Dr. Esmaeil Porsa serves as the President and Chief Executive Officer for Harris Health, which is a

community-focused, academic, and safety-net healthcare system dedicated to improving the health of

those most in need in Harris County, Texas, through quality care delivery, coordination of care, and

education.

Harris Health operates 45 community-based clinics, health centers and specialty locations, and two

trauma hospitals: Ben Taub Hospital (Level I) and Lyndon B. Johnson Hospital (Level III). The system

provides high-quality care and treatment for nearly 1.6 million outpatient visits and more than 36,000

hospital cases each year with an operating budget of $2.9 billion.

Prior to his returning to Harris Health in 2020, Dr. Porsa served as the Executive Vice President and

Chief Strategy and Integration Officer at Parkland Health where he had worked since 2007 in different

capacities including the Medical Director of the Dallas County Jail Health program, Associate Chief

Medical Officer and Senior Vice President for Professional and Academic Affairs and Interim Chief

Medical Officer.

Dr. Porsa completed a Bachelor of Science degree in biology and chemistry at Our Lady of the Lake

University in San Antonio before earning his medical degree from the University of Texas Health Science

Center Medical School in San Antonio. He completed his training in internal medicine at the University

of Texas Health Science Center at Houston where he also served as the Chief Medical Resident. Dr.

Porsa completed a Master of Public Health degree in epidemiology at the University of Texas Health

Science Center at Houston School of Public Health as well as a fellowship program in primary care at

the UTHSC-Houston Medical School in 2005. Dr. Porsa obtained his MBA degree in Health Care

Leadership from the University of Texas in Dallas in 2017.

Dr. Porsa has a special interest in improving population health through addressing social determinants of

health (SDOH) and health care delivery in correctional settings. He is the Texas Governor appointee to the

Texas Commission on Jail Standards where he currently serves as the Vice Chair. Additionally, Dr. Porsa

serves on several other professional organizations including as the President of the American Heart

Association in Houston, Chair of the Teaching Hospitals of Texas, Chair of the Frontline Hospital

Alliance, and Chair of the Health Care Advisory Committee at Greater Houston Partnership. Dr. Porsa

has served as a member of the Certified Correctional Health Care Professional Board of Trustees for the

National Commission on Correctional Health Care (NCCHC) for the past decade.

Stephen B. Williams, MD, MBA, MS, FACS, FACHE is an accomplished physician executive, academic leader,

and healthcare innovator with experience leading enterprise clinical operations, care transformation, value-

based care, physician engagement, and healthcare delivery redesign within large, complex academic health

systems.

Dr. Williams currently serves as Associate Chief Medical Officer for the University of Texas Medical Branch

(UTMB) Clear Lake Campus and Medical Director for High Value Care for the UTMB Health System. He is also

Chief of the Division of Urology, Robert Earl Cone Tenured Professor, and Director of Urologic Oncology.

As Medical Director for High Value Care, Dr. Williams architected and launched UTMB's enterprise-wide High

Value Care strategy spanning four campuses, ambulatory practices, and hospital operations. He established

system-wide governance structures, real-time analytics infrastructure, physician-led accountability

frameworks, and operational programs that have generated millions of dollars in annual savings while

improving quality, safety, and patient outcomes.

His leadership portfolio includes clinical operations, value-based care, physician alignment, quality and

safety, population health, AI-enabled workflow redesign, healthcare analytics, and enterprise

transformation. He currently leads system-wide initiatives focused on observation care redesign, clinical

pathway optimization, physician engagement, care variation reduction, and operational excellence.

As Associate Chief Medical Officer, Dr. Williams serves on the UTMB Senior Leadership Team and works

closely with executive leadership, governing boards, and physician leaders to advance strategic growth,

quality performance, accreditation, workforce engagement, and clinical integration. During his tenure,

UTMB Clear Lake achieved multiple national recognitions including Leapfrog Grade A Hospital Safety,

Comprehensive Stroke Center accreditation, Chest Pain Center accreditation, Level II Trauma verification,

and IDSA Center of Excellence designation.

Nationally, Dr. Williams serves on the American Hospital Association Chief Physician Network, the American

College of Healthcare Executives Regent's Advisory Council, the Journal of Healthcare Management Editorial

Board, Harvard Business Review Advisory Council, and numerous national leadership committees. He was

recognized as the 2026 ACHE Southeast Texas Board Member of the Year.

A Harvard-trained surgeon and MD Anderson Cancer Center fellowship-trained oncologist, Dr. Williams has

authored more than 250 peer-reviewed publications, secured federal research funding, and is a recognized

thought leader in healthcare value, quality, innovation, and physician leadership.

With more than 30 years of organizational leadership experience, Robert brings a wealth of

excellence, he brings both a human-focused and a data-driven approach to his work. To him,

managing profit and loss statements and ensuring revenue growth go hand in hand with

fostering talent and strategic relationships outside of Legacy.

Robert left a promising career in banking in Germany to undertake a career-defining pivot to

public health upon moving to Florida in 2004. He has worked for the Monroe and Highlands

County Health Departments, rising from a management analyst to finance director to Chief

Operating Officer (COO). His transition to COO for the Family Health Centers of Southwest

Florida led him to Houston as the COO of Avenue360. Since coming to Legacy in 2023, he has

been responsible for operations in our 23 multi-disciplinary clinics as well as 39 school-based

health clinics. During his tenure he saw a rise in patient encounters from 687K to over 765K a

year, and a landmark electronic medical records transition to the EPIC system.

Robert has extensive experience with resilience and disaster relief efforts. In 2012, he was

proud to receive the “Florida Image Award” from the Florida Surgeon General. In addition, he

served as Section Chief and Incident Commander during multiple tropical storms and hurricanes

in Florida. At Legacy, he has proven invaluable in helping manage risk, ensure profitability and

provide superior service to patients and partners both internally and externally. He believes in

advancing organizational culture through the mentoring and coaching of health care leaders

throughout their management journeys.

Robert earned his Graduate in Business Administration in Germany, followed by his Master of

Business Administration from the State University of New York. Robert lives with his wife, their

daughter and two dogs.

As the Global Health Sector Leader at Gensler, Jim brings decades of experience with design and planning innovation in health, education, and research. His work investigates and integrates new technologies, human experiences, and spatial models for healthcare facilities around the world. Jim is widely recognized as a thought leader in healthcare, influencing the direction of the sector through his award-winning work and active engagement across industry platforms and organizations.

Jim serves as a visiting critic and lecturer at Parsons-The New School, NJIT, Carnegie Mellon University and MIT. He spoke at the Zell & Laurie School for Real Estate Development at The Wharton School addressing Urbanism and New Development Strategies. He is a frequent speaker at conferences and forums, including ACHE, ASHE, HCD, Tradelines, HFS, EHD, The Cleveland Clinic and CHoP. Jerry Ashworth is an accomplished healthcare executive with over

Senior Vice President and Chief Executive Officer in September

Hermann, which is recognized as one of the nation’s top-ranked

rehabilitation hospitals.

Dr. Jennifer Small serves as the Chief Executive Officer of Ambulatory Care Services

(ACS) at Harris Health System, where she provides leadership and strategic oversight

for one of the nation’s most comprehensive safetynet ambulatory care networks. In this

role, Dr. Small leads the system’s community health strategy and directs an integrated

portfolio of outpatient services that includes multispecialty health centers,

communitybased health centers, mobile health units, an ambulatory surgery center,

virtual care services, and Harris Health’s nationally recognized Health Care for the

Homeless Program.

A missiondriven executive, Dr. Small is known for expanding access to highquality care

for vulnerable and underserved populations across Harris County. She has championed

initiatives that strengthen the continuum of care, improve patient experience, and

address social determinants of health. Under her leadership, ACS has advanced

significant expansions of specialty care within community-based settings, reducing

barriers to access and improving coordination across the system.  She also leads

systemwide functions, including the Interpretation Services, Page Operators, Ask My

Nurse Hotline, Referral Center, and the centralized Patient Appointment Center.

Through her strategic direction, these departments have enhanced access,

Gaurav Khadse (GK) is a Registered Architect with 18 years’ experience in design and construction of healthcare facilities. Gaurav holds the position of Vice President, Facilities Planning & Development and Real Estate at Texas Children’s Hospital (TCH). In his position, he leads the facilities project management, program management and planning team responsible for expansion of strategic facilities expansion projects, capital projects and renovations at Texas Children’s. His team is currently handling projects in various stages of design and construction with project costs over a billion dollars including the expansion of Texas Children’s new campus in Austin.

Gaurav has an MBA from the University of Texas at Austin and a Masters in Architecture from Texas A&M University with a specialization in Health Systems and Design. He earned his Bachelor’s degree in Architecture in India. He is licensed in Texas and also a LEED accredited professional.

Melissa Edwards is a nationally recognized leader in healthcare architecture with over

15 years of experience designing impactful, community-centered care environments

across the country. As a Managing Partner of PhiloWilke Partnership—a Houston-based

architectural design firm specializing in healthcare, academic, and scientific

facilities—Melissa leads with a commitment to quality, teamwork, and integrity.

Her passion lies in the transformative role healthcare facilities play within their

communities. Melissa’s design philosophy is rooted in collaborative practice models and

the strategic integration of technology. She brings a unique perspective to every project

by aligning sustainable design principles with deep construction knowledge and system

Under her leadership, PhiloWilke Partnership has completed over 50 emergency-centric

micro-hospitals across the United States. These facilities, ranging from 9,000 to 46,000

Synjyn, Regional Healthcare Director, leads Hoar’s healthcare construction initiatives with a focus on helping clients deliver complex medical facilities that support patient care and long-term operational success. He works closely with healthcare systems, developers, and project teams to guide projects from early planning and preconstruction through construction and final delivery. Drawing on extensive experience in healthcare development and construction, he provides strategic leadership and industry insight to help teams navigate the unique regulatory, operational, and logistical challenges associated with healthcare environments.

Mike Coleman is the Director for Texas Healthcare at Layton, bringing 14 years of industry experience across both operations and client development. His background includes roles as Superintendent, Project Manager, and Project Executive, giving him a well-rounded perspective on delivering complex projects. Mike’s expertise spans scheduling, cost management, risk analysis, procurement, and estimating, enabling him to align project execution with client goals. He is passionate about pursuing healthcare projects that make a meaningful impact on the communities they serve. Mike is also actively involved in industry and charitable organizations, currently serving on the board for AMFP Houston. Karen Mooney is the Associate Vice President of Facilities Planning, Design and Construction department at the University of Texas MD Anderson Cancer Center in Houston, Texas. Her team manages strategic facilities planning for the organization as well as the implementation of a multi-billion capital construction program. Karen graduated from Texas A&M University with a degree in Construction Management and received her MBA from UT Tyler.

Ashley Dias is a Healthcare Practice Lead in Texas and a member of the firmwide Healthcare Practice Council. An architect, planner, and designer, Ashley is a thought leader on topics such as “Hospitals of Tomorrow”. Mike Cloud, Vice President in JE Dunn Construction’s Healthcare Group, brings 34 years of construction experience — including 19 years with JE Dunn — to complex healthcare projects across the country. A Certified Healthcare Constructor, Mike has helped deliver more than 75 healthcare projects totaling over $2.1 billion, ranging from rural replacement hospitals and freestanding emergency departments to major campus expansions, patient towers, surgical suites, and multi-phased renovations in active healthcare environments.

Mike is currently leading JE Dunn’s work on the University of Texas MD Anderson Cancer Center Sugar Land facility, a new outpatient facility that will include multidisciplinary clinics, radiation oncology, chemotherapy, diagnostic imaging, laboratory medicine, pharmacy and surgery services.

Known for his collaborative, practical approach, Mike brings a builder’s perspective to helping healthcare clients manage cost, speed to market, operational continuity and long-term facility performance.

Kurt’s professional engineering career spans over 40 years. His expertise includes structural engineering design for Mission Critical Facilities such as Data Centers, Health Care Facilities such as Hospitals and Clinics and Life Sciences Facilities such as Biopharmaceutical Pilot Plants and Production Facilities around the United States and the World. His area of expertise is in designing buildings to be occupable after natural disasters including Tornados, Hurricanes and Earthquakes. He has been the structural engineer of record for conventional “fixed Base Buildings” ranging from 1-23 stories, “Base Isolated Buildings” ranging from 1-5 stories, and the retrofit and new construction of buildings incorporating Fluid Viscous Dampers ranging from 1-22 stories. He has published numerous papers on passive energy dissipation and presented the findings at various conventions in Boston, San Francisco and Milan.

For over 23 years as the Founding Principal at PARADIGM Structural Engineers, Kurt spends most of his time developing new leaders at PARADIGM and mentoring staff in Chicago and San Francisco.

Nate Newman leads a team of highly qualified advisors specializing in the sale of retail shopping centers, office buildings, industrial business parks, and single-tenant net leased assets. Nate began his career in commercial real estate in 2007 with a small commercial real estate brokerage company in The Woodlands, TX. His timing coincided with The Great Recession, which taught Nate valuable lessons in humility, determination, and how to hustle. After five years and 65 transactions of various sizes, Nate joined Marcus & Millichap in 2013 to open The Woodlands office. During his tenure at Marcus & Millichap, Nate was very successful in representing some of the largest investors and developers in Houston. Nate has sold in excess of $400,000,000 of properties and he and his team have personally underwritten/valued billions of dollars worth of assets as a service to their clients.

Nate also has extensive experience as a developer, specializing in build-to-suit development and working through entitlement challenges for large land tracts. Since 2014, Nate has successfully developed three retail build-to-suits, one medical office building, and one large scale mixed-use development of 107 acres. Nate is currently developing three industrial business parks totaling 400,000 square feet and 5 mixed-use projects on 200+ acres totaling over one million square feet. Coy Davidson has more than 30 years of experience in commercial real estate specializing in corporate real estate services, tenant representation, office leasing and investment sales. Mr. Davidson joined Colliers in June 2000 as Vice President in the Office Services Group. Prior to joining Colliers, Mr. Davidson served eleven years with two local commercial real estate brokerage firms.

Specializing primarily in office properties and healthcare properties, Mr. Davidson has completed over seven million square feet of lease and sales transactions and the brokerage of more than 1,000 acres of land development sites throughout the Greater Houston area and has assisted clients in multiple cities throughout the United States.

Mr. Davidson has vast experience with Healthcare related entities including major hospital systems and private physicians in the Texas Medical Center and throughout Greater Houston and is a member of Colliers International National Healthcare Service Group. His focus on the healthcare sector has resulted in more than $250 million in healthcare real estate related transactions.

Kristen Kupperman, Vice President of Design, Construction, and Facilities at Texas Medical Center (TMC).

With a 15-year track record in construction, Kristen has worked in major cities such as New York City,

Chicago, Iowa City, San Diego, and Houston.

As VP of design, construction, and facilities for TMC, Kristen recently completed TMC Helix Park—a

groundbreaking 37-acre campus that redefines collaborative research spaces. This innovative project

features shared and proprietary research centers, multidisciplinary labs, and a distinctive double-helix

green space accessible to the public.

Drawing upon a wealth of experience, Kristen has honed their skills in project management by directly

Mital Brahmbhatt brings 20 years of experience in healthcare, where she has successfully

developed and led programs focused on population health and care coordination. With a strong

innovative strategies. Mital holds a Master of Social Work from the University of Houston and a

Master of Healthcare Administration from Texas Woman’s University.

Throughout her career, Mital has overseen operations in intensive care units, built a psychosocial

division for the largest pediatric cancer center, and developed the STAR Kids Medicaid program

for a health plan. She has worked to advance care coordination from payer to hospital to

community, demonstrating its positive impact on patient care. Mital is passionate about being a

change agent both professionally and personally, dedicating her time to volunteer with three

nonprofit organizations in the Houston area.

Currently, Mital serves as the System Director, Care Coordination & Population Health for

Memorial Hermann’s Population Health Service Organization and is an adjunct professor at

Texas Woman’s University. She is also an AHA NextGen Leaders Fellow.

Todd serves as a Director of Healthcare for the Houston region for Austin Commercial. He brings over 30 years of operational knowledge, having built large scale healthcare programs across the nation. Todd holds a Master of Architecture from Washington University and currently serves as the Project Director for the MD Anderson Cancer Center One Patient Care Building (1PC).

Katye Miller McGinnis is a Team Director with Walter P Moore and a civil engineer with over 12 years of experience supporting healthcare, commercial, and institutional development projects throughout Texas. She works closely with healthcare providers, architects, and contractors to navigate the complexities of site development and infrastructure planning for healthcare facilities.

An active leader in the industry, Katye serves with Women in Healthcare, CREW Houston and ULI, where she helps connect professionals across the healthcare built environment. She is passionate about collaboration, mentorship, and creating spaces that support exceptional patient care.

Dr. Todd K. Rosengart is executive vice president (interim) of clinical affairs,

professor and DeBakey-Bard chair of the Michael E. DeBakey Department of

Surgery, and vice-president for hospital operations and quality improvement at

Baylor College of Medicine (BCM). He is also professor of molecular and cell

biology at BCM and professor of heart and vascular disease at the Texas Heart

Institute. He is an NIH-funded scientist with over $30 million in uninterrupted

extramural funding over the past thirty years. He is past president of the

American College of Surgeons (ACS) Society of Surgical Chairs and past board

director of the American Association for Thoracic Surgery, the world’s oldest

cardiac surgery society. He was inducted into the National Academy of

Inventors as a member of the Class of 2025.

Dr. Rosengart and his team at Cornell in 1997 performed the world’s first viral-based cardiac gene transfer

procedure, part of a Phase 1 angiogenesis trial for “no option” patients with end stage coronary artery

disease. This work led to the recent completion of a successful Phase 2 trial conducted under FDA Fast

Track status and an enrolling international Phase 2b trial being conducted by XyloCor Therapeutics, co-

founded by Rosengart in 2016. He holds 16 U.S. and other patents and is author of nearly 300 peer-

reviewed articles and other publications with over 17,000 citations and an h-index of 68 (i10-index: 187).

Dr. Rosengart is past chair of the NIH Bioengineering, Technology and Surgical Sciences Study Section,

inaugural chair of the ACS National Surgeon Scientist Study Section, and a member of the American

Surgical Association, the Leducq Foundation Scientific Advisory Committee, and the ACS Academy of

Master Surgeon Educators. Amongst other roles, he serves on the ACS Board of Governors Executive

Committee, for which he led efforts establishing new national guidelines on surgeon competency. He is

co-editor of the ACS Surgery Chairs Playbook and past editor of Seminars in Thoracic and

Cardiovascular Surgery (2013 – 2021). He has mentored over one hundred research and cardiac surgery

trainees over the past thirty years.

Dr. Rosengart chairs the Baylor St. Luke’s Medical Center (BSLMC) Hospital Operations Committee and

serves on the BCM Executive Leadership Team and the Texas Heart Institute Board of Trustees. He served

as a member of the BSLMC Board of Directors (2017 - 2025), chairing its Marketing Committee, and as

two-term chair of the BCM Faculty Group Practice Board.

He was national chair of the cardiac surgery service line for CHI (Common Spirit Health), one of largest

not-for-profit hospital systems in the U.S. His previous institutional roles include his serving as two-term

chair of the BCM Faculty Group Practice Board of Governors and as board chair of the Affiliated Medical

Services, a 1000-member BCM and University of Texas consortium staffing Harris Health, one of the

largest municipal healthcare organizations in the U.S.

Dr. Rosengart was co-founder of Vitals.com (MDx, LLC), which before its acquisition was one of the

world’s largest web-based medical consumerism companies, and is founder of Aspira Medical, which is

developing wearable ultrasound technology to provide early detection of critical human pathophysiology.

Jim has overall responsibility for all our projects including the sourcing and structuring of those projects as well as overseeing all aspects of the organization. Jim has over 30 years of experience in structuring projects including the sourcing, negotiating and closing of equity and debt.

Jim has extensive experience in medical office management, development and acquisitions and was a founding member of a national medical real estate development group based in Colorado. He has been active in commercial real estate development, acquisition, asset management and finance for over 25 years completing approximately $2.5 billion in transactions.

Education

Jim received his MSF and BSBA with a concentration in Finance from Georgetown University. He also studied at the London School of Economics and Political Science.

As Vice President of Acquisitions at Cypress West Partners, Sam Clark leads the firm’s healthcare real estate investment platform across the United States. Since opening Cypress West’s Dallas office in 2021, he has sourced, underwritten, and closed more than $525 million in medical office transactions, expanding the firm’s footprint throughout the Smile States. Sam also serves as a member of the Revista Rising Leaders Council, recognizing his contributions and leadership within the healthcare real estate industry.

Before joining Cypress West, Sam served as a Senior Financial Analyst at MedProperties Realty Advisors, where he underwrote and closed over $1 billion in healthcare facilities nationwide. Earlier in his career, he worked at CBRE, supporting Baylor Scott & White Health with financial analysis and lease negotiations for healthcare development and acquisition projects.

Sam is a graduate of Southern Methodist University’s Cox School of Business, where he earned a BBA in Finance.
