Maurice Hornblass is a co-founding partner of Hornrock Properties. Hornrock Properties is a vertically integrated development company, which builds and owns residential and commercial Real Estate assets with a primary focus on multifamily development. With a value added approach, Hornrock specializes in acquiring trophy locations in the tri-state area and determines how to optimize or create Real Estate assets in those locales. In addition to owning the former Sony USA headquarters, located on 37 acres in Bergen County, Hornrock currently has over 2000+ luxury apartments in various stages of the pipeline, anticipating over three quarters of a billion in asset value.

Maurice oversees Hornrock’ s acquisitions, approvals, development, and asset management. He has a diverse background in both real estate and entrepreneurship. Prior to co- founding Hornrock in 2010, Maurice formed Avichai Properties, which focused on distress real estate assets. Concurrent with his time at Avichai, Maurice teamed up with Treetop Development, where he structured and raised capital for substantial real estate deals. Prior to his time in the real estate sector, Maurice started his career in the elite analyst program at Salomon Smith Barney. He received his B.A. from Hofstra University in 1998 and was a candidate in the NYU Masters in real estate program.

Tom Didio Jr.

Tom is a Senior Managing Director in the New Jersey office of JLL Capital Markets, Americas. Mr. Didio

has been in the commercial real estate industry for nearly 10 years, including 2 years as Vice

President with CBRE Capital Markets Debt & Structured Finance’s New Jersey office, 4 years

in an underwriting / origination role with Freddie Mac Multifamily and 4 years with a NY

private equity family office specializing in sourcing, underwriting, structuring and financing

commercial real estate transactions. During his career, Mr. Didio has executed in excess of 100

transactions totaling more than $2.0 billion in volume throughout the United States, with a

strong focus on the NY/NJ/CT Tri-State area. Mr. Didio obtained his Masters of Science in Real

Estate Finance from New York University shortly after his undergraduate studies at Tufts

University.

David Wolfe

Mr. Wolfe is the Co-Managing Partner in the Property Tax Department at Skoloff &

Wolfe, PC, where he focuses his practice on representing taxpayers in significant real estate tax appeals and property tax related matters. He has extensive experience in all types of property tax appeals, including hotel, multi-family, retail, office, and industrial properties. Mr. Wolfe frequently counsels clients on the property tax implications of the development, acquisition, and disposition of significant assets. He also counsels clients with respect to property tax exemptions and PILOT agreements.

Mr. Wolfe serves on the Board of the National Association of Property Tax Attorneys (NAPTA) and as the Co-Chair of the Real Property Tax Practice Committee of the New Jersey State Bar Association. Mr. Wolfe has been featured or quoted in a wide variety of local and national publications, including Forbes.com, GlobeSt.com, Marketwatch.com, The Washington Post, The Wall Street Journal, Law.com, Law360.com, The New York Law Journal, and Commerce Magazine.

Mr. Wolfe has a track record of obtaining significant assessment reductions on behalf

of his clients.

Examples of those assessment reductions include:

• Reduced hotel assessment from $188 million to $131million;

• Reduced multi-family assessment from $116 million to $67 million;

• Reduced office assessment from $115.5 million to $90million;

• Reduced supermarket anchored center from $66.9 million to $46 million;

• Reduced nursing home assessment from $36 million to $10.1million;

• Reduced big box retail assessment from $21.3 million to $13.4 million;

• Reduced office assessment from $27.8 million to $6.5million.

Mr. Wolfe began his career as an associate at the law firm of Davis Polk and

Wardwell in New York. While at Davis Polk, he focused his practice on regulatory

investigations, securities litigation and banking disputes.

Mr. Wolfe is a member of the American Bar Association House of Delegates and is

the Co-Chair of the ABA’s Diversity & Inclusion 360 Presidential Commission. As a

young lawyer, Mr. Wolfe served as the Chair of the ABA Young Lawyers Division, the

ABA’s largest entity with more than 130,000 members.

Mr. Wolfe received his J.D. from New York University School of Law, and graduated

from Cornell University with distinction in all subjects.

Mark DeLillo has 24 years of institutional real estate finance experience, and has

contributed to the successful completion of more than $20 billion in real estate

assignments.

Mr. DeLillo heads BlueGate’s Multifamily Capital Markets team, focusing on raising

capital, joint-venture structuring, financing and sales of institutional-quality residential

buildings. Having executed more than 125 assignments in New Jersey, including 50

assignments in Jersey City and Hoboken, Mark is one of the foremost experts on NJ

Gold Coast multifamily investments. He also sits on the investment committee of

Atlantic Creek Real Estate Partners, a Palm Beached based private equity real estate

fund that invests nationally in the small to middle-market multifamily development and

value-add space.

Prior to co-founding BlueGate Partners, Mr. DeLillo was a Managing Director & Partner

of DTZ Rockwood, an international property advisory firm. At DTZ Rockwood, Mr.

DeLillo led the firm’s multifamily group and was responsible for successfully executing in

excess of $6.5 billion of multifamily joint-venture equity, financing, investment sales and

advisory assignments and $1.5 billion of residential land transactions. Preceding his

accomplished career at DTZ Rockwood, Mr. DeLillo worked at Prudential Asset

Management Group, in both its private fixed income and real estate investment

divisions.

William (Bill) Tierney is Managing Director at ConnectOne Bank (Nasdaq: CNOB), a leading commercial bank that serves the NY, NJ and South Florida markets. In his current role, Bill is responsible for the Bank’s NJ construction portfolio and the construction and CRE lending team, comprised of a team of team leaders, lenders, portfolio managers, analysts and administrators. Additionally, Bill works closely with the Bank’s senior management team to drive the Bank’s culture and people first mentality. In over 15 years at ConnectOne, Bill has played a critical role in growing and further developing the Bank’s construction portfolio, which has seen more than a 10x multiple increase under his leadership. He’s worked to grow and develop the team, diversify the product set and navigate through changing economic times.

Bill holds over 20 years of experience in commercial real estate lending. He received a B.S. degree in Finance from Ithaca College, and graduated from the ABA Stonier Graduate School of Banking in 2016. Subsequently, Bill has served as the Chairman of the Advisory Board of the Graduate School of Banking until 2025. Bill is actively involved in community service and is an avid supporter of volunteerism.

Mr. Scott is a senior engineer with over 27 years of experience in the public and private sectors. He was formerly the Director of Engineering at the City of Newark, responsible to improve, maintain, plan, operate, and repair the City’s infrastructure. He was responsible for improvements and enhancement of roadways, traffic and transportation, municipal parks, code enforcement and the office of the Uniform Construction Code. As Director of the Department of Engineering, Mr. Scott oversaw a staff of approximately 150 employees, managed a budget of over $14 million, was the Mayor’s voting representative on the Board of Trustees for the North Jersey Transportation Planning Authority (NJTPA), and served as the City’s flood administrator for FEMA. The majority of his experience has been associated with residential subdivisions and office/commercial site developments. He has extensive experience in urban revitalization and the redevelopment of affordable housing sites.
