Mary Thompson is a Senior Vice President and Senior Relationship Manager for the North Region of Community

Development Banking at Bank of America. Based in Boston, Mass., Ms. Thompson’s client coverage includes

Massachusetts, Rhode Island and Connecticut. Prior to joining the Relationship Management team in 2019, Ms. Thompson

was an originator of New Markets Tax Credit and Historic Tax Credit investments nationally with a focus on originating

investments in the Eastern Region of the US. She has worked for Bank of America and its predecessor entities since 1994 in

various real estate groups. Her experience includes affordable housing and community development lending and investing,

commercial real estate lending, portfolio management, and OREO disposition. She has a bachelor’s degree from

Providence College. She is member of the Board of Directors of Preservation Massachusetts.

Kelly Boyer joined the Rose Community Capital team in July, 2017 as Managing Director for the west coast. In her new role, she is responsible for expanding the FHA origination and underwriting platform with a focus on west coast FHA lending. Products include FHA insured financing for multifamily housing, nursing homes, hospitals, and skilled memory care facilities. As a relationship banker, Kelly engages in lending activities throughout the United States; she goes where her clients go. Prior to that, Kelly was the FHA Multifamily/MAP Director for Citibank, N.A. where she obtained the FHA license for the bank and integrated the FHA multifamily lending platform into the bank’s other services. Prior to joining CCC, Kelly was the Owner and Manager of K2U, LLC an independent consulting services company specializing in HUD multifamily and public housing redevelopment, HUD rental assistance programs and FHA financing. Kelly has a particular focus upon affordable deals with FHA financing and layered secondary sources such as LIHTCs, Bonds, RD, HOME and CDBG as well as local sources of funding. Prior to starting her own company, Kelly was a partner in a California based development company that focused upon the acquisition, rehab and preservation of HUD rental assisted projects with LIHTCS and bonds.

Kelly is the former Director of HUD’s Los Angeles, California, Multifamily hub and left the office in mid-2012. During her tenure at HUD she assisted the Department with aligning FHA resources to work more closely with LIHTCs and other sources of financing; worked closely with state agencies to remove obstacles to FHA financing on affordable transactions; was a key member of the FHA Commissioner’s Risk Mitigation team revising FHA underwriting standards; was an original member of the FHA National Loan Committee; and assisted in the development of key preservation programs; such as the §236 prepayment process and preservation program; and, the FHA LIHTC Pilot Program.

Todd Trehubenko

Todd Trehubenko has 30 years of experience in financing and structuring complex apartment transactions, with a strong emphasis on affordable and mixed-income housing. Over the course of his career, he has personally arranged over 230 transactions through a wide variety of capital sources, including FHA, the GSEs, banks, life insurance companies, and state housing finance agencies.

Todd has held senior executive positions at multifamily lenders Walker & Dunlop and CWCapital and previously was CEO of Recap Real Estate Advisors, a nationally-recognized provider of advisory and transaction services for multifamily housing. He has also twice worked for HUD, beginning his career as a specialist in FHA-insured apartment financing and then later accepting a special senior executive appointment to advise HUD's Office of Sustainable Housing and Communities on its Landmark Retrofit Initiative in New York City. Todd is active in numerous industry organizations and additionally serves on the Medfield (MA) Affordable Housing Trust and as chair of the Medfield State Hospital Development Committee. The Committee is charged with guiding the Town’s efforts to redevelop the closed Medfield State Hospital, a 128-acre historic property with nearly 30 structures on the National Register, into a 661,000 sf campus featuring market rate and affordable housing along with cultural and recreational uses.

Brian McLaughlin

Brian McLaughlin is CEO of Enterprise Community Development, Inc and President of Enterprise Community investment’s Communities Division. Brian is charged with leading the overall strategic direction of both organizations, as well as Enterprise Residential – the company’s property management company. ECD is an owner, operator and developer of housing and with almost 13,000 units serving more than 20,000 residents the company stands among the country’s 10 largest nonprofit affordable housing providers. Brian oversees a team serving the Mid-Atlantic region with expertise in community planning, land development, design, construction, asset management, property management and resident services.

Brian has 24 years of diverse experience managing real estate business lines across the nonprofit, public and for-profit sectors. He began his career working in the nonprofit community development field in Boston and later in York, Pennsylvania. His real estate work spans development of market rate, workforce, historic tax credit and LIHTC supported housing. Brian has also served as assistant secretary of Maryland’s Department of Housing and Community Development where he led the state’s largest and primary division of government responsible for neighborhood revitalization programs and investments.

In addition, Brian has held various positions at Fannie Mae over the span of a decade in roles ranging from multifamily underwriting, to leading the company’s short sale product line, to directing the executive office as special assistant to the company’s president and CEO. He is also the founding CEO of Lantian Development, a Maryland-based private equity, real estate investment and development company. In that role Brian led evaluation, underwriting and negotiations for more than $1.2B in prospective investments ultimately closing seven transactions within 18 months creating a 1.4 million square foot portfolio across 403 acres in the Washington, DC metropolitan region.

An honors graduate of Duke University, Brian also holds a master’s degree in City Planning from MIT and a master’s degree in Economics from American University.

Jack Casey is a 1971 graduate of Boston State College (University of Massachusetts). Mr. Casey is responsible for business development and new products, and he directs Meridian Investments' government relations and industry trade associations' activities. Prior to the formation of Meridian Investments, Mr. Casey was involved in the structuring, administration, and marketing of limited partnership interests in government housing and energy programs. He is a Director of the Affordable Housing Tax Credit Coalition and a Chairman Emeritus of the Board of the Make-A-Wish Foundation of the Mid-Atlantic region (Delaware, Maryland, District of Columbia, and Virginia). Mr. Casey manages the Washington, DC office in Bethesda, MD. Meridian has originated and closed over $25 Billion in institutional tax credit equity since 1981.

Beth Mullen is CohnReznick's Affordable Housing Industry Leader. She is also a member of the Firm’s Tax Practice Executive Committee. She has more than 25 years of experience providing consulting, tax, and accounting services to real estate owners and developers and the community redevelopment industry.

Beth has been involved with the low-income housing tax credit (LIHTC) program since its inception and has provided consulting services to developers, state credit agencies, and investors. A significant portion of her time is devoted to helping put deals together by structuring public/private partnerships that are financed in part by the LIHTC, federal and state historic tax credit programs, the federal New Markets Tax Credit Program, energy tax credits, and historic rehabilitation tax credits. She manages the CohnReznick tax requirements for private corporate funds and publicly syndicated LIHTC partnerships comprising several billion dollars in invested assets.

Her clients value her unique ability to interrelate tax credit regulations and compliance requirements, financial reporting under Securities Acts law and compliance, and cost certification reporting requirements enumerated by HUD and state housing agencies. Beth assists her clients during the development stages of their properties bringing the foresight necessary in dealing with the competing interests of the developer, lenders, investors and regulatory authorities.

Beth is involved on an ongoing basis in upgrading CohnReznick’s state of the art financial analysis model that is used to structure transactions. She assists clients with tax planning and research and any necessary correspondence with the Internal Revenue Service and state taxing authorities. She is responsible for the Firm’s tax quality control review of all tax returns for owners of affordable housing. Beth is an industry spokesperson and a frequently invited speaker at national and local industry trade conferences. She teaches internal and external courses on low-income, New Markets, and historic tax credits and has published articles in several trade magazines.
