Founder and Chief Executive Officer of GroundFloor. Prior to forming GroundFloor in 2009, Mr. Bolin

practiced law at Jackson Walker L.L.P. as a Land Use Associate. While there, Mr. Bolin worked with some

of the top development companies in Dallas-Fort Worth on land development, zoning and public incentive

matters. During law school, Mr. Bolin worked with the in-house counsel of Hillwood Capital on the $2

billion Victory Park Project, and with Harvest Partners on the $750 million Park Lane Project. After law

school, he took a position in acquisitions with INCAP Fund assisting with the River District land assembly

in the North Oak Cliff area of Dallas. Mr. Bolin is a graduate of the Dedman School of Law at Southern

Methodist University where he was inducted as a Barrister and received the John F. Kennedy award given

annually to two of the top graduating law students. Mr. Bolin is a graduate of The City College of New York,

graduating Summa Cum Laude, Phi Beta Kappa, with a Bachelor’s degree in Political Science.

Jennifer Picquet-Reyes

Jennifer Picquet-Reyes began her career in 2000 and has managed projects in a wide variety of sectors which involve new construction, renovation processes, restoration as well as LEED certification. As a team leader, Mrs. Picquet-Reyes collaborates with our clients and consultants to coordinate all parts and phases of a project, from the early stages of programming, planning and schematic design through construction documents, construction administration and project closeout, and delivers a thorough, well designed and sustainable building.

Jennifer is currently working on several hotel projects, including the adaptive reuse of multiple historic buildings. Dallas/Fort Worth renovation experience includes the Butler Brothers Building, Allen Building, Mercantile Commerce Building, 211 N Ervay in Dallas and the Sinclair and Sanger Buildings in Fort Worth. Current Historic tax credit projects include the Gospel Lighthouse Church conversion to a Dream Center, The El Tropicano Hotel in San Antonio, as well as several other projects in various cities. Renovation experience outside Texas includes the First National Bank building in Oklahoma City, which includes residential and an Autograph by Marriott. Jennifer is also working on the Jefferson Building in St. Louis, which is being renovated into residential and an AC Hotel by Marriott. Jennifer’s new construction multi-family and hotel recent projects include A 2o acre mixed use development in Fredericksburg, TX, 3111 Sunset on Lake Grapevine, Springs Ranch in Colorado Springs, CO, the Galleries at Park Lane in Dallas, Amelia Farmer’s Market Residential in Dallas, The AC/Moxy Dual Brand in Uptown, AC by Marriott Hotel in Fort Worth, Embassy Suites in Amarillo, and The Delta by Marriott in Southlake, TX, renovation of the Hyatt Regency Hill Country and The Woodlands Resorts.

Jennifer’s work with prior firms includes the project management of the historic Thurgood Marshall US Courthouse, 35-story building housing 23 courtrooms in downtown Manhattan. The project included MEP and life safety upgrade for the entire facility, new courtrooms, as well as numerous preservation efforts and LEED certification. Also, the Cooper Hewitt Design Museum in New York seamlessly integrates both new infrastructure systems and design interventions within the historic building. Jennifer also has experience in Washington DC working in the US capitol building on a HABs project for the Old Supreme Court Chamber and several on-call projects with the Architect of the Capitol. Jennifer’s previous experience also includes multi-family residential, hotels, libraries, schools, transit, radiation facilities and tenant finish outs.

With these projects has come a knowledge of and experience with historic preservation, LEED certification, adaptive reuse, design, construction schedule, document coordination and construction administration. These projects have taken her to environments all over the country.

David Harrel

David Harrel, President of Harrel Group, is dedicated to transforming undervalued spaces into vibrant community hubs. With expertise in assembly, retail, medical, multifamily, and historic renovation, David has spent the last ten years shaping districts that attract businesses and enhance residents' lives by creating social and economic centers for future generations.

David's diverse professional background spans finance, software development, and oil and gas exploration. This wide range of experiences equips him with diverse resources and know-how to significantly impact communities and establish lasting community landmarks.

David is a graduate of Leadership Richardson and a long-time Board Member and Contributor to Art Conspiracy, a nonprofit that unites artists and musicians to raise funds and awareness for regional creative programs in Dallas. Additionally, he is an active board member with Central Arts, a network of nonprofit locations in the metroplex providing venues for young local artists to showcase and perform their art, helping them gain confidence in themselves and their abilities.

Diagnosed at an early age with learning differences, David credits much of his success to his unique approach to problem-solving, which helped him realize that he was never confined to conventional thinking. A Dallas native, David lives in Dallas with his wife and two sons.

Will Pender

Regional President

As Regional President, Will Pender has over 20 years of construction industry experience and is responsible for the overall strategic direction of the AP Gulf States Region, assuming responsibility for all operational activities, business performance, risk management and client relations. Will believes that the key to being successful in business and leadership is the genuine relationships and friendships built. He reminds himself of this every day with the quote, “People want to work with people they like, know and trust.”

With a strong foundation in operations, Will has generated over $1B in revenue throughout his career. These project types ranged from high rise multi-family projects and historic worship facilities to the emerging market of online retail automated distribution. He is a business leader with a deep knowledge of operations, markets, financial reporting, and economic forecasting. Some of his favorite projects throughout his career offered challenges ranging from shortened schedules or complicated sites, in which colleagues bonded and developed together as a team.

Judson Rex

Judson “Jud” Rex was appointed City Manager of Garland on January 17, 2023 following

a two-year stint as Assistant City Manager. He oversees an organization with 2,200

employees and a budget in excess of $1 billion. The City of Garland is a truly full-service

organization with traditional service areas and enterprise business lines that include an

electric utility, Garland Power & Light, wastewater treatment, and a regional landfill.

Prior to joining Team Garland, Mr. Rex served as City Manager for the City of Denison,

Texas for six years. Judson also served as the Town Manager for the Town of Strasburg,

Virginia. His more than 12 years of combined experience as a city manager features

extensive experience in planning and economic development. Prior to becoming a city

manager, Judson served in different capacities in city planning departments in Ohio and

Utah.

Judson holds a bachelor’s degree in Planning and Resource Management from Brigham

Young University and a master’s degree in City and Regional Planning from The Ohio

State University.

He is certified as a Credentialed Manager by the International City/County Managers

Association (ICMA). In addition, Judson holds a certification from the American Planning

Association as a member of the American Institute of Certified Planners.

Judson and his wife, Jennifer, have three daughters, Lauren, Chloe and Olivia, and reside

in Garland where they attend Garland ISD schools. Together, they enjoy playing card and

board games, outdoor activities, and music.

Megan Lasch, owner, and principal of O-SDA Industries, has more than 15 years of

experience in the affordable housing industry. Megan is a long-term developer/

owner/operator of affordable housing. Megan has a background in engineering, project

management, real estate analysis, and design and has financed and closed more than

$1B over 43 developments in Texas. Megan received her Bachelor’s degree in

Biosystems Engineering from Oklahoma State University. She began her career as a

civil engineer , where she helped design a variety of public and private development

projects before starting her land development firm in 2010.

Megan was recognized as a finalist in the Architecture, Engineering, and Construction

category of the 2018, 2019, and 2020 Austin Under 40 Awards, which celebrates

Austin’s most accomplished and influential emerging professionals who are making an

impact in the community. In 2020, Megan was also recognized in Austin Business

Journal Woman in Power Profiles. Megan is an active member of the Texas Affiliation

of Affordable Housing Providers. In addition, she has served as board chair for

Skillpoint Alliance and served as the Mayors appointee for the City of Austin 2024

Charter Commission. Megan is a board member of the Real Estate Council of Austin for

2023-2025 and serves as the Policy Vice Chair. Megan and her husband Josh have two

children, Beckett and Naomi.

Jim Traynor

Jim Traynor serves as Managing Director, Development & Investments (D&I) with a primary focus on the Dallas market. In his role, Traynor is responsible for sourcing, capitalizing, and executing commercial real estate acquisitions and development opportunities in office, industrial, and retail product types throughout Dallas – Fort Worth.

Prior to Foundry, Traynor comes from his position as Managing Director of Acquisitions at Acram Group, where he led all investment efforts in Texas and Colorado for the organization. He joined Acram Group in 2018, when he moved to the Dallas-Fort Worth area from New York City, where he’d been working as Vice President of Acquisitions for L&L Holding Company. While there, he served as Project Director for 390 Madison, an 850,000 square foot office and retail development in New York City, and completed over $2.0 billion of acquisitions and joint venture recapitalizations in New York City.

With nearly two decades of experience in all facets of the real estate investment process, including acquisition, financing, construction management, property management and disposition, Joe guides the short- and long-term vision of 3L as founder and CEO. He oversees operations of all of 3L’s properties and leads business development. In his career, which has spanned 100 properties and 6,000 units in the Midwest region, Joe has played a critical role in more than $500 million in acquisitions, another $500 million in renovations, and $2 billion in financing. Prior to founding 3L, Joe rose through from intern to partner at BJB Partners, where he was central to the design and implementation of efficient-footprint and adaptive-reuse strategies. At BJB, Joe played a central role in designing and implementing the efficient footprint and adaptive re-use strategies he continues to innovate at 3L.

Joel focuses his practice on real estate transactions and operational issues in connection with commercial real estate. Joel regularly represents landlords and tenants in the preparation and negotiation of commercial office, retail, and industrial property leases in Texas and other states across the nation. His experience consists of representing buyers and sellers in acquisitions and sales of commercial properties ranging from $1 million and exceeding $200 million. Further, Joel has experience representing healthcare providers and hospital systems in connection with healthcare focused real estate transactions, including development, leasing, and disputes. Joel also represents commercial debt holders and servicers in foreclosure proceedings in Texas. He also represents commercial real estate owners and managers in connection with telecommunications matters including telecommunication lease agreements, rooftop lease agreements, rooftop and cabling agreements, and cabling agreements.
