Peter serves as Director of Business Development for Enhanced Capital Group, LLC. He comes to Enhanced Capital after several years of experience sourcing various types of financing for renewable energy developers. Previously, he held positions in the equity capital markets industry serving in wealth management, institutional sales, and merger and acquisition advisory capacities. He started his career in finance at the First National Bank of Boston. Peters holds a B.A. in History from Boston College, an M.B.A. in Finance from the Carlson School of Management, and a Certificate in Political Philosophy from Christ Church, Oxford. Peter serves as Facilitator for the Ignatian Spirituality Project in the Twin Cities.

Ian McCulley is a Director responsible for Enhanced Capital’s Property Assessed Clean Energy (PACE) business. Prior to joining Enhanced, Ian worked at B. Riley and Dialectic Capital as a hedge fund investment professional. Ian started his career at Grant’s Interest Rate Observer, a biweekly investment publication. Currently based in Denver, Ian attended the University of Colorado and enjoys being outside and in the mountains as much as possible.

Jeff Pitkin

Jeff Pitkin has served as Treasurer (CFO) for the New York State Energy Research and Development Authority (NYSERDA) since 2001, and served as Controller since 1991. He is responsible for financial, administrative and operational support functions. He oversees the Residential Financing Program, which has issued over 26,000 loans totaling more than $350 million to finance residential energy efficiency, solar, and renewable energy installations. He has structured and completed 7 green bonds totaling more than $191 million to support the program, including a 2013 transaction cited as The Bond Buyer Small Issuer Deal of the Year and a 2019 transaction cited by Environmental Finance as the Green Bond of the Year, US Muni category. He also leads the Investment & Risk Committee for NY Green Bank, a division of NYSERDA, which has committed more than $1.1 billion to date to support clean energy and sustainable infrastructure assets. He also serves as co-chair for the National Association of State Energy Officials Energy Finance Committee, and has been actively involved in PACE issues.

Fred Lee

Fred Lee became the Co-CEO of NYCEEC in July 2019. He helped launch NYCEEC, as a founding member, previously serving as NYCEEC’s Director of Legal & Business Development and Vice President.

Fred has experience in clean tech, real estate finance and the public sector. Prior to joining NYCEEC, Fred led the Center for Economic Transformation’s Clean Technology and Energy team at the New York City Economic Development Corporation. He served as project lead on a variety of energy efficiency and renewable energy projects and focused generally on developing the clean technology and energy sectors in NYC. Prior to entering the energy related industry, Fred was a structured finance attorney, focusing on securitization of real estate related securities.

Fred holds an MBA with a concentration in real estate finance from Columbia Business School and a JD from Cornell Law School. He also holds a BA in Political Science from Amherst College.

Jamie Kocis advises securitization participants in both warehouse securitization facilities and term securitizations across all esoteric asset classes. She serves as deal counsel in market-leading transactions involving new and emerging asset classes, including in the solar asset and commercial PACE (property assessed clean energy) space.

C-PACE Alliance

Cliff Kellogg is the Executive Director of the C-PACE Alliance, Inc., a nonprofit business

association supporting best practices to drive capital investment in Commercial PACE financing.

C-PACE Alliance’s mission is to increase the quality and volume of C-PACE financing to achieve

its public purpose goals. C-PACE Alliance members are capital providers and transaction

experts that have financed the vast majority of $4 billion in C-PACE transactions in 25+ states

and the District of Columbia. C-PACE Alliance offers technical assistance to new and emerging

C-PACE programs, publishes best practice papers, and seeks to strengthen C-PACE Program

Administrators.

Cliff’s federal government experience includes service as the Executive Director of the Detroit

Federal Working Group, coordinating the federal government’s assistance to the City

immediately upon its exit from municipal bankruptcy. Cliff also served as Director of the U.S.

Treasury’s State Small Business Credit Initiative, awarding $1.5 billion to states for loan and

equity programs for small businesses. Earlier, Cliff worked at the National Economic Council

and the US Treasury helping to develop the New Markets Tax Credit.

Cliff has extensive banking experience in private sector, as President & CEO of City First Bank of

DC, the first CDFI bank in the region, and at Shorebank Corporation in Chicago, IL as head of

capital management and as Vice President of Commercial Lending at the bank subsidiary.
