As a developer and public official with experience in the nonprofit, public and private

spheres, Ms. Tsen has more than 30 years of experience in building housing at all levels of

affordability, civic projects, and large scale, mixed use developments. She is the President

and CEO of Windflower Properties, a multi-family residential development company and

President of Tsen & Associates, a real estate advisory firm. She was the Director of Real

Estate for the Port of San Francisco, the Director of Redevelopment for the City of

Emeryville, and a Commissioner of the former San Francisco Redevelopment Agency. She

is currently President of the Treasure Island Development Authority that oversees the

design and construction of infrastructure, streetscape, parks and open space for the former

naval military base. Her expertise and leadership were critical in finalizing the design and

financing for Yerba Buena Gardens and re-envisioning the San Francisco waterfront after

the demolition of the Embarcadero Freeway. She has served on numerous Boards for arts,

education and nonprofit community development organizations. Ms. Tsen was a recipient of

the prestigious Loeb Fellowship, which the Graduate School of Design at Harvard University

awards to outstanding designers and leaders who make our cities and natural environments

more vigorous and sustainable.

Mr. English is a Principal of Paceline Investors, LLC a San Francisco-based real estate investment and development firm focused on value-added and opportunistic investments and developments in California, primarily the San Francisco Bay Area.

In 2015, Mr. English has successfully led the effort to secure entitlements for a business park in Petaluma, CA on behalf of New York Life and is advising Columbia Property Trust on the potential entitlement of a $95 million expansion of an office campus in East Palo Alto, CA.

Charles works at MLC Holdings, Inc. and studied at University of the Pacific - McGeorge School of Law. Charles McKeag is located at San Francisco Bay Area. Experienced real estate executive with extensive experience in the acquisition, entitlement, and development of residential and mixed-use projects throughout the urban markets of Northern and Southern California. Strong executive leader and business development professional with full P&L responsibility for MLC Holdings, Inc., a wholly-owned subsidiary of Meritage

Homes Corporation (NYSE: MTH)

Barbara Halliday, Mayor, City of Hayward Barbara Halliday has served on the Hayward City Council since 2004 and was elected to a four- year term as Mayor in 2014. She represents Hayward on the Alameda County Transportation Commission Board of Directors.

As a member of the Alameda County Mayors Conference, she serves as that organization’s appointee to the executive boards of the East Bay Economic Development Alliance and Association of Bay Area Governments (ABAG.) Born and raised in Wilmington, Delaware, she earned a Bachelor of Arts degree from Mary Washington College of the University of Virginia (now University of Mary Washington) and studied journalism at the graduate level at University of Maryland’s College Park campus.

In the 1970s, she worked as a newspaper reporter in Maryland and Virginia, covering local governments in Elkton, Maryland, and Alexandria, Virginia. Barbara moved to San Francisco in 1979 and began a 28-year insurance career, handling medical liability claims for Norcal Mutual Insurance Company and earning the industry’s Chartered Property and Casualty Underwriter (CPCU) designation. She and her husband, Rick Imsdahl, moved to Hayward in 1986 after purchasing a home there. Barbara soon became active in the West Hayward community, helping to lead a protest of Caltrans’ original plans for rebuilding the 880/Rte 92 interchange which led to significant design changes that made the project much less disruptive to the surrounding residential neighborhoods. She also became active in city government, serving on the Hayward Planning Commission, Citizens Advisory Commission and Growth Management Task Force prior to being elected to City Council in 2004.

Trish Herrera Spencer was elected mayor in November, 2014. She is Alameda’s first Latino mayor. Her first term runs through December, 2018. She previously was elected to two terms on the Alameda Unified School District, Board of Education, and served six years as a Trustee. She currently serves on the Alameda County Transportation Commission, East Bay Economic Development Alliance (EDA) Executive Committee for Alameda County Mayors’ Conference of Northern Cities, East Bay Regional Park District/City Council Subcommittee, Alameda Heath Systems/City Council Subcommittee, Alameda Unified School District/City Council Subcommittee and Alameda Collaborative for Children, Youth and their Families. She previously served on the Alameda County Lead Abatement Joint Powers Authority Board. She is an environmentalist, advocate for smart growth, and strong supporter of education. She supported efforts to expand Crab Cove (part of East Bay Regional Parks) and to protect Alameda’s Chuck Corica Golf Complex (which is technically a public park). She advocates for smart growth at the former Naval Air Station (now Alameda Point). She spent many years supporting our schools in numerous capacities. She is also an attorney. She was raised in South Gate, in the Southeastern region of Los Angeles. She earned her Bachelor’s degree in Sociology from the University of California, Berkeley. While working full-time in a law firm, she completed her paralegal certificate from U.C. Irvine, and then her Juris Doctor from Western State University College of Law, Fullerton. She practiced business litigation. Her husband and she raised four children in Alameda. She’s a ten year breast cancer survivor (“triple negative,” which more frequently occurs in women of color) and supporter of Relay for Life. She enjoys running, has run marathons, and runs local half marathons and 5Ks to support local causes.

Joe is a founder of srmErnst and has over 20-years of real estate experience in development, investment, asset management and finance. Joe joined SRM Associates in 1999 and was the principal in charge of all new development since 2005.

Prior to SRM, Joe was a Vice President in Structured Finance with Norwest Bank Minneapolis (prior to acquisition of Wells Fargo) structuring private mortgage and asset-backed securities transactions. Joe was also a Vice President with Cargill Financial Services focused on developing a conduit for acquisition and securitization of subprime residential mortgages, and a Vice President with Piper Jaffray as a structured finance analyst involved in the acquisition, restructuring and fund management of a $1 billion portfolio of distressed residential loans and under-performing CMBS deals.

Joe graduated magna cum laude from the University of Saint Thomas receiving his B.A. in Finance and Computer Science. He is a Portfolio Advisor with Inner City Advisors, an Oakland based non-profit small business and jobs advocacy group.

Linda Mandolini has served as the Chief Executive of Eden Housing since 2001. Eden Housing

(www.edenhousing.org) is one of California's oldest and most successful non-profit housing developers and

owners. Linda oversees affordable housing production, resident support services, and property

management components of the organization, and a staff of more than 400 employees. She is guided in her

work by Eden's active volunteer board of directors, and together they just completed an ambitious 5-year

strategic plan to build or preserve 10,000 affordable homes in California over the next ten years.

Under Linda’s leadership, Eden Housing has become one of the most productive and successful nonprofit

affordable housing developers and owners in California and is nationally recognized for its work. To date,

Eden has developed or acquired approximately 11,000 affordable rental apartments in communities

throughout California, providing homes for more than 22,000 low-income residents from all cultures and

backgrounds. Eden currently has an additional 4,000 units in its pipeline.

The organization has received numerous awards including being named as one of the Best Places to Work

2015-2017, and one of the Healthiest Employers in the Bay Area by the San Francisco Business Journal for

the past nine consecutive years (2012-2020). Annually since 2006, Affordable Housing Finance Magazine

has named Eden Housing as one of the Top 50 owners or developers of affordable housing nationally.

Linda joined Eden in 1996 as a Project Developer and was promoted to Associate Director of Real Estate

Development. In 1999 and 2000, she worked with the Silicon Valley Leadership Group as Director of

Transportation and Housing Policy. She then rejoined Eden to serve as Director of Real Estate Development

and was named President in 2001.

Linda has received a number of awards including being named the Housing Champion by the Housing Trust

of Silicon Valley in 2020, inducted into the Alameda County Women’s Hall of Fame in 2017; named to the

San Francisco Business Times' Forever Influential Honor Roll in 2016; Bay Area's Most Influential Women in

Business in 2011, 2014, and 2015, Northern California's Real Estate Women of Influence in 2011; and

awarded the Affordable Housing Management Association's (AHMA) Pioneer in Affordable Housing in 2011.

She was also honored by the East Bay Business Times as a Woman of Distinction in 2008.

Under Linda's leadership, Eden Housing has completed three portfolio mergers and acquisitions, and has

launched a number of initiatives to increase affordable housing preservation and to promote sustainable

practices. Eden was among the first of its peers to implement a portfolio-wide green retrofitting and

resident conservation program. Linda is often called upon to share Eden's best practices at regional,

statewide, and national forums.

In 2018, Eden Housing celebrated its 50 year anniversary with a 50 Years/50 Stories Campaign with video,

podcast and photo-stories; an ambitious effort spearheaded by Linda to demonstrate the positive impact

affordable housing has on people and communities.

Linda is known as a leader in housing policy on the local, state and national level. She serves or has served

on and held leadership positions on the following boards: The California Housing Consortium (CHC), where

she currently chairs the Policy Committee, the National Housing Conference, the Housing Partnership

Network, the Housing Partnership Equity Trust, the ULI Terwilliger Center for Affordable Housing, the UC

Berkeley Terner Center Advisory Board, The Factory OS and Catalyst, Advisory Boards, the Housing Trust of

Silicon Valley, Non-Profit Housing Association of Northern California (NPH), Enterprise Communities'

Community Leadership Council, and the International Housing Partnership Exchange.

Linda was one of the affordable housing leaders who worked tirelessly for the passage of Proposition 46,

Proposition 1C, and Propositions 1 and 2, three California Housing bonds that collectively generated $10

billion for housing. She has also helped lead local housing initiatives, including most recently the Measures

A and A1 Housing bonds in Santa Clara and Alameda Counties respectively, that generated $1.5 billion in

local funding for affordable housing. In early 2020, she helped lead the passage of a local sales tax in San

Jose to support affordable housing.

Prior to relocating to California in 1996, Linda held various community development positions in Boston.

Linda received her AB degree from Wheaton College in Massachusetts and earned an MBA from Boston

University, with a concentration in public and non-profit management. She also completed the Harvard

Kennedy School/NeighborhorWorks, Achieving Excellence in Community Development program.

In her free time, Linda is an avid bicyclist and frequently rides for charitable causes including the Leukemia

and Lymphoma Society's Team in Training Program, the Dana-Farber Cancer Institute, and the Michael J.

Fox Foundation in support of research for cures for Parkinson's disease.

Geno Yun, AIA, LEED AP, has more than 30 years of experience, working extensively on mixed-use and retail center design and planning. His projects emphasize design principles that create public spaces that encourage people to gather, socialize and shop. Recently re-joining ELS as principal in charge of the retail and mixed-use practice, he was previously with Gensler as a design director and regional practice area leader for retail centers where he was a design resource on projects globally, including those in Shanghai, Sydney, Kyoto, Sao Paolo and Costa Rica. Geno is a member of the International Council of Shopping Centers, a member of Contract magazine’s Editorial Advisory Board and a past member of the AIA East Bay’s Board of Directors. He received his Master of Architecture degree from the University of California, Berkeley.
