Dale R. Folwell, CPA was elected for his first term as State Treasurer of North Carolina in 2016. He was reelected in 2020 and is currently serving his second term. As the keeper of the public purse, Treasurer Folwell is responsible for the more than $111 billion state pension fund that provides retirement benefits for more than 950,000 teachers, law enforcement officers and other public workers. Under Folwell’s leadership the pension plan was rated among the top five highest-funded in the country and won accolades for proactive management, efficiency and funding discipline. In 2021, the state’s coveted AAA bond rating was reaffirmed by every major rating agency, making North Carolina one of only 13 states in the country to hold that distinction. Treasurer Folwell also oversees the State Health Plan, which provides medical and pharmaceutical benefits to more than 750,000 current and retired public employees and is the largest purchaser of healthcare in North Carolina.

Folwell was first elected to public office as a member of the Winston-Salem/Forsyth County Board of Education. He brought his problem-solving skills to the North Carolina General Assembly in 2004, where he served four terms in the House of Representatives including one term as Speaker Pro Tempore. In 2013, Folwell was named Assistant Secretary of Commerce and led a successful effort to pay off $2.7 billion in federal unemployment debt and build a $1 billion surplus in just 30 months. Treasurer Folwell began his career as a blue collar worker and became a Certified Public Accountant and investment advisor after attending Winston-Salem State University and earning Bachelor’s and Master’s degrees in accounting from UNC-Greensboro. Married for over 30 years, he and his wife Synthia have three children and live in Winston-Salem.

Scott Levitan was hired in August 2017 to lead the Research Triangle Foundation as its CEO & President. He has over 30 years of experience working in mixed-use development, with an emphasis on university-related research parks.

Under his leadership, RTP has entered a new era of transformation while enhancing its reputation as the anchor for innovation in the Triangle Region. In 2021, RTP achieved a record breaking year of investments and jobs announced, welcoming Apple, Eli Lilly, and Beam Therapeutics. Today, RTP continues to lead the transformation of the research park community in North America with the acceleration of startup community, Frontier RTP, the launch of experiential shipping container retail venue, Boxyard RTP, and the development of today’s $1.5 billion downtown, Hub RTP. In 2021, Scott received a CEO of the Year & C-Suite Award from the Triangle Business Journal.

Prior to his current role, Scott was the Vice President of Forest City Realty Trust and Development Director for the Science + Technology Park at Johns Hopkins and the New East Baltimore Community. He oversaw a $1.5 billion initiative directly adjacent to The Johns Hopkins University medical campus that includes life science research and office space, residential, retail, a new public park and a community school. Prior to that, he was the Executive Director of Real Estate Development for Georgia Institute of Technology, where he oversaw all real estate planning and development activities for the Institute. During his tenure, he oversaw the development of Technology Square, a 1.6 million-square-foot institutionally sponsored but privatized development initiative in Midtown Atlanta. From 1989-2001, Scott held various roles at Harvard University including Director of University and Commercial Real Estate.

Scott holds a masters degree in urban design from Harvard University, a masters in conservation studies from the University of York in York, England, and a bachelors in architecture from Louisiana State University. He is active and has served in a number of real estate and economic development organizations, including the Association of University Research Parks, Raleigh Chamber of Commerce, Durham Chamber of Commerce, Carolina Chamber for Chapel Hill and Carrboro and the International Association of Science Parks. Scott serves on the Planning and Design Commission at Georgia Tech and has recently been appointed to the Board of the Qatar Science & Technology Park.

Katherine Eggleston

In her role as GoTriangle’s chief development officer, Katharine Eggleston oversees planning and project delivery for the agency’s regional transit capital program. Her team includes staff specializing in short- and long-range planning for local and regional transit service, as well as design, construction, and management of capital infrastructure investments such as bus stops, transit centers, park-and-ride lots, maintenance facilities and future fixed-guideway transit systems.

Before joining GoTriangle in 2014, Katharine spent six years working as a transportation consultant to local and state governments and private clients. She holds a Bachelor of Science in engineering degree from Duke University and a master’s of civil engineering from North Carolina State University and is a licensed professional engineer. Katharine has been a frequent transit rider for nearly two decades and commutes regularly on GoTriangle Routes 700 and DRX.

Justin Trowbridge

Justin is a Principal at White Point Partners and focuses on all aspects of executing investment opportunities and asset management. He is also a member of the Investment Committee. Justin previously worked in J.P. Morgan’s Real Estate & Lodging Investment Banking Group where he closed on over $30 billion of M&A transactions and raised over $7 billion of debt and equity capital. Justin began his career at Clark Realty Capital, a real estate developer in Washington, D.C., where he focused on multifamily and mixed-use development, as well as military housing privatization.

Justin received a Master of Business Administration from The University of North Carolina at Chapel Hill and Bachelor of Arts in History from Duke University. He is a contributing author and member of the Urban Land Institute.

Sanjeev exemplifies design leadership. He advocates for innovation and promotes critical thinking and research across the firm. His work reflects the firm’s client-centered approach to architectural design and project delivery. He mentors many of rising interns, and his creative approach has enabled a range of projects since he joined the firm over twenty years ago.

Sanjeev enjoys working with his hands and finds inspiration in abstract art, music, philosophy and global travel. He sees architecture as a great blend of art and science. Each project poses a set of new inquiries and a unique range of what’s possible, so learning is continuous. Sanjeev is motivated to make the built environment a more meaningful, sustainable and beautiful place; he values the teamwork involved in solving problems and getting projects built.

His expertise has facilitated a broad range of award-winning projects and diverse building typologies, including 601 Massachusetts Avenue in Washington DC, the University of Central Florida School of Performing Arts, Durham.ID, and Cox Campus in Atlanta. He’s worked on an exhibit design at The Museum of Contemporary Art in LA and has traveled throughout India, studying and documenting its architectural history.

Mr. Memory is the Department Manager of Utilities Engineering & Coordination for Colliers Engineering & Design and has 37+ years of experience in the management and oversight of utility coordination projects. His expertise includes developing innovations to achieve effective coordination while maintaining project schedules and avoiding contractor delays; cost, value, and risk analysis; problem solving, context-sensitive solutions, subsurface utility engineering, and creative design avoidance techniques.

As the former NCDOT State Utility Agent for over 10 years, he managed utility coordination, encroachment agreement programs and railroad permitting for all at-grade crossings and railroad right-of-way permitting. Mr. Memory has a distinct knowledge of state and federal laws, policies, and audit processes and has managed the utility coordination of over 100 North Carolina Department of Transportation (NCDOT) highway projects.

Mr. Memory is currently a member of the Carolinas Natural Gas Coalition and AASHTO Committee Member on Utility Projects, Scoping & Coordination.

Dan is a Principal and Regional Director for the Raleigh-Durham region, coming on board with Thomas & Hutton following Thomas & Hutton’s acquirement of CJT, P.A., in October 2022. A Professional Landscape Architect in North Carolina, Dan has over 40 years of experience in land planning and landscape architecture for commercial, residential, education, trail, and park design in North Carolina’s Research Triangle and across the state. He has extensive experience in residential land planning and site development feasibility for residential projects focusing on affordable housing, mixed-income housing, and neighborhood stabilization.

Dan is a graduate of Purdue University and an active member of the American Society of Landscape Architects. He currently sits on various advisory boards and committees, including Durham Central Park, Durham Area Designers, Homebuilders Association of Durham, Orange & Chatham Counties. Dan is the past president and executive committee member of the North Carolina Chapter of the American Society of Landscape Architects, former Design Council of Chapel Hill/Carrboro chairman, and a past board member for Downtown Durham, Inc.
