Carmela Castellano-Garcia, Esq., is the President and Chief Executive Officer of the

California Primary Care Association (CPCA), overseeing a membership association

of more than 1,300 nonprofit, community clinics and health centers (CCHCs) which

serve nearly 6.6 million patients a year.  Ms. Castellano-Garcia has been committed

to advancing multi-cultural health policy issues for more than 25 years, focusing on

areas such as cultural and linguistic competency in health care delivery, ensuring the

viability of safety net providers, health care reform, and access to care for vulnerable

populations.

During her tenure at CPCA, community health centers have had significant income growth, more than tripling

their collective income from $795 million in 1997 to over $5 billion in 2016.  Patients served increased more

than 275 percent during this same period from 2.4 to 6.6 million, and total annual encounters grew by more than

12 million. Under her leadership, Federal funding to CCHCs has increased from $105M to $686M annually,

and the number of health center sites has more than doubled to over 1,300 sites in 2016.

In 2015, Carmela oversaw the creation of a new 501(c)4 CPCA affiliate corporation – CaliforniaHealth+

Advocates, a social welfare organization that is dedicated to advancing the mission of community health centers

through state and federal advocacy. CaliforniaHealth+ Advocates is governed by a Board of Directors who have

been designated by the CPCA Board of Directors. Carmela Castellano-Garcia is the President and CEO and

leads a team of government affairs professionals.

In addition, Ms. Castellano-Garcia serves as the President of the Board of Trustees of the Castellano Family

Foundation.  Prior to that she served as the Board’s Vice President since 2012.  Founded by Alcario and

Carmen Castellano in 2001, the Castellano Family Foundation has donated more than $5 million in grants to

Santa Clara County nonprofits supporting Latino education, arts and culture, leadership and diversity. The

Castellano Family Foundation also continually supports these local organizations guided by the values of

community, family, social change, empathy and integrity.

Prior to joining CPCA, Ms. Castellano-Garcia served as the Founder and Executive Director of the Latino

Coalition for a Healthy California (LCHC), a health care policy and advocacy organization seeking to improve

access to health and human services for California's Latino population. She was the Executive Director in 1992-

1997 and she served as the Volunteer Executive Director in 2011, wherein she played a leadership role in

ensuring the continued vitality of the organization.

Ms. Castellano-Garcia’s legal background includes six years as a Staff Attorney and Managing Attorney with

Public Advocates, Inc., a public interest law firm in San Francisco.  Ms. Castellano-Garcia has litigated in the

areas of employment discrimination, insurance redlining, and ensuring access to the information superhighway

for California's minority, low-income populations.

Ms. Castellano-Garcia is a founder and continues to serve on the Board of the California Health Information

Partnership and Services Organization (CalHIPSO), the Regional Extension Center for California. She also

sits on the Board of the Latino Coalition for a Healthy California (LCHC), and the National Center for

Family Philanthropy (NCFP). She also serves on a number of Advisory Boards, including: Insure the

Uninsured Project (ITUP), California Program on Access to Care (CPAC), and the Health Initiative of

the Americas (HIA).

In the past, Carmela Castellano-Garcia has served as a member of the Oral Health Access Council (OHAC), the

California Health Workforce Alliance (CHWA), the National Health Service Corp’s National Advisory

Council, and the California Adolescent Nutrition and Fitness Program; and on the Boards of the Public Health

Institute, Mission Neighborhood Health Center, and the Chicana Latina Foundation.

Among her recognitions are: the Hispanic Health Leadership Award granted by the National Hispanic Medical

Association in 2009, the Public Advocate’s Voices of Conscience award in 2005, and the Impact Award by Alta

Med Health Services in 2004. She was also a 2007 Finalist for Hispanic Business Magazine’s Woman of the

Year Award, and was listed in the February 1996 issue of the Medical Herald's Who's Who Top 20 in Latino

Medicine, and the Hispanic Business list of the 100 Most Influential Hispanics in the U.S.

Ms. Castellano-Garcia is a graduate of Yale Law School and holds a Bachelor’s Degree in Political Science

from the University of California at Berkeley.  While a student, she spent a year at La Universidad Central de

Venezuela as a Rotary Foundation International Scholar.

Michael A. Noto serves as Senior Vice President, Real Estate Services for Welltower. He is responsible for

ensuring that the operations, finance and leasing departments of Welltower’s Outpatient Medical portfolio

provide hospital clients and physician tenants with quality property management services, timely management

information, and a wide array of leasing services. Mr. Noto has been with the company since September 2001.

Mr. Noto spent 13 years as a banking executive with responsibilities including commercial and real estate

lending, credit administration, and the management and workout of tens of millions of dollars of real estate

assets. During his 17 years as a practicing attorney, Mr. Noto was directly involved in the financing,

management, acquisition and disposition of millions of dollars of real estate.

Mr. Noto is a member of BOMA International and has participated on panel discussions at the Medical Office

Buildings and Healthcare Facilities Conferences.

Mr. Noto received a Bachelor of Arts degree and an MBA in finance from Rutgers University and a law degree

Margaret R. Peterson, PhD, serves as President of Dignity Health - California Hospital Medical, a 318-bed community hospital located at 1401 South Grand Avenue in downtown Los Angeles. Peterson began her career as a registered nurse. She earned a Master of Science in Nursing from The Catholic University of America in Washington, D.C., her Master of Science degree in Cardiovascular Nursing from The Catholic University of America in Washington, and her Doctor of Philosophy in Administration from Miami University in Ohio.

Peterson has served in executive leadership roles over the past several years. Most recently, she was chief executive officer (CEO) at Desert Valley Hospital and Desert Valley Medical Group in Victorville, California, where she lead expansion efforts that included the opening of a comprehensive heart center. Prior to that, Peterson was CEO of Victor Valley Community Hospital and Simi Valley Hospital and Health Care Services in Simi Valley, California. She has also held executive leadership positions at hospitals in the states of Louisiana and Maryland.

Peterson has been honored by several organizations for her community leadership and named as “2005 Woman of the Year” by the 38th Assembly District of the California State Legislature. More recently, she received the President’s Award for Leadership from the Victorville African American Chamber of Commerce. A results-oriented leader, Peterson understands the important role that a hospital plays in the well-being of the community it serves. She is mission-driven and has hands-on community relations experience. Throughout her career, she has demonstrated her commitment to excellence in patient care through strategic partnerships with the American Heart Association and other notable organizations.

As new residents and professionals move into downtown Los Angeles, Peterson looks forward to introducing them to the outstanding services of Dignity Health - California Hospital Medical Center. Peterson will work closely with the hospital team and community partners to ensure continued growth as the neighborhood blossoms, while continuing to care for families who have relied on the hospital for generations.

As Vice President of Facilities Planning, Design and Construction for Cedars-Sinai

Medical Center, Zeke is responsible for the oversight of real estate and capital projects

from initial concept through project closeout. He oversees the Facilities department

comprised of over 50 staff members including architects, planners, project managers

and engineers.

His experience in over 30 years of professional practice includes responsibility in all

aspects of project delivery for a variety of public and institutional projects ranging from

healthcare to academic research facilities. Having worked both as an architect and an

owner, he has experience in the programmatic, functional and technical elements of

planning, design and construction.

Zeke currently serves on the Board of Directors for the Los Angeles Fire Department

Foundation. Zeke has served as Chairperson of the L.A. Chapter of the AIA Academy of

Architecture for Health. He is a LEED Accredited Professional having led Cedars-Sinai

in the completion of their first LEED Gold certified building on the campus.

Dr. Michael Nduati

Dr. Michael Nduati, M.D., M.B.A, M.P.H., is chief executive officer of UCR Health and associate clinical professor of health sciences and senior associate dean for clinical affairs at the University of California, Riverside School of Medicine. He is also hospitalist at Riverside Community Hospital. Nduati has a variety of responsibilities within the medical school. As CEO, he is responsible for the strategic development and growth of UCR Health, the medical school's clinical enterprise, and serves as the physician executive leader of the medical school's faculty practice. Prior to his appointment as senior associate dean, he was co-director of the school's Longitudinal Ambulatory Care Experience (LACE) program and director of hospital medicine for UCR Health. He received his bachelor's degree in biomedical sciences from UCR, then went to UCLA to earn his M.D. from the David Geffen School of Medicine and a Master of Business Administration from the Anderson School of Management. After graduating, he did his internship and residency at Kaiser Permanente Fontana before earning a Master in Public Health from the Harvard School of Public Health. Nduati, who is board certified in family medicine, is chair of the Academic Practice Forum for the California Medical Association and on the Board of Councilors for the Riverside County Medical Association.  He is also a member of the American Medical Association, the Society of Teachers of Family Medicine, and the American Academy of Family Physicians. While an undergraduate, Nduati co-founded the student-run African Americans United in Science at UCR, an organization that he continues to work with today.

Nduati's interests include community physician preceptor recruitment retention, CQI of medical school

curriculum and leadership in health care.

Corbett has also lectured at Harvard Medical School, Harvard’s School of Public Health and numerous other universities across the country. James has been published in multiple books and journals. Mr. Corbett earned his B.S. in International Relations from Syracuse University, followed by his Juris Doctorate from St. Johns University and a Master of Divinity from Duke University.

Smitha Ravipudi, MPH serves as chief operating officer of USC Care and Ambulatory Care Services. She is responsible for Keck Medicine of USC ambulatory operations, including hospital-based clinics, Keck School of Medicine of USC department clinics, and outpatient joint venture partnerships and community practices.

She focuses heavily on operations, access and care across the network through increased integration, improved care coordination and optimization of workforce and delivery models. She partners with clinical leadership to drive quality programming in the ambulatory space, setting benchmarks and establishing measurement and related actions.

Prior to joining Keck Medicine of USC, she was vice president of access and ambulatory operations at Children’s Hospital Los Angeles (CHLA) where she oversaw the outpatient clinics, community ambulatory care centers, pre-service and access operations (inpatient and outpatient), patient relations and service excellence.

Under her leadership, CHLA developed and launched the ambulatory electronic medical record, the patient and physician portals and its meaningful use program, while opening five regional outpatient centers and the hospital’s first appointment center.

Smitha holds a master’s degree in public health from Columbia University and a Bachelor of Science in human communication sciences from Northwestern University.

David Chung

David Chung is Executive Vice President, Western U.S and is based in the firm’s West Coast locations in San Diego, California as well as in Seattle, Washington.

David’s extensive career spans more than 20 years of experience within the healthcare real estate industry, from design and construction to project management and real estate portfolio development. His previous unique roles, leading the development process, with large healthcare systems allows him to apply his acute understanding and experience to deliver successful real estate development solutions.

Prior to joining Anchor, David was the Vice President of Development at Duke Realty in the healthcare division and before that, the Regional Director of Real Estate/Construction for Providence St. Joseph Health Systems. During his career, he has held other related roles such as Principal, Design Studio Leader, Project Manager and Healthcare Market Segment Leader.

He serves as a board member of Focus International Development, a not for profit organization in California and various leadership roles within other non-profit organizations within his community.

David earned his Bachelor of Architecture from California State Polytechnic University and his Master of Real Estate Development from the University of Southern California. He is a member of the USC Graduate Real Estate Association and the American Society for Healthcare Engineering.

Ireland’s loss was Southern California’s gain. The co-founder of our company is the garrulous Irishman John Parker. On the surface, he is an easy-going gentleman. On the job, he is all business.

John Parker co-founded Parker Brown, Inc. in 1994 with Scott Brown. The two set the “get the job done” tone for the company’s construction operations and corporate management.

Leaving Ireland for the U.S. in 1989, John owned and operated John Parker Building Ltd., a residential remodeling firm. After relocating his family to Los Angeles, John was the construction manager at a Los Angeles area commercial construction company until the inception of Parker Brown, Inc. in 1994.

John and Scott are personally involved in every project that Parker Brown, Inc. is awarded. They provide oversight from the job site or from the corporate office, and, in a lot of cases, from both.

John is deeply involved in the communities he serves. He is the past president of the Canoga Park/West Hills Chamber of Commerce, former president of the Canoga Park Improvement Association, a past member of the Oversight Committee on the Bond Program of Pierce College, and executive vice president of the Women’s Odyssey, a residential drug and alcohol recovery program. Currently, he is a commissioner serving on the Los Angeles County Building Rehabilitation & Appeals Board, and is presently the president of the United Chamber of Commerce of the San Fernando Valley.

thirteen years prior to his appointment in February, 2009 as the Deputy Director of the

and was promoted to Regional Compliance Officer before becoming the FDD-LA office

manager. Before joining FDD, he was the Vice President of an architectural and urban

planning firm and had also been the staff architect for a southern California hospital.

Kip Edwards is a Healthcare Executive with a wide range of experience leading operations support, business, and clinical services in multi-facility, integrated healthcare systems. Specific areas of expertise and experience include: facilities development, facilities maintenance and operations, biomedical engineering, infection control, transplant network, pharmacy operations, medical services contracting, medical/non-medical product and services contracting, real estate, supply chain management, and alliance planning and negotiation.

Kip has over 30 years of experience in the planning, design, construction, management, and operation/maintenance of healthcare facilities. During his career he has had direct responsibility for over 22million SF of new construction and renovations for medical facilities totaling in excess of $12 billion in project expenditures.

He held the most senior leadership positions for facilities management and/or development for Banner Health, the California Pacific Medical Center, Kaiser Permanente, and the University of Michigan Hospitals. This involved over 50 million square feet of facilities in 21 states. Additionally, with Kaiser Permanente he was responsible for a large group of operations support services nationally and throughout California.

new healthcare project acquisition, client relations, and oversight and support for healthcare

operations. Ron is a Construction Engineering graduate from Florida International University, and

holds a master’s degree in Construction Management from Arizona State University. With over 32

years of experience, he is an active steering committee member for the: AIA Los Angeles

Healthcare Chapter, California Health Facilities Forum, and California Polytechnic University’s

Architectural Program with a concentration in Healthcare. Ron is accredited by the USGBC and

Eric Meub, AIA, LEED AP, design principal in HDR’s Los Angeles architecture studio, is an award-winning practice leader with 37 years of experience. The past 25 of those years have been dedicated to master planning, medical planning and the design of large, complex healthcare and academic projects. He has led the design and/or master planning for such world-renowned academic medical centers as Stanford University, the University of California and MD Anderson Cancer Center, as well as healthcare systems including Sutter Health and Kaiser Permanente. Eric also excels at planning and designing for local and federal government agencies including the U.S. Drug Enforcement Administration and the U.S. Department of Veterans Affairs.
