Dr. Robert Garcia is an educator and the 28th Mayor of Long Beach. Mayor Garcia is focused on making the City of Long Beach a leader in economic development, sustainability, education, and technology.

At age 5, Mayor Garcia immigrated to the United States from Lima, Peru and was raised in Southern California. The Mayor, a college and university educator, holds an M.A. from the University of Southern California and an Ed.D. in Higher Education from Cal State Long Beach, where he also earned his B.A. in Communication.

Mayor Garcia currently serves as a Board Member on the Los Angeles Metropolitan Transportation Authority (Metro) representing much of the South East County of Los Angeles.

As SVP, Mr. Andersen focuses on Multifamily development opportunities throughout Southern California, Northern California and Arizona. Currently, Jim is responsible for a portfolio of over 4000 units in various stages of processing. Prior to joining Trammell Crow Company, Mr. Andersen served as the President of NMS Properties, leading the organization from 2008 when his tenure began as the company’s Chief Operating Officer, through June, 2013. A 29-year real estate industry veteran, Mr. Andersen oversaw all aspects of NMS Properties from finance and asset management to development. Prior to joining NMS Properties, Mr. Andersen spent 12 years as Senior Vice President and Partner at Legacy Partners where he was responsible for operations, acquisitions and development activities in the Southern California, Nevada and Arizona markets. Prior to Legacy Partners, Mr. Andersen served as Chief Financial Officer for Bay Apartment Communities, a publicly traded Real Estate Investment Trust, and the predecessor to Avalon Bay. Prior to joining the Sares Company, Mr. Rooney worked for a major East Coast institutional investor where he was involved in the purchase of residential, retail and commercial properties with an approximate value of $600 million. Mr. Rooney graduated from University of California, Berkeley with a Bachelor of Arts Degree in Economics. Mr. Rooney is a member of the Urban Land Institute and the NAIOP Commercial Real Estate Development Association.

Rick Price oversees all phases of Raintree’s development projects, including acquisition, due diligence, entitlement, project design, permitting, construction and lease-up. He also supports Raintree’s financing and refinancing efforts for both construction and permanent loans on stabilized development projects. To date, Mr. Price has been involved in more than $400 million in development activity.

Prior to joining Raintree, Mr. Price underwrote institutional-size multifamily value-add acquisitions totaling $1.2 million for Bascom Group and brokered multifamily transactions for ACI Apartments in San Diego, California. Earlier in his career, Mr. Price worked as a CPA for PricewaterhouseCoopers.

Mr. Price holds a Bachelor of Science in accounting from Brigham Young University and a Master of Real Estate Development from the University of Southern California. He is a Certified Public Accountant, a California-licensed real estate broker, a member of Urban Land Institute, and a member of the ULI NEXT Initiative Council.

Dale Bonner is Executive Chairman of Plenary Concessions, which holds Plenary’s North

American portfolio of infrastructure project companies.

From 2007 to 2011, he served as California's Secretary of Business, Transportation and Housing.

As secretary, he managed California’s transportation infrastructure, business regulation, trade

and foreign investment programs. He also chaired the California Infrastructure and Economic

Development Bank and the Public Infrastructure Advisory Commission, and served on numerous

other infrastructure boards and commissions. He is credited with championing California’s

design-build and public-private partnership programs.

Prior to serving as secretary, Bonner had a national law practice and regulated the managed

healthcare and financial services industries as California's Commissioner of Corporations.

He currently serves as a senior advisor to the Milken Institute and chairs the Los Angeles

Economic Development Corporation’s Infrastructure Committee.

Bonner is a 1990 graduate of Georgetown University Law Center and a 1987 graduate of the

University of Southern California, where he majored in political science.

Michelle Molina

Millworks

Michelle Molina is Managing Partner of Millworks, translated simply as “the work of the mill,” a

play on her last name, Molina, in English. Millworks creates socially responsible investment

through adaptive reuse, business improvement, and community involvement. Millworks, also

known as Sixth & Pine Development, has projects in Downtown Long Beach, Orange & Santa

Ana, California and New Orleans, Louisiana, and specializes in what she calls, “extinct,

struggling or abandoned, but definitely lovable buildings and businesses”.

Completed projects include a couple of entertainment district restaurant improvements and resale,

the adaptive reuse of a former Head Start building, and the $60M reuse of the former Press

Telegram newspaper and adjacent historic Meeker-Baker buildings, which created over 1,000

new IT jobs and over $2B in community benefit. Projects currently in progress are an auto body

shop turned brewery, and the historic Packard car dealership, soon to open as a world-class rock

climbing gym. Their next labor of love involves an 1850 single-family home with servants’

quarters in the Arts District in New Orleans perfectly suited for a creative short-term residential

unit, artist’s studios and gallery space.

Current business improvement projects include a former Crate & Barrel site turned into a

hyperlocal gift and art gallery utilizing the loading dock as a welcoming wine & beer bar with

live music. This unique location offers craft classes, hosts political debates, and includes a unique

venue rental for meetings, parties and weddings. In this 12,500 sq. ft. space, over 200 local

businesses benefit from sales of their products, art and talent.

As a current City of Long Beach Economic Development Commissioner and member of the

Revolving Loan Subcommittee, Michelle serves as the champion for city-wide policy

improvements for the entrepreneur, strengthening the local economy, and the value of supporting

small business lending.

During her seven-year tenure on the Downtown Long Beach Associates Board of Directors, a

non-profit dedicated to enhancing downtown Long Beach through clean & safe programs, art &

music events, and advocacy, she served as a founding member of HOPA (Historic Old Pine

Association) which created many charitable arts and business improvement projects in the north

Pine Avenue historic core. Additionally, she is a founding member of the Friends of Lincoln

Park, an informal group of citizens helping to make downtown’s largest green space a safe and

active space for all.

Michelle likes to travel, is a TV and film fanatic, and relishes in sampling local food and craft

beverages. She consciously adds art and music incubators to her properties, including funding

street art and mural projects and booking live music and theater whenever possible. She’s grateful

she has a team who believes that people make the development special, even if they also make it

challenging. Her favorite pastime is staying one step ahead of her own people- two successful,

caring, and socially conscious teenagers. “I like to think of myself as a peacekeeper. I imagine

peace as an artform. It doesn’t mean to be in a place where there is no noise, trouble or hard

work. It means to be in the midst of those things and still be calm in your heart.”

for the firm. Prior to joining AP he worked at George Smith Partners, Inc., a

real estate investment bank and financing company, where he was responsible for

real estate clientele of a professional services firm. Mr. Altoon also served

Suny Lay Chang

Suny Lay Chang, Chief Operating Officer of Linc Housing, has nearly 20 years of professional experience in affordable housing, community development, and strategic management. Her career has been driven by her passion for economic development and poverty alleviation, leading Suny to her work in affordable housing. Suny sees affordable housing as a powerful catalyst to build communities and neighborhoods, as well as a vehicle for economic growth for families and local economies.

As COO, Suny works with the President and CEO to lead key initiatives for the organization, including strategic goals, stakeholder partnerships, and internal planning. Suny also leads Linc's housing development operations including development, project financing, and construction administration for all Linc projects.

Prior to joining Linc in 2007, Suny served as Director of Development for New Economics for Women, where she oversaw the financing and construction of new projects, and negotiated joint venture development partnerships. As Management Consultant with The Boston Consulting Group, she consulted for senior managers of Fortune 100 companies across several disciplines, including strategy and operations, valuation and financial analysis, marketing, asset management, and post-merger integrations. Suny's experience in economic development also includes work in developing countries, serving at United States embassies in Uruguay and Cambodia. Suny's rigorous business background allows her to apply her technical skills to the nonprofit world and use her analytical strengths to address social and economic issues that have motivated her work since her undergraduate days.

Suny obtained her MBA from the Stanford Graduate School of Business and her bachelor's degree in economics from Harvard University, where she wrote her thesis on measuring the effects of economic growth on poverty alleviation. She revisited Harvard to complete the Achieving Excellence program, a prestigious training program for community development leaders offered by NeighborWorks® America through the Kennedy School of Government. Suny's current leadership roles include serving on the Community Board for St. Mary Medical Center in Long Beach and the Western Region Advisory Committee for the Low Income Investment Fund.

An experienced real estate executive with an 18-year track record of delivering superior project investment returns, Tyson Sayles oversees Ensemble’s multifamily group and its commitment in developing inspiring, transformative places that people call home. Previously, Tyson was the Fund Manager for CityView Southwest Multifamily Partners, a fund that purchased and renovated apartments in the Southwestern U.S. Earlier, he worked with the residential division of The KOR Group, overseeing the acquisition, renovation, recapitalization, construction and/or disposition of over 4,000 multifamily units valued at approximately $1 billion.

Joel Perler is the Marketing Manager for Economic Development at the Port of Long Beach, the second

busiest seaport in North America. Joel joined the Port in January 2014 after working for five years in

Business Development at the Long Beach Area Chamber of Commerce.

As Marketing Manager for Economic Development, Joel supports and facilitates international trade,

transportation and goods movement through Long Beach and Southern California which increases Port

cargo and economic vitality for our local communities. Aligned with efforts of the City of Long Beach and

other key partners, the Port attracts new businesses, investments and cargo, and creates hundreds of

thousands of jobs ensuring Long Beach continues to be The Port of Choice.

Joel received a Bachelor’s Degree in Humanities from the University of Southern California and a Master’s

Degree from the School of Public Administration at the University of Illinois. He is a graduate of the Global

Logistics Specialist (GLS) program offered through the Center for International Trade and Transportation at

California State University - Long Beach and is an alumnus of the Port Leadership Institute and the Long

Beach-based Alpert New Leaders Forum.

Joel was recently appointed to the District Export Council of Southern California by the US Secretary of

Commerce, is a member of the LA Chamber World Trade Week Planning Committee, and a board member

of the International Business Association at the Long Beach Chamber of Commerce.

Jean-Paul Wardy

Jean Paul Wardy began his career in real estate while attending the University of Southern California. Mr. Wardy joined the Alexander Haagen Company in 1990, and by 1993 had been promoted to Vice President, Acquisitions. From 1993 through 1998, Mr. Wardy was the executive primarily responsible for the successful acquisition of over 20 shopping centers.

In 1998, Mr. Wardy co-founded CenterOak Properties with Fred Bruning, which became CenterCal Properties in 2004. Since that time, Mr. Wardy has committed his efforts toward creating successful retail driven projects that both enhance and elevate the communities they serve. In the pursuit of his real estate career,

Mr. Wardy built upon the solid foundation of his family’s successful retail background in the Amen Wardy Stores and Amen Wardy Home Stores.

Mr. Wardy is a member of the International Council of Shopping Centers and the Urban Land Institute, and is a devoted husband and father.

Sergio Ramirez

Mr. Sergio M. Ramirez is director of Economic Development for the City of Anaheim, where he has served since August 2021. The newly formed Department was established by the City Council on April 13, 2021.

Mr. Ramirez plays a leading role in once-in-a-generation investment and development planned around the Honda Center, the Angel Stadium, the Disneyland Resort, and throughout the City.

He is leading revitalization efforts on Beach Boulevard, Brookhurst Street, Euclid Street, State College Boulevard, and other major corridors across the city.

In the Anaheim Canyon, Ramirez is enhancing the 2,600-acre business park with a diverse range of business clusters focused around industry and innovation. Recently, he has begun implementation of a new branding and signage campaign for the area, as an Innovation District.

Mr. Ramirez previously served as the Deputy Director for property and economic development for the City of Long Beach, where he worked on $5 billion in housing, retail, and industrial projects. This included the 2nd and PCH retail center, redevelopment in Belmont Shore, the Shoreline Gateway Tower residential project, Shoreline Village redevelopment, and the redevelopment of Boeing's former Long Beach site with the attraction businesses satellite launch and other innovative uses.

Before joining Long Beach in January 2017, Mr. Ramirez served as senior project manager and project manager II for the City of Anaheim's Community and Economic Development Department from 2004 to 2016.

Mr. Ramirez holds a Masters Degree in Public Administration from the California State University Los Angeles, and a Bachelors of Science in Urban and Regional Planning from the California State Polytechnic University, Pomona.

He is actively involved in professional groups including the Urban Land Institute (ULI), the International Council of Shopping Centers (ICSC), and the National Association of Industrial and office Properties (NAIOP).

In this position, Will’s primary role is to identify and cultivate new projects, serve as the initial contact with public sector clients, and to assemble the optimal project team to successfully win and deliver projects. In addition, Will often provides ongoing client relationship, stakeholder management, and strategic insight during the procurement, delivery and operations phases of projects.

Prior to joining Plenary, Will worked at an LA-area public and government relations firm providing energy and environment clients with strategic planning, media relations and community outreach assistance. He started his career as an analyst for a strategy consulting firm providing strategic market analysis across a variety of industries.

Will graduated from UC San Diego with a BA in International Studies, Economics, and from the UC San Diego School of Global Policy and Strategy with a Master of International Affairs with a focus on International Management and Latin America.
