Jason Pu serves as Regional Administrator for HUD Region IX, covering the great states of Arizona, California, Hawaii and Nevada and the Outer Pacific Islands. President Biden appointed Mr. Pu to the position on December 27, 2021 and Mr. Pu took office on January 3, 2022. Prior to joining HUD, Mr. Pu was a mayor and councilmember for the City of San Gabriel in Los Angeles County and a business attorney with experience in real estate, finance, corporate and venture capital at Cooley LLP in Silicon Valley. He hopes to utilize his business and local government experience in his role as Regional Administrator to inspire all levels of government – federal, state, local and tribal – as well as the public and private sectors to work together in advancing HUD’s Mission and addressing homelessness and housing affordability throughout Region IX. Mr. Pu holds a Bachelor of Arts degree in Psychology from Stanford University and a Juris Doctor degree from the UCLA School of Law.

Raymond Junior heads the team at Langdon Park Capital responsible for residential investment opportunities, from deal sourcing through asset management and disposition. Junior also sits on the firm’s Investment Committee.

Before joining Langdon Park Capital, Junior was founder and CEO of GreenShoots Communities LLC, a finance and community development consulting firm. Prior to that, Junior enjoyed a 19-year career at JPMorgan where he served as a Director in the firm’s Community Development Banking group, sourcing, underwriting and closing $1.5 billion in credit facilities for the development of affordable housing. He also served as the group’s Regional Head of Underwriting. Junior previously worked in Real Estate Acquisitions within JPMorgan’s Asset Management group and in M&A in the firm’s Investment Banking unit. Prior to joining JPMorgan, Junior spent 10 years as a commercial real estate appraiser.

Junior received his Masters in Business Administration from UCLA’s Anderson School of Management and his Bachelor of Science in Business Administration, with an emphasis in Real Estate Finance, from the University of Southern California.

Bob is President and Chief Executive Officer of 1010 Development Corporation, a nonprofit affordable housing developer and property manager. He has experience as a low-income housing tax credit syndicator and multifamily lender where he provided debt and equity for affordable multifamily housing projects in the western United States.

Bob is a Full Member of the Urban Land Institute and the former Chairman of ULI-LA’s annual Urban Marketplace. He currently serves on the Community Board of California Hospital Medical Center, a Dignity Health hospital, and chairs its Quality Control Subcommittee. He also serves as Treasurer of the South Park Community Benefit Improvement District where he sits on the Executive Committee. Prior Board experience includes Rose City Counseling Center, a nonprofit mental health provider serving low and moderate-income families and individuals in the Pasadena/San Gabriel Valley area, and the Board of Directors of Temple Sinai of Glendale.

Matthew Haas is SVP for Key Bank’s CDLI team covering CA, NM, AZ and NV. In this role, as a senior banker,

Matthew works to advance community lending and investment opportunities with for profit and nonprofit developers of

affordable housing for both LIHTC properties and workforce / missing middle housing. While at KeyBank over the past

two years, he has financed over 2,000 units totaling almost $400mm in debt. In addition, he has advanced the growth

of KeyBank’s equity syndications platform by identifying new partner investors for both debt and equity participations.

Prior to Key Bank, Matthew Haas was the Director of Investor Relations for the Western US at Berkadia Affordable

Housing Tax Credit Solutions, a national syndicator of affordable housing credits for 2 1⁄2 years and Director of Investor

Relations and Fund Management for 8 years at Merritt Community Capital, a nonprofit CA-only syndicator. In these two

positions, Matthew was able to raise over $600 million in equity for 63 properties financing over 5,000 units of

affordable housing.

Matthew has over 25 years of affordable housing and community development experience in three major markets of

NY, Illinois and California having been employed by key organizations and companies involved in the planning,

development and financing of affordable housing. He has held positions as Deputy Director of California Lending at the

Low Income Investment Fund, a national CDFI; Multifamily Manager of LIHTC funds for Community Investments at

Fannie Mae, a GSE; a VP and Client Manager for Community Development lending at Bank of America; a Senior

Acquisitions Officer at National Equity Fund; and Senior Program Manager for Illinois Housing Development Authority.

Matthew’s other professional positions have included Assistant Director of Senior Housing and Healthcare

Development at St. Nicholas Neighborhood Preservation Corporation in Brooklyn, NY and Assistant Architect and

Project Development Manager for the New York City’s Department of Housing Preservation and Development.

Matthew has an M.S. in Urban Planning from Columbia University and a B.A. in Architecture / Environmental Design

from UC Berkeley. Currently, Matthew serves on the Board of Holos Communities and is a Project Review Committee

Member for Innovative Housing Opportunities.

Rochelle Mills leads Innovative Housing Opportunities and its Housing Innovation Fund (HIFund) affiliate. HIFund devises creative private financing to deliver catalytic and comprehensive affordable housing developments. Ms. Mills brings a diverse background in architecture, design, construction administration, community planning, writing, and cultural tourism. She is immediate past president of the Southern California Association of NonProfit Housing (SCANPH) and serves on several public and nonprofit boards (including CAL-ALHFA and Arts for LA), services committees, and leader groups.

Emilie Dang oversees programs and services, community engagement, and fund development. Her team works in partnership with IHO’s real-estate development team to ensure that the organization’s commitment to high quality extends to serving its residents and stakeholders. Emilie has more than a decade of experience working in the nonprofit and public health fields, including managing health and wellness initiatives, youth empowerment programs, fund development, and public policy efforts. With extensive experience leading programs and advocacy in health, education, and workforce development, Emilie brings an innovative and holistic approach to affordable housing and community development. Emilie is a graduate of the University of California, San Diego. She currently serves on the Lanterman Housing Alliance’s Board. She is a graduate of Fieldstone Leadership Network in Orange County and an active member of Leadership Education for Asian Pacific (LEAP) Impact and the Association of Fundraising Professionals.

Rebecca Clark, CEO of Linc Housing, has more than 30 years of experience in creating strong communities

and healthy residents through affordable housing. Her experiences range from leading varied nonprofit

companies to consulting on governance and organizational development, driving public policy outcomes

and effecting necessary changes in the system. She believes in the power of collaboration to create and

redevelop healthy and vital communities integrating housing, employment, healthcare, services, education,

and more.

Since coming to Linc in the fall of 2014, Rebecca has led the organization to implement a stronger

partnership and community development focus, along with guiding the organization through a time of

significant growth in Linc’s pipeline of affordable and supportive housing. She has invested in strengthening

Linc’s financial position, infrastructure, and organizational culture to support efforts toward accomplishing

the organization’s mission. Her tenure has also included the expansion of resident services and a focus on

strengthening the team’s skills and capacity to make these accomplishments possible. Under Rebecca’s

leadership, Linc was awarded Developer of the Year by Southern California Association of NonProfit

Housing (SCANPH) in 2019 as well as several property-specific awards.

Prior to taking the helm at Linc, Rebecca served the affordable housing industry as an independent

consultant. She founded Clark Consulting Group to help nonprofits and governments achieve their goals.

Her consulting work included facilitating nonprofit mergers and alliances to create stronger organizations,

strategic planning, change management, board governance, and business innovation and development. As

a nonprofit executive she served as CEO of National Community Renaissance, executive vice president of

BRIDGE Housing, managing director of Linc Housing, and president and executive director of Hope Through

Housing Foundation. Rebecca's experience also includes the role of Director of Housing Development and

Construction Management for the Los Angeles County Community Development Commission serving the

nine million residents in the Los Angeles County jurisdiction.

Rebecca also serves in various leadership positions in the affordable housing industry. She serves on the

board of the California Housing Consortium and Housing Partnership Equity Trust. Rebecca is a graduate of

Cal Poly Pomona in Architecture where she studied at the University of Copenhagen in Denmark as part of

her coursework. Her business degree is from the Claremont Graduate University Drucker School of

Management.

Rebecca is an outdoor enthusiast and recreational cyclist. Over the years she has ridden and co-lead self-

contained tours across the Western U.S. and Europe.

Natalie Reider joined Jamboree in 2015 as Director of Community Impact to lead the expansion of resident services, a vital part of developing affordable housing that’s a platform for community change. She forged partnerships with cities and nonprofits to grow existing programs and implemented a Community Needs Assessment to better focus services.

As Vice President, Natalie oversees a team of 30+ onsite staff, including Community Impact managers, Resident Services and Community Engagement Coordinators at Jamboree properties. She leads the ongoing development and delivery of service programs that are responsive to the specific needs of a given community and gives oversight to quantifying the impact of these services in the lives of Jamboree residents. This means that outcomes are measured so that programming can be adapted to changing needs for goals to be achieved.

Since coming to Jamboree, Natalie and her team have made a shift in the planning and delivery of services via innovative Community Collaboratives. She works with Jamboree’s housing development team to identify and bring together a nexus of local community partners to offer customized services available not only to Jamboree residents, but surrounding neighborhoods as well.

Previously, Natalie served as Senior Vice President for National CORE, an affordable housing developer in Southern California. There she was responsible for operations of its social service nonprofit, the Hope Through Housing Foundation, where she developed and managed outcome-driven programming initiatives.

Natalie believes in the power of strong partnerships as they allow diverse perspectives and innovative thinking to occur. They offer the ability to leverage the best of people, ideas and resources in one organization with the best in another organization, leading to greater outcomes.

With a young, active daughter, Natalie and her husband enjoy getting outdoors at the park, beach, or local playgrounds. They also vacation with friends and family around the country. Other favorite wanderings include visits to the zoo in Santa Barbara, hiking and snowboarding in Mammoth and Tahoe, hailing cabs in New York, or checking out graffiti art in Miami.

Lise Bornstein, AIA has devoted her career to placemaking: creating spaces and opportunities where people and communities thrive. She has accomplished this in her architectural design practice and in her advocacy for professional growth among her staff and career advancement for women in architecture.

As a partner at KFA Architecture, Lise is in charge of project concept and design, and incorporates her love of art and community while achieving her clients’ goals. Focused on strong design concepts, she has managed projects with complex entitlement packages, multiple funding sources and significant community outreach while working collaboratively with clients, consultants, contractors and in-house teams. Lise is the partner in-charge for a diverse portfolio of affordable and permanent supportive housing projects including the West Los Angeles VA Campus Master Plan, PATH Metro Villas, Step Up on Colorado, Blue Hibiscus, SP7, Hayworth House, the Howard and Irene Levine Senior Community, and the Havenhurst Apartments.

Since 1990, KFA has designed over 6,000 units of affordable housing in 57 different buildings for 27 different affordable housing developers in Los Angeles County. Twelve of these projects, containing nearly 1,000 units, have been on Skid Row. It has been a great point of pride for the firm to participate in housing people who might otherwise be sleeping on our streets, in substandard conditions, or beyond their affordability range. The firm’s affordable housing experience includes projects for families, seniors, special needs, veterans, and the formerly homeless. Founded in a bungalow on the back lot of the Siren Studios campus in Hollywood, Relativity Architects’ first major project was Siren’s “Cube,” a 40-foot-tall space regarded as the tallest "poured-in-place" concrete walled building on the West coast. During the ensuing decade, RA Founder and Principal, Tima Bell, Assoc. AIA, has led Relativity’s studio design and development division. With a show-business family background, Tima understands studios’ physical needs as well as the refined amenities facility managers need to maximize bookings. Relativity’s Los Angeles portfolio includes Dancing With the Stars’ rehearsal/B-roll space, Buzzfeed’s production campus, East End Studios, and the Output recording studio. Relativity has also designed production studios and campuses in Atlanta, New York, Canada, and Europe. Further, Tima has provided expert insights into studio design to The Hollywood Reporter, among other media outlets. In addition to its success with studio construction, RA has a viable hand in Affordable and Multi-Family Housing typologies. The firm has received multiple awards for their Affordable Housing designs. Most recently, 7th + Witmer Apartments won the Los Angeles Business Council's Outstanding Affordable Multifamily Project Award in 2022.

Brian Adkins is a member of Buchalter’s Real Estate practice group in the Firm’s San Diego office. Mr. Adkins has experience handling a variety of complex real estate matters throughout California and beyond. He specializes in housing discrimination investigations conducted by the Department of Fair Employment and Housing (DFEH) and US Department of Housing and Urban Development (HUD). He also regularly provides employment advice and counsel, as well as prepares employment agreements for his clients. He has also represented clients in California Labor Commission and Equal Employment Opportunity Commission matters.

Mr. Adkins previously served as in-house general counsel for a nationwide property owner/manager where he oversaw all litigation and compliance matters, and the acquisition and disposition of commercial properties (multifamily, office and retail). Additionally, Mr. Adkins has handled commercial and multifamily real estate purchase and sale transactions, as well as litigated real estate, business and employment disputes. He has worked with startups and small businesses, assisting with entity formation, IP protection, and commercial agreements. He is also an NFLPA certified contract advisor (Agent) representing NFL players in their contract negotiations.

As Chief Executive Officer of Decro and its affiliated entities, Mr. Handel is responsible for the strategic direction and overall management of the company, pursuit of new housing opportunities, and oversight of a portfolio with 28 developments and over 1,500 housing units in California and Florida.

Prior to joining Decro, Mr. Handel had more than 25 years of experience in developing, financing, syndicating, operating, constructing and managing affordable housing developments. Mr. Handel represented nonprofits and National Equity Fund (NEF) as counsel in affordable housing transactions, formed California nonprofit public benefit corporations, and advised nonprofit Board of Directors on legal compliance issues. At NEF, he closed 57 development deals representing a gross equity investment by this low-income housing tax credit syndicator of $315 million.

Mr. Handel is President of The Carter House, Inc., a nonprofit organization that operates a HUD Section 811 housing development in South Los Angeles, and serves on the Board of the Hockey Equipment Lending Program, Inc., a nonprofit that supports disadvantaged youth playing that sport. He is the former Chair of Los Angeles Lawyer, a Los Angeles County Bar Association publication, and has been published in that magazine and the Los Angeles Business Journal. Mr. Handel has been a speaker at the National Association of Housing and Rehabilitation Officers Summer Conference and conferences of Housing California and the Southern California Association of NonProfit Housing. He is admitted to practice law in California and received a Juris Doctor from Loyola Law School (Los Angeles) and a Bachelor of Arts in Journalism from University of Southern California.

Ms. Edwards is a development executive for Chelsea Investment Corporation working on multiple upcoming developments and serving as a key contact for the company in the Los Angeles region. Ms. Edwards brings over 25 years’ experience in development and construction. Based on her considerable industry background, Colleen is familiar with the requirements of the development process from site identification through financing culminating with conversion to permanent financing. She has in-depth knowledge about affordable housing finance issues involving layering of soft financing sources and the requirements for Low Income Housing Tax Credits.

Colleen began her career with Swinerton Incorporated, one of the top 20 general contracting firms in the United States, with job responsibilities that included estimating and project engineering. She worked for over eight years with leading affordable housing development companies including AMCAL Multi Housing and Palm Communities. Recently she was working with WCH Communities to develop infill housing in the City of Los Angeles utilizing the small lot subdivision ordinance.

Colleen graduated with a Bachelor of Science - Management degree, Magna Cum Laude, from Pepperdine University. She holds a master’s degree in Real Estate Development from the University of Southern California. Colleen is a LEED Accredited Professional.

Lesley Hampton is the Vice President of Project Development for National CORE, where she is responsible for managing an extensive pipeline of potential projects through the development process, overseeing a large team of project managers, cultivating relationships with a variety of external stakeholders, and performing comprehensive financial analysis to create complex deal structures. She embraces the mission of transforming communities and lives through the development of quality affordable housing. With more than 18 years of experience in affordable housing and finance, she has been responsible for the development and construction of more than 2,000 units and securing more than $500 million in financing. Her entitlement and development expertise include acquisition/rehab, mixed-use, and new construction projects. Lesley received a bachelor’s degree from the University of California San Diego and a M.B.A degree from the University of California Irvine.

David Kersh is the Executive Director of the Carpenters/Contractors Cooperation

Committee (C/CCC), a non-profit organization comprised of signatory contractors

and the Southwest Regional Council of Carpenters. For over 19 years, Mr. Kersh

has been at the forefront of regional efforts to promote the creation of good

paying jobs, fair competition and high quality construction industry standards. He

is actively engaged in the areas of land use entitlement, labor compliance,

economic development, transportation and contracting policies, where he has

focused on ensuring that construction projects are built by top-quality contractors

who generate good paying middle class jobs and rewarding training opportunities.

Mr. Kersh graduated with a degree in History from UC Santa Barbara and

completed additional studies in Madrid, Spain. Born in Lima, Peru, he lives in

Culver City with his wife Pilar and his teenage children.

Jon Hall’s background in multi-family, mixed-use, and retail developments is extensive. Jon is very focused on the quality and durability of a project even from early design studies and carries his sensibility about entitlements, detailing, budget constraint, constructability, and schedule through the process, bringing the project along in a creative yet pragmatic way. He has well-established relationships with project consultants, contractors, and clients alike. In addition, he is the Quality Management Director for GGLO, providing guidance to interoffice initiatives for document quality, sustainability and design excellence. Thanks to Jon’s thoroughness, he has been highly successful during jurisdictional review for a number of the firm’s more visible urban projects such as Broadway Crossing, University Village, Mark24, and AMLI South Lake Union. In his personal life, he can often be found running the roads and trails of the Pacific Northwest or at the next Mariners, Seahawks, Huskies, or Seattle Hockey team event.

Keith McCloskey is a principal in KTGY’s Los Angeles office. He is responsible for establishing

the overall design vision for all of the office’s new architecture and interiors projects and leads a creative

team that is involved in a broad range of projects from low density to high-rise throughout the U.S. Mr.

McCloskey’s comprehensive experience spans nearly 25 years and includes the planning and design of

multifamily, mixed use, senior living, civic and aviation projects. His most recent work has been focused

on high-density urban infill sites, which provide challenging design opportunities in politically-charged,

design-sensitive communities. He is particularly adept at creating sustainable projects that integrate into

the urban fabric, generating a sense of place and individual character of each community. These

residential projects range from affordable and tax credit housing to luxury apartment and condominium

communities. Mr. McCloskey has taken a keen interest in Sustainable Architecture since early in his

career and became a LEED Accredited Professional shortly after the program’s inception over a decade

ago. His work integrates green building design principles into each project, and as a result he has worked

on multiple projects from their design inception through final certification. He has a passion for

researching new technologies and building systems, and recently completed one of the largest intensive

Eco-Roof installations on an apartment community in Portland, Oregon. In addition to leading the Los

Angeles office’s design efforts, Mr. McCloskey has been actively involved in volunteer programs within

the City of Los Angeles including AIA Los Angeles Design Competition Mentoring as well as the

Architecture Construction & Engineering (ACE) Student Mentorship Program.

Daniel Gehman attended Cornell University in upstate New York before relocating to California. Daniel has been involved in the industry since 1986 and brings specialized expertise in architectural design to the Ware Malcomb team. As Director, Multifamily, he is responsible for the growth of the multifamily practice, focusing on business development, client service, and project execution. Daniel's background includes a variety of multifamily project types, with 25 years of specialization in Southern California and current projects in the Central Valley and Arizona. He currently teaches a class in the Master of Real Estate Development (MRED) program at the University of Southern California as an adjunct professor and is active in many industry associations.

Senator Kevin Murray (Ret.) is the President and Chief Executive Officer of the Weingart Center Association. He has served in this position since 2011.

Prior to his current role, Murray founded The Murray Group in 2006, a legal and consulting firm specializing in Public Policy and Entertainment, where he was Managing Partner.

Before founding The Murray Group, Murray served as Senior Vice President at the William Morris Agency (WMA), the nation’s longest-running and most diversified talent agency. Murray worked primarily in the company’s corporate consulting division, as well as in the music, television, and film divisions. In 1982, Murray began at WMA as an employee in the mailroom before working his way up to become an agent in the Music Division. After serving 12 years in the California State Legislature, he rejoined the agency in January 2007.

Murray was elected the California State Assembly in 1994 representing the 47th District, which included Culver City and Los Angeles. In 1998, he was elected to represent the 26th Senate District adding the communities of Hancock Park, Hollywood and Silverlake to his representation. He retired in 2006 due to term limits

Murray sits on the corporate boards of the Federal Home Loan Bank of San Francisco, California American Water and Hawaii American Water. He serves on the Board of the Central City Association, and is also a member of the California State Bar, the L.A. World Affairs Council, and the Pacific Council on International Relations.

Senator Murray holds a Juris Doctorate from Loyola Law School, a Master’s degree in Business Administration from Loyola Marymount University and a Bachelor of Science degree in Business Administration and Accounting from CSU, Northridge. He is also a California licensed real estate broker.

Swinerton Senior Vice President and Region Manager Ray Haj is responsible for the overall vision, financials, and management of all operations totaling over $2.0 billion annually within Swinerton's Southern California and Hawaii Region. Ray manages 1,600 Swinerton employees within this region.

Ray is responsible for the oversight and success of the entire region. His focus with his core team in recent years has been developing a Best-in-Class culture, client relationships, establishing a diverse market portfolio, and leading and managing rapid business growth as a master builder. Recently Ray's primary focus has been on building a shared vision and leading succession planning to ensure Swinerton's continuous success in the future years, led by the rise of the next generation of leaders.

Ray has nearly 30 years of experience in the construction industry (22 years with Swinerton), with a Master's Degree in Engineering Management from Brigham Young University, a Master's Degree in Project Management from the University Centre of Business Administration in Vicenza, Italy, and a Bachelor's of Science in Civil and Environmental Engineering from Brigham Young University. Ray first worked with a top Italian contractor overseas before joining the Swinerton Los Angeles office in early 2001.
