Before founding QIP, Chad was Vice President, Acquisitions for Hillwood Investment Properties, where, from 2004 to 2012, he focused on development and acquisition opportunities in numerous markets nationally. In addition to helping lead the company’s acquisition team Chad coordinated over $1 billion in dispositions. He also played an integral role in the sourcing and structuring of numerous institutional joint ventures and development partnerships. Prior to joining Hillwood, Chad was a Director of Leasing and Dispositions with Emerson Partners, a Dallas based owner and operator of office and industrial properties.

Dale Todd is currently an Executive Director at J.P. Morgan Asset Management Global Real Assets.  Since

joining the firm in 2007 he has worked in the group’s portfolio valuations and asset management teams,

where his current responsibilities include management of office and industrial assets in throughout the

US.  Prior to joining J.P. Morgan, Dale was a commercial real estate appraiser with Samuel D. Koon &

Associates of Columbus, Ohio.  Dale holds a B.S. in Economics from Ohio Wesleyan University and a M.S.

in the Real Estate Finance from the New York University.  He also holds the Certified Financial Analyst®

designation and is a Member of the Royal Institution of Chartered Surveyors.  Dale is a member of Urban

Land Institute New York, where he sits on the District Council Management Committee, and is also the

President of Jamaica Impact, Inc., a non-profit organization focused on the development of early

childhood education in the nation of Jamaica.

Noelle LeVeaux

Noelle LeVeaux joined CFT in July of 2020 as chief marketing officer and serves on CFT's executive leadership team.

Noelle is an executive leader, brand expert and marketing strategist. Noelle graduated from Spelman College with a bachelors degree in mathematics and has more than twenty-five years of professional experience in marketing and communications, with a focus on building brand strategy and helping organizations and people take their brands to the next level by maximizing their efforts, resources, and ideas.

Over the course of Noelle’s career, she’s had the opportunity to market some of Dallas’ greatest institutions and put them on a global stage for recognition of their achievements. Her specialties include public speaking, writing, personal/professional brand development, public relations, media relations, content and event marketing, employee communications and culture building, consumer insights, crisis communications, leadership development, partnership building and creative idea generation.

Noelle shared that she is excited to join what she considers to be another one of Dallas’ greatest institutions, CFT, and is looking forward to continuing the momentum while bringing new ideas and innovations to go above and beyond. She shared that for her, CFT’s CMO role feels like the perfect culmination of her experience, passion, relationships and purpose.

Prior to joining CFT, Noelle most recently served as a brand strategist and nonprofit executive for Noelle LeVeaux Concepts which has included serving as the interim president for Uptown Dallas, Inc. and managing the re-branding of several businesses and nonprofits. From 2012-2017, she served as the chief marketing officer and senior vice president of marketing at Visit Dallas, the marketing arm of the City of Dallas. In 2012, she launched the award winning BIG Campaign to rebrand Dallas and raise its travel and tourism profile. From 2007 – 2012, she served as the vice-president of marketing/public relations for Children’s Medical Center, where she co-produced a 13-part television documentary that aired on the local ABC affiliate.

Noelle co-founded Dress for Success Dallas, a nonprofit for disadvantaged women and also launched Helping Hands for Single Moms Dallas. Noelle is a published children’s book author, blogger, and past Ted Talk speaker. She was named to the D Magazine Dallas 500 Most Powerful Business Leaders in 2016 and 2017, was named the Chief Marketing Officer of the Year by Dallas CMO Club in 2016, was named one of the Dallas Business Journal’s Minority Business Leader in 2014, was honored by Skift.com as one of the 50 top travel marketers in the world in 2013, and is a 2011 Leadership Dallas graduate.

Tom Kiler

Tom Kiler serves as Managing Director for EDENS, where he oversees the acquisition, development and operations of EDENS’ properties within the Denver, Houston, Dallas and Austin markets.

From 2006-14, Kiler was a Vice President of Development with EDENS in its Washington, D.C. office, where he led the day-to-day development responsibilities of Mosaic, a 31-acre, 2.0M square foot neighborhood in Fairfax, Va. Kiler and the Mosaic team transformed the community from a dilapitated movie theater, salvage yards and disjointed parking lots into walkable streets, parks, an arthouse movie theater, local restaurants and shops, tech office and housing for over 1,200 residents.

From 2014-16, Kiler was a Senior Development Manager with Continuum Partners LLC, a mixed-used development firm based in Denver, Co., where he led the entitlement, planning and sale of multifamily residential connected to the Yorktown Center Mall in suburban Chicago, as well as development capacities on the 9th & Colorado redevelopment in Denver.

Kiler holds a Bachelor of Arts, cum laude, in Economics from Harvard University and a Master of Business Administration, with a concentration in Real Estate, from the University of North Carolina at Chapel Hill. He is a LEED AP with the U.S. Green Building Council and an active member in the Downtown Denver Partnership, Urban Land Institute and The Nature Conservancy.

Kiler lives in Denver with his wife and two daughters. Born outside of Baltimore, Md., he is a 2013 inductee to the Maryland State Wrestling Hall of Fame. An aspiring outdoorsman, Kiler loves hiking and mountaineering and has summited both Mt. Rainier and Mt. Kilimanjaro.

Rick Perdue

Rick Perdue serves as Managing Director of Development in Texas for Mill Creek Residential Trust LLC. He is responsible for sourcing and executing the company’s development activities in the Dallas-Ft. Worth metropolitan area. Prior to Mill Creek, Rick was with Tonti Properties where he served as Director of Acquisitions & Development nationally.

Mr. Perdue has overseen the development, acquisition, disposition and conversion of several thousand apartment units representing a notional value of over $950 million. Mr. Perdue developed La Valencia at Starwood, the first Energy Star certified apartment community in North Texas and winner of the “Green Multifamily Project of the Year” award by the National Association of Home Builders. He is LEED accredited through the US Green Building Council (USGBC).

Mr. Perdue received a Bachelor of Civil Engineering from Auburn University and an MBA in Finance from Tulane University. He is also a CFA charterholder and is a licensed real estate broker in the State of Texas. Mr. Perdue is a Board Member of The Real Estate Council of Dallas (TREC) and current Chairman of the Associate Leadership Council (ALC) program. He is also a charter member of the North Texas Multi-Family Product Council through ULI. Mr. Perdue is also a founding Board Member of the Circuit Trail Conservancy, an organization tasked with connecting the Dallas trail system.

Donald Silverman

Donald Silverman has directed all investment and new development activities for MQ Development Company and affiliates since 1991. In this capacity, he orchestrated the development and acquisition of retail shopping centers, mixed-use development, multi-family projects and single-family subdivisions.

In addition to identifying each opportunity, he has negotiated the terms of purchase and development for each new project. The aggregate value of Silverman’s real property transactions is approximately $1 Billion.

For the past twenty-five years, Mr. Silverman has focused on retail development in the state of Texas, primarily in the Dallas/Fort Worth area. Since 2013, the Company has also been engaged in new retail development projects on the west coast of Florida. He directs comprehensive development activities in conjunction with community, strip shopping centers and regional power centers. For many years he has been the most prolific developer of Kroger anchored centers in the DFW market. During this period, Silverman has developed and redeveloped thirteen Kroger anchored-shopping centers.

Prior to establishing the MQ Companies, Mr. Silverman held senior positions with other companies, including: The Midland Group, St. Louis; Metropolitan Structures, Chicago; VMS Realty Partners, Chicago; and, the Consolidated Capital Companies, Emeryville, California.

Silverman’s education includes: a Graduate Tax Law Degree (L.L.M.) from the Boston University School of Law; a J.D. degree from New England Law|Boston, an M.B.A. from Boston College and a B.A. from Boston University. He has law licenses in Massachusetts, Florida and California. Silverman is a licensed real estate broker in Texas.
