and Applied Mathematics program.

Charles Tourtellotte is the President and Chief Executive Officer of LaTerra. Mr. Tourtellotte’s real estate investment management experience includes more than 30 years of successful senior management positions with institutions and public companies, as well as, entrepreneurial ventures, including all aspects of capital formation, property acquisitions, asset management and dispositions. At the entrepreneurial level, Mr. Tourtellotte founded three companies, one of which became a publicly traded company. Mr. Tourtellotte served as CEO for each of these companies.

Prior to LaTerra, Mr. Tourtellotte founded Shoreline Communities, a real estate development company specializing in both single and multifamily projects primarily in San Diego County, California. Shoreline and its management team completed development of more than 1,000 multifamily units and 2,000 single family homes.

In 1992, Mr. Tourtellotte founded MetroGolf, Inc., a NASDAQ traded company, which owned, acquired, developed, and managed golf courses and driving ranges across the United States. As President, CEO, and Chairman of the Board, Mr. Tourtellotte took MetroGolf, Inc. public in 1996 with an IPO, and later led MetroGolf through a merger and acquisition transaction with another NASDAQ listed company.

Mr. Tourtellotte served as a Senior Acquisitions Officer at two national real estate investment companies, Consolidated Capital and Robert A. McNeil Corporation, where he acquired more than 12,000 multifamily units and 10,000,000 square feet of commercial office and retail properties in major markets throughout the United States.

A graduate of the Daniels College of Business at the University of Denver, Mr. Tourtellotte has taught real estate and finance courses at the University of Denver and the University of Colorado. He has been featured on the Today Show, CNN and CNN/FN.

John Buchanan

John Buchanan serves as the Director of Economic Development for the City of Tustin. Over the course of his 15-year tenure, he has been responsible for the planning and development of City- owned properties at Tustin Legacy. Tustin Legacy is a 1,600-acre master-planned community that is being developed on land formerly known as Marine Corps Air Station (MCAS) Tustin. To date the City has committed 750 total acres to development including completed projects and in progress planning for single family housing neighborhoods, multifamily and affordable housing, lifestyle centers, non-profit and education facilities as well as state-of- the-art commercial office development. In addition to his work on Tustin Legacy, Buchanan’s responsibilities include negotiating and structuring transactions and advising on financing issues. Prior to joining Tustin, Buchanan was with P2 Economics, a real estate economic and financial consulting firm. He has also served in economic development, redevelopment, and planning capacities with the cities of Anaheim and Pasadena, and as the Director of Economic Development for the State of Nevada. While in Nevada he served on the board of Regents for the University of Nevada System. He is a member of ULI where he serves on the Public/Private Partnership Council. Buchanan holds a bachelor’s degree from the University of Utah and an M.B.A. from Claremont Graduate University.

Bill is a partner in the Orange County office with over 25 years of experience advising clients on a wide range of tax, joint venture, real estate, and corporate matters, including forming partnerships for the acquisition, sale, and development of commercial real estate, fund formation, 1031 like-kind exchanges, tenancy-in-common arrangements, Proposition 13 planning, Opportunity Zone investments, business entity restructuring and corporate succession planning. Bill represents a diverse group of sophisticated real estate sponsors, owners, developers, and capital providers. He works on projects covering most segments of the real estate industry, including multifamily, office, life science, industrial, hotel, entertainment, retail, mixed-use, and master planned developments.

Clients value Bill’s ability to efficiently structure real estate and corporate transactions to minimize tax and liability exposure, while also providing strategic counsel on other operational and legal matters. For many of his clients, he acts as the primary point of contact to assist and guide them through the life cycle of their respective commercial real estate investments, from the signing of the purchase agreement to the eventual disposition of the same. Since Bill represents both sponsors and capital providers, he has developed a unique understanding of the various conflicts of interests involved in any transaction, and has become adept at finding solutions to remove such impediments.

While much of Bill’s experience relates to general real estate matters, he has developed a special emphasis in counseling early stage real estate companies in connection with the creation of their initial operating companies, the formation of funds (both co-invest funds and funds created for direct investment), and the granting of participation interests to key employees/team members, along with collaborating with other practice groups at Allen Matkins to help with broader corporate securities, employment, litigation, and day-to-day business needs.

Widely respected for his industry and legal experience, Bill is frequently sought after as an author and speaker for regional and national conferences.
