Philip is the Group Land and Planning Director at Barratt Developments PLC. Barratt is the UK's largest housebuilder with brands including Barratt Homes, David Wilson Homes, and Wilson Bowden Developments. He represents the group on land acquisition and the promotion of land through the planning process. He is a Fellow of the Royal Town Planning Institute and a Fellow of the Royal Institution of Chartered Surveyors. Prior to joining Barratt he was a Director (specialising in Housing) for the leading economics and planning consultancy Nathaniel Lichfield and Partners.

Justin is Director of Development at NewRiver REIT and is responsible for mixed use

development across the portfolio, including repurposing retail assets, reconfiguring shopping

centres and the introduction of residential uses. Justin manages the redevelopment of the

existing assets on a day to day basis, including leading on one of the Company’s flagship

mixed use town centre regeneration projects in Burgess Hill, Mid Sussex.

Justin has over 25 years of property management and development experience, having

qualified as a Chartered Surveyor in 1994 with Savills, then subsequently moving to Cluttons

land management and valuation team. In 1999 Justin joined specialist residential developer

Pathfinder Properties Plc and in 2004 established Maxam Property Ltd, a private

development and consultancy company. Maxam carried out residential and hotel

development, as well as providing consultancy services in strategic land planning and

renewable energy.

Justin was a member of the RICS Board of UK Education Standards for over 10 years,

providing a link between the property industry and the academic sector.

Founder of leading architecture studio Darling Associates, one of the top 25 architecture

practices in the UK, whose recent work includes the HMRC hub at 3 Glass Wharf in Bristol for

Salmon Developments in Bristol and Lollard Street, an exemplar significant affordable housing

development in Lambeth for Canary Wharf Group. He offers vision and leadership over all

and client satisfaction.

Vicky Fowler is a well-respected planning lawyer recognised nationally for her expertise. Vicky has been recognised in the top rated lawyer list in the Planning magazine and she appears as a Super Lawyer. Vicky is also recognised as a leading or recommended individual in the legal directories with accolades that describe her as "efficient and client friendly" and "a thoughtful and incisive lawyer who has great capacity".

Vicky leads both public sector and private clients proactively through all stages of the planning process, from strategic advice on master planning, to advising on the consenting process and securing and the granting of planning permission. Vicky's focus is on delivering solutions rather than problems, mitigating the risk of legal challenge and ensuring that the consents secured are both implementable and fundable. Having secured consent Vicky advises clients on implementation, including the use of compulsory purchase powers for land assembly, securing or granting the necessary highway consents or stopping-up orders and advising on Community Infrastructure Levy.

Vicky is frequently engaged by clients on high-profile and complex matters, including nationally significant infrastructure projects (NSIPs) and the promotion of development consent orders (DCOs).

Rodger studied a General Practice Surveying degree in Newcastle in the mid-80s and

qualified as a Chartered Surveyor just over 30 years ago. He started his career working for

English Estates (now Homes England), Greggs the bakers and Vaux Group where he was

involved in property management, acquisitions and sales across the whole of the North for

all types of commercial property. This was followed by six years as a property consultant

where he established and grew a new leisure department for Storey Sons and Parker.

Rodger then secured a role as Property Management Director for Able UK where he was

responsible for the development and management of a large property portfolio including a

series of complex planning applications and the internationally renowned Ghost Ships

applications.

Rodger then joined the senior management team of a leading Housing Association where,

over a period of eleven years he managed the £60million a year new build development

acquisitions and sales activity of the group as well as the commercial property portfolio.

During this period Rodger was instrumental in the delivery of around 3,000 new homes and

attracted over £100million of government subsidy for the schemes. This included four award

winning schemes including two that were delivered through the recession; A £24million, 198

unit development within a stone’s throw of the city walls in central York which was

acknowledged as an exemplar mixed tenure scheme and 106 “Eco-homes” in Darlington

which won a National Award. Rodger was also instrumental in a National Housing Award

winning Scheme for vulnerable clients and creating a joint venture with a national contractor

to deliver housing for sale alongside older persons homes in Sunderland.

Following a short period running his own consultancy business Rodger was sourced by High

Street Residential in May 2018 as a Development Manager to deliver a pipeline which

currently sits in excess of £1bn. With over 30 years within the property industry, Rodger’s

wide-ranging experience and detailed knowledge of the delivery of new build housing for rent

will be valuable to the continuing growth and success of the Company.

Caroline is Be First’s Chief Planning Director, having previously worked as JLL’s first female Planning Director in London, and prior to that at CBRE. She has a great love for cities and the built environment and enjoys working with good people who like to get things done. Thinking strategically is her super-power, and she is not afraid of having an opinion. At Be First, the urban regeneration vehicle for the London Borough of Barking & Dagenham, she has transformed the team so that it delivers a planning super service, focused on fast, commercially astute outputs and which ultimately helps to deliver successful places and buildings that are really good at what they do.

Pamela has over 20 years’ experience as an architect working on projects in the UK, Europe, the Middle East and South America with a proven track record of design in leading complex projects and working with large multidisciplinary teams. Since joining KPF, Pamela has worked on a variety of projects from commercial, residential, and mixed-use developments to large-scale masterplans with complex urban and transportation issues.

Architect, design and development strategist Brendan Geraghty is a recognised Build to

Rent (BTR) thought leader who has been active in the sector since 2011. Brendan is known

for actively championing the integration of consumer culture in BTR with a ‘brand before

building’ approach.

Brendan combines deep generalist and broad specialist knowledge, creating structured

development and consumer centric BTR strategies, integrating consumer culture principles

with investment requirements. He has spent 16 years in senior roles, including with Centred

Architecture, Optim and Geraghty Taylor Architects, before becoming CEO of UKAA (the UK

Apartment Association) in 2022.

Spearheading the UKAA’s leadership through high quality knowledge and research, Brendan

will be supporting the organisation to serve as the voice of the Build to Rent sector in the

UK. He will also explore new relationships with others in the residential sector with an

interest in Build to Rent including housing associations, co-living investors and operators,

contractors and house builders as well as pressing ESG issues such as Net Zero Carbon.

Susan joined Peabody in February 2010 and is the Chief Financial Officer. She has responsibility

for corporate finance, tax, finance services, governance, legal & assurance and procurement. Susan has over 25

years of leadership in senior finance roles. A qualified chartered accountant (CAANZ Fellow, ICAEW), she has a

broad range of experience in accountancy and commerce, including banking and mortgage finance markets, long

term residential property ownership, investment and risk management.

At Peabody Susan has led her team in significant merger & acquisition work and capital market bond issuance.

She has held various non-executive positions inside and outside the housing sector.

Ben Denton is Managing Director of L&G Affordable Homes. L&G Affordable Homes’ set up in

2018 with an ambitious business plan to develop 3,000 affordable homes pa by 2022 alongside

building a best in class customer services experience. L&G are investing patient, long-term

capital in order to grow the capacity of the affordable housing sector and in so doing, deliver

societally important outcomes. L&G Affordable Homes sits alongside L&G’s other housing

businesses including BTR, Modular, Cala and Inspired Villages Group. Prior to L&G, Ben held a

number of positions in the public and private sectors, delivering residential led development and

regeneration.

Alan Benson has been Head of Housing at the London Borough of

Haringey, and has been there since December 2016. He leads for the

Council on its aim to deliver1,000 new council homes, tackling

homelessness, being client side for its ALMO and all housing policy

work.

Alan has been in the public sector since 1987, working in central, local

and regional government. Immediately prior to Haringey he spent 13

years as Head of Housing at the GLA, advising three different Mayors on

housing policy.

Olivia Harris is Chief Executive of Dolphin Living. Dolphin Living is a charity providing affordable rental homes to working Londoners on modest incomes. The charity develops, purchases and manages build to rent properties in London. Previously, Olivia was Finance Director at Dolphin Living. She is a Chartered Accountant and has worked for more than 15 years in the property industry.
