Christian M. Cerria is Development Director of Gilbane Development Company since 2017 and a proven entrepreneurial leader in sourcing and managing the development of large mixed-use projects across the country, successfully delivering or currently has in development over 2.5M SF / 2,500 Units / 5,000 beds valued at $750 million.

During that time frame, Mr. Cerria has overseen the strategic direction and development of Altus, The York, Tempo, and Western Gateway. Mr. Cerria has unique expertise in assemblages, entitlements, incentives, ground leases, design, finance, and public-private partnerships. As Development Director, he is responsible for sourcing deals and creatively developing them throughout the deal’s lifecycle as effectively and efficiently as possible, including site selection, market research, contract negotiations, managing relationships with key stakeholders and consultants, design, neighborhood outreach, entitlements, permits, financing, and construction to ensure the project’s success.

He holds a Bachelor of Science in Architecture degree from the University of Maryland and a Master of Professional Studies in Real Estate from Georgetown University.

Carpenters Union, representing nearly 37,000 members in carpentry and related crafts in California’s

northern 46 counties. Dan leads a team engaged in policy analysis, construction industry economic

analysis, and strategic research for organizing, compliance, and contract campaigns. In 2023, Dan was

appointed by Governor Newsom to California’s Fraud Assessment Commission, representing organized

labor. In 2024, Dan was elected to the San Francisco Democratic County Central Committee, and he

currently serves as the Vice Chair of the San Francisco Democratic Party and an executive board member

of the California Democratic Party. He holds an M.S. in Labor Studies from the University of

C.J. joined the East Oakland Black Cultural Zone Collaborative in 2019 as its first Executive Director and is the founding CEO of the Black Cultural Zone Community Development Corporation, which was formed in 2020 by the Collaborative. She has more than thirty years of experience in entrepreneurship and business management, non-profit operations, finance and commercial real estate including development, financing, and brokerage. She is a native of Oakland, California and a proud graduate of Castlemont High School. She brings to the Black Cultural Zone her homegrown knowledge of East Oakland, where she was born and raised, and her entrepreneurial, management, and transactional experience garnered within the Bay Area.

C.J. is an entrepreneur and has worked directly with entrepreneurs and small business owners at several leading technical assistance providers in the area, including the Alameda County Small Business Development Center, Women's Initiative for Self Employment, and CEO Women. As a manager, she created the Consulting and Grants Programs at Community Visions (formerly Northern California Community Loan Fund), as its first Director, including the Facility Fitness Nonprofit Commercial Real Estate Training Curriculum and Pre-Development Support Programs like orgspaces.org (a predecessor to Spacesforgood.org). At Community Visions, C.J. was also involved in underwriting, funding and providing consulting expertise for Cultural Hubs and Nonprofit Commercial Development projects in San Francisco, Oakland and throughout Northern California, including the Museum of the African Diaspora, Youth Radio, Eastside Arts Alliance, and Destiny Arts Center, with a combined development project value in excess of $300 million.

As a Broker, she has completed over $250 million in Investment Sales transactions and has leased hundreds of spaces throughout the bay area, particularly Oakland. Most recently, she was the Broker and Director of Commercial Real Estate at the East Bay Asian Local Development Corporation, a leading Bay Area affordable housing developer. In this role, she managed commercial investment sales, marketing and leasing, development, facility management, financial management and property operations. Currently, in addition to her role with the Black Cultural Zone, she is a tenured Professor at the College of Alameda in the Business Department and has launched the Peralta Community College District's first fully online Entrepreneurship Certificate Program.

C.J. has a Bachelors of Arts in Psychology with a specialization in Business Administration from the University of California at Los Angeles; a Master of Public Health in Health Policy and Administration from the School of Public Health at the University of California at Berkeley; a Master of Business Administration (with Honors - Beta Gamma Sigma) in Marketing, Corporate Finance and Real Estate Finance from the Columbia University Graduate School of Business; and her Doctorate (EdD) in Educational Leadership from Saint Mary’s College of California.

She plays an integral role in establishing the design vision and leading teams to carry projects through design approvals. Focusing on urban-infill mixed-use projects, she believes that architecture should be deeply rooted in the community where it sits, responsibly responding to client goals, community needs and the urban context.

Mr. Graber is a Principal Scientist and Certified Hazardous Materials Manager (CHMM) with over twenty-five years of environmental consulting experience, primarily in the San Francisco Bay Area. He has navigated dozens of projects from the due diligence/transaction phase through ground-up construction and occupancy. Additionally, he has significant experience managing and remediating complex, long-term environmental liabilities for the most sophisticated clients. He has built lasting, positive client and regulatory relationships through open communication and trust. He is very familiar with the local regulatory process in all the Bay Area Counties, as well as managing sites regulated by the San Francisco Bay Regional Water Quality Control Board and the Department of Toxic Substance Control. He is also familiar with the redevelopment process under the California Land Reuse and Revitalization Act (CLRRA).

Mr. Graber’s professional responsibilities include hydrogeological and chemical analytical evaluations, CERCLA (Superfund) site and program management, vapor intrusion assessments for redevelopment and existing buildings, vapor mitigation systems, soil and groundwater remediation and management plans, high resolution site characterization, underground tank removal and construction services, groundwater modeling, risk assessment, deep water well abandonment, and the preparation of technical and closure reports. He has performed over 100 Phase I Environmental Site Assessments (ESAs) for property transaction due diligence and Phase II subsurface investigations of all media utilizing direct-push, membrane interface probe, cone penetrometer testing, hollow-stem augers, and sonic drilling technologies.

His remediation experience includes enhanced in situ bioremediation, chemical oxidation, groundwater extraction, treatment, and discharge under National Pollutant Discharge Elimination System (NPDES) permit, soil vapor extraction, remedial excavation, and onsite metals stabilization.

With over 25 years of experience, Paul’s career has focused on the design of residential communities, with specialized experience in affordable multifamily and senior housing projects, encompassing assisted living, special needs, and permanent supportive housing. His approach to architectural design emphasizes the creation of sustainable and healthful environments, welcoming the community-at large to influence the design of the places they call home. A licensed architect and LEED Accredited Professional, Paul received a Bachelor of Architecture from Carnegie Mellon University and is a member of the East Bay Housing Organization’s Faith & Justice Committee.

Elizabeth S. Anderson is a Partner in Lubin Olson’s Real Estate Practice Group. She specializes in commercial real estate transactions, including affordable housing development.

Ms. Anderson represents clients in complex commercial real estate transactions, including the acquisition, rehabilitation, financing and sale of commercial properties. Her practice focuses in particular on the representation of developers of multifamily affordable housing projects involving low-income housing tax credits, tax-exempt bonds, loans from the California Department of Housing and Community Development and other public sources, and United States Department of Housing and Urban Development financing, subsidy and insurance programs.

Before rejoining Lubin Olson, Ms. Anderson was a deputy city attorney in the Office of the City Attorney in San Francisco. She previously practiced with Cox, Castle & Nicholson LLP in San Francisco and Troutman Sanders LLP in Richmond, Virginia.

He was previously President and Partner at RAD Urban, a company specializing in high rise Modular housing projects with internal divisions providing Manufacturing, Design and Construction.

Prior leadership positions include President of Suffolk Construction West Region and President and CEO of Webcor Builders; both companies provided General Contracting services for Residential, Commercial, Hospitality and High Technology Projects.

Mr. Ball was a four time Governor appointed California Water Commissioner, a Board member of the Bay Area Council and co-Chair of it’s Water Committee, and served as a Board member of the Silicon Valley Leadership Group heading up Water Policy. He has been involved in other industry organizations including the San Francisco Chamber of Commerce, the San Francisco Center for Economic Development, SPUR, Stanford Center for Integrated Facility Engineering, and UC Berkeley’s Center for the Built Environment.

JP Walsh is the Director of Finance for Panoramic Interests, a development firm that has been building housing, live-work space, and commercial property in the Bay Area since 1990. The firm has focused on dense mixed-use, mixed-income, infill developments, typically financed with private funds.

All the firm’s projects incorporate the Smart Growth principles designed to discourage auto use, mitigate sprawl, encourage local business, and enhance the pedestrian streetscape in the places where they are located. JP received a Master of Laws with a concentration in real estate from UC Berkeley and obtained the CFA certificate in 2013.

Benjamin Arcia received a Master’s in Urban Design from the University of Miami School of Architecture in 2011. His work has involved various facets of the built environment, including prefab housing, carpentry, and landscape architecture. In addition to his hands-on experience, Benjamin’s skillset includes digital 3d modeling and rendering, visual presentation, and construction documentation.

Since 2013, Benjamin has worked with Landscape Architect David McCullough, consulting on the planning, design, and construction of a variety of projects that include mixed-use infill, affordable housing, commercial repositioning, and transit-oriented development. Past clients have included Alexandria Real Estate Equities, Gafcon, and Malick Infill Development.

Half-Cuban, half-Nicaraguan, Benjamin is bilingual and bicultural. Between late 2018 and early 2020, Benjamin took a sabbatical to travel from Colombia to Patagonia and volunteered on organic and biodynamic farms throughout. An avid cyclist and backcountry trekker, his past hobbies include downhill longboard racing, competitive sailing, and martial arts. Benjamin and his fiancé live with their cat and dog in downtown San Diego.

A little known fact about Benjamin is he holds a second-degree black belt in Taekwondo.

Buddy Williams is a Senior Project Architect and Director of Studio KDA’s multifamily housing studio. His eight-year history at the firm and focus on multifamily housing have been instrumental in addressing the housing crisis through innovative design solutions. As Housing Director, Buddy leads teams to produce award-winning projects in the areas of student housing, mixed-use housing, micro-units, co-housing, Group Living Accommodations (GLAs), market rate apartments and luxury condominiums. He is highly adept at working with cities, community members, neighbors, and local businesses to build consensus and get projects entitled and built efficiently. As a Senior Project Architect, Buddy provides design solutions that are consistently inspired, practical and informed by principles of sustainability. He has a Master of Architecture from University of California, Berkeley, and a Bachelor of Architecture from Texas A&M University.

Todd represents clients in the broad spectrum of land use, real estate and environmental issues in both litigation and administrative proceedings.

He works with private clients and public entities, including landowners and developers of residential, infill, commercial and industrial property, as well as local agencies, providing property entitlement processing and local government land use approvals; CEQA compliance and litigation; planning and zoning law advice; and real property litigation. He also has experience with infill project streamlining, density bonus and housing laws, affordable housing and historic preservation regulations, as well as advising clients on public-private partnerships, the Subdivision Map Act, the Williamson Act, and cannabis land use regulations, along with easement and boundary dispute matters.

A contributing editor on the 2010 – 2011 edition of State and Local Government Land Use Liability, and a reviewer of the 2012 and 2013 editions of the Municipal Law Handbook, Todd also has spoken throughout the state on land use law, with particular emphasis on CEQA.

Jesse Arreguín is an American politician serving as mayor of Berkeley, California. He served on the Berkeley Housing Commission and Rent Stabilization Board from 2004 to 2009 and represented District 4 on the Berkeley City Council from 2009 to 2016. He is the first Latino elected Berkeley's mayor and one of the youngest mayors in the San Francisco Bay Area. Mayor Arreguin is the president of the Association of Bay Area Governments, the Bay Area's regional planning agency.

Arreguín has described himself as an "unapologetic progressive" and said he wants to "restore Berkeley to the forefront of progressive leadership on the environment and social justice."
