Born and raised in Houston’s Northside neighborhood, Commissioner Adrian Garcia has always called Harris County Precinct 2 home. First elected in 2018, Adrian Garcia is honored to be serving his second term as Commissioner for Harris County Precinct 2. He has dedicated his entire career to public service and safety. First, as a Houston Police Officer for more than two decades. He also served as a Councilmember for the City of Houston and as the first Latino Harris County Sheriff. As County Commissioner, Garcia advocates for the needs of the 1.3 million residents living in the eastern portion of Harris County while ensuring that Commissioners Court passes a balanced countywide budget of more than $5 billion. In 2021, Commissioner Garcia launched Revive2Thrive. This initiative focuses on revitalizing Precinct 2 through strategic investments in infrastructure and economic opportunity guided by a dynamic community planning process. He believes in engaging, educating, and empowering residents to steer the improvements in their neighborhoods. With Precinct 2 downstream from five counties, Commissioner Garcia is laser-focused on strengthening our infrastructure to reduce the risk of chronic flooding. Since taking office, Precinct 2 has invested more than 225 million in drainage improvement and flood mitigation projects. Under Commissioner Garcia’s leadership, Precinct 2 has garnered multiple local and national awards for its innovative and community-focused approach to solving some of the precinct’s most pressing challenges. This includes addressing health disparities through Access2Health mobile health clinics and homelessness through a low-barrier employment program, Employ2Empower. In 2022, Commissioner Garcia was invited to the White House to present Employ2Empower’s model and success. Commissioner Garcia also put Precinct 2 parks and trails on the map as premier destinations. He directed the construction of the first fully inclusive park in Harris County. The multi-award- winning James Driver Inclusive Park in East Aldine has become a destination for people of all abilities. Public safety is at the center of all decisions Commissioner Garcia makes. He’s worked to increase the budget of all Harris County law enforcement agencies by more than $100 million since taking office in January 2019. He spearheaded the creation of the Violent Persons (VIPER) Task Force to pursue violent criminals with outstanding warrants. Additionally, Commissioner Garcia has pursued technology enhancements for law enforcement by proposing a $14.8 million investment in technology solutions. This is evident in implementing a ShotSpotter pilot program, a system that detects the illegal use of firearms, resulting in the prompt arrest of violent offenders. Commissioner Garcia has also championed the importance of reducing the backlog of cases in the criminal justice system with nearly $40 Million in investments. A believer that all children’s potential must be nurtured, Commissioner Garcia champions youth and family initiatives, including a paid internship program for college students, free SAT/ACT prep classes, early childhood education, and contemporary workforce development initiatives. In his spare time, Commissioner Garcia enjoys bike riding, reading autobiographies, traveling with his family, and cooking.

Nancy Almodovar

Nancy Almodovar, President and CEO of Nan and Company Properties, defines her success by helping others find their happy. Reid Wilson

Reid Wilson is recognized as southeast Texas' preeminent land use attorney, a Fellow of the American College of Real Estate Lawyers (ACREL), and one of few practicing real estate attorneys holding the Counselors of Real Estate (CRE) designation. Board-certified in commercial real estate law and homeowners association law, he brings to his practice his relationships and reputation with governmental lawyers and officials throughout southeast Texas. As the Chairman of Wilson Cribbs + Goren, Reid led the firm to become one of the go-to real estate boutiques in Texas. An adept critical thinker, problem-solver, and creative strategist, as well as a skilled negotiator, Reid advocates for the interests of a wide array of private clients, including residential and commercial developers, property owners, Fortune 500 companies, and owners and operators of industrial sites. He also has unique knowledge of the laws on land use rights of religious organizations; specifically, the constitutional and statutory exceptions granted to them under state and federal law. Houston's land-use laws lack a zoning component – but are bewildering in their variety and complexity. Outside the City of Houston lie numerous municipalities with zoning and other restrictive land-use regulations. Few people have the ability to efficiently navigate the diverse array of local statutes and administrative bodies, from boards of adjustment to zoning boards to city councils, as Reid can do. With his many years in Texas real estate, Reid has experience with most land use regulatory bodies in southeast Texas. This deep experience has allowed him to forge positive relationships with many local government bodies, a quality that provides clients with greater predictability and efficiency when pursuing their land use objectives.
