John brings 17 years of experience to Rosso Commercial Real Estate Services. He has handled over $500 million in sales and leasing transactions and has been named by CoStar Group on five occasions as a “Power Broker”, both for Retail & Office transactions in the greater-Baltimore market, making him uniquely qualified as a true “full service” commercial real estate professional.

John gained an interest in real estate while attending high school, so he signed up for real estate classes at a local real estate office in Severna Park, earning his real estate license as a high school senior. Shortly thereafter while attending Anne Arundel Community College, he obtained a position with the Hogan Companies/Murphy-Hogan, learning about land and commercial property brokerage. After transferring to the University of MD College Park, John decided to continue to focus his career in commercial real estate, transitioning to Murphy Commercial Real Estate, where he remained for over a decade, prior to starting Rosso Commercial in late-2016.

John graduated from the Robert H. Smith School of Business at the University of Maryland with a Finance degree. In 2019, John achieved the SIOR designation, a professional achievement for highly-qualified commercial real estate specialists with a strong and sustained transactional history in brokerage, fee-based services or executive management.

John currently serves on the board of trustees for the Community Foundation of Anne Arundel County, one of the largest funders of nonprofit organizations in the County. Additionally, John serves on the board of directors for the Anne Arundel Community College Foundation, he is a board member for Creating Communities, and he and his wife serve on the Leadership Advisory Council for the Building Traditions Society at Anne Arundel Medical Center. John has previously served as a board member for the Greater Severna Park & Arnold Chamber of Commerce, the Anne Arundel Commercial & Industrial Association (AACIA), The ARC of the Central Chesapeake and Lifting Anne Arundel (a philanthropic giving circle in the County). John is a member of ICSC (International Council of Shopping Centers).Additionally, John was appointed in 2017 by then County Executive Steve Schuh to serve on the newly created Agricultural-Tourism Commission focused on maximizing economic development in Southern Anne Arundel County while preserving its rural nature.

John lives in Annapolis, MD with his wife, Priscilla, and two sons, Jack and Hayes.

Stephen Rice serves as the Economic Development Manager for the City of Annapolis,

Maryland. In this role, Stephen co-leads the Community and Economic Development Division

within the Department of Planning and Zoning. He manages economic development projects,

facilitates revitalization efforts and helps to recruit and retain businesses in the city. Stephen

also advocates for policies that ensure that Annapolis continues to be a great place to start,

grow or expand a business.

Previously, Stephen worked for American Communities Trust in Baltimore as Director of

Community Development. In this role he worked with New Markets Tax Credits to revitalize

challenged communities across the country. Stephen also served as Vice President of Business

Development for the Howard County Economic Development Authority after a long tenure at

the Greater Baltimore Urban League where he led the economic development team.

Stephen was raised in Columbia, Maryland and is a proud graduate of Wilde Lake High School.

He then completed his undergraduate education at Morehouse College where he studied

Economics. Stephen later completed his Master of Business Administration (MBA) degree at

Vanderbilt University and his Master in Public Administration (MPA) degree at Harvard

University.

Stephen enjoys reading, traveling and playing golf in his spare time. He can often be found

enjoying the wonders of Annapolis with his wife Edith and their daughter.

He has 35+ years of experience in industrial real estate having previously held senior positions at Lincoln Property Company and Transwestern. Mark has been involved in the development of 7M SF of industrial properties and the purchase of 4M SF. Mark received a Master’s from Johns Hopkins University and a Bachelor of Science degree from the University of North Carolina at Chapel Hill.

Timothy Hogan is a 20-year veteran of the real estate industry, with specialized experience in financing, acquisition and disposition, and the redevelopment and repositioning of land assets. Founded in 1985, Hogan celebrated its 30th year in business in 2015, and is known as the pre-eminent land consulting, advisory, and brokerage firm in the State of Maryland.

In addition to his responsibilities as President, Mr. Hogan manages Hogan’s land investment platform where Hogan acquires and develops for its own account and on behalf of its investors. Mr. Hogan supervises all land transactions, land acquisition and assemblage, supervision of zoning and entitlements, engineering and permitting, and budget management. His many land development projects span several real estate sectors to include residential, commercial, industrial, hospitality, and mixed use, as well as affordable housing. Hogan acts as development manager on approximately 50 real estate development projects across 9 different jurisdictions in the Washington DC metro area and one residential PUD in the Carolinas.

Mr. Hogan holds a B.S. in Finance from the RH Smith School of Business at the University of Maryland College Park where he graduated Magna Cum Laude and was nominated as the Commencement Speaker. He is an active member of the Economic Club of Washington, the National Association of Industrial and Office Properties (NAIOP), the Maryland Building Industry Association (MBIA), and the Urban Land Institute (ULI). Mr. Hogan has been with Hogan since 1999. Prior to joining the Hogan, Mr. Hogan worked with Rodgers Consulting in Montgomery County, Maryland and Ridgecrest Investments in Frederick, Maryland.

David “Dave” A. Katz, a founding partner of Katz Day, LLC, represents clients in all phases of the real estate development process and in all aspects of real estate related projects, including contract negotiations, financing, leasing, land use, and entity structuring and organization. Dave’s real estate clients include land developers, retailers and builders and developers of retail, industrial, office and mixed use projects.

Dave received the majority of his professional experience as a partner in an Annapolis-based boutique law firm, Mulrenin & Associates, LLC, focusing on commercial real estate transactions, and he began his career with Hyatt & Weber, P.A., where he was associate general counsel to Severn Savings Bank, FSB, a publicly traded financial institution.

Dave was selected by his peers as a “Rising Star” in the area of Real Estate Law, in Maryland Super Lawyers magazine for 2013, 2014 and 2015.

Dave earned a Masters in Real Estate Development from Georgetown University, a Juris Doctor from Nova Southeastern University, Shepard Broad Law Center, and a Bachelors of Science in Biology from the College of Charleston.

Allison M. Pickard, Councilwoman from the 2ndDistrict is serving her second term. She graduated from The College of Charleston with a Bachelor of Arts Degree in Sociology and a minor in Political Science. She continued her education by earning a Master's Level Certificate in Non-Profit Management from Georgetown University.

She has over a decade of professional experience in the field of Senior Housing and Senior Services. This experience spans all sectors to include public, private and non-profit and culminated in serving as the Director of Community Programs with Iona Senior Services in Northwest, Washington DC where she oversaw the management of the Older Americans Act grant exceeding 1 million dollars annually. She was responsible for planning and developing new programs, diversifying revenue sources, and raising community awareness for services. Allison's commitment to the elderly began after serving two terms with AmeriCorps: National Civilian Community Corps where she led a 12 - member team in a residential program that completed projects across a 17- state region. Allison had the privilege to also serve as Staff Assistant to US Senator Ernest F. Hollings of South Carolina during her last 2 years of College.

Prior to being elected to the Anne Arundel County Council, Ms. Pickard has been active in numerous civic and community organizations. Allison served on her Homeowners Association, Oakwood Elementary PTA, Unity Gardens, and Missions Commission of St. Margaret's Church. She was awarded Anne Arundel County Public School's Volunteer of Year Award in 2013 for her work at Oakwood Elementary in Glen Burnie where all three of her children have attended. Ms. Pickard was appointed to the Anne Arundel County Board of Education representing Legislative District 33 in June of 2015. While serving on the Board of Education, she served as the Chair of the Policy Committee and the Legislative Committee of the Maryland Association of Boards of Education. Allison also served as President of the Anne Arundel County Council of PTA's and Vice Chair of the School Board Appointment Commission.

Ms. Pickard resides in the Millersville area, with her husband Joe and their children, Georgia, Henry, and Jamie.

Dawn Medley is the President and CEO of FSC First. Medley has more than 25 years of commercial lending experience, including complex credit analysis, underwriting and loan closing. She provides day-to-day management and staff support to the origination, lending, closing, portfolio and asset management activities along with program and resource development. Additionally, Medley assists the President & CEO with revenue forecasting from lending activities and strategic planning. She also serves as the EDI Fund Manager.

As a market president for United Bank, Steve is responsible for the management and operation of all bank offices in the Suburban Maryland area, including client relationships and new business development. Prior to this role, Steve was a commercial lender with United for 13 years, working with international, national and local real estate developers who focus on multifamily development, retail, office, residential homebuilding and industrial properties. He also serves on the board for the Catholic Charities Golf Classic and is involved in the corporate work study program with Don Bosco Cristo Rey high school, which allows students to apply classroom learning to the workplace.
