Richard Chesney is a co-founder and Managing Partner of Sentinel Peak Capital Partners. He is responsible for developing and effectuating the repositioning strategies for each property that Sentinel acquires. Prior to co-founding Sentinel Peak, Mr. Chesney worked within the Real Estate Finance Group at Goldman, Sachs & Company in Dallas where he participated in the origination, loan closing and securitization of approximately $1.0 billion in commercial mortgage loans across several asset classes including, multifamily, retail, office and hospitality properties. Prior to his time at Goldman Sachs, Mr. Chesney worked within the special servicing division within J.E. Robert Companies (JER Partners) where he was part of a team that actively managed all non-performing loans and REO assets. During his time at JER, Mr. Chesney was part of a team that repositioned a portfolio multifamily property in excess of 1,000 units. These repositioning strategies allowed the firm to recoup its original loan balance. Prior to JER, he worked for Cole Capital in Phoenix in an asset management role and began his career with Holliday Fenoglio Fowler in its Dallas office on its debt platform. Mr. Chesney earned his Masters of Business Administration, concentrating in finance, from Southern Methodist University in Dallas, Texas and his Bachelors in Architecture from the University of Arizona in Tucson, Arizona. He is an active member of the Urban Land Institute and lives in Dallas with his wife, Melanie.

Scott Beck has helped finance billions of dollars-worth of high-profile projects throughout the country. Mr. Beck was also instrumental in the development and design of Trophy Club, a 2,400 acre master planned city in Texas. Legacy projects are his passion, hence his vision for the 430 acre Dallas, Texas district, “Dallas Midtown” which includes the $4 billion redevelopment of Valley View Mall.

Mr. Beck has worked at some of the top financial institutions in the country. As an Associate Vice-President at JP Morgan Chase and Co.’s Lab Morgan, he focused on new business formation and corporate strategy for the bank globally. Prior to joining JP Morgan Chase, Mr. Beck was a member of SG Cowen’s leveraged Finance Group, where he provided support to clients who access the high yield and leveraged finance capital markets. Preceding SG, Mr. Beck was a senior auditor at Ernst and Young LLP.

Mr. Beck received a Masters of Accounting from the McCombs School of Business at the University of Texas at Austin where he completed his B.B.A. Mr. Beck is a member of the Board of Directors of United Texas Bank and is President of Beck Properties Trophy Club.

Additionally, Mr. Beck serves on the boards of various educational and charitable organizations.

Artemio De La Vega is the founder and CEO of De La Vega Development, a commercial real estate firm specializing in dynamic mixed-use developments. Mr. De La Vega has more than 25 years of experience in the entrepreneurial and real estate industry, with a focus on single-tenant, multi-tenant retail centers and mixed-use developments. He brings a versatile and deep knowledge of development, master planning, entitlements, construction and capital markets to every project.

Mr. De La Vega has successfully invested, acquired, developed or redeveloped more than 100 commercial real estate projects throughout the world. Some of his more notable projects include the 900,000 square-foot Las Palmas Marketplace in El Paso, TX; the 900,000-square-foot Canyon West in Lubbock, TX; the 400,000-square-foot Kings Crossing in Shreveport, LA; as well as multiple industrial distribution and manufacturing facilities for clients such as Chrysler, General Motors, Alcoa, Yazaki, Bergamasca and more.

As a recognized leader in the commercial real estate industry, Mr. De La Vega frequently serves as a panelist for many leadership and future vision summits. He is also a guest columnist for a variety of publications and active with several professional organizations, including the International Council of Shopping Centers (ICSC) and The Real Estate Council (TREC). In addition, he serves on the Executive Committee of the Chancellor’s Council of the University of Texas System, is a board member and donor to the FEMAP Foundation, and a proud donor and supporter of the Artemio De La Vega Scholarship Fund for the benefit of Hispanic students at the University of Texas, El Paso.

He received his Bachelor of Business Administration from the University of Texas, is a graduate of Culver Military Academy, Jr. Reserve Officers Training Corps and holds an FAA private aircraft license. Mr. De La Vega enjoys spending time with his wife and four children.

Spencer Stuart

Spencer Stuart, Jr. is a Regional Partner and Senior Managing Director at Legacy

Partners. He is responsible for acquisitions, dispositions, management, asset

management, new development and operations. He currently handles Legacy

Partners’ multifamily activities in Colorado and the far south states from Texas to

Florida. Mr. Stuart also serves as senior vice president of the KBS Legacy

Multifamily REIT, which owns a nationwide portfolio of apartments.

As a developer, Mr. Stuart has been responsible for creating award-winning

projects that have advanced the state-of- the-art of design, amenities and resident

services in multifamily properties. Among others, his projects have been awarded

the NAHB Pillars of the Industry Award, Multifamily Executive’s Project of the Year

Award, the HAB McSam Award, The Star Award and Gold Nugget Certificates of

Merit. In Austin, Legacy’s high-rise apartment project was the first of its kind to

achieve LEED certification.

He has a broad base of experience as an officer, director, general partner and

advisor to both public and private companies in such areas as real estate

development, investment, financing and syndication. Over his career he has been

involved in real estate transactions with an aggregate value in excess of $2.5

billion.

Mr. Stuart is a member of the Real Estate Financial Executives Association in

Dallas. He is also a full member of the Urban Land Institute and serves on its

Green Multifamily Product Council and previously served on NAHB’s Multifamily

Leadership Board. Mr. Stuart has been a speaker at the Urban Land Institute’s

national and regional conferences, MultiHousing World, the National Multifamily

Housing Council’s annual meeting the NAHB Pillars of the Industry Conferences,

Multifamily Executive’s Annual Conferences, the ULI’s Multifamily Trends

Conference, Crittenden’s Multifamily Conference and numerous other events.

Derek Alley

As CEO of VCC, Derek Alley is the senior officer responsible for implementing the strategic plan for the Company. After growing up in Little Rock and learning many roles on jobsites and projects, Derek went to Stanford University to earn his BS in Management Science and Engineering, Derek then started his career in investment banking. Afterwards he moved to BlackRock, Inc in their Private Equity Real Estate Acquisitions Group based in San Francisco, CA. Under his guidance, VCC is consistently listed in the top 100 contractors by the Engineering News Record, largest contractor in Arkansas, a top 15 multifamily contractor, and recognized as the largest retail contractor in the Country. Derek is a member of the Young Presidents Organization, ICSC, ULI, the Texas Real Estate Council and sits on multiple boards including the Encore Bank Board of Directors and the Variety Charity of Texas.

Tobin Swope is a Shareholder in Winstead's Real Estate Development & Investments Practice Group. He handles a wide range of commercial real estate transactions involving financing, development, leasing, acquisition and disposition of real property of all asset classes, including multi-family and student housing, office, retail, industrial, flex, healthcare, gas station/convenience store and master planned single-family and mixed-use developments. Tobin’s representative experience consists of: Development, Acquisition and Disposition including purchase and sale contract drafting and negotiation; due diligence, including zoning, property condition, environmental, title, survey and lease review and closing matters. In addition, Tobin handles Asset Management and Leasing: Lease and sublease negotiation, extensions and amendments on behalf of landlords/developers and tenants.

Tobin is a member of The Real Estate Council (TREC) Board for 2020. He served as an officer of the TREC Foundation Board in 2017 and the Executive Committee Secretary in 2018. multifamily projects throughout the United States. She is known as a talented team builder and

leader in every aspect of mixed use and multifamily development and project management. Her

insights and knowledge come from more than 20+ years of executive level experience: crafting

business plans, supervising design teams, negotiating public-private partnerships, expediting

rezoning efforts and supervising sales, marketing and property management teams.

Cindy has developed high quality projects for a variety of respected and well-known

development firms such as Columbus Realty Trust, Post Properties, and the Trammell Crow

Company.

In her current role as Vice President of Development for Lang Partners, Cindy manages the

Payton Mayes is a proven leader with extensive experience originating and managing real estate asset-level and operating company investments across domestic and international markets. Payton is the Chief Executive Officer, part-owner and Board Member of JPI, a national developer, builder and investment manager of Class A multifamily assets across the U.S. and among the most active privately held real estate companies in the country. Payton oversees and leads all components of JPI’s operation. As a member of the JPI Executive Leadership Team, Payton provides strategic direction and guidance on initiatives, including leadership and culture.

Prior to this, Payton was the Chief Investment Officer for DHIC Communities, a D.R. Horton Company, where he was recruited to grow platforms outside of core homebuilding operations and expand D.R. Horton’s expertise in distressed offerings. Before serving at DHIC, Payton cofounded Cephas Partners, where he co-invested side by side with The Blackstone Group to acquire a portfolio from Bank of America Merrill Lynch, funded with over $500 million of equity and with a total enterprise value of underlying assets exceeding $4 billion, with assets located throughout the U.S., South America, and Europe. Payton also previously served as Managing Director, Merrill Lynch Global Real Estate Principal Investments (GREPI) and served as Co-Head of GREPI Americas and Europe (2009-2012) and head of GREPI Latin America (2006-2008) in New York. Payton is a CFA® charterholder.

He is also the host of The FORT Podcast, a Top 100 Business Podcast that has published 360+ episodes to date through a series of raw business conversations with business leaders and entrepreneurs.

Will Dyer

As Chief Investment Officer for Bay Mountain Capital, Will's role includes directing an origination team responsible for sourcing and evaluating new debt investment opportunities across all asset classes, including non-owner occupied single family. In addition, Will is leading business development efforts to grow the firm by increasing loan volume and assets under management.

Before Bay Mountain Capital, Will served as Vice President of Portfolio Management for Colony Capital. During his time there, Will managed a team accountable for underwriting and verification of risk associated with distressed commercial real estate debt while also working with delinquent borrowers to restructure and resolve non-performing debt. Additionally, Will was responsible for the value creation and disposition of commercial real estate across multiple portfolios, as well as management of hospitality constructions loans in the Southeast. Earlier in his career, Will worked as a Real Estate Financial Consultant for IPL Consulting, a Financial Analyst for Gables Residential and a Senior Associate for Transwestern Realty Finance Partners.

Will has an MBA from the University of Wisconsin Real Estate and Urban Land Economics program and a BA in Economics from the University of Texas at Austin. He is also currently involved with multiple real estate industry groups including, Mortgage Bankers Association (MBA) and the Wisconsin Real Estate Alumni Association (WREAA).
