Mary-Ann Baldwin served five terms on the Raleigh City Council, from 2007 to

2017, before being elected Mayor in 2019.

Mayor Baldwin currently serves as the chair of the Council's Safe, Healthy, and

Vibrant Community Committee and is a member of the Council's Economic

Development and Innovation Committee.

During her previous time on Council, she served as the City’s representative to

GoTriangle, our regional transit authority, as well as the Downtown Raleigh Alliance.

She has also served as chair of City's Law and Public Safety Committee and

Transportation Committee and as a member of the Budget and Economic

Development Committee, Public Works Committee, Comprehensive Planning

Committee, Healthy Neighborhoods Committee, and Technology and

Communications Committee. She served as the City's liaison to the North Carolina

General Assembly and as the representative to the Metro Mayor's Coalition her first

four years on Council.

Mayor Baldwin has more than 30 years of experience in communications, marketing,

branding, and business development. She is currently Director of Business

Development Raleigh Triangle NC at Barnhill Contracting Company.

She also co-founded Innovate Raleigh, a catalyst for innovation and entrepreneurship

in our region. She serves as a member of the Governor's Council on Entrepreneurship,

the William Peace University Board of Trustees, the Wake Tech Foundation Board of

Directors, and as a volunteer for Partners Read at Hunter Elementary School.

Mayor Baldwin and her husband Jim have two dogs, Jack Bauer and Charlie Brown,

as well as seven grandchildren.

Carl Warren is President and Chief Executive Officer of the North Carolina Railroad Company. He joined NCRR in August 2020 and has moved quickly to reorganize the Company’s functions and build new partnerships. Under

his leadership NCRR is focused on leveraging its unique assets to modernize the railroad and expand the competitive advantage for North Carolina. Carl brings an extensive background in rail transportation in a career spanning more than 20 years.

Prior to joining NCRR, Carl worked at CSX and led

industrial, port and commercial development across 23 states, two Canadian provinces and Mexico. He also has diverse public and private sector experience from previous additional assignments at CSX, the Port of

Portland, Oregon and BNSF Railway, in real estate, operations planning, sales & marketing and port development.

Carl and his family reside in Raleigh.

Jeff Kurtz joined Ram in 2021 and serves as Managing Director of Development and Project Management, overseeing the firm’s development activities across Tennessee and the Carolinas. He is based in Ram’s Chapel Hill, North Carolina office and provides leadership to the development team, managing the execution of multifamily and mixed-use investments across Ram-sponsored vehicles.

Jeff brings a multidisciplinary background in real estate development and place-making, with experience spanning mixed-use, hospitality, and residential projects. Prior to joining Ram, he served as Director of Development at Method Co. in Philadelphia, where he led the planning and execution of design-driven mixed-use developments. Earlier in his career, Jeff held development roles at Dranoff Properties, where he managed all aspects of ground-up and redevelopment projects and helped secure more than $250 million in financing across approximately 500 residential units. He began his career in planning and design roles with Kitchen & Associates and Verdaus Landscape Architects, supporting master-planned communities and mixed-use developments in the U.S. and internationally.

He holds a Master of City Planning with a concentration in Real Estate Development from the University of Pennsylvania, a Bachelor of Landscape Architecture from North Carolina State University, and completed Real Estate Development coursework at The Wharton School.

Paul is responsible for the acquisition, development, and asset management of projects across all product types in North Carolina. In this role, he provides market leadership to determine investment strategy, coordinate with Hines’ functional experts and internal funds, and source, capitalize, and execute development projects.

Since joining Hines in 2016, Paul has been involved in the development and acquisition of more than 2.5 million square feet of property across mixed-use, multifamily, office, and retail product types totaling over $1 billion. He has led the execution of the firm’s village creation strategy which culminated in the delivery of Fenton, an 830,000 square foot mixed-use project in Cary, the development of the Market District at American Tobacco in Durham, and the acquisition of Waverly Place in Cary. Prior to opening Hines’ Raleigh office, Paul was involved with the development of multifamily and mixed-use projects in Florida.

Paul holds a Bachelor of Science in Economics from Duke University and a Master of Business Administration from the Wharton School of the University of Pennsylvania.

thrives on delivering successful projects for clients by applying his management skills and

design insight. Terence focuses on pulling together the best architects and engineers into a

cohesive team that elevates their performance above what they could achieve individually.

As the Raleigh office Managing Director and Principal, Terence works closely with clients

and design teams to define a project’s goals, budget, and schedule. Then, he puts that

project on the pathway to success through careful organization. With Master of Business

Administration and Master of Architecture degrees, he understands what clients are looking

for and how to deliver a successful project to achieve your objectives.
