Over the past two decades, Bobby Turner has established himself as a pioneer in the area of social impact investing. Since founding Turner Impact Capital in 2014, he has rapidly built one of the nation’s largest social impact investment firms, with over $3 billion in investment potential to help address some of the country’s most pervasive social issues with real estate solutions.

As former Chairman, CEO and Co-Founding Partner of Canyon Capital Realty Advisors LLC (CCRA), he oversaw a commercial real estate and mortgage asset portfolio totaling over $12 billion, and was responsible for launching several groundbreaking funds that helped define the “triple bottom line” investment movement. In his years as a social impact innovator, Bobby has dedicated himself to providing sound financial returns for investors while fostering opportunities for the communities in which his funds invest.

Bobby is involved in many civic ventures, having served on the boards of the Virginia Avenue Project, the Pacific Charter School Development Corporation, and the Initiative for a Competitive Inner City. He holds a B.S. in Finance from the Wharton School at the University of Pennsylvania, where he and his wife have endowed a curriculum development fund and speaker series for social impact studies. Muriel Bowser serves as Washington, DC’s seventh elected Mayor. Sworn in on January 2, 2015, she pledged to bring a fresh start to the District of Columbia, create pathways to the middle class for residents, and foster a culture of inclusion, transparency and action.

Mayor Bowser expanded opportunity across all 8 Wards of DC by strengthening job training programs, and by attracting and retaining jobs in the District. As of the first quarter of 2016, there are burgeoning projects across the city that will eventually deliver 32,000 new jobs. Washington, DC is the economic engine of the metropolitan region, and has one of the strongest local economies in the country.

Mayor Bowser is committed to producing, protecting and preserving affordable housing. In her first budget, she devoted an historic $100 million to the Housing Production Trust Fund, putting an unprecedented number of affordable housing units into the pipeline. She also made historic investments in education to accelerate the pace of education reform. DC has the fastest improving urban school district in the nation.

The Mayor is committed to making sure every Washingtonian gets a fair shot, including its most vulnerable residents. When she came into office, she pledged to end homelessness. She has taken bold moves to deliver on that commitment, including releasing a plan to replace the city’s largest family shelter with small, dignified family housing.

In everything she does, the Mayor puts District residents first, and ensures that the city’s priorities match the peoples’ priorities. She holds community engagement forums to solicit public input prior to finalizing her fiscal year budget. She is creating a more transparent and open government through a cutting edge open data policy. She championed the successful launch of one of the largest, most transparent body worn camera programs in the nation, to enhance trust between the community and DC’s metropolitan police department. And she launched an inclusive technology program to support startups and entrepreneurs offering products and services to underserved communities.

Prior to her time as Mayor, Bowser served as the Ward 4 councilmember of the DC Council – first elected in a special election in 2007, and re-elected in 2008 and 2012. As a Councilmember, Bowser served as the Chairwoman of the Committee on Economic Development which created more than 5,000 units of affordable housing, passed legislation to build a new soccer stadium and secured from the federal government the best portion of the Walter Reed campus for DC. Bowser led her colleagues to pass comprehensive ethics reform and increased transparency in government contracting.

Bowser also served as an Advisory Neighborhood Commissioner in the Riggs Park neighborhood. A native Washingtonian, Bowser earned a Bachelor of Arts degree in History from Chatham University and a Master’s degree in Public Policy from American University.

Don Layton

Donald H. Layton is chief executive officer of Freddie Mac, one of the largest sources of mortgage financing in the United States and a leader in building a more efficient and effective housing finance system.

Layton has over 40 years of experience in financial services and as a corporate leader. He worked for nearly 30 years at JPMorgan Chase and its predecessors, starting as a trainee and rising to vice chairman and member of the three-person Office of the Chairman, retiring in 2004. More recently, from 2007 to 2009 he served as chairman and then CEO of E*TRADE Financial, which he shepherded through the financial crisis. Additionally, Layton has been a member of the boards of several financial services firms and was a senior advisor to an industry association.

In his career at JPMorgan Chase, Layton's responsibilities spanned capital markets and investment banking, consumer banking, and operating services. From 2002 to 2004, he was responsible for Chase Financial Services, the consumer and middle market business, which included the fourth largest mortgage firm in the U.S. He was co-chief executive officer of J.P. Morgan, the investment bank of the company, from 2000 to 2002 and oversaw its entire range of global activities. Prior to the merger of Chase Manhattan and J.P. Morgan in 2000, Layton was responsible for Chase's worldwide capital markets and trading activities, including foreign exchange, risk management products, emerging markets, fixed income, and the bank’s investment portfolio and funding department. As well, he was responsible for Treasury & Securities Services, the operating services unit of the company, from 1999 through 2004.

He served as a senior advisor to the Securities Industry and Financial Markets Association from 2006 to 2008 and serves as chairman emeritus of the board of the Partnership for the Homeless, a nonprofit dedicated to reducing homelessness in New York City, after having been its chair for nearly a decade.

Layton received simultaneous Bachelor and Master of Science degrees in economics from the Massachusetts Institute of Technology and a Master of Business Administration from Harvard Business School.

Jack Manning

Mr. Manning is one of the two original founders of Boston Capital Corporation, which was formed in 1974. From its beginning, Boston Capital’s goal was to focus on providing equity investment capital for the development of apartment properties throughout the country. Under Mr. Manning’s leadership as CEO for the past 43 years, Boston Capital has grown into one of the largest owners/investors in apartment properties in the United States. Through a number of affiliated partnerships, Boston Capital’s present portfolio is comprised of approximately 1,855 properties with an original development cost in excess of $18.7 billion. These properties are located in 49 states, the Virgin Islands and Guam, both of which are U.S. territories.

As CEO of Boston Capital, Mr. Manning continues to oversee the company’s business development goals. Capitalizing on its core competencies of tax credit investment underwriting, those business development goals include an expansion of investment capital for market rate real estate investment as well as providing mortgage financing for a limited and exclusive number of property acquisitions.

Mr. Manning is a recognized leader in the housing and real estate industries, and has served on the boards of a number of national housing organizations and governmental commissions. In 1997, President Clinton appointed Mr. Manning to the President’s Export Council, a board comprised primarily of Fortune 500 CEOs that advised the President on government policies and programs that affect U.S. trade performance. He was also a Presidential appointee to the President’s Advisory Committee on the Arts. Mr. Manning serves on the boards of numerous organizations and charities including The Alliance for Business Leadership, the American Ireland Fund and the John F. Kennedy Presidential Library Foundation, where he is Chairman of the Distinguished Visitors Program. Mr. Manning is also a member of the Board of Directors of Liberty Mutual Group, the parent company of Liberty Mutual Insurance Company, and sits on Liberty Mutual’s investment and compensation committees.

Toby Bozzuto

Bozzuto manages 105,000 apartments and 3.5 million square feet of retail space across the U.S. The company has been nationally recognized as a Great Place to Work and named a Top Workplace by The Washington Post for nine consecutive years and a Top Company for Executive Women by Seramount for four consecutive years.

In July 2024, Toby was named Chair of Colgate University’s Board of Trustees, becoming the youngest person to serve in that position. An active contributor to his community, Toby serves as an executive committee member of the Policy Advisory Board for the Joint Center for Housing Studies of Harvard University and a member of the Board of Visitors for the Shock Trauma Center at The University of Maryland Medical Center and M&T Bank’s Directors Advisory Council. Willy Walker

Willy Walker is consistently recognized as one of the most influential executives in the United States commercial real estate finance industry. He joined the company in 2003 as executive vice president and chief operating officer and became chief executive officer in 2007. Under Mr. Walker’s leadership, Walker & Dunlop has grown from a small, family-owned business with one office and forty-six employees to become one of the largest commercial real estate finance companies in the United States with twenty-five offices and over five hundred employees. Walker & Dunlop has been named one of the "50 Fastest Growing Companies" in the Washington Region every year since 2011, named a "Great Places to Work" in 2012, 2013 and 2015, and named a “Top Workplace” by the Washington Post in 2014 and 2016. Investors in Walker & Dunlop’s IPO saw their stock appreciate 191% in the company’s first five years as a public company. Mr. Walker won the Ernst & Young Entrepreneur of the Year award in 2011.

Prior to joining Walker & Dunlop, Mr. Walker was president of the European and Latin American divisions of TeleTech, a global business process outsourcing company. He previously worked at private equity firm Newbridge Latin America, and was also general manager of a regional airline start-up in Argentina. He currently serves on the boards of the Mortgage Bankers Association, the Federal City Council, the Sustainable Technology Fund, and St. Albans School. Mr. Walker was Chairman of the Board of the District of Columbia Water and Sewer Authority (DC Water) from 2008 until 2012, and Chairman of the Board of Transcom, a global business process outsourcing company, from 2007 until 2012.

Mr. Walker received his Bachelor of Arts degree from St. Lawrence University and Master’s degree in Business Administration from Harvard University. He has run the Boston Marathon in 2:36, is an avid cyclist, and can likely be found on the ski slopes of Sun Valley when not running Walker & Dunlop.

Mr. Lynch has over twenty years’ experience in public and private real estate as an investor and advisor, including projects in Silicon Valley, CA and Washington, DC. He founded Jair Lynch in 1998 and has completed more than 65 projects totaling almost 4.3 million square feet of development in DC, with an additional 1.7 million square feet in his development pipeline. He is a driving force for urban regeneration, working to create walkable urban places to empower people, develop place and create prosperity.

Jeffery R. Hayward is Fannie Mae's Executive Vice President and Head of Multifamily, reporting to the President and Chief Executive Officer. Mr. Hayward is responsible for all of the company's multifamily business functions. Fannie Mae's Multifamily Division is the leading source of financing and securitization for quality rental housing in the United States, in every market, for every income level, every day. Multifamily serves a wide spectrum of the market, including conventional, rent-restricted, cooperatives, seniors, student housing, and manufactured housing communities, and finances all loan sizes, from a $1 million single-asset loan to a $1 billion structured transaction facility. Fannie Mae's multifamily business is executed through a Delegated Underwriting and Servicing (DUS ®) lender network and is the only risk-sharing model in the country. Mr. Hayward began serving in this role in January 2012 as Senior Vice President.

Previously, Mr. Hayward was Senior Vice President – National Servicing Organization. Mr. Hayward was responsible for the company's relationships with mortgage servicers and the retained attorney network, with a focus on curtailing credit losses.

Mr. Hayward also led Fannie Mae's Community Lending organization and was responsible for five business areas providing debt and equity financing to help increase and preserve the nation's supply of affordable rental and for-sale housing. In this role, he managed the company's overall relationship with the Housing Finance Agencies and worked closely with the National Council of State Housing Agencies and its members. Additionally, Mr. Hayward led this organization’s efforts to create housing for the homeless, invest in rural and Native American communities, and rebuild along the Gulf Coast.

Since joining Fannie Mae in 1987, Mr. Hayward has served as the company's Senior Mortgage-Backed Securities Negotiator; Director of Marketing; Director of Quality Control; Vice President – Single-Family Risk Management in Washington, D.C.; Vice President – Single-Family Operations in the Northeastern Regional Office; Vice President – Single-Family Mortgage Business; and Senior Vice President – Single-Family National Business Center.

Earlier in his career, Mr. Hayward was Vice President – Production at Star States Mortgage Corporation and Assistant Vice President – Residential Lending at Germantown Savings Bank.

Mr. Hayward has a bachelor of science in business management from Widener University.

Headquartered in King of Prussia, PA, Morgan Properties owns and operates an existing multifamily portfolio of over 30,000 apartment units located across country in 10 states throughout the Northeast and Mid-Atlantic Region. Morgan Properties primarily targets its Core Markets consisting of Suburban New York, New Jersey, Philadelphia and the Baltimore-DC Corridor. Chris Smith is the chairman and chief executive officer of WC Smith. Mr. Smith began his

career with the firm in the construction group and worked in finance before launching the

development arm of the business in the early 1980’s. Under his direction, the company has

become a District of Columbia industry leader in the rehabilitation and revitalization of

challenged neighborhoods. While enhancing its portfolio of market rate housing, WC Smith

has concurrently focused on developing affordable multi-family communities and

commercial properties.

With a lifelong commitment to community service, Chris Smith has fostered a culture within

WC Smith of improving the quality of life for residents of the District. The company and its

employees routinely volunteer time and resources to build playgrounds, beautify

neighborhoods, and provide recreational opportunities for DC families. In 1997, Chris was

instrumental in forming a non-profit organization, Building Bridges Across the River, to

fundraise and develop a $27 million cultural arts, recreation and education facility, the

Town Hall Education Arts & Recreation Campus (THEARC) in Southeast Washington.

Bob Kettler

Bob Kettler is the Chief Executive Officer and owner of Kettler, one of the D.C. region’s largest private companies and a leading real estate development and property management enterprise.

Mr. Kettler began his career in the early 1970’s renovating apartments and retail stores, as well as building new homes in D.C. neighborhoods. In 1977 he formed Kettler (under the name Kettler and Scott) as a home building company and later transitioned from home builder to planned community developer in the early 1980’s.

Utilizing capital from institutional investors and banking institutions, Kettler experienced rapid growth and became the leading planned community developer in the D.C. region. In over 25 projects, Kettler has provided 46,000 developed lots to both public and private home builders, 15 shopping centers, 10 million square feet of planned commercial uses, and 8 eight championship golf courses. Examples of these developments in Virginia include Cascades, Brambleton and Piedmont. Currently, Kettler has over 2,000 lots in development, primarily in infill locations, on a total of 10 properties from Baltimore, MD to Fredericksburg, VA.

Kettler has been successful in developing several notable commercial mixed use projects of approximately 5 million square feet including the 1.4MM square foot Village at Leesburg and the 2MM square foot Trinity Center.

Beginning in 1988, Kettler entered the apartment development industry building over 24,000 multifamily units in garden, mid-rise, high-rise and mixed-use properties. These developments also include award winning luxury apartment communities such as Metropolitan Park in Pentagon City as well as 2,500 condominium homes with a gross sales value of nearly $1 billion. Examples of these communities are Midtown Alexandria Station and Midtown Reston Town Center. Additionally, Kettler has developed 7,000 tax credit and bond financed apartments in 40 properties.

Additionally, Kettler is the official apartment management company of Monumental Sports and Entertainment, and has been the sponsor of the Kettler Capitals Iceplex in Arlington, the state of the art official training center for The Washington Capitals since its grand opening in 2006.

Douglas Tymins

From 1990 through 2005, Mr. Tymins served in various key senior positions with the SunAmerica companies, including Managing Director, Real Estate Development, and Senior Vice President, Real Estate Acquisitions and Dispositions. During this period, he directed a real estate equity investment platform that invested in excess of $800 million in office, retail, hotel, multi-family, condominium, and mixed-use projects throughout the U.S. He also directed the company's strategy to maximize its investment in a commercial and residential land portfolio located in metro Phoenix, with an expected value at full build out of $1.2 billion. JM’s family connection to Baltimore extends back to his great-great-grandparents arrival from Europe in the early 1900s. Vicki Davis is responsible for managing the acquisition, planning, design, and

implementation of all Urban Atlantic projects, and asset management of properties that

years of experience in real estate development, she formerly served as Deputy Director

of the Maryland Housing Fund and Maryland DHCD -Division of Credit Assurance. Her

experience also includes portfolio management for MNC Financial-South Charles Realty

and multifamily development for Trammell Crow Residential.

As President of Urban Atlantic Development, Ms. Davis has managed development of

over $2 billion in real estate projects and asset managed over $4 billion in real estate

investments. She has developed over 6,000 multifamily residential units and 600,000

commercial square feet for Urban Atlantic, including eight HOPE VI mixed-finance public

housing redevelopment projects, as well as transit-oriented mixed-use projects.

He has a unique understanding of the design process; from the dual perspective of both the developer and architect. He maintains hands-on involvement in all aspects of projects from inception through completion.

As head of the firm’s multi-family residential department, he is responsible for directing project teams and working closely with clients. Simon is also an integral part in identifying new business opportunities in the northeast and mid-Atlantic region. Matt Greene is the VP of Sales at Fetch. Founded in 2016, Fetch is the first off-site

package delivery solution for the multifamily industry. Matt and the Fetch team work to

solve last-mile delivery for apartment communities, accepting all resident packages at

off-site warehouses and coordinating scheduled, door-to-door delivery for all residents.

Matt oversees Sales, Marketing, and Customer Success and is planning all national

market rollouts. Prior to Fetch, Matt held senior roles with multifamily smart home

technology company, IOTAS, and vacation rental management platform, Vacasa.

After graduating from the UC Santa Barbara, Matt embarked on a decade working in

sports marketing with teams and agencies with a focus on sponsorships and

endorsement deals for teams, agencies, events and personalities/athletes. This was

followed by the founding of three companies with two exits.

A native of San Diego and currently living in Portland, Matt is the father of two crazy

boys aged 3 and 1 and of the largest known French Bulldog named Meatball his wife,

Bryan Cullen

Prior to joining the firm in 2004, he originated agency and FHA loans for American

raised more than $2 million for local charities.

Mr. Cullen graduated from James Madison University in 1987 and never needed a

Washington, DC real estate development and investment companies. PADC, which began operations in 2004, has

invested in over 5.1 million square feet of mixed use development land sites in downtown Washington DC. Founded in

2005, CityInterests is a fully-integrated real estate development firm focused on the mixed-use urban revitalization of

underserved areas in the Washington, D.C. region as well as boutique residential real estate projects in emerging

markets such as Adams Morgan, Shaw, Mt. Vernon and Petworth. The company serves as the Master Developer for

Parkside, a 15.5 acre, $860 million development that is the largest privately controlled, Transit-Oriented Development

opportunity in the District of Columbia. CityInterests is also redeveloping the 4-acre South Capitol Street Shopping

Center into a 325,000 square foot, $80 million dollar mixed-use development.

Prior to founding PADC, Mr. Farrell was President and Chief Operating Officer (COO) of Medical Office Properties Inc., a

fully-integrated real estate investment trust (REIT) with approximately 22 Medical Office Buildings in 7 states, California,

Colorado, Florida, Texas, North Carolina, Virginia and Maryland, and a small portfolio of healthcare-related assets. Mr.

Farrell headed the investment team that developed, generated and executed an investment strategy focused on the sale

of existing long term assets in order to focus capital in the medical office building arena. Medical Office Properties was

sold to CNL Properties and the balance of the healthcare-related assets to a private investor in May 2004.

Mr. Farrell’s career in real estate began following his graduation from Georgetown University in 1982. Mr. Farrell spent

13 years in the commercial leasing and sales real estate industry working for Cassidy and Pinkard Inc. In 1995 Mr. Farrell

joined Legg Mason Wood Walker and Legg Mason Real Estate Services Inc. (LMRES). Farrell started the private equity

business platform for private equity investment at both the asset and entity levels. As a Vice President at Legg Mason,

Vice President at LMRES and Managing Director of Legg Mason Realty Advisors, Mr. Farrell served in the role of

investment banker, overseeing both private and public real estate companies’ efforts to raise private equity in foreign

David represents developers, private equity funds, institutional investors such as life insurance companies and pension funds, lenders, asset management companies, property management companies, REITs, and loan funds. His clients operate and develop hotels, office, multifamily, industrial, retail, nursing and assisted living, land projects, military housing, and student housing units.

David's services for commercial real estate clients involve audit and management advisory services including assisting new and existing private equity funds with structures, compliance, and asset or portfolio due diligence. He works with RIA’s, fund managers, and is proficient with real estate accounting and reporting as well as real estate operations. David frequently works with the Firm’s Advisory Practice.

David designed and has taught a real estate accounting graduate-level course at Georgetown University’s School of Continuing Studies and the University of Maryland’s School of Architecture, Planning, and Preservation as part of each university’s graduate degree program in real estate development. He speaks frequently at real estate industry conferences throughout the country. David serves on the Board and is Treasurer of Junior Achievement of Greater Washington and is a Board Member of Barker Adoption Foundation.

Tyler Blue

J. Tyler Blue is a Senior Managing Director responsible for the operations of

the Berkadia Mid-Atlantic Capital Markets office. Prior to joining Berkadia, Mr.

Blue served as Executive Vice President at Walker & Dunlop and ran the

Capital Markets platform there. Over the past 32 years, Mr. Blue has arranged

in excess of $17 billion in commercial mortgage financings for apartment,

office, industrial, retail and hotel properties.

Mr. Blue is a member of the Urban Land Institute, Mortgage Bankers Association, International Council of

Shopping Centers, and the Commercial Real Estate Finance Council. Mr. Blue has served on the Housing

Committee of the District of Columbia Building Association and on the Board of Directors of the Aberdeen &

Rockfish Railroad Company. He is currently active with numerous local charities.

Mr. Blue received his bachelor of arts in history from the University of Virginia in 1983.

Traci Scudder

Traci R. Scudder is a land use and zoning attorney with more than 10 years of experience. Her

experience includes counseling builders, developers, and property owners on zoning matters

including site development and site plan approval for new and existing residential and

commercial projects. She provides counsel in the following areas: master plans, sectional map

amendments, mixed-use development, transit oriented development, subdivisions, recreation

facilities agreements, storm water management regulations and historic preservation. Further,

Ms. Scudder provides legal services related to departures and variances, nonconforming use

approvals for existing residential and commercial buildings, special exceptions, and permit

filing and review process. Additionally, Ms. Scudder has experience in laws and regulations

related to other administrative and regulatory areas in Maryland, including municipal law,

alcoholic beverage law and regulations, and landlord-tenant law.

Ms. Scudder frequently represents clients in land use hearings before the Maryland-National

Capital Park and Planning Commission (M-NCPPC), the Prince George’s County Zoning

Hearing Examiner, the Prince George’s County Board of Appeals, the Prince George’s County

Council sitting as the District Council in land use and zoning matters, and the Board of License

Commissioners.

Ms. Scudder also has significant experience working with County Code Enforcement as well as

Staff at the M-NCPPC regarding zoning code compliance issues, resolving complex violations

and enforcement issues. Her practice includes assisting clients with the County’s permit review

process all the way through issuance of the permit. She also works with clients on

nonconforming use matters and helps her clients obtain approvals from the M-NCPPC with

regard to grandfathering existing residential and commercial non-conforming uses.

Ms. Scudder obtained her J.D. from the University of Tennessee College of Law and her Master

of Science degree in broadcasting communications from the University of Tennessee College of

Communications. She also earned her B.S. from the University of Tennessee College of

Communications. Ms. Scudder utilizes her background in communications to present strong

oral arguments, testimony, and factual information before State, County, and Municipal

agencies and administrative bodies.

Ms. Scudder is admitted to practice in Maryland.
