MICHAEL B. HANCOCK is serving his third term as

Denver's 45th mayor and is the second African

American to hold the position. He is a member of the

U.S. Conference of Mayors, where he chairs the

Communications and Transportation committee, is

Vice President of the National Conference of

Democratic Mayors and is a member of the African

American Mayor’s Association.

Raised in Denver since he was 10 months old,

Mayor Hancock found his passion and purpose in

serving the city and the people he loves.

Equity is the foundation of his public service and the intention that drives his leadership, from the start of

his career at the Denver Housing Authority and the National Civic League, to becoming the youngest

President of an Urban League chapter in America, to today as a third-term Mayor of the City and County

Denver.

Mayor Hancock has never looked away from a challenge – meeting the needs of the community by

helping organizations with fiscal management, civic engagement, and better governance. He honed those

skills in the non-profit and private sectors and brought them to the Denver City Council, where he served

for eight years including two terms as City Council President.

Mayor Hancock and his Administration would help enable Denver’s recovery from the Great Recession,

fixing Denver’s budget challenges, innovating tax payer money-saving efficiencies in government,

investing in infrastructure, raising the minimum wage for Denver’s workforce, and prioritizing children,

families, and small and minority- and women-owned small businesses. The strategic expansion of Denver

International Airport created jobs and elevated Denver as a thriving city and global leader in industry and

a sought-after destination to live and do business.

When the deadly COVID-19 pandemic paralyzed cities around the world, Mayor Hancock took immediate

action, supporting a public health order to protect the health and welfare of residents, first responders and

businesses. His Administration secured millions of pieces of PPE for frontline workers, funding for

programs to assist residents who need help paying for basic needs and stood up emergency around the

clock shelter for people experiencing homelessness.

The Hancock Administration’s prudent fiscal planning, strong community partnerships, progressive

housing and social and economic support programs, and emergency management operations response

enabled Denver to respond quickly and nimbly to the impacts of the virus and the civil unrest born from a

simultaneous national reckoning on race.

Mayor Hancock’s economic recovery committee took shape even before vaccines were in the arms of

Denver residents, planning ahead for the needs of families and businesses that would need sustained

support to rebound after more than a year of devastating losses of lives and livelihoods.

Mayor Hancock pledged that Denver would build back better – a promise he had fulfilled once before in

the years following the Great Recession. Prioritizing public safety, housing and economic recovery – he

crafted a bond package with infrastructure investments that will bring long term benefits to compliment

federal aid to sustain Denver’s economic recovery and growth, expand opportunity, and ensure prosperity

for more residents, businesses and families into the future.

The Mayor is a die-hard Denver Broncos fan. He earned a B.A. from Hastings College and a Master of

Public Administration from the University of Colorado, Denver.

Mayor Hancock is the proud father of three children and doting grandfather to an adorable

granddaughter.

The Downtown Denver Partnership announced Kourtny

Garrett as its President and CEO in January 2022. Garrett

joined the Partnership from Downtown Dallas, Inc. (DDI),

where she served as President and CEO for nearly seven

years.

With 25 years of experience in developing livable

communities, Garrett is fueled by her passion for cities. Her

expertise is rooted in building social, cultural and economic vibrancy, creating places for

people that provide access and opportunity for all. Garrett has expanded her work

nationally and internationally through research and participation in the International

Downtown Association, German Marshall Foundation, Brookings Institute and the

International Business of Cities. She has published through many of these

organizations, working toward the health and vitality of city centers across the globe.

Garrett is proud to sit on the Board of Directors of VISIT DENVER and the CAP

Advisory Board of the CU Denver College of Architecture and Planning.

Carl Koelbel

President & CEO

Koelbel & Company

Carl Koelbel is President and CEO of Koelbel and Company where he carries on a three-generation tradition of real estate development in the Denver Metro area. His primary focus is directing the vision of the company into the mid-21st century, identifying new opportunities, managing company financial capacity and investments, and ensuring efficient and effective operations. Under his guidance the company has expanded its development and real estate platforms into affordable housing, co-working, industry specific workspaces, and value add acquisitions. He also manages and oversees the expansion of the Koelbel and Company’s traditional activities of home building, land development, as well and office and retail development. Carl is active in the community and currently sits on the boards of the Middle Income Housing Authority and the Denver Metro Chamber of Commerce.

Carl received his Masters of Business Administration with a concentration in Real Estate and Finance from the University of Colorado in Boulder. Before receiving his M.B.A. he was a Research Associate at the Urban Land Institute in Washington, D.C. At U.L.I. he assisted the Senior Resident Fellows in various research projects with a focus on infrastructure and its effect on land use patterns. He has a B.A. in Economics and International Relations from the University of Southern California and is an avid skier, golfer, and youth sports spectator (when his kids are playing). He is always thankful of the support of his wife Fallon and three children, Harper, Reagan, and Presley.

Rodney Milton, Jr.

A Denver native, Rodney Milton is the new Executive Director of Urban Land

Institute (ULI) Colorado. Rodney holds two master’s degrees from Florida State

University and a B.S. in History from Florida A & M University. He served the City

of Atlanta for nearly a decade advancing innovative approaches to place-keeping

and place-making and cultivated strong relationships with the development

community through thoughtful policy and strategic decision making.

Following his time at the City of Atlanta, Milton joined the Atlanta BeltLine, Inc.

(ABI) as a Senior Housing Policy and Development Manager. The nationally noted BeltLine seeks to

connect 45 neighborhoods through transit, trails, economic development, and affordable housing. Milton

established a model for equitable development without displacement piloting a legacy resident tax relief

program and partnering with service providers to administer funding for rental assistance, estate planning,

and small business assistance.

Rodney recently moved back to the Denver area to join the City of Aurora as its Manager of Community

Development. There he was charged with the stewardship of federal funds and the implementation of the

City’s recently adopted Housing Strategy. He led a team that responded to the COVID-19 pandemic by

deploying roughly $15 million in emergency assistance to stabilize Aurora residents. Throughout his

career, Rodney has been a public servant and is excited to serve the members of ULI Colorado as they

shape the future of the built environment.

Scott is currently the Division President of the Mountain States/Southwest for Lennar’s Multifamily Apartment Division where he has been responsible for sourcing over $900 million of development since late-2012 in Denver and Phoenix and building a team of over 40 development, construction and property management professionals. With over 15 years of experience in multifamily, Scott previously served as the Managing Director of Mill Creek Residential Trust, where he sourced the development of over $100 million and established a successful development, construction and asset management platform in the Mountain States. He also was the Managing Director of Trammell Crow Residential and, along with his team, was responsible for the sourcing and development of over $500 million in luxury multifamily communities. Scott is a graduate of the University of Virginia (BA) and the University of Colorado (MBA).

Tom Kiler serves as Managing Director for EDENS, where he oversees the acquisition, development and operations of EDENS’ properties within the Denver, Houston, Dallas and Austin markets.

From 2006-14, Kiler was a Vice President of Development with EDENS in its Washington, D.C. office, where he led the day-to-day development responsibilities of Mosaic, a 31-acre, 2.0M square foot neighborhood in Fairfax, Va. Kiler and the Mosaic team transformed the community from a dilapitated movie theater, salvage yards and disjointed parking lots into walkable streets, parks, an arthouse movie theater, local restaurants and shops, tech office and housing for over 1,200 residents.

From 2014-16, Kiler was a Senior Development Manager with Continuum Partners LLC, a mixed-used development firm based in Denver, Co., where he led the entitlement, planning and sale of multifamily residential connected to the Yorktown Center Mall in suburban Chicago, as well as development capacities on the 9th & Colorado redevelopment in Denver.

Kiler holds a Bachelor of Arts, cum laude, in Economics from Harvard University and a Master of Business Administration, with a concentration in Real Estate, from the University of North Carolina at Chapel Hill. He is a LEED AP with the U.S. Green Building Council and an active member in the Downtown Denver Partnership, Urban Land Institute and The Nature Conservancy.

Kiler lives in Denver with his wife and two daughters. Born outside of Baltimore, Md., he is a 2013 inductee to the Maryland State Wrestling Hall of Fame. An aspiring outdoorsman, Kiler loves hiking and mountaineering and has summited both Mt. Rainier and Mt. Kilimanjaro.

Jason Marcotte

Jason is a third generation native of Colorado and founded “SCVG” in 2014 in pursuit of various real estate opportunities in his home state. As founder of Summit Capital Venture Group, Jason Marcotte leads the firm’s strategy and operations, offering his expertise in finance, capital markets, real estate investing and community development. Over the course of his career, he has completed $400 million worth of transactions in senior living, multifamily & retail real estate. Prior to founding Summit Capital in 2014, Jason served in multiple finance and real estate roles.

After graduating from the University of Southern California in 2007 with a bachelor’s degree in real estate finance, he earned his CPA while working in capital markets for PricewaterhouseCoopers. As senior manager of finance at Air Lease Corporation, he was the company’s sixth hire and helped the firm go public in 2011. A third generation Colorado native, Jason moved back to Denver in 2014 to join his family’s real estate business, where he performed financial modeling, identified and evaluated investment opportunities and assisted in entitlement procurement.

In 2015, Jason founded Summit Supportive Communities (“SSC”), a

provider of residential services for those who have experienced brain injuries. SSC Colorado employs 45 and currently serves up to 44 people in the Denver Metro area with plans for expansion where success is determined by resident outcomes.

When he is not working, Jason enjoys spending time with his wife Erin and three kids while experiencing everything that Denver and Colorado have to offer.

Andrew Katz

Since 2015, Andrew has participated in the development of approximately $350M of office, multifamily, retail and hospitality projects totaling roughly 1M square feet in Colorado and Ohio. Since moving to Denver, Andrew has focused on infill development in and around the urban core as a part of the Development team at Westfield Company. Notable projects include: The Mission Ballroom, a 4,000 capacity new-build music venue operated by AEG, North Wynkoop, a 14-acre mixed-use master development comprised of new-build office, multifamily, and hospitality; anchored by the Mission Ballroom, Sustainability Park: a 100-unit condo and retail project anchored by renowned Japanese restaurant Uchi, & The 150,000 square foot adaptive re-use Stanley Marketplace.

Andrew grew up in Cincinnati, OH where he graduated from The Ohio State University with a bachelor’s degree in Real Estate. Shortly after, he moved to Denver, Colorado to pursue a career in real estate development. He founded Katz Development alongside his father, Scott Katz, who has owned and managed Cincinnati-based development and brokerage firm Midland Retail for 30 years, and his younger brother, Adam Katz.

Steve Gardner

Mr. Steve Gardner, AIA, Partner and Managing Director, Van Tilburg, Banvard & Soderbergh, AIA.

Mr. Gardner oversees day-to-day operations, client relations, staffing and the overall growth of the

Denver office. Since joining Van Tilburg, Banvard & Soderbergh, AIA in 2005 and now with over 30

years of experience in all phases of Architectural practice, he is an industry expert in entitlements, master

planning, feasibility studies, code research, design, construction documentation, specification writing, and

technical quality control.

His work includes commercial, institutional, residential, entertainment, mixed-use, hospitality and retail

projects. Some of his notable projects are:

Nicole has been working in real estate law for more than 20 years, and has experience managing transactions with as many as 276 properties in a

single portfolio, as well as has expertise with handling $1.5 billion deals.

These are just some of the many credentials that Nicole Ament brings

to her role as Brownstein’s Real Estate Department chair—and to her

clients’ projects, every day. Focusing on land use, development,

financing and disposition, she spearheads transactions featuring

complex portfolios and large single assets. Nicole draws on diverse

experience navigating complicated development and land use issues,

to ensure her clients across the nation—from hotels and healthcare

facilities to ski resorts and fitness clubs—maximize opportunities.

Previously, she served as the chair of the firm’s Hospitality, Resort &

Recreation industry group and, in 2018, was named one of Bisnow’s

Denver Power Women for having a significant impact on the business

and commercial real estate industries, and helping propel cities and

communities forward.
