Current Responsibility: Ron Witten is Founder of Witten Advisors, a market advisory firm serving apartment developers, investors and lenders nationwide. Since 2001, Witten Advisors has provided quarterly market forecasts and commentary to help owners, investors, developers and lenders make informed decisions on development, acquisitions and dispositions across the nation’s major apartment markets.

Experience: Ron began his career at M/PF Research and served as its president for over 20 years. In that role, Witten led M/PF as the firm became a national leader in apartment market data and market analysis. Ron has been a frequent speaker at the industry’s leading conferences, addressing market conditions and trends as well as emerging demographic forces shaping the apartment markets.

Industry Involvement: Witten has been particularly active in the Urban Land Institute and the National Multifamily Housing Council. He is a past Chairman of ULI’s Multifamily Silver and Gold Councils and is now a member of the Multifamily Green Council at ULI as well as NMHC’s Research Committee. He has also served on the board of Apartment Life, a non-profit that creates a sense of community among residents and staff in apartment properties, and TIER REIT, a NYSE-listed office building REIT.

Educational Background: Ron received a BBA degree in Marketing from Texas Tech University and has completed graduate classes in Statistics and Economics at Southern Methodist University.

David Noguera is a housing and community development professional with 18

years’ experience developing housing policy, administering programs, assessing

and troubleshooting program implementation issues and advising government

officials and representatives on housing issues.  As Director of Housing and

Neighborhood Revitalization for the City of Dallas, David is responsible for

managing federal grants and investing in the production of affordable housing.

Prior to coming to Dallas, David oversaw the development of the Neighborhood

Stabilization Program (NSP) and managed it at the U.S. Department of Housing

and Urban Development in Washington D.C. for six years.  He later developed an

audit resolution division for HUD’s Office of Community Planning and

Development, where he negotiated settlements on Office of Inspector General

audits of states, local governments and nonprofits.  Along his career, David

analyzed housing policy for Freddie Mac, evaluated federally funded programs for

the U.S. Government Accountability Office (GAO) and nonprofit investments for

the New York Empowerment Zone.  He holds a bachelors degree from the

University of California at Berkeley in International Development and a masters in

City and Regional Planning from Cornell University.

Mark Bulmash

Mark Bulmash is President, Mixed-Use/Master Plan Development for Presidium, which he

joined in October 2020, where he oversees the planning and development efforts for

Velocity, River Park and The Pecan District. From 2011 to 2019, he was Senior Vice

President, Development for The Howard Hughes Corporation, where he oversaw the

Central and Southeast regions. Mr. Bulmash is a 35-year real estate veteran, who spent

time at the Taubman Company, Related Companies and Forest City Enterprises, as well as,

founding his own real estate advisory firm, Bulmash Real Estate Advisors, LLC. He is

currently a member of International Council for Shopping Centers (ICSC), the Urban Land

Institute, current chair of ICSC’s Global Design & Development Jury, and was a member of

the inaugural class of ICSC's Certified Retail Property Executives (CRX), the Center Build’s

Planning Committee and Advisory Board for the Penn Institute for Urban Research. Mr.

Bulmash earned his MBA from The Wharton School and his MCP from The University of

Pennsylvania. He earned his BS in Architecture from The University of Michigan.

new development, value add, tax credit, and bond financing. Her diverse experience allows for a

In his role, Brewer oversees HALL Group’s asset management, development, and marketing teams, managing the company’s real estate portfolio valued at approximately $1.5 billion. Additionally, he serves on the loan committee for HALL Structured Finance, the company’s private lending division.

Before joining HALL Group, Brewer spent 18 years at Hines, where he most recently held the position of market leader for the Dallas operations. During his tenure at Hines, he led numerous real estate developments in the Dallas-Fort Worth market and was deeply involved in acquisitions, refinancing, REO transactions, zoning/entitlement, and real estate development. As the Executive Managing Director, she focuses on the national multifamily growth strategy alongside a team of five regional leaders. Ms. Carhart has more than 20 years of multifamily experience. CBRE was the intermediary for more than $95 billion in multifamily engagements in the U.S. last year and has been the number one firm for investment sales activity in the sector since 2001.

Ms. Carhart joined CBRE in January 2021 and was most recently Head of Multifamily Debt Production. Prior to joining the firm, she spent 17 years at Freddie Mac where she served as Vice President of Multifamily Production and Sales, overseeing over $30 billion of annual volume across 26 states. She was instrumental in establishing relationships, building the brand and building culture in a time of tremendous growth at Freddie Mac.

John Sloot is a Vice President for Hunt Mortgage Group (HMG), focusing on originating, term, and bridge

loans for multifamily & commercial real estate properties across the country. All executions are direct

through HMG’s Agency relationship (Fannie Mae & Freddie Mac), FHA/HUD and HMG’s Proprietary

Lending Programs.

Prior to joining HMG, John was an AVP in Associated Bank’s Commercial Real Estate Group where he

provided support and asset/portfolio management needs for the group. John was responsible for

managing a commercial real estate portfolio of 40+ assets/credit facilities with commitments totaling in

excess of $200 million. John also assisted the group in closing in excess of $500 million in new

commitments during his time with the company. Before joining Associated Bank, John was a Sr.

Commercial Real Estate Analyst at BMO Harris Bank (fna Amcore Bank) where he was in charge of

underwriting real estate debt transactions.

John began his career and received formal credit/underwriting training through MB Financial and their

Leadership Development Program where he rotated through various divisions of the Commercial Bank.

Throughout his career, John has assisted in closing over $1 Billion in real estate transactions.

John graduated from Roosevelt University with an MBA in Real Estate and received his undergraduate

degree in Business Administration (BBA) from Roosevelt University.

Mr. Voss accumulated over 10 years’ experience in Commercial Real Estate across; Investment Banking, Structured Finance, Asset Management and Acquisitions. Mitchell Voss launched WindMass Capital, a Real Estate Private Equity Firm in 2017. Prior to forming Mitchell was a Vice President in Goldman Sachs Investment Banking Group where he focused on originating CMBS, balance sheet and bridge loans. Prior to working at Goldman Sachs Mitchell was at UBS Realty, UBS' Real Estate Investment Arm where he worked as an acquisitions and asset management associate performing both development and acquisitions along with asset management on multifamily, industrial, office and retail. Immediately prior to UBS Mitchell was in Deutsche Bank’s Real Estate Structured Finance Group. In total Mitchell has developed in excess of 1.0 million square feet of Industrial, 1,000 apartment units and underwritten in excess of $35.0 billion in potential deals while placing over $6.0 billion of both debt and equity.

Furthermore, Mr. Voss started his commercial real estate career holding an analyst position at Centerline Capital, a firm focused on multifamily lending and due diligence. Immediately after graduation and prior to his position with Centerline Mr. Voss worked for a private equity group based in Chicago where he completed a rigorous two-year analyst program. Zach co-founded Pender in 2015 and brings over 16 years of experience in both commercial real estate finance and capital markets expertise. As a volunteer leader in Dallas for more than 25 years, Lynn has worked more than 45,000

hours of service for more than 30 different non-profit groups. Lynn’s work has made a

difference on tough issues like improving education, serving homeless, protecting children,

fighting domestic violence and helping underserved students succeed in college. As a deeply

engaged civic leader, Lynn has learned how to bring different stakeholders to the table, find

common ground and solutions, and get everyone moving in a productive manner that gets

results.

As a biochemistry grad from the University of Texas in the early 90’s, Lynn was an early hire of

New England Biolabs, where she worked as a research scientist and later created partnerships

to grow the company. Today, NEB is the world leader in genomic research and employs more

than 500, and Lynn still serves as a manager and employee owner.

Lynn has served more than six years as CEO of Young Women’s Preparatory Network, a public-

private partnership that creates STEM-focused schools of choice in an all-girls setting. To date,

YWPN grads have a 100% college acceptance rate – many of them first generation college

goers. Over six years as CEO, Lynn has grown revenues 300% and gained a deep understanding

of how to partner with ISDs to improve student achievement.

Lynn is best known for her leadership roles in the Dallas community and for her philanthropic

endeavors. Currently, she is Chairman of the Board of The Family Place Foundation; Chairman

Emeritus and Life Member of the Board of the Visiting Nurse Association; Co-Chair of the

Coalition for a New Dallas; Co-Chair of For Oak Cliff: Co-Chair of Oakland Cemetery; AT&T

Performing Arts Center Board of Directors; The Bridge Homeless Recovery Center Board of

Directors; The University of Texas College of Natural Sciences Board; Dallas County Community

College District Foundation Executive Board; Dedman College Executive Board at Southern

Lynn is a member of The Crystal Charity Ball, Charter 100, The Dallas Assembly, Dallas Woman’s

Club and the Sweetheart Ball. She is a past President and Ball Chairman for the Junior League

of Dallas and former Ball Chairman of the Cattle Baron’s Ball.

A native of Freeport, Texas, Lynn was raised by parents who believed in the power of

education. Through her years in public school, at the University of Texas and throughout her

career in biotech and as a CEO, Lynn’s has kept true to her guiding principles of life-long

learning, valuing honesty and integrity, and always finding ways to help others. She has been

married to her husband Allan for 20 years. Lynn and her husband, Allan, live in the Turtle Creek

area of Dallas.

Scott Griggs

Mayoral Candidate 2019

In his first term on the Dallas City Council, Scott was voted as the 2012 Best Politician by D

Magazine and the Dallas Observer. “Scott has proven himself as a voice of reason,” according

to D Magazine.

On the Dallas City Council, Scott is the vice-chairman of the Government Performance and

Financial Management Committee. He is a member of the Economic Development and Housing

Committee and the Quality of Life, Arts and Culture Committee. He served as chairman of the

Housing Committee from 2015 to 2017, when he led the city’s development of a new,

comprehensive housing policy. He also spearheaded the crafting of an ordinance ensuring

better regulation and higher standards for boarding homes, earning him the 2012 Carmen Miller

Michael Mental Health Advocate Award presented by Mental Health America of Greater Dallas.

Scott has also fought against gas drilling within city limits; led the push for the first buffered bike

lanes and a fully realized bike lane system in the city; and he led the effort to kill the tollroad that

North Texas Tollway Authority’s own study showed would cost taxpayers billions of dollars and

actually make traffic worse in the City of Dallas.

Rather than push for a toll road in a park, Scott has focused his efforts on realizing the Trinity

River Project’s amenities by bringing “life between the levees” with a Trinity Trails System and

recreational elements. Scott has also intensely examined the Dallas Floodway System to

ensure mandated improvements to the city’s levee system are successful in protecting lives and

billions of dollars in property values.

Before joining the City Council, Scott was the two-term president of the Fort Worth Avenue

Development Group from 2007 to 2010, where he created a Tax Increment Finance District,

implemented crime and code compliance programs and advocated for more New Urbanism-

based transportation planning and zoning. He has also served on the executive committees of

his neighborhood association in Stevens Park Estates, the Oak Cliff Chamber of Commerce and

the Oak Cliff Transit Authority. An early advocate of complete streets and bringing the modern

streetcar to Oak Cliff, Scott was part of the TIGER I team and $23 million grant for the streetcar.

Scott grew up in Dallas, attended Texas A&M University and graduated with a degree in

chemistry before attending law school at the University of Texas. After obtaining his law degree,

Scott returned to Dallas to practice intellectual property law.

Scott is a second-generation intellectual property attorney and partner at Griggs Bergen LLP.

Scott specializes in patent and trademark preparation and prosecution before the United States

Patent & Trademark Office. He provides counsel on evaluating and protecting intellectual

property assets and developing portfolio management strategies to help companies – from

startups to multinationals – protect core technologies and enhance overall intellectual property

positions.

In 2002, he married his college sweetheart, Mariana, and moved to Oak Cliff. Scott and Mariana

enjoy gardening, and Scott is an avid chess player. They have three children: Catalina,

Francisco and Guillermo.

finalist for the Fulbright United States Scholar Fellowship for architectural theory,

named one of the 500 Most Powerful Business Leaders in Dallas/Fort Worth, and

the first recipient of the Pioneer Award for Real Estate Impact in Dallas.
