As a developer and public official with experience in the nonprofit, public and private

spheres, Ms. Tsen has more than 30 years of experience in building housing at all levels of

affordability, civic projects, and large scale, mixed use developments. She is the President

and CEO of Windflower Properties, a multi-family residential development company and

President of Tsen & Associates, a real estate advisory firm. She was the Director of Real

Estate for the Port of San Francisco, the Director of Redevelopment for the City of

Emeryville, and a Commissioner of the former San Francisco Redevelopment Agency. She

is currently President of the Treasure Island Development Authority that oversees the

design and construction of infrastructure, streetscape, parks and open space for the former

naval military base. Her expertise and leadership were critical in finalizing the design and

financing for Yerba Buena Gardens and re-envisioning the San Francisco waterfront after

the demolition of the Embarcadero Freeway. She has served on numerous Boards for arts,

education and nonprofit community development organizations. Ms. Tsen was a recipient of

the prestigious Loeb Fellowship, which the Graduate School of Design at Harvard University

awards to outstanding designers and leaders who make our cities and natural environments

more vigorous and sustainable.

Jose is a speaker who has been helping people understand the world of real estate for over two decades. Jose is a San Jose State University Graduate with a Degree in Finance and Economics and he got accepted to Harvard Business School for the Year 2024. Ms. Hauser joined City Ventures in April 2014 and is responsible for all aspects of the development process, from pre-acquisition through construction and sales for new infill communities across the San Francisco Bay Area. She also evaluates feasibility of development projects by analyzing physical, financial, and political issues for each project. Ms. Hauser has worked on development of mixed-use and residential developments throughout northern California. Her experience includes mixed-use, multi-family, single family, and public private partnerships. Ms. Hauser has a BA, Architecture from Columbia University and a Master of Real Estate Development from USC. She serves on Pacifica’s Economic Development Committee, where she is currently the vice-chair.

In his hometown of Oakland, Ken leads discussions about community development, affordable housing and off-site construction design methods while serving in leadership roles for the Modular Building Institute, SPUR, the Oakland Metropolitan Chamber of Commerce, and the Oakland Land Use Committee. Lowney Architecture first made its mark with expertise in urban retail, specifically grocery store design. The firm is now also synonymous with the design and delivery of innovative, prefabricated projects, having designed over 6,000 modular units.

Bill Strang

Bill Strang serves as President of the Americas’ Operations for TOTO USA and Chairman of TOTO Mexico. In these capacities, he is responsible for all of TOTO’s North American operations, including supply chain, design and development engineering, quality, ISO, environmental resource management, and management of TOTO’s five North American plants with 1.8 million sf under roof.

Under Bill’s leadership, TOTO has received numerous awards and recognitions for its leadership in environmental resource conservation, including the U.S. EPA’s Water Efficiency Leadership award (TOTO is the only plumbing manufacturer so honored); former Georgia Governor Sonny Perdue’s Water Conservation Leadership award; the South face Sustainable Homebuilders’ Argon* award; the City of Atlanta’s Phoenix Award, and the Chattahoochee Riverkeeper’s River Sustainability award. Recently, the Brookings Institution distinguished TOTO for its leadership in Clean Economy jobs creation.

Robert S. Miller is a Partner in Lubin Olson's Business, Real Estate and Land Use Practice Groups, resident in the firm's Walnut Creek office. He represents business and individuals in all aspects of their real estate business operations, including real property acquisitions and dispositions, entity issues, leasing, construction and related contract negotiation, financing, project development and entitlement, regulatory compliance, litigation management, insurance and risk management. Mr. Miller has particular experience in the homebuilding industry and transactions and represents numerous homebuilders and residential developers in his practice.

Prior to joining Lubin Olson, Mr. Miller was General Counsel of Braddock & Logan Services, Inc., a diversified real estate holding, development and home building company. In that capacity, he represented the company and its affiliates in connection with their management and operation of residential, commercial, retail and residential care facility properties, with a particular emphasis on the homebuilding industry. Mr. Miller also previously served as an associate at Orrick, Herrington & Sutcliffe in San Francisco, and Tomotsune, Kimura & Mitomi in Tokyo, Japan. Mr. Miller has been active in several community and legal organizations, including the California State Bar Real Property Law Section, the California Apartment Association, the Rental Housing Organization of Northern Alameda County, the East Bay Chapter of Amigos de las Americas, and Congregation B'Nai Tikvah.

Mr. Miller has been honored by Thompson Reuters as a Northern California Super Lawyer in 2017 and 2018. In addition, Mr. Miller is a frequent presenter on real estate issues and has had numerous publications on real estate topics.

Kirk has 35 years of experience in the commercial real estate industry in the San Francisco Bay Area. In 1995 he founded Woodstock Development Inc. Prior to founding Woodstock Development, Kirk was a vice president of Coldwell Banker Commercial (now CBRE). Kirk oversees all of the company’s operations including Corporate Services, Acquisitions and Development, Property Management and Asset Management. Kirk is a graduate of Santa Clara University and he is the former Chair of the Board of Regents and a Trustee. Kirk is a past Director of Borel Private Bank & Trust where he chaired the Director’s Loan Committee. Kirk is also past Board Chair of Peninsula Family Service in San Mateo and remains on their Board as an Honorary Life member.

Kirk was born and raised in San Francisco and attended St Ignatius Prep. He currently resides in Hillsborough (suburb of San Francisco) with his wife. They have 5 grown children.

Darien Louie has over 40 years of experience in program development, fund development, economic development and community investment. Her background includes work in community non-profit, public sector and corporate partnership settings, and also experience as an entrepreneur. She currently serves on the Board of Directors for the Alameda County Workforce Development Board, the Oakland Workforce Development Board, ICA Fund Good Jobs, and the Jefferson Awards Foundation.

She has been recognized as Alameda County’s Woman of the Year for Assembly District 16, Certificate of Special Congressional Recognition from Congresswoman Barbara Lee, and received a City of Oakland Proclamation for “Darien Louie Day” from then Mayor Jerry Brown.

Darien is a Bay Area native and resides in Oakland with her husband Michael Fong. Her son, Ryan, is a recent graduate from her alma mater, UC Berkeley.

Kristin Anderson is the President/CEO for Eric F. Anderson, Inc, her family’s 78 year old

construction business based in San Leandro, CA. Kristin joined the company in 2008, following

a career in mechanical engineering. Kristin and her mother, Leona, took over the business

after the passing of her father in 2010. Since then, Kristin has been passionate about

continuing the family’s legacy as the 3 rd generation and being a Women-Owned Business.

Under her leadership, the company has grown into three divisions – Construction, Cabinetry

and Service. Kristin is a recent Past President with the San Leandro Chamber of Commerce

Board of Directors, is an active member of the Northern California Planning Committee for ICSC,

and sits as the Marketing Committee Co-Chair with CREW East Bay. Kristin lives in Oakland,
