Patrick McFall, a retired Marine Corps Master Sergeant, has called Loveland home since 1988 after being stationed in Northern Colorado and connecting deeply with the community. After 22 years of military service, he built a successful second career in leadership and information technology, serving in roles ranging from systems analyst to Chief Information Officer. Deeply committed to public service, Patrick served on the Loveland Planning Commission from 2014 to 2021, including three years as Chairman. He was elected to the Loveland City Council in November 2021 and elected Mayor in November 2025.

Mayor Dale Hall is a lifelong Weld County resident with decades of leadership experience in public service and the private sector. Elected Mayor of Greeley in 2025, he is passionate about expanding housing opportunities for all residents and fostering business growth that strengthens Greeley’s economy and quality of life. 

Before serving as mayor, Hall represented northwest Greeley as the Ward IV councilmember for seven years and served as Mayor Pro Tem. His public service also includes a term as a Weld County Commissioner and Colorado State Representative for House District 48, as well as service in the U.S. Army. 

In addition to his government experience, Hall has more than 35 years in property management and over 30 years as a financial advisor. He holds an Associate of Arts in Criminal Justice and is serving as Chair of the Poudre River Trail Board. 

Outside his civic duties, he enjoys photography, traveling, reading and cooking – a newfound hobby his wife appreciates. 

William Karspeck grew up in Berthoud and as a result has a very personal tie to the Town and its future. He finds the easy access to uncrowded outdoor recreation is unparalleled in the entire Front Range and represents one of the primary benefits of living in Berthoud. William also finds the modest size of Berthoud fosters close relationships among residents and those who do business here. His parents live in the area and are active in the community. The atmosphere of civic service was a consistent element in his family life. This has led to his belief that local government can have great impact and directly improve people's lives. William is guided by Wendell Berry's quote "We do not inherit the world from our ancestors, we borrow it from our children." William holds a Bachelor's in Communications Studies from Colorado State University and finds that his experience working in local government has allowed him to interact with a variety of departments, giving him insight on how a city runs. He plans to bring this experience to his time as Trustee.

Gino Campana is a father, coach, builder, entrepreneur, and first generation American who has lived the American Dream.

Growing up in Fort Collins, he worked alongside his father, a stonemason.

When starting his own venture as a builder nearly 30 years ago, he began with purchasing and fixing up a small house then selling it– then bought his next house and did it again. Now, he builds world-class large multifamily projects and commercial and residential developments. His company, Bellisimo, is an industry leader in innovative sustainable communities.

Under the leadership of Gino, Bellisimo has built projects across Northern Colorado and helped reimagine neighborhoods with an emphasis on healthy lifestyle and accessible local agriculture. Gino’s passion for hospitality and community have also come to fruition at the award-winning Jessup Farm Artisan Village.

Gino has served on numerous local boards, including the Fort Collins planning and zoning board. As a member of the Fort Collins City Council, Gino leaned on his business experience to oversee a $700 million budget and helped to reduce the city’s debt by over 36% in four years by renegotiating debt and cutting waste.

Gino has built his American Dream brick by brick, but the foundation of his life rests firmly with his wife, Michele, and their four children: Alexandra, Ariella, Maurizio, and Milana.

Ryan McBreen joined Norris Design in 2005 and serves as a Principal in the firm’s Fort Collins office. His expertise includes site planning, land entitlements, project management, and construction coordination for residential and commercial projects. Ryan excels at navigating complex approval processes and finding creative solutions to challenging issues. He values building strong professional relationships and enjoys guiding projects from initial planning through final build-out.

Since joining Element Properties in 2015 Catherine Bean, Principal, has managed development projects and helped to craft and execute the company’s strategy. She’s overseen a range of projects, including the conversion of more than 230 apartments from market rate to permanently affordable, the repositioning of a commercial building in Flatiron Park, and the development of for-sale townhomes in downtown Boulder. Catherine has also spearheaded Element’s growing permanent supportive housing portfolio by receiving competitive 9%, 4%, and Colorado state low-income housing tax credits (LIHTC) for projects that will provide housing and supportive services to the most vulnerable in our community.

Previously, she spent four years with the U.S. Department of Housing and Urban Development (HUD) where her responsibilities included managing FHA’s Breaking Ground Program and overseeing and analyzing HUD’s $13.6 billion share of the American Recovery and Reinvestment Act. Prior to that, she worked for New Orleans Area Habitat for Humanity in the wake of Hurricane Katrina.

Catherine earned her B.A. in history from the University of Virginia and her MBA from Harvard Business School. She sits on the board of the Boulder Shelter for the Homeless and enjoys spending time with her husband, daughter, twin boys, and dog, Huckleberry.

Amanda Smith Greenberg has over 20 years’ experience as a commercial real estate attorney in Colorado. Her clients include local and national developers, owners, investors, and tenants. Amanda represents clients in complex purchase, sale, ground lease and development transactions, including mixed-use projects, industrial developments, large scale residential developments, office buildings and leases, hotels, retail developments and shopping centers, and sports and entertainment stadiums and venues. She negotiates on behalf of clients and advises on title and survey matters, entitlements issues and land use and development approvals. Amanda grew up in Fort Collins, Colorado, obtained a B.A. in Government with a Certificate of concentration in Latin American Studies from Cornell University, and her law degree from the University of Denver Sturm College of Law. She is a mom and youth Alpine ski racing coach for Team Discovery at the Winter Park Competition Center in Winter Park, Colorado.

Mike Freeman serves as the Chief Executive Officer at Innosphere Ventures, which is a science and technology-focused incubator organization. The organization has a specialized R&D facility for startup ventures and venture capital, and it has been in operation for 25 years. Mr. Freeman is responsible for managing all aspects of Innosphere’s operations, finances, strategy, and execution. He is also the General Partner in charge of Innosphere Ventures Fund I and Fund II and has led several investment rounds in science and technology companies located in Colorado and other surrounding states.

Innosphere Ventures is committed to driving significant economic growth in Colorado and the surrounding areas. In the past, Innosphere played a leading role in the Colorado Coalition, which made it to the final round of the US EDA Build Back Better grant program.

Innosphere also led a joint proposal between Colorado and Wyoming to the National Science Foundation Engines program, which is now in the final round of review. In addition to these accomplishments, Innosphere is actively pursuing other transformative funding opportunities. Our goal is to position the Colorado region as one of the top-performing economic regions in the US within five years. With over 100,000 technology professionals working in the front range of Colorado, the region can achieve elite status with a concerted effort.

Josh Guernsey is Founder and Managing Partner of Vuelo Investments, bringing extensive experience in founding, acquiring, and growing companies across real estate investment, development, brokerage, and consulting. He began his career at Prologis, managing institutional transactions across North America, before becoming a Partner at Brinkman Partners in Fort Collins for a decade. He continues as Founder and Managing Partner of Waypoint Companies, where he helps guide strategy across Waypoint's management and real estate businesses. Josh has expertise in structuring joint ventures, securing capital for growth, and building public-private partnerships that shape Northern Colorado's real estate landscape. He holds a Bachelor of Science in Finance from the University of Colorado, a Master's in Real Estate Finance and Construction Management from the University of Denver, and is a Certified Commercial Investment Member (CCIM). He also holds several pilot licenses, a nod to the aviation theme found throughout the Vuelo name. Outside of work, Josh enjoys time with his wife Jen and their three sons, Cole, Graham, and Reid, along with travel and outdoor activities across Colorado.

Rachel obtained a BA in Environmental Studies from the University of Tennessee-Knoxville and kicked off her renewable energy career analyzing the feasibility of wind energy across the South. Rachel joined Namaste Solar in 2017 and has since focused on behind-the-meter commercial and industrial solar development across Colorado’s Front Range. She is experienced with all aspects of the project development process including initial feasibility, preliminary design, financial modelling, and contract negotiation. Rachel currently serves on the board for Namaste Solar and the Colorado New Energy Improvement District (NEID).

Steve Kullberg has been involved in food banking since 2015 and served as Chief Operating Officer at Food Bank of the Rockies until 2024, when he moved to Chief of Staff. In this role, he serves as key advisor and strategic partner to the Chief Executive Officer, focusing on communications and driving organizational priorities. He played a key role in planning the organization’s new Aurora facility, including integrating sustainability initiatives such as a large-scale rooftop solar installation designed to reduce operating costs and strengthen long-term operational resilience.

Dr. Smith had a thirty-year career at University of Colorado’s Cooperative Institute for

Research in Environmental Sciences. Her research focused on greenhouse gas

emissions from wetlands. She served on Boulder Valley School District’s Board of

Education and CU’s Board of Regents, and now she is a Representative in Colorado’s

State House. She serves on the Energy & Environment and the Agriculture, Water &

Natural Resources Committees. Many of her bills focus on clean energy, especially

related to promoting solar energy. Her Plug-in Solar bill was signed into law making

Colorado the fourth state in the U.S. to pass such legislation and is seen as a model bill

for other states to follow.
