Quincy Allen is the District Engineer for the Houston District of the Texas Department of

Transportation (TxDOT). He oversees the department operations in the counties of Brazoria, Fort

Bend, Galveston, Harris, Montgomery and Waller (the Houston District is the largest district in

Texas). His duties include maintaining an effective and coordinated operation for the Houston

District. He is responsible for the development of work programs to meet transportation needs

including construction, maintenance, and traffic control. He also acts as a consultant to other

staff members on administration, programming, planning, construction, design, maintenance,

traffic, and right-of-way in order to coordinate operations. He also serves on several district and

agency committees.

Career: Quincy has 32 years of experience in transportation engineering. His career with

TxDOT began in Houston in 1985, and he became licensed as a professional engineer in Texas

in 1991. Quincy was assigned the position of Area Engineer for the East Harris Area office in

October 1997. During this time, this office administered many construction contracts including

contracts to remove the Baytown Tunnel and reconstruction of US 59/Spur 527. He became

Area Engineer for the Southeast Harris Area office in September 2008 when the South and East

Harris Area offices were combined. In May 2009, Quincy became the Director of Maintenance

for the Houston District. In this position, he oversaw completion of the John W. Johnson ferry

and the development of Houston District’s first performance based routine maintenance contract.

Quincy also guided the Houston District maintenance sections through several challenging

budget years. He became the Deputy District Engineer in March 2012 and moved into the

District Engineer position on April 1, 2015.

Personal: Quincy Allen was born and raised in Houston. He and his family make their home in

Houston. He and his wife Janet are very proud of their sons Will and Ben who are 7th generation

Houstonians. Will is an Eagle Scout and a recent graduate of the University of Mississippi. He

now resides in Memphis, Tennessee. Ben is an Eagle Scout and attends school at the University

of Mississippi.

Darrell L. Betts, CCIM is a Principal with the Capital Markets group of Avison Young and is in

charge of the representation for dispositions of investment properties owned by financial

institutions, pension funds, REIT’s and private investors. Darrell began his commercial real

estate career over 30 years ago and was recruited by Avison Young in 2010 to lead the

company's Capital Markets practice in Texas and the Southwest U.S. Over the past three

decades, Darrell facilitated over $5 billion worth of real estate transactions.

Numerous times throughout his career, the Houston Business Journal named Betts a "Heavy

Hitter of Commercial Real Estate, including 2017." Among other awards, Darrell was listed in

Commercial Property News’ 2005 Hot Brokers of America and Top Producer for another leading

firm for eight years. Darrell was Avison Young's 2011 top producer in the U.S. for Capital Markets

and has been presented with the Circle of Excellence award recognizing the top producers

globally for 2017.

Education & Affiliation

Darrell Betts graduated from Texas A&M University with a Bachelor of Business

Administration in finance with an emphasis in commercial real estate. Darrell also received

a highly recognized Certified Commercial Investor Member (CCIM) designation through

the Commercial Investment Real Estate Institute, an affiliate of the National Associate of

Realtors.

He is currently a member of Texas A&M's Master of Real Estate Advisory Board. Darrell is

also an active member of the bilateral US-Arab Chamber of Commerce and has made

multiple visits to the Middle East, most recently for Business Development and International

Relations trade missions.

Mr. Piggott, a graduate from the University of Texas with a BBA, has been involved in community

banking in the Houston area since 1977. He has been the chief executive officer of three (3) banks during

that time, and he also served on the Texas Banker’s Association (“TBA”) Board of Directors for four (4)

years. He has also served as the Government Relations chair for both the TBA and the American Bankers’

Association for Texas. Most recently, he served as the Chief Credit Officer at Wallis State Bank, a $500

million asset community bank based out of Houston.

Mr. Piggott has been involved in Houston banking for 40 years and, more particularly, in commercial

loan and commercial real estate loan underwriting, servicing and managing a commercial loan portfolio,

managing commercial lenders, underwriters, and closers, executive management, and planning for

community banks.

Over his career, Mr. Piggott has served as the primary interface for all regulatory agencies, chaired bank

loan committees, served on audit, asset-liability, and information technology committees, and written

numerous bank policies and strategic plans.

Marvalette Fentress Hunter is Principal and CEO of 3D Visions Planning Consultants, LLC, a

project planning and development consulting firm started in January 2000. Ms. Hunter is an

Architect and Planner with over 18 years experience in affordable housing development and

finance. She holds a Bachelor of Architecture degree from Florida A & M University and a

Master’s Degree in City & Regional Planning from Cornell University. Ms. Hunter formerly

served as Chief Development Officer for Harris County Housing Authority, providing

leadership to the agency’s numerous multi-family housing developments. She also served as

Vice President of Community Lending at Washington Mutual Bank where she specialized in

multi-family tax credit and bond financing.

As a Community Development Specialist, Ms. Hunter held two posts for the City of Houston’s

Departments of Planning and Development and Housing and Community Development. She

also served as the Founding Director of the Faith-Based Community Development Program

at the College of Biblical Studies, where she developed a curriculum designed to train

practitioners to implement community and economic development models and authored a

publication, entitled “Faith-based Affordable Housing Development and Finance”.

Ms. Hunter serves on the board of directors of several non-profit organizations. She was

appointed to the Texas Affordable Housing Task Force by Governor George W. Bush and

later to the Texas Commission on Jail Standards. She is a member of Leadership Texas and

Delta Sigma Theta Sorority, Inc. Ms. Hunter is married to Dr. Newal Hunter Jr. and they have

two children, Austin Chandler and Victoria Grace. She is a faithful member of Fallbrook

Church in Houston, Texas.

Fred Caldwell is the President and CEO of Caldwell Companies, a fully integrated residential and commercial real estate firm based in northwest Houston with offices in The Woodlands and College Station. Today, the firm serves as a holding company for a family of related companies that invest in and develop planned residential communities, develops commercial office and retail projects; brokers and manages commercial and land assets. The firm also participates in various private equity investments. Caldwell’s planned communities include Towne Lake, Rock Creek, Willowcreek Ranch, Del Webb Sweetgrass, Mission Ranch, Great Oaks and Spring Creek Ranch. Caldwell Commercial Developments have included Remington Square, Round Up Business Park, Greens Crossing Business Park, and Research Park at TAMU in College Station. Fred began his career with The Originals Group in 1983 and joined Southern Realty Corporation in 1985, becoming President in 1988. Fred was the founding partner of Caldwell Nyberg Interests in 1990, which was later renamed as Caldwell Companies. Fred serves on the Board of Directors and was past Chairman of the Cy-Fair Educational Foundation, is a former member of the 12th Man Foundation Executive Board, is a Lowry Mays College & Graduate School of Business Development Board Member, was past Chairman for the Lonestar College System District Foundation and currently serves on the JH Ranch International and Outback Ministries boards. Fred is an Elder with The Church at Crosslake. Fred is also the author of “Flying Your Business” which he wrote in 2015. Fred is a graduate of Texas A&M University with a degree in accounting and a master’s degree in finance. Fred was a three-year letterman on the Texas A&M football team. Fred and his wife, Susan, have been married for 34 years and have two children; Amanda and Lindsey. The Caldwell's reside in Northwest Houston. Fred enjoys ranch ministry, golf, ranching and other outdoor activities.

Lisa Helfman is the Director of Real Estate for H-E- B Grocery Company and is working

on the company’s significant expansion in Houston. Prior to joining H-E- B in 2014,

Lisa served as Director of Real Estate Services at Texas Children’s Hospital where

she created the Real Estate Services Department in order to centralize the hospital’s

real estate operations. Lisa worked at Texas Children’s for seven years after leaving

Vinson & Elkins where she represented many urban redevelopment clients, non-

profits, and government entities in financings, real estate, and other legal matters.

Lisa received her JD Magna Cum Laude from the University of Houston Law Center

and her BA Cum Laude from Tulane University.

When she isn’t pursuing dynamic sites for H-E- B, she is pushing kale smoothies to

children all over underserved communities as the Founder of Brighter Bites. In the

fall of 2011, Lisa and her family took part in a weekly fruit and vegetable co-op, and

she watched her children’s eating habits transform—for the better. So much so that

her little boy rejected a piece of cake at a birthday party, asking instead for the

blueberries he’d grown fond of eating at home. Like most moms, Lisa realized this

was a fairly significant decision for a six-year- old, and she wondered what kind of

influence regular access to fresh produce might have on all children.

She was inspired to replicate this type of positive change in underserved

communities identified as “food deserts,” or areas where access to grocery stores

stocked with fresh produce is sorely limited. Because nutrition education in these

communities is often equally lacking, Lisa’s vision was to bring a produce co-op to

schools in these neighborhoods that included an educational component. She

created a collaborative partnership between the Houston Food Bank and Dr. Shreela

Sharma at the University of Texas School of Public Health, and launched the

program now known as Brighter Bites. Five years later, Brighter Bites has delivered

over 15,000,000 pounds of fresh produce to over 30,000 families at over 100

participating schools in Houston, Dallas, and Austin and is now replicating

nationally in NYC, DC and SW Florida.

Heath Melton joined The Howard Hughes Corporation® (HHC) in 2015 and was recently named

President of the Phoenix Region with their 37,000 Acre purchase of Douglas Ranch/Trillium.

Prior, he served as Executive Vice President, Master Planned Communities Residential in

Houston. Heath is responsible for residential planning & development for the award-winning

master planned communities of The Woodlands, Bridgeland and The Woodlands Hills.

Prior to joining The Howard Hughes Corporation, Heath was a General Manager for Travisso

working for Taylor Morrison, Austin Division. He also worked for Sueba and KB Home in the

Houston market. Heath is a West Point Graduate and served in the US Army as a Field Artillery

Officer for five years where he deployed to Kosovo and Operation Iraqi Freedom.

David Batts LEED AP, is a veteran in the exploration of how Low Impact Development can drastically impact not only the ecology of a given development, but also the economics. David is a co-founder of the Texas Land / Water Sustainability Forum, a non-profit, collaborative effort among local regulators, decision makers, and design professionals to explore ideas, methods, materials, and technologies related to the sustainability of land and water in Texas’ growing urban environment. By working through both the non-profit and for a construction company that specializes in Low Impact Development design and construction, David has a unique perspective on how LID should be implemented from both the regulator and contractor levels. David is Director, Systems Solutions for Houston based Construction EcoServices.
