Rebecca Louie is a longtime leader in the affordable housing sector, with more than two decades of experience planning, building and operating affordable and supportive housing communities throughout Southern California. Since starting at Wakeland in 2005, she has overseen the development and operation of 44 affordable housing communities, creating over 2,400 homes for families, seniors, veterans, transition-age youth and people experiencing homelessness.

A Native Alaskan and a member of the Tlingit-Haida tribe, Ms. Louie is widely known as a strong advocate for affordable housing, social and environmental justice, and homelessness due to work at Wakeland and past employers, including the San Diego Association of Governments (SANDAG), the Center on Policy Initiatives, and United Indian Nations Community Development Corporation. She has a broad network of strong relationships with stakeholders working to build a more just and equitable world through housing, including government agencies, labor organizations, advocacy groups and decisionmakers at the state, county and city levels.

Her expertise has made her a sought-after speaker at industry conferences and garnered recognition across several platforms, including an Innovations Award from the San Diego Housing Federation for her development of the Supportive Housing Learning Network, a cutting-edge training program for staff at supportive housing communities. Ms. Louie was also named one of San Diego’s Most Influential Women by the San Diego Daily Transcript for her leadership efforts to improve communities with high-quality affordable housing. She currently serves as the Board Chair for the San Diego Housing Federation; sits on the Boards of San Diego's Regional Task Force on Homelessness, the Downtown San Diego partnership and the statewide housing advocacy group Housing California; and contributes her time and expertise to the California Housing Consortium.

Before taking the leadership role as President and CEO, Ms. Louie was Wakeland’s Vice President and COO. Prior to working at Wakeland, she held positions at SANDAG, where she spent six years working on housing and social equity issues; at the Center on Policy Initiatives, where she served as fundraising and development manager; and at the United Indian Nations, where she coordinated the development of housing and cultural resources for Native Americans living in the urban Bay Area.

Ms. Louie holds a B.A. in Urban Studies and Planning from the University of California, San Diego, and a master’s degree in City and Regional Planning from the University of California, Berkeley.

Ari Kahan began his career at Fortress Investment Group where he was responsible for underwriting and financial analysis across a wide range of asset classes. In 2012, Ari joined California Landmark as a consultant in the acquisitions and development departments, focusing on deal origination and the entitlement of several developments. In 2015, he launched the restaurant group Mainland Poke Shop, reinventing and popularizing the Hawaiian concept of Poke on a global scale, where he was recognized by Zagat in their 30 under 30 program for his efforts in this new restaurant field.

Ari rejoined CLG full time in 2017 and has been instrumental in the company’s growth strategy since then. Today, Ari oversees the Acquisitions group and co leads the Development Group. He also serves on the firm’s IMC (Investment and Management Committee), helping guide the company into the 21st century.

An LA native, Ari graduated from the University of Wisconsin, Madison with a BBA in Real Estate Finance. A pension for charity drives Ari to give back by serving on the boards of a charter school, a private Jewish high school and variety of food related charitable ventures. When not working, Ari enjoys both playing and watching hockey, skiing, cooking, traveling and spending time with friends and family.

Adam is a Partner and Senior Vice President of Development and Construction at Cityview and oversees all aspects of the company’s multifamily, mixed-use, and industrial development across Cityview’s portfolio in California, Colorado, Arizona, and Washington. Adam has overseen the development of approximately 4,000 apartment units, exceeding $2.1 billion in cost and has also developed approximately 2 million square feet of commercial, office and industrial projects. Prior to joining Cityview, Adam worked at CIM Group as an Associate Vice President of Development overseeing ground up retail, office, and mixed-use developments. Adam holds a BA Degree in Political Science and History from UCLA, and an MBA from the UCLA Anderson School of Management.

As Executive Vice President with Lincoln Property Company, Steven Chapman leads the firm’s national

Construction Management division, ensuring efficient service delivery and exceptional work product for

major projects across the country.

With more than 25 years of experience in the construction industry, Steven has consulted on projects of

all types and sizes, ranging from $1 million to $750 million. He provides program management,

oversight, and construction management services for a wide variety of clients and project teams.

Steven emphasizes well-designed, cost-effective buildings, completed within budget and on schedule.

Throughout his career, he has managed over 42 million square feet of construction projects, for a total

project value in excess of 8.5 billion dollars.

Andrew Parker oversees projects across a range of product types from pre-development through construction. He is a seasoned development and construction professional whose outstanding execution skill set is a vital asset to the company, partners and clients.

With over fifteen years of industry experience across multiple disciplines, Mr. Parker provides critical leadership and insight to the Company’s SoCal – Los Angeles Business Unit.

Prior to joining Trammell Crow Company, Mr. Parker served as Construction Manager of Development for Equity Residential. Mr. Parker also has construction manager experience working directly with General Contractor Morley Builders, as well as engineering and design experience working with Degenkolb Engineers.

Mr. Parker is both a licensed engineer and general contractor.

When one decides to address the quantum of issues facing the construction industry, it’s

important to see the problem from many perspectives. Greg Otto’s career has primed him to do

just that. Educated as both architect and engineer, he has been focused on collaborative work

across the spectrum of technical disciplines key to construction, opening up the potential for

innovation. Greg has had the opportunity to work with several prominent industry innovators

where he has successfully led teams in all areas of the construction value chain.

As Agorus’ Vice President of Growth and Construction, Greg is charged to position and advance

our housing product line. With a deep understanding of the many voices of the customer, Greg

is keen to unlock untapped value within the construction ecosystem and deliver truly

transformational (price, quality and performance) housing.

Greg grew up in a small town in Nebraska where he was the first in his family to go to college.

His educational journey concluded at Massachusetts Institute of Technology (MIT) with a

Master’s Degree in Civil Engineering. Having experienced first-hand the value of education, he

remains dedicated in his desire to imbue knowledge to others and champion education as a

positive change agency. To this day, he continues to be focused on mentoring young people

and encouraging them to maximize their potential.

He has taught at prominent architecture and engineering schools throughout his career,

including roles most recently at the University of Southern California (USC) and the Southern

California Institute of Architecture (SCIArc). “I very much enjoy working with young people,

channeling their enthusiastic energy to purpose, and helping them seek and define new visions

and solutions for the future.”

Scott graduated from the School of Business at Miami University in 1991.

He worked for 10 years in a family owned general contracting business in the midwest building commercial and residential projects from $1 - $10 million dollars.

He started at Gate Precast company in 2000 where he worked for 21 years in markets from Chicago to New York, and Florida to Arizona.

Scott came on board with Clark Pacific in 2021 as the Senior Pre-Construction Manager for Southern California. Here he works with developers, architects, engineers and general contractors helping to design projects with pre-fabricated structural and architectural precast products. These allow for fast, efficient and cost-effective construction materials made in Clark Pacific's factories to be delivered to job sites and incorporated into buildings.
