Bill Cox was elected Mayor of McKinney in June 2025. He is a Principal in the McKinney-based Carey Cox Company, a commercial real estate firm specializing in Collin County.

Mayor Cox has received the McKinney Chamber of Commerce's Carey Cox Citizen of the Year award, which is especially meaningful since it was named after his father. The Collin County Area Realtors have also honored him with the Realtor of the Year Award and Distinguished Service Award.

Mayor Cox is the recipient of his profession’s highest honor, the North Texas Commercial Association of Realtors (NTCAR) Stemmons Service Award. This award goes to a member of NTCAR who best exemplifies the highest standards of a commercial broker, along with a demonstrated commitment to professional and community involvement.

Mayor Cox is an engaged member of the McKinney community, currently serving on the Collin College Foundation Board of Directors. His past leadership roles include Chairman of the McKinney Chamber of Commerce Board, President of the Rotary Club of McKinney, and Chairman of McKinney’s Planning and Zoning Commission. He has also held board positions with Texas Realtors, Collin County Area Realtors, and the Society of Industrial and Office Realtors. In addition, he co-chaired successful bond initiatives for both the City of McKinney and Collin College.

Mayor Cox is a graduate of McKinney High School and the University of Texas at Austin.

Mayor Mark Hill was elected in June 2026. As a community leader, Hill was elected in 2023 to the Frisco Independent School District (FISD) Board of Trustees and served as President from 2025 – 2026. Mayor Hill also served on the Frisco Economic Development Corporation board from 2024 – 2026. Previously, Mayor Hill served on the board of the Frisco Education Foundation.

Mayor Hill is a corporate attorney with more than twenty years of legal experience, which includes being a Managing Partner at Henry Hill, PLLC. Hill has the designation of “Texas Super Lawyer”, an honor awarded by his peers and received every consecutive year since 2013. Mayor Hill was also previously President of the Collin County Bar Association (2016 – 17). Mayor Hill is also a member of the Collin County Bar Association.

Hill earned his law degree from St. Mary’s University School of Law. Mayor Hill also graduated from the Mays Business School at Texas A & M University with a BBA in Finance.

Mayor Hill and his wife, Tiffany, have called Frisco home since 2005 and are proud parents of a daughter, Emily.

KK (Krishna Kanth Nimmagadda ) is an angel investor and serial entrepreneur focused on leveraging data and AI for new business models. His investments include a data center and urban infrastructure development company in India. KK built and sold two data and AI companies, his first start up was acquired by Intel in 2013 and the second one was acquired by Accenture in 2018. KK earned his bachelor's from Nagarjuna University and his MBA from Kellogg School of Business at Northwestern University. KK moved to the Dallas area from California in 2017 and lives in McKinney, TX.

Tim serves as Senior Vice President for Rosewood Property Company and is responsible for all multifamily development activities spanning from land acquisition to project stabilization. Prior joining RPC, Mr. Harris worked for AMLI Residential and was responsible for the development of multifamily properties in the Texas portfolio. Mr. Harris also previously worked for StreetLights Residential in the construction, finance & asset management, and development departments. Tim is a member of The Real Estate Council (TREC), Urban Land Institute (ULI), and Park Cities Presbyterian Church.

Mark is responsible for steering Hillwood Communities’ strategic planning, placemaking and innovative development practices. This position plays a critical role in shaping and realizing the vision of master-planned communities that prioritize placemaking, best practices in land-use planning, diversity in housing options, and adherence to sustainable, high-quality planning principles.

Mark specializes in pedestrian-first communities and similar projects with extensive public participation. He emphasizes a holistic approach that dually considers planning and landscape architecture, focusing on connecting people with each other as well as built and natural environments. Accredited by the National Charrette Institute, Mark frequently leads and helps facilitate creative planning charrettes and visioning workshops. He has helped create the character and feel of many of the nation’s most successful communities. He is also highly involved in professional organizations and think tank groups that study new trends and innovations in development. Mark is a member of the Urban Land Institute, the national Community Development Council and the Urban Design Review Panel for the City of Dallas.

Mark is very involved with the Cystic Fibrosis Foundation and supports an active lifestyle in his personal and professional life. Having grown up with cystic fibrosis, Mark has a unique appreciation for the importance of active recreation. He is a lifelong runner (now biker) and cherishes opportunities when traveling to run and ride through new environments that inspire him and how he looks at cities and environment.

Kenneth Carley is an accredited airport executive with over 25 years of professional airport

management experience. He joined the City of McKinney as the Director of McKinney National Airport in

February 2018.

Ken holds a Bachelor of Science degree in Aviation Management from Ohio State University and a

Master of Business Administration degree from Ohio University.

Throughout his career Ken has held leadership roles at both commercial service and general aviation

airports. Prior to joining McKinney, Ken served as the Director of Operations and Maintenance at Quad

City International Airport in Moline, IL. His career also includes serving as the Director of Ohio University

Airport in Athens, Ohio.

Previously, Ken worked for Rickenbacker International Airport in Columbus, Ohio, holding various

positions including Director of Operations and Airport Director.

Kyle Wilks is the CEO and visionary behind

Wilks Development. He is known for his

hands-on approach and dedication to hard

work, which he learned from his legendary

father and uncle, the Wilks Brothers. Kyle

began his career in the family business at

Wilks Masonry and worked his way up to

become Vice President. The Wilks Brothers

became known internationally for growing

their oil field service company, Frac Tech,

and selling it in 2011. Kyle worked as a

Senior Executive Vice President during

their high growth phase.

Following the sale, Kyle established Wilks

Development in 2012 and has since

completed over thirty development

projects and over one billion dollars in real

estate transactions. He remains deeply

engaged in the business and meticulously

hires the best talent worldwide. As CEO,

Kyle is responsible for identifying and

evaluating potential developments,

conducting due diligence reviews, creating

financial models, designing sites, and

overseeing construction.

Kyle lives in Cisco, Texas, with his wife, Julie,

and their four children. He is an active

Kirk Wilson is a distinguished leader in land development, leveraging deep industry roots

and extensive governmental experience to drive exceptional service and facilitate high-

quality projects. His expertise in navigating complex bureaucratic and financial landscapes

positions him as a trusted partner for both public and private sector developments.

A native of North Texas, Kirk graduated from the University of North Texas before embarking

on a career in public service. He served as County Commissioner and later as County

Judge, where he was instrumental in helping found the North Texas Tollway Authority. This

role allowed him to help shape the regional transportation framework essential for

supporting the rapid growth of North Texas, where he continues to support strategic

development along these cri2cal corridors.

Transitioning to entrepreneurship after nine years in government, Kirk focused on

entitlement work and special district financing. He has been pivotal in developing

innovative financial mechanisms that provide essential gap funding for developers,

ensuring the feasibility of complex land development projects. His comprehensive

understanding of both public and private sectors enables him to guide municipalities

toward sustainable growth and eJective long-term planning.

A significant achievement in Kirk's career was assisting with the passage of Texas

legislation enabling assessment-based financing in 2005. As a key advocate for this

legislation, he helped establish the foundation for Assessment Districts statewide. His

notable accomplishments include:

• Supporting the passage of the 2005 legislation by the Texas Legislature that allowed

for large-scale Attorney General approved capital assessment-based financing.

• Petitioned for the creation of the first capital financing Public Improvement District

(PID) under the new legislation.

o Closing of the first Attorney General approved capital financing PID bonds

was The Highlands at Trophy Club on December 20th, 2007.

• Contributing to subsequent legislative amendments in following years.

• Advancing the formation of Municipal Management Districts (MMDs) with

Assessment Authority.

• Created the Development Mortgage-Backed Securities (DMBS) financing vehicle to

provide capital repaid by future project revenues.

• Pioneered loans and sales against reimbursement agreements, and monetizing

revenue streams including Tax Increment Reinvestment Zone (TIRZ) revenues,

impact fees, and capital recovery fees.

Jim earned a bachelor’s degree in Construction Engineering from Oklahoma State University and a bachelor’s degree in Finance from the University of Tulsa. He is a founding board member of the ACE Mentor Program Dallas/Fort Worth Chapter and a Collin College Construction Advisory board member. Jim was named a Design & Development Power Player by the Sports Business Journal.

Glenn is the COO of Lone Star PACE in charge of day-to-day operations. Lone Star PACE serves

as Program Administrator for city and county Commercial Property Assessed Clean Energy (C-PACE) programs in Texas. C-PACE provides financing for commercial, industrial and multifamily projects that support economic development and resource conservation in Texas communities. C-PACE is designed to overcome the barrier of significant upfront costs for energy efficiency and water conservation projects by offering attractive financing to commercial property owners.

Glenn has more than 35 years’ experience in the commercial real estate industry. He holds the Counselor of Real Estate (CRE) designation and is the current chair of the DFW chapter. Glenn is also an MAI Member of the Appraisal Institute and is a Certified General Real Estate Appraiser in Texas.

In addition to his role at Lone Star PACE, Glenn is president and founder of KLM Realty Advisors, where his team has underwritten more than $18.8B in loans for B-Piece investors of Commercial Mortgage-Backed Securities.

Glenn is a proud graduate of Texas A&M University, where he received a master’s degree in Land Economics and Real Estate and a bachelor’s degree in Agricultural Economics. He and his wife Lori (also an Aggie), reside in Plano and have two daughters.

Scott maximizes Beck’s architectural and design-build services across its U.S. and Mexico offices. He is an entrepreneurial leader who excels in landmark, award-winning projects in the hospitality, retail, office, and residential sectors. With a background as an international design professional, Scott has expertise in acclaimed building projects. Before rejoining Beck in 2024, he was CEO of 5G Studio Collaborative and a principal at a Frisco development firm. Scott has received numerous industry awards and speaks on design trends.

Tim Axilrod is a Partner of the Investment Sales division of SHOP Companies. Tim joined SHOP Companies in 2014 as an

initial member of the investment sales team. He is a retail investment specialist, focusing on the disposition and acquisition of

multi-tenant shopping centers and single tenant net leased retail properties throughout the Dallas/Fort Worth Market and

Texas. Tim prides himself on creating and maintaining long-lasting relationships by working closely with clients in every facet

of the transaction from the proposal process to closing. He has an efficient system of thoroughly evaluating retail assets using

detailed market knowledge and in-depth financial analysis to bring clients the best value in all of their real estate transactions.

Prior to joining SHOP Companies, Tim was an integral member of the investment sales team at United Commercial Realty

(UCR), now CBRE, in Dallas. He has worked directly on completion of retail investment transactions in excess of eight hundred

and fifteen million dollars ($835,000,000).

Born and raised in Dallas, Tim returned after four years in attendance at the University of Colorado at Boulder where he

received his bachelors in Economics and Minors in Business and Political Science. Tim is an active member in the

International Council of Shopping Centers (ICSC) and serves on the Executive Board of Directors for the North Texas
