Jay is director of Development for the Scannell Properties Southern California office, responsible for site acquisition, due diligence, entitlements, construction management, marketing, leasing and dispositions for ground-up development projects throughout Southern California.

Prior to joining Scannell Properties, Jay was a senior development manager for Panattoni Development Company and was an office tenant rep broker with JLL in Orange County. Prior to his career in commercial real estate, Jay served six years in the U.S. Navy in support of Operations Enduring and Iraqi Freedom as a supply officer in logistics/supply chain management.

Jay is a graduate of the United States Naval Academy where he earned a Bachelor of Science with Merit in Economics and was a member of the Division I Varsity Indoor and Outdoor Track & Field Teams. He earned a Master of Business Administration from the University of California, Irvine, Master of Science in Construction Management from Louisiana State University and a Master of Science in International Real Estate from Florida International University.

Jay is an active member of NAIOP, serving on the board of directors of the NAIOP Inland Empire chapter and a chapter sponsor for SIOR Inland Empire and Orange County.

Brian Westre has more than 15 years of experience providing clients with turnkey design-build solutions. As Project Executive and Principal for ARCO National Construction, Brian is involved in projects from concept to completion, working with clients throughout the proposal, preconstruction, design, and construction phases of a job. Specializing in light industrial facilities, Brian works with developers on both speculative and built-to-suit projects for cold storage, food processing, manufacturing, and distribution end users. His industry expertise helps developers achieve speculative developments designed to support specialty end users with well-informed upgrades for maximum flexibility, decreased time for retrofit, and marketability to a broad range of clientele. ARCO’s integrated design-build approach helps Brian’s clients overcome current market challenges in material pricing and delays through innovative solutions for securing key trades. Brian received a Bachelor of Science degree in Civil Engineering from Missouri University of Science & Technology.

Adam is a Partner and Senior Vice President of Development and Construction at Cityview and oversees all aspects of the company’s multifamily, mixed-use, and industrial development across Cityview’s portfolio in California, Colorado, Arizona, and Washington. Adam has overseen the development of approximately 4,000 apartment units, exceeding $2.1 billion in cost and has also developed approximately 2 million square feet of commercial, office and industrial projects. Prior to joining Cityview, Adam worked at CIM Group as an Associate Vice President of Development overseeing ground up retail, office, and mixed-use developments. Adam holds a BA Degree in Political Science and History from UCLA, and an MBA from the UCLA Anderson School of Management.

Lesley Hampton is the Vice President of Project Development for National CORE, where she is responsible for managing an extensive pipeline of potential projects through the development process, overseeing a large team of project managers, cultivating relationships with a variety of external stakeholders, and performing comprehensive financial analysis to create complex deal structures. She embraces the mission of transforming communities and lives through the development of quality affordable housing. With more than 18 years of experience in affordable housing and finance, she has been responsible for the development and construction of more than 2,000 units and securing more than $500 million in financing. Her entitlement and development expertise include acquisition/rehab, mixed-use, and new construction projects. Lesley received a bachelor’s degree from the University of California San Diego and a M.B.A degree from the University of California Irvine.

John Bringenberg

John Bringenberg serves as an Outreach Specialist at Willdan, collaborating with architects and developers to facilitate project enrollment in the Energy Design Assistance programs across major California utilities. That complimentary program saves energy on new construction projects that will exist for 50, 75 years or longer - helping mitigate climate crisis while delivering significant 5- and 6-digit incentives to the project developers. He has dedicated his career to renewable energy, corporate development, understanding of energy markets, Distributed Energy Resources, renewable policy, and corporate sustainability. Along with his sustainability knowledge, John serves as a subject matter expert and lead author on PACE Financing. Beyond his role at Willdan, John spearheads a non-profit organization focused on promoting sustainable building practices and advocating for sound climate policies.

ARCO Construction - Domino’s /// Alpine Foods /// Rose & Shore: breaking ground on a new 67,160-square-foot cold storage facility for Regent Cold Storage. Located in Vernon, CA, this state-of-the-art facility will feature a 40,377-square-foot -10°F freezer, a 6,972-square-foot dry warehouse, a 1,919-square-foot 35°F cooler, a 1,914-square-foot 45°F cooler, and blast freezing capabilities that can cool products from 40°F to 10°F within 48 hours. A groundbreaking ceremony is scheduled for October 8, 2024, at 10 a.m.
