Samantha brings more than two decades of civil engineering experience to her leadership role at Evolving Texas. She honed her skills in the field working for a number of municipalities around the North Texas area. In her varied roles, she helped shape the policies and developments in Sanger, Haltom City, The Colony and Rowlett. In 2014 she left the public sector and joined the Evolving Texas team. In 2018 she was named CEO and majority shareholder – a testament to her work ethic and her passion for leadership and serving clients.

Samantha received her Civil Engineering Degree at the University of Texas at Arlington in 2009. She is licensed in seven states, and under her direction the Evolving Team has completed hundreds of projects. Currently, Samantha sits on the City of Fort Worth’s Development Advisory Committee (DAC). She is an active member of CREW, ICSC, TFMA and Downtown Fort Worth, Inc.

As CEO, Samantha assumes the integral role of developing and leading strategic growth, as well as nurturing client partnerships. Additionally, she works tirelessly to create an outstanding workplace culture enjoyed by the Evolving Team.

In her spare time, Samantha enjoys volunteering, traveling, attending art and music events and spending time with her friends and family.

Chris is a serial entrepreneur with more than 20 years of real estate development and investment experience. He founded Fort and to date, the company has invested over $2B in Class B industrial, and land development projects throughout the state of Texas and the Sunbelt.

Chris spends time focusing on Fort’s long-term strategy, fostering strategic relationships, and building capital relationships that will help complement the firm’s growth. He is also the host of The FORT Podcast, a Top 100 Business Podcast that has published 360+ episodes to date through a series of raw business conversations with business leaders and entrepreneurs.

Chris graduated with a BBA in Finance & Marketing from Texas Christian University in Fort Worth, TX. Chris is a member of the Fort Worth YPO Chapter and attends Christ Chapel Bible Church. He lives in Fort Worth, TX with his family.

Since Catalyst’s inception, Mr. Rutherford has guided the company’s award-winning development and strategic planning efforts following a methodology that generates innovative investment, successful relationships, and enhanced market demand. Prior to forming Catalyst, Mr. Rutherford was a managing partner at RTKL Associates where he lead the firm’s planning division across eight global offices, and served on its Board of Directors. His work has received over 100 awards and been highlighted in such publications as The New York Times, Wall Street Journal, and Urban Land Magazine. He has spoken at respected venues including the National Press Club, Urban Land Institute, and ICSC among others, and has been featured on national broadcasts such as CNBC’s Closing Bell and PBS’s News Hour. Mr. Rutherford is a graduate of the University of Southern California and Harvard University.

Reid Goetz serves as Senior Vice President for Hillwood—leading the industrial development platform in AllianceTexas, which encompasses over 27,000 acres and over 53 million square feet of development to-date. Reid oversees all industrial development, investments, master-planning, new business pursuits, acquisitions, portfolio leasing and all data center joint venture opportunities within AllianceTexas.

Dean is passionate about connecting people who can help each other and introducing new products to various markets. He has been an ICSC member since 1981 and an avid sponsor of Bisnow events since Bisnow’s inception enabling him to keep a good pulse on commercial real estate development trends nationwide. Dustin Davidson was the Managing Director on the Hines Land Development platform for over 7 years since starting with Hines in 2012. Dustin was overseeing the Lot and Single-Family Rental ("SFR") Development Business in Dallas-Fort Worth ("DFW") and Central Texas. Under his leadership starting in 2018, Hines' DFW land platform, from new acquisitions and existing assets, grew from ~900 lots to over 20,000 in under five years. Dustin successfully oversaw one of the largest master planned community transactions when Hines sold 11 communities to Starwood land in April 2025.

Jason Boso found his way into restaurant development after stints as a stockbroker, ad

salesman, and scuba instructor. His culinary path began with his frustration that he

couldn’t get a decent burger in Dallas without going to a steakhouse and paying 20

bucks – so off to culinary school he went. Jason’s passion is identifying what people

want and need and developing creative concepts around those ideas. At least that’s

how he explains why he owns a Toilet Seat Art Museum, a ferris wheel, and America’s

largest beer stein collection.

After culinary school, Chef Boso opened Twisted Root Burger Co. in 2006. Twisted

Root landed on the national radar after being featured on Food Network’s “Diners,

Drive-Ins and Dives” in 2009. Twisted Root has since been named a Nation’s

Jason’s bar garden concept, Truck Yard, was built in 2013 around a sprawling backyard

with a rotating cast of local food trucks, multiple bars and a cheesesteak restaurant.

on the Travel Channel’s ‘101 Best Places to “Chow Down” in the US’ and on the Booze

Second Rodeo Brewing Co., opening Spring 2021, puts a prison rodeo spin on Truck

Yard’s bar garden environment and in lieu of food trucks customers will find Chef Boso’s

take on chicken wings alongside the classic Truck Yard cheesesteaks. Second Rodeo’s

brewery, helmed by veteran brew master Dennis Wehrmann, founder of the first

microbrewery in the Dallas metroplex, will be open for touring and tasting, and Truck

Yard’s favorite bottled and craft draft cocktails are featured at the full bar.

Brain Storm Shelter Restaurants, Jason’s restaurant management company, also owns

and oversees the Greenville Theater, which features weekly improv comedy. All of that

keeps Jason’s hands and creative mind just busy enough to keep him out of jail.

David serves the firm as a Senior Designer and takes the lead in Hospitality Business

Development. Born in South Carolina, he graduated from his beloved alma mater, Clemson

University, in 1993 with a master’s degree in architecture. Before moving to Texas and joining

three in 2016, David managed his own luxury residential firm for 16 years. Uniquely equipped

with a keen eye for design and a strong understanding of construction materials and methods,

David is able to visualize exactly how the construction materials will resonate in a space as he

designs it. One thing he especially enjoys is integrating interiors with the natural world, or rather,

bringing the outdoors in and the indoors outside. To date, David’s favorite project he has

designed at three is the Caprock Complex Members Clubhouse at Horseshoe Bay. On this

project, David enjoyed the design freedom the client gave him to develop a concept that

emulated the landscape, all the while creating unique technical construction details.
