David Walsh is Managing Director of Community Development

Real Estate and presently oversees all financing activities of

affordable housing transactions in the Northeast Region for the

bank.

Prior to joining Chase in 2011, Mr. Walsh served as Senior Vice

President of Multifamily Programs for New York State Homes &

Community Renewal (“HCR”) where he oversaw the structuring

and overall financing of over 10,000 units of mixed income and

affordable housing located throughout the State of New York. Prior

to his work at HCR, Mr. Walsh served as the Director of NYC

Housing Development for Common Ground Community, a non-

profit housing development organization specializing in housing for

the homeless, overseeing the design and development of

approximately 1,000 units of supportive housing in the metropolitan

area.

Mr. Walsh also served for two years as the Director of Brokerage in

the Real Estate Investment area of the Wafra Investment Advisory

Group, a U.S. registered investment advisor wholly owned by the

Public Institute of Social Security for Kuwait, and for seven years

as Senior Vice President of the LCP Group, LP, a privately held real

estate investment holding company acquiring net leased properties

on behalf of in-house investment partnerships and advised

institutional clients.

Mr. Walsh received a Masters Degree from Columbia University’s

School of Architecture, Planning & Preservation and an

undergraduate degree from Western New England College.

A well-known figure in New York City's affordable housing community, Louise Carroll has the depth of experience to steer clients through the financial and legal complexities of affordable housing and mixed-income housing projects. With a distinguished career in public service that spanned over 20 years, including a tenure as commissioner of the New York City Department of Housing Preservation and Development (HPD) and chair of the New York City Housing Development Corporation (HDC), the city's bond issuer, Louise has a keen understanding of the policies and processes that developers and project owners must navigate.

Clients benefit from the knowledge and tools that Louise acquired throughout her years in public service, during which she earned a reputation as a highly effective agent of change. She served for nearly 15 years in HPD, working to produce and preserve affordable housing across New York City. Appointed as HPD commissioner and chair of HDC by former Mayor Bill de Blasio in May 2019, Louise managed over 1 billion dollars in city and federal funds to finance one of the most significant and complex affordable housing plans in the country. During her tenure, she pushed the plan's goal of 300,000 units ahead of schedule by two years.

Prior to leading HPD, Louise developed a deep understanding of the affordable housing framework while holding several leadership positions there, including assistant commissioner for inclusionary housing and associate commissioner for housing incentives. In these positions, she worked to craft changes to New York City's tax programs to achieve greater affordability. Additionally, she led the team as one of the chief architects in designing and implementing the city's Mandatory Inclusionary Housing Program to require the creation of permanently affordable housing in conjunction with residential rezonings and streamlined the Voluntary Inclusionary Housing Program to increase production.

Aaron Koffman leads Hudson's affordable housing pipeline and portfolio. Aaron relishes the challenge of putting Hudson's best feet forward on public and private competitions for development sites and building lasting partnerships with public, private and non-profit organizations. Aaron is continually inspired by his Hudson colleagues and loves working to bring transformative mixed-use developments like La Central, The Peninsula, BEC II and Greenpoint Hospital to reality. Aaron is a New York State Volunteer Firefighter who earned his Bachelor of Arts in Economics from UC Berkeley and his Master of City Planning from MIT. Aaron also serves on the NYC Waterfront Management Advisory Board as well as the Board of the NYU Furman Center, Coro New York, and the Center for Urban Pedagogy. He remains a diehard Los Angeles Lakers and Angels fan.

Spencer Orkus is a Partner and the President of Development at L+M Development Partners who has been with the company since 2007. He has developed over 5,000 affordable new construction units within various mixed-use new construction projects compiling over $2.5 billion in financing resources.

Spencer leads L+M’s efforts to provide housing that is healthy, energy-efficient, and resilient to climate change. He is passionate about the intersection of housing, healthcare and food access, partnering with various healthcare providers, food-oriented social justice enterprises and other non-profits. He has led L+M’s venture into the new era of sustainable construction, having completed our first passive house project with geothermal heating/cooling and NYC’s first net-zero community in the pipeline.

Prior to joining L+M, Spencer worked as a licensed structural engineer for DeSimone Consulting Engineers designing high-rise residential buildings and other structures. He has a BA and MA in Architectural Engineering from Penn State University and an MA in Real Estate from New York University’s Schack Institute of Real Estate. He is co-chair of the NYSAFAH policy committee, a board member of New York Passive House and serves on the Hastings on Hudson waterfront zoning committee.
