The Huffines name has become widely esteemed within the industry and the State of Texas. Huffines Communities has assembled over 100 limited partnerships, created hundreds of jobs in North Texas, and generated billions in asset values. In 2021 alone, Huffines Communities invested over $120 MM in land.

Phillip has established an unblemished reputation of high integrity. He brings to every project undaunted enthusiasm, a commitment to excellence, and an unwavering dedication to success for everyone involved. He has been married to Holly Hartwell for more than 36 years; they have three adult children, Haley, Hayden, and Garrett. Phillip graduated summa cum laude from the University of Texas at Austin in 1981 with a BBA in Petroleum Land Management. Phillip enjoys exercising, skiing, biking, hunting, and mountain climbing. He is passionate about teaching business classes at local high schools as a volunteer with Junior Achievement, where he serves on the Board.

Andrew Pieper

Andrew Pieper, Senior Vice President of Hillwood Communities, has over 16 years of experience in residential real estate development. He manages the Landmark project, a 3,200-acre master-planned community in Denton, TX. Previously, he oversaw Pecan Square in Northlake, TX, a 3,000-home community named DFW Masterplan Community of the Year and People’s Choice Community of the Year in 2021 and 2023 and National Masterplan Community of the year in 2025. A Southern Methodist University finance graduate, Andrew serves on SMU’s Folsom School of Real Estate associate board and the Dallas Builders Association's Board of Directors, where he was president in 2022.

Frank Su is a Vice President of Land Acquisitions in the Dallas Fort Worth market for Meritage

Homes for the past 4 years and has over 20 years of experience in residential development.

Frank leads Meritage Home’s land acquisitions team in sourcing land, contract negotiations,

due diligence, and closing for all Division land deals. In Frank’s prior experience, he was a

Division Vice President for Toll Brothers in charge of land acquisitions, entitlements, and

government/community relations for Toll Brother’s Southern California projects in greater Los

Angeles and Ventura County. His prior roles with Toll Brothers were as a Division Vice President

in homebuilding operations, Director of Land Acquisition, Land Acquisition Manger, and a

Project Manager. He was previously a Director of Acquisitions with Gibraltar Capital and Asset

Management, LLC in Philadelphia, a wholly owned subsidiary of Toll Brothers investing in

distressed assets and a Vice President of Development with The Castle Group, Inc in the San

Francisco Bay Area.

Frank is graduate from Cornell University with a Masters in Real Estate Development and

California Polytechnic University, San Luis Obispo with a Bachelor in Architecture.

Greer is a Founding Partner at Axim Partners, where he assists Starwood Land with execution of its DFW and Austin land development portfolio. He works closely with the Operations team and supports the sourcing & structuring of new land development opportunities. Greer played a key role in assembling & managing the 16,000+ lot portfolio that Starwood Land acquired from Hines in April 2025. A former member of the Texas A&M Aggies football team, he was named a team captain during his senior year. In 2013, Terry began his tenure as mayor of Celina and was re-elected to his first full term in 2014, serving until 2023. A sixth-generation Collin County resident, Terry lives in Celina with his wife, Angie, and their children, Kylee and Kade.

homebuilder in North America. Darrel oversees the Dallas – Fort Worth division, its land acquisition

Darrel has over 20 years of land development and homebuilding experience that encompasses planning

new master planned communities, running land departments for production homebuilders, and

overseeing single family community portfolios.

Michael Libera, an investment banker specializing in real

estate and municipal finance, began his career at Piper

Jaffray and held roles at Jefferies and RBC Capital

Markets. Since 2020, he has been Managing Director at

SAMCO Capital Markets, executing a wide range of

transactions, including governmental financings, tax

increment financings, land-secured debt, and real estate

deals.

Known for financial innovation, Mr. Libera pioneered

products like the Texas Infrastructure Program (TIP),

Development Mortgage-Backed Securities (DMBS), Utah

HOA Assessment Bonds, and Municipal Contingent Value

Instruments (CVI). TIP bonds were the first securities

offered publicly, secured solely by MUD reimbursements.

He holds a BBA in Finance from Saint Louis University

and FINRA Series 7, 50, 52, 63, and 79 licenses.

Dustin is a strategic and results-based servant leader with operations management experience in the water industry. Before joining Maverick, Dustin led water management efforts for one of the largest publicly traded crude oil and natural gas exploration and production companies in the United States. In that role, he served as the strategic, technical and operations lead for all operating basins as it pertained to water management activities in addition to duties with investor relations and sustainability reporting. Prior to that, Dustin held roles with the federal government, a membership organization, and a water works business. Dustin proudly hails from Livingston, Texas and holds a B.S. degree from Texas A&M University and an MBA from Rice University. Dustin embraces moments to golf, ranch, fish, hunt and contributes to various ministries. Ross Martin focuses his practice on public finance, special districts and public law. He serves as general counsel and bond counsel to special districts, including municipal utility districts, fresh water supply districts, special utility districts, municipal management districts, water control and improvement districts, and other improvement districts providing water, sewer, drainage, roadway and transportation infrastructure for master-planned developments, commercial developments and mixed-use developments.

He also serves as bond counsel to cities and counties in all facets of public finance, with a focus on cities in areas experiencing rapid growth. Ross has also served as counsel on PID creation and special assessments and as bond counsel on PID assessment revenue bonds, combination contract revenue and special assessment bonds, and the refunding of those obligations.

Ross has represented and created special districts before the Texas Legislature and federal, state and local agencies, and has provided municipal law and economic development counsel to counties, cities and developers. He also regularly counsels developers in land use and development issues, including the negotiation of development agreements and CCN and utility matters.
