Sharon Bulova is honored to serve her third term as Chairman of the Fairfax County Board of Supervisors. She was first elected Chairman in a special election in 2009, and previously served as the Braddock District Supervisor from 1988-2009. Sharon believes an informed and engaged community is a well-served constituency. It is important that the community has a place at the table when decisions are being made. Community engagement is essential to striking the right balance between keeping taxes affordable and protecting the quality of life and services we value. A Northern Virginia resident since 1966, Sharon lives in Fairfax with her husband Lou DeFalaise. Together, they have four adult children and seven grandchildren.

Mr. Chod joined Tishman Speyer in 2008 and is currently the Regional Director for the greater Washington, DC, region. Mr. Chod began his tenure at the company within asset and portfolio management for the Washington, DC office, where he focused on recapitalization of the 6-million-square-foot regional portfolio and larger asset management strategy. Most recently, he covered acquisitions and development for the DC region as well as Atlanta, helping oversee over $4B in capital transactions. Mr. Chod currently serves on executive committees for The Real Estate Group, the Commercial Real Estate Brokers Association and BID for the Capitol Riverfront. Previously, he held board positions on the Capital Markets Committee of DCBIA, Mentorship Program for the Urban Land Institute, and the Young Leadership of the Jewish Federation of Washington, D.C. He holds a BBA in finance from the Ross School of Business at the University of Michigan.

Rachel Flynn is the Deputy County Executive of Fairfax County – overseeing

seven departments: Planning, Building, Transportation, Economic Initiatives,

Public Works, Code Compliance, and Environment & Energy. She joined Fairfax

in 2019. Prior to moving to Fairfax, Rachel worked for Google as Director of

Planning and for Lennar/FivePoint Communities as Vice President in Northern

California.

Previously, Rachel directed planning and development efforts for the cities of

Oakland, CA, Abu Dhabi, UAE, Richmond, VA, and Lynchburg, VA. She practiced

architecture for over twelve years with Cannon Design in New York, Boston,

Toronto, and Washington, D.C.

She has been honored with numerous awards from civic and professional

organizations for successful master plans, downtown revitalization, historic

preservation, environmental initiatives, and innovative technology programs.

Rachel holds degrees from Harvard University and Catholic University.

Victor Hoskins is President and CEO of the Fairfax County (Va.) Economic Development Authority (FCEDA). The FCEDA oversees growth of the largest economy in Virginia, which ranked no. 1 in the 2019 and 2021 CNBC “America’s Top States for Business” study. Previously, he directed economic development in Arlington County, Va., where he led the team that brought Amazon's second headquarters creating 37,500 jobs for Northern Virginia and 100,000 jobs for the Washington, D.C., region, attracting $4 billion in private capital investment and catalyzing creation of two major Technology Innovation Campuses to build the regional tech talent pipeline.

Under Mr. Hoskins’ leadership, the FCEDA launched a multi-faceted talent initiative aimed at attracting, retaining, retraining and growing the workforce in Northern Virginia. With a master’s degree in City Planning from MIT and an Honors undergraduate degree from Dartmouth, he has held executive leadership ranks in real estate in both the public and private sectors. As Deputy Mayor of the District of Columbia, his team transformed Washington with projects such as City Center, the Wharf and Union Market. His career has taken him from Wall Street to Main Street, and he has expanded economies from Los Angeles/Long Beach to the Mid-Atlantic region.

Mr. Hoskins is frequently chosen for lists of the most influential business leaders in Virginia and the Washington area. He is a popular public speaker on economic development and leadership topics, and he has been quoted in Fortune, Forbes and the Washington Post.

Mr. Otteni holds a Bachelor of Science in Commerce from the University of Virginia and

a Master of Business Administration with a concentration in Real Estate from the Kenan-

Flagler Business School at the University of North Carolina. He joined Boston Properties

in 2000 upon his graduation from KFBS, and has since taken on increasingly complex

roles in the development of the company’s projects. As a Senior Vice President in the

Development department in Washington, DC, Pete has direct responsibility for all aspects

of development, acquisition and disposition projects throughout the greater DC region,

including acquisition/land acquisition, financing, entitlement, design, construction, and

leasing. Since joining Boston Properties, Mr. Otteni has managed or been directly

involved with over 4.5 million square feet of completed or in process development.

Donna, a founding member of Cityline Partners, is responsible for Cityline’s strategic planning, and for oversight of the company’s day to day execution of its business plan. Prior to Cityline, Donna was affiliated with West*Group for several years, first as the CEO of Park*Crest, and then as Executive Vice President for West*Group. Prior to her tenure at West*Group, she was General Counsel and Vice President of Real Estate for Opus East, and a partner with the law firm of Hazel & Thomas, now known as Reed Smith.

Donna serves on the Board and Executive Committee for George Mason University Foundation, and chairs the Foundation’s Real Estate Committee. She is also on the Board of New Hope Housing and a member of the Urban Land Institute Executive Committee, and the Urban Land Institute Trends Committee. Donna earned her Bachelor of Arts from the University of Virginia, and her Juris Doctor from the University of Virginia School of Law.

Mr. White is a Senior Vice President for LCOR, with responsibility for the acquisition, development, design and financing of various development projects for the Washington, D.C. office in Bethesda, Maryland.

Mr. White has been actively involved in the entitlement and development of LCOR’s residential construction at McLean Crossing, located in McLean, Va. In addition, Mr. White is focused on The Altaire, located in the Crystal City, Va., which is comprised of two distinct and separate 20-story residential towers totaling approximately 450 residential units. Prior to joining LCOR, Mr. White worked in commercial debt lending for ING Investment Management.

Mr. White holds a bachelor’s degree in Economics from The University of Virginia and a Masters of Business Administration in Real Estate from Emory University. He is a member of the Urban Land Institute and participates in ULI’s Urban Plan.

(the “Company”), Steve is responsible for the management and oversight of the Company’s property

development activities. Committed to developing high quality affordable and workforce housing to

support healthy, diverse communities, the Company has participated in the capitalization and

development of over 290 properties comprising 35,000 apartment units across 45 states. SCG

Development has active development projects in 12 states and maintains offices in Tysons, Virginia and

Peabody, Massachusetts.

Steve is a frequent panelist at industry events and guest lecturer at various colleges and universities. He

is a graduate of the University of Richmond with a bachelor’s degree in finance and holds an MBA from

The George Washington University. Steve is a 35-year resident of northern Virginia and currently lives in

Vienna with his wife, 3 kids and a dog.

Upon graduating in 1992 from the Architectural Engineering program at Pennsylvania State University, Mike

began his career as a structural engineer working for downtown Washington DC consulting engineering firms

performing structural design on high profile projects including US Fish and Wildlife and Capital One Arena

(formally Verizon Center).

Joining James G. Davis Construction Corporation (DAVIS) in 1997, Mike has become an expert in identifying

potential challenges and offering strategic cost-effective solutions. He thrives on collaborating with the client

team from the earliest stages of preconstruction to project completion; exemplifying the level of customized

service the DAVIS experience has come to represent.

As Executive Vice President, Mike is part of the executive leadership team; serves on the company’s Board of

Directors; and is a trustee of DAVIS’ Employee Stock Ownership and Profit Sharing Plan (ESOP). He assist in

setting strategies for overall corporate growth, while developing next generation leaders across the company.

Throughout most of his career at DAVIS, Mike helped build the commercial building market sector into DAVIS’

largest sector. This division is responsible for renovating large corporate campuses, build-to-suit specialty and

urban office buildings, national landmarks and complex transit oriented garage facilities. In addition to ensuring

the future success of the commercial building market sector, Mike is also responsible for leading DAVIS’

residential, education, and renovation groups.

Mike is a leader whose energy and enthusiasm haven’t wavered since his career began over 20 years ago. His

tireless supervision has helped expand DAVIS’ role as a market leader. During Mike’s tenure he has completed

some of the most complex projects in the Washington DC area

An Alexandria native and Falls Church resident, Andrew has cultivated a unique set of skills, knowledge, relationships, and expertise in

the transactional aspects of real estate law. He has represented clients in 16 Virginia localities, from Arlington County to Winchester, and

specializesin securing zoning approvals and providing counselto residential,commercial, and industrial developers and landowners, advises

clients on all aspects of the land entitlement process and real estate matters, and frequently appears before planning commissions, town

and city councils,county boards of supervisors, localcitizen groups, boards of architecturalreview, and civic and homeowners associations.

Prior to joining The Land Lawyers in 2007, Andrew worked for two members of the Fairfax County Board of Supervisors, the County

Administrator of Caroline County, Virginia, and former Virginia Governor (now U.S. Senator) Mark Warner. In 2004, Andrew worked

for McGuireWoods Consulting, identifying business expansion opportunities and conducting comprehensive studies for public safety,

education, and transportation construction companies across thecommonwealth.

Andrew is an adjunct professor and teaches classes in political science, urban history, historic preservation, and city and regional planning

at the University of Richmond and the University of Mary Washington. He also leads courses for public and private civil engineers on the

land use entitlement process at the Engineers & Surveyors Institute to improve the quality of their plans and the process by which they are

approved.Having studiedNorthern Virginia’s geography and chronicled itsland development history, Andrew’sextensive knowledge of the

region has played a significant role in assisting clients and navigating issues related to development patterns, transportation concerns, and

Cy joined Brookfield Properties in 2012 and has held several roles within the organization. He has held his current role since 2022. Prior to joining Brookfield Properties, Cy was a Director at Cushman & Wakefield.

Cy holds an MBA from Georgetown University and a Bachelor of Arts from Denison University. Cy currently serves as Chairman of the Rosslyn BID Board of Directors and previously served as President of CREBA and President of the Arlington Real Estate Group. He is an active member in the Economic Club of Washington, D.C. and the Greater Washington Board of Trade.

Sri Velamati is responsible for directing the Company’s strategic acquisition, development and leasing initiatives. Mr. Velamati has a keen perspective of the real estate industry with over 20 years of experience. Prior to joining Combined, he was the COO/Senior Vice President for The Tower Companies where he oversaw development, leasing and operational efforts for their 5 million square foot portfolio and 8 million square foot development pipeline. Prior to that, he was President of APV Ventures and Development Director for Archstone Smith.

Mr. Velamati earned his Masters in Real Estate Development, from the Massachusetts Institute of Technology and his Bachelor in Economics, from the University of Pennsylvania. He has served on the boards of NAIOP DC/MD and Strathmore Music Center and is an active member of the Urban Land Institute and the International Council of Shopping Centers.

Deirdre Johnson is a strategic thinker and dynamic leader with over 30 years of success in

managing and leveraging large commercial real estate portfolios including mixed-use, open air

and enclosed mall properties. Since 2007, she's been with Federal Realty Investment Trust,

rising in 2019 to Vice President, Asset Management. She manages over 5 million SF of

properties and has experience in diverse markets including Virginia, Chicago, Detroit, Maryland,

North Carolina, and Florida. Under her leadership, the portfolio has outperformed in NOI

growth and value creation due to creative redevelopment and repositioning initiatives. With

her team, she has implemented innovative and strategic remerchandising and rebranding

plans. Most recently, she opened Federal’s newly formed Virginia Regional Office located in

Tysons, Virginia to spearhead a targeted growth initiative.

Johnson has been awarded the ICSC’s Certified Retail Property Executive (CRX) designation and

the Certified Shopping Center Manager (CSM) designation. She is a member of the Urban Land

Institute (ULI), NAIOP Northern Virginia and Innovating Commerce Serving Communities (ICSC).

Most recently, Deirdre was named by the Commercial Observer as one of The Power Players of

Washington, D.C., 2022. Deirdre is a graduate of Old Dominion University.

McLean Quinn

McLean Quinn is President of EYA, LLC. He oversees corporate management and strategy, investor relations, acquisition and development strategy and project stewardship, and chairs the Partnership Committee. Before being named President in February 2019, McLean served as Vice President of Acquisition and Development, leading acquisition, negotiations, entitlement, underwriting and project stewardship for numerous projects at EYA. McLean is active in ULI and is past participant in the ULI Washington Regional Land Use Leadership Institute and Leadership Montgomery.

Before joining EYA, McLean evaluated opportunistic real estate investments for Morgan Stanley's Real Estate Fund (MSREF) in New York and worked in private equity and investment banking at Wells Fargo in Charlotte, North Carolina. He earned a BA in Political Science from Davidson College and an MBA with Distinction from the Kellogg School of Management, where he was an Austin Scholar. McLean lives in Washington D.C. with his wife and two children.
