City of Las Vegas Mayor Shelley Berkley was elected in November 2024. Prior

to taking office as mayor, she served as senior vice president of the Touro

University system and served in the United States House of Representatives

from 1999 to 2013. Among her proudest accomplishments during her time in

Congress was building the new Veterans Administration medical complex in

Southern Nevada.

Mayor Berkley began her career in public service in 1983 as an

assemblywoman in the Nevada State Legislature. She worked to strengthen

consumer protection laws, cracked down on drunk driving, created the Senior

Law Project, and wrote the Lemon Law, which protects new car owners from

defective vehicles. Mayor Berkley was appointed and twice elected to the

Nevada State Board of Regents, serving from 1990 to 1998.

Prior to serving in Congress, Mayor Berkley was a practicing attorney. She

worked for the Nevada State Commerce Department, was in-house counsel

for Southwest Gas Corporation and was the vice president of government and

legal affairs for the Sands Hotel in Las Vegas.

Mayor Berkley is married to Dr. Larry Lehrner and is the proud mother of two

sons, two stepchildren and five grandchildren. Raised in Las Vegas, Mayor

Berkley attended John C. Fremont Junior High School and Valley High School.

She was the first person in her family to go to college. She graduated from

UNLV in 1973 where she was student body president.

Patrick Brennan is the Founder and CEO of Red Ridge Development, the firm behind Origin at Symphony Park and Cello Tower, a six-acre mixed-use development reshaping downtown Las Vegas. Cello Tower, the centerpiece 32-story luxury high-rise, will deliver 240 residences and is the first high-rise of its kind in over 15 years. The surrounding Origin development brings more than 100,000 square feet of retail, dining, office, and market space, anchoring the city's first truly walkable urban community. Prior to vertical construction, the project has already generated more than $165 million in residential sales and pre-leased 90% of the commercial space.

A third-generation Nevadan, Brennan is a proven national developer with completed projects across Las Vegas, Austin, Tempe, and Charleston, and specializes in executing complex mixed-use developments. He has won multiple competitive development bids from public entities, most notably from the City of Las Vegas for three sites within Symphony Park and the first mixed-use multifamily project in the Novus Innovation Corridor, a 355-acre, 30-year master plan at Arizona State University. Brennan was also hand-selected by Elaine Wynn and the Los Angeles County Museum of Art (LACMA) to assist in developing the Las Vegas Museum of Art, designed by Pritzker laureate Francis Kéré.

Brennan holds a B.S. in Biology from Arizona State University and an M.S. in Hotel and Casino Administration from the University of Nevada, Las Vegas.

Armen Hadjimanoukian

Ovation

Armen Hadjimanoukian, 32, was born and raised in Los Angeles, where his passion for

the built environment and its role in fostering thriving communities was instilled early on.

A graduate of the University of California at Los Angeles (UCLA), Armen majored in

Economics with a minor in Urban and Regional Studies, combining his love for cities

with a solid foundation in finance and planning.

Hailing from a family dedicated to public service, Armen charted his own course in the

private sector, seeking to make an impact by shaping communities and building places

where people could live, work, and grow. He began his career in mortgage banking as

an analyst, placing loans on a diverse range of asset classes, including retail,

multifamily, and self-storage. While financing buildings was intellectually stimulating,

Armen yearned to take a more active role in creating the spaces he envisioned.

In 2016, Armen relocated to Las Vegas after receiving an offer from Ovation. Though

new to the city, he quickly connected with its vibrant culture and community, making Las

Vegas his home. At Ovation, Armen began in Construction Project Management,

gaining firsthand experience in the complexities of constructing buildings, managing

costs, mitigating risks, and delivering quality products in a challenging industry. This

experience proved invaluable, giving him the foundation to step into the role of Director

of Development at Ovation in early 2024.

As Director of Development, Armen plays a pivotal role in driving Ovation’s mission to

provide much-needed housing for Las Vegas residents. He oversees land procurement,

entitlements, plan development, financing, construction oversight, and community

integration as projects are completed. Ovation has become a cornerstone in addressing

the region's housing challenges, including developing affordable housing for individuals

earning under 60% of the area median income (AMI). This work is particularly critical as

housing costs rise and more families face financial strain.

Beyond his professional achievements, Armen is deeply committed to giving back to his

community. He serves on the board of Moonridge Group’s Moonrise Initiative, an

organization dedicated to fostering accessible volunteer opportunities for young people

by partnering with local nonprofits. Armen is also actively involved with UNLV’s Real

Estate & Business Society (REBS), mentoring students who are passionate about real

estate. This year, Armen and Ovation are serving as development sponsors for a team

of UNLV students competing in Bank of America’s 2025 Affordable Housing Challenge.

This collaboration offers students practical knowledge and firsthand experience in

affordable housing development, helping to cultivate the next generation of leaders in

the industry. Additionally, Armen is a council member of the Nevada Clean Energy

Fund, where he contributes to advancing a clean energy economy in Nevada by

increasing investments in sustainable projects to combat climate change.

In his free time, Armen embraces all that Las Vegas has to offer, from hiking in Red

Rock’s Calico Basin to skiing at Lee Canyon and exploring the city’s burgeoning food

scene. Armen’s dedication to his work and community embodies his belief that the

places we build today create the foundation for a better tomorrow.

He began his community development journey at the age of 13, raising funds for the first Cancer Hospital in Pakistan "Shaukat Khanam Hospital". Since then he has been involved in volunteering and serving missions of various non profits. His focus is on empowering neglected youth and adults in Asia, Europe and The United States of America. 

Since 2005, Hassan has served as an AmeriCorps Vista "Youth Advocate" with the Salt Lake City School District and since 2015 he has served as a Court Appointed Special Advocate (CASA) for Clark County District Court. He also on the board of Nevada Chapter for the Young Non Profit Professionals of Southern Nevada (YNPN) and currently holds a Board seat on Nevada Partnership for Homeless Youth - NPHY Board as well as HUD - SNH Clark County Continuum of Care Board which is the official board acting on behalf of the HUD-Continuum of Care (CoC) Program designed to promote community wide commitment to the goal of "Ending Homelessness".

Apart from being involved in a non profit sector, Hassan has over 15 years of professional experience in real estate development and private equity sector, his expertise includes underwriting, asset management and development of real estate assets.
Specializing in funding acquisitions and development projects through conventional financing, HUD programs, Tax Exempt Bonds, LIHTC, GRANTs and by structuring Public Private Partnerships. He has bachelors in computer science and holds various certifications from Neighborworks America and a Real Estate License in the State of Nevada.

Boyden Bulloch is the Director of Development for the Southern Nevada region with EBS Realty Partners, an integrated real estate investment, development, and management firm specializing in industrial properties across Southern California and Southern Nevada. In his role at EBS, Boyden oversees all aspects of new developments, including land acquisition, project underwriting, design, entitlements, construction, leasing, and disposition. Since joining EBS in 2021, he has managed the successful development of more than 620,000 square feet of Class-A industrial warehouse and distribution space and has another 1,300,000 square feet under construction south Apex.

With a background in finance and accounting, Boyden leverages his expertise to deliver projects under budget while maximizing investor returns. His prior experience includes roles at Dakota Pacific Real Estate, Canopy Tax, and KPMG.

Boyden holds both a Master of Accountancy and a B.S. in Accounting from Brigham Young University’s Marriott School of Business and became a licensed CPA in Nevada in 2024. He is a sponsor of the SIOR Southern Nevada Chapter, an active member of the NAIOP Southern Nevada Chapter, a graduate of the NAIOP Developing Leaders Institute, and currently serves on the NAIOP Government Affairs Committee.

Jay Tanjuan

Jay is director of Development for the Scannell Properties Southern California office, responsible for site acquisition, due diligence, entitlements, construction management, marketing, leasing and dispositions for ground-up development projects throughout Southern California.

Prior to joining Scannell Properties, Jay was a senior development manager for Panattoni Development Company and was an office tenant rep broker with JLL in Orange County. Prior to his career in commercial real estate, Jay served six years in the U.S. Navy in support of Operations Enduring and Iraqi Freedom as a supply officer in logistics/supply chain management.

Jay is a graduate of the United States Naval Academy where he earned a Bachelor of Science with Merit in Economics and was a member of the Division I Varsity Indoor and Outdoor Track & Field Teams. He earned a Master of Business Administration from the University of California, Irvine, Master of Science in Construction Management from Louisiana State University and a Master of Science in International Real Estate from Florida International University.

Jay is an active member of NAIOP, serving on the board of directors of the NAIOP Inland Empire chapter and a chapter sponsor for SIOR Inland Empire and Orange County.

Tom Hanrahan

Mr. Hanrahan is a Director at MCA Realty and oversees Asset Management for the portfolio. He has more than a decade of experience in commercial real estate and holds a California Real Estate Salesperson license.

Mr. Hanrahan joined MCA Realty in 2015 as an Acquisitions Analyst and has progressed to the role of Director of Asset Management during his tenure. Before joining MCA Realty, Mr. Hanrahan served as an Associate on the Cushman and Wakefield West Coast Capital Markets Team. In that role, he was responsible for underwriting more than 10 million square feet of office and industrial properties, with a combined value exceeding $1 billion. Mr. Hanrahan resides in Costa Mesa with his wife and earned his undergraduate degree from the University of Colorado Boulder Leeds School of Business with an emphasis in Real Estate.

Ed Romero brings over 25 years of construction industry expertise. He began his career after earning a BS in Construction Engineering and management from California State University, Pomona. His extensive background includes managing a wide range of project types, such as industrial, retail, hospitality, commercial, and tenant improvements, during his tenure with KPRS Services, Inc.

As Bergman’s Southwest Regional Director, Ed oversees New Mexico, Nevada, Arizona, California, and Hawaii projects. He provides strategic leadership and mentorship to project teams and focuses on risk management, constructability reviews, scheduling, and budget oversight.

Ed is known for identifying and resolving project challenges early, ensuring seamless execution and timely delivery. His emphasis on open and clear communication and collaboration fosters strong client and contractor relationships. His deep expertise in constructability and strategic planning enhances project outcomes and team success.
