Brad Alberts is in his second tenure with the Dallas Stars and currently serves as President and Chief

Executive Officer after rejoining the team in February 2011. Additionally, he acts as President and

Alternate Governor of the Texas Stars, Dallas' development affiliate in the American Hockey League,

roles in which he has served in since July 1, 2017. Alberts serves on the American Airlines Center Board

of Directors, assisting in the management of one of the busiest arenas in the United States.

Alberts, who was named team President on March 2, 2018, and took on the role of Chief Executive

Officer on July 10, 2020, oversees all aspects of the Stars business operations. Previously leading all sales

and marketing, he’s also in charge of all aspects of the organization's finance and administration, box

office, human resources and information technology, as well as the communications department, which

has won three Dick Dillman Awards as the NHL’s Western Conference top public relations staff under his

leadership.

Alberts' career includes nearly two decades of professional sports experience selling tickets, suites,

premium seating and sponsorships. From 1996-2009, Alberts worked for the Dallas Stars and Texas

Rangers in various sales management roles in tickets, suites and corporate sponsorships. From 2006-09,

Alberts served as the Executive Vice President of the Hicks Sports Marketing Group, the in-house

sponsorship sales group for the Stars, Texas Rangers and Liverpool Football Club. In 2009, Alberts took

over as the Vice President of Sponsorship and Sales at Legends/CSL, overseeing events at numerous

venues around the country, most notably the Circuit of The Americas, a Formula One racing track in

Austin, Texas.

Since rejoining the team in 2011, Alberts has played an integral role in the resurgence of the Stars in the

Dallas-Fort Worth Metroplex, helping lead the organization to tremendous growth in brand visibility,

attendance and sponsorship sales. Alberts and his leadership team were instrumental in the sweeping

rebrand of the team, retiring the numbers of Mike Modano, Jere Lehtinen and Sergei Zubov and creating

tremendous sponsorship value for the team and its partners. Under his leadership and direction, the

organization hosted the 2020 Winter Classic at Cotton Bowl Stadium against the Nashville Predators. The

event sold out within hours of tickets going on sale and was hailed as one of the most successful NHL

events of all time, becoming the second-highest attended game in league history with a capacity crowd

of 85,630.

Alberts received his bachelor's degree from Ripon College in 1992 where he was a four-year lettermen

and co-captain of the basketball team, earning an induction into the Ripon College Athletic Hall of Fame

in 2002. He received a master's degree in sports administration from University of Northern Colorado in

1995. Alberts is an avid golfer and fitness enthusiast. Alberts serves as a member of the American Cancer

Society CEO Board, the Dallas Sports Commission Board and is actively involved in other non-profit

causes in the Metroplex.

He resides in Dallas with his wife Kate and their daughter Grace.

Bill Cawley is the brand and vision behind Cawley Partners, a

full-service, Dallas-based real estate company historically focused

on commercial office product. Over the course of his career, Bill has

owned all classes of commercial real estate in multiple markets

across the country. He is continually recognized as one of the most

influential business leaders in Dallas-Fort Worth. In 2020, Bill was

named Developer of the Year by D CEO Magazine, and most recently,

he was the 2022 inductee to the NTCAR (The North Texas Commer-

cial Association of Realtors and Real Estate Professionals) Hall of

Fame. Bill has acquired and developed more than 15 million square

feet of commercial office product. His company, Cawley Partners,

has been the premier office developer along the Dallas North Toll-

way, developing more than $500 million of Class A office space and

totaling more than 1.5 million square feet within the last 5 years.

Bill Cawley served as the 2020 Chairman of TREC (The Real Es-

tate Council) and is a past board member of NTCAR. Bill is an ac-

tive member of ULI (Urban Land Institute) and serves on the SMU

COX Folsom Institute for Real Estate Advisory Board. In addition to

his industry related committee positions, Bill supports numerous

charitable organizations.

Mayor Cain was born in Abilene TX. He served in the Marine Corps during Desert Storm and met his wife Denise while serving in California. They have 3 grown children, all of whom are Anna ISD graduates. 

He served as a Trustee on the Anna ISD board for multiple terms served on the Greater Anna Chamber of Commerce for many years as board member and Chair. He was recently ordained an Elder at Pin Oaks Christian Fellowship. 

For over a decade, he has served as the voice of the coyotes doing all the high school PA for football basketball and other sports events. 

Pete believes completely in servant leadership and is looking forward to serving our neighbors here in Anna.

Bill Cox was elected Mayor of McKinney in June 2025. He is a Principal in the McKinney-based Carey Cox Company, a commercial real estate firm specializing in Collin County.

Mayor Cox has received the McKinney Chamber of Commerce's Carey Cox Citizen of the Year award, which is especially meaningful since it was named after his father. The Collin County Area Realtors have also honored him with the Realtor of the Year Award and Distinguished Service Award.

Mayor Cox is the recipient of his profession’s highest honor, the North Texas Commercial Association of Realtors (NTCAR) Stemmons Service Award. This award goes to a member of NTCAR who best exemplifies the highest standards of a commercial broker, along with a demonstrated commitment to professional and community involvement.

Mayor Cox is an engaged member of the McKinney community, currently serving on the Collin College Foundation Board of Directors. His past leadership roles include Chairman of the McKinney Chamber of Commerce Board, President of the Rotary Club of McKinney, and Chairman of McKinney’s Planning and Zoning Commission. He has also held board positions with Texas Realtors, Collin County Area Realtors, and the Society of Industrial and Office Realtors. In addition, he co-chaired successful bond initiatives for both the City of McKinney and Collin College.

Mayor Cox is a graduate of McKinney High School and the University of Texas at Austin.

Mayor Mark Hill was elected in June 2026. As a community leader, Hill was elected in 2023 to the Frisco Independent School District (FISD) Board of Trustees and served as President from 2025 – 2026. Mayor Hill also served on the Frisco Economic Development Corporation board from 2024 – 2026. Previously, Mayor Hill served on the board of the Frisco Education Foundation.

Mayor Hill is a corporate attorney with more than twenty years of legal experience, which includes being a Managing Partner at Henry Hill, PLLC. Hill has the designation of “Texas Super Lawyer”, an honor awarded by his peers and received every consecutive year since 2013. Mayor Hill was also previously President of the Collin County Bar Association (2016 – 17). Mayor Hill is also a member of the Collin County Bar Association.

Hill earned his law degree from St. Mary’s University School of Law. Mayor Hill also graduated from the Mays Business School at Texas A & M University with a BBA in Finance.

Mayor Hill and his wife, Tiffany, have called Frisco home since 2005 and are proud parents of a daughter, Emily.

Glenn is the COO of Lone Star PACE in charge of day-to-day operations. Lone Star PACE serves

as Program Administrator for city and county Commercial Property Assessed Clean Energy (C-PACE) programs in Texas. C-PACE provides financing for commercial, industrial and multifamily projects that support economic development and resource conservation in Texas communities. C-PACE is designed to overcome the barrier of significant upfront costs for energy efficiency and water conservation projects by offering attractive financing to commercial property owners.

Glenn has more than 35 years’ experience in the commercial real estate industry. He holds the Counselor of Real Estate (CRE) designation and is the current chair of the DFW chapter. Glenn is also an MAI Member of the Appraisal Institute and is a Certified General Real Estate Appraiser in Texas.

In addition to his role at Lone Star PACE, Glenn is president and founder of KLM Realty Advisors, where his team has underwritten more than $18.8B in loans for B-Piece investors of Commercial Mortgage-Backed Securities.

Glenn is a proud graduate of Texas A&M University, where he received a master’s degree in Land Economics and Real Estate and a bachelor’s degree in Agricultural Economics. He and his wife Lori (also an Aggie), reside in Plano and have two daughters.

Aarica Mims joined KDC in 2021 to oversee the company’s leasing activities. Her responsibilities include developing and implementing leasing strategies, focusing on corporate build-to-suit projects and marketing KDC’s strategic land sites. She also sources new development and acquisition opportunities.

Before joining KDC, Mims worked for Granite Properties in Plano, TX. In this role, she managed leasing operations for a multimillion-square-foot portfolio of Class A/AA office and mixed-use projects. Additionally, Mims was actively involved in the design, development, implementation, and leasing of speculative office properties in Plano, Uptown, downtown Dallas, and Southlake.

She has worked with national and international clients, including Fannie Mae, Alkami Technology, The Coca-Cola Company and Health Care Service Corporation/Blue Cross Blue Shield.

While attending East Central University in Oklahoma, Mims interned for The Staubach Company and Cushman & Wakefield. After graduating with a BSBA in Finance, she joined Peloton Commercial Real Estate’s agency leasing group and became senior vice president. In her time with Peloton, she leased multiple high-profile office and industrial buildings throughout DFW, working with clients including the Billingsley Company, Invesco, Primera Companies, Dalfen Commercial and ECOM Real Estate.

Mims serves on the board of the NAIOP North Texas Chapter and has received the CCIM (Certified Commercial Investment Member) designation. She is also a member of The Real Estate Council and is a corporate council member with Klyde Warren Park. In the community, she is a committee member of the Cattle Baron’s Ball and is active with Armstrong Elementary’s Parent-Teacher Association.

Daniel Bowman is a native of Allen, Texas and was named Executive Director/CEO of the Allen

Economic Development Corporation in 2014 after 10 years with the organization. He was

recognized in the Top 40 under 40 by the Dallas Business Journal (2021) and the International

Economic Development Council (2013) and has been instrumental in recruiting corporate

projects including NetSCOUT Systems, Credit Union of Texas, WatchGuard Video and KONE

Elevators. Bowman was also instrumental in structuring the public-private partnership for the

His background and focus on community collaboration led him to several community

Mark specializes in pedestrian-first communities and similar projects with extensive public participation. He emphasizes a holistic approach that dually considers planning and landscape architecture, focusing on connecting people with each other as well as built and natural environments. Accredited by the National Charrette Institute, Mark frequently leads and helps facilitate creative planning charrettes and visioning workshops. With 13 years of experience spanning municipal economic development, chamber leadership, and private-sector

operations, Natasha Roach serves as the Director of Economic Development for the City of Anna. In this role, she

provides executive leadership for the Anna Economic Development Corporation (EDC) and Anna Community

Development Corporation, guiding strategic initiatives that strengthen Anna’s position as a destination for

investment, business growth, and quality development.

Since joining the City of Anna in August 2024, Natasha has advanced high-impact economic development

priorities, including the creation of a major retail hub designed to expand commercial offerings, attract new

investment, and serve Anna’s rapidly growing population. She also initiated the redevelopment of downtown

Anna through a cohesive branding strategy and an illustrative map that helped communicate the district’s vision,

identity, and development opportunities to stakeholders, businesses, and the community.

Her career reflects a broad foundation in economic development and community leadership, including prior work

in municipal economic development, chamber of commerce operations, business engagement, tourism and

hospitality, and private-sector management. This diverse background gives her a practical understanding of

business attraction, stakeholder relations, small business support, community branding, and the operational

needs that shape successful development projects.

Natasha holds a bachelor’s degree in Hotel Restaurant Management and Hospitality from the University of North

Texas and has completed advanced economic development programs, including the Oklahoma University

Economic Development Institute (OUEDI) at the University of Oklahoma. She has also completed the basic

economic development course through the Texas Economic Development Council (TEDC). Natasha is actively

involved in the Texas Economic Development Corporation (TXEDC) the International Economic Development

Edward Hogan is a real estate executive and retail strategist who has shaped some of the most valuable

retail and mixed-use assets in the country, from Fifth Avenue to Los Angeles to Brookfield Place. He

presently serves as Head of Leasing at JVP Development, where he is spearheading leasing at The Mix, a

$3 billion, 112-acre master-planned development in Frisco, Texas.

The Mix will bring over 2 million square feet of Class A office, 375,000 square feet of retail, 3,300

residential units, two hotels, and a 12-acre central park to the North Dallas market. It reflects a pattern

that has held throughout Mr. Hogan's career, choosing to work where jobs and capital are moving, from

Fifth Avenue to Lower Manhattan to North Texas today.

Mr. Hogan spent over a decade at Vornado Realty Trust, where he served as Executive Vice President and

Head of Retail Leasing, overseeing a 2.4 million square foot portfolio across Fifth Avenue, Madison

Avenue, and Times Square and driving leasing strategy for a portfolio generating over $200 million in

NOI. His work there was recognized with REBNY Retail Deal of the Year awards for both Moynihan

Train Hall and Penn Station.

Earlier in his career, at Brookfield Properties, Mr. Hogan led the design, merchandising plan, and leasing

strategy for Brookfield Place, one of the defining projects of his career. The work transformed the

legislation enabling assessment-based financing in 2005. As a key advocate for this

legislation, he helped establish the foundation for Assessment Districts statewide. His

notable accomplishments include:

• Supporting the passage of the 2005 legislation by the Texas Legislature that allowed

for large-scale Attorney General approved capital assessment-based financing.

• Petitioned for the creation of the first capital financing Public Improvement District

(PID) under the new legislation.

o Closing of the first Attorney General approved capital financing PID bonds

was The Highlands at Trophy Club on December 20th, 2007.

• Contributing to subsequent legislative amendments in following years.

• Advancing the formation of Municipal Management Districts (MMDs) with

Assessment Authority.

• Created the Development Mortgage-Backed Securities (DMBS) financing vehicle to

provide capital repaid by future project revenues.

• Pioneered loans and sales against reimbursement agreements, and monetizing

revenue streams including Tax Increment Reinvestment Zone (TIRZ) revenues,

impact fees, and capital recovery fees.

Elizabeth Tovarnak-Mow leads the project delivery, maintenance, and system and incident management departments, all in support of the planning, design, construction, maintenance and operation of the NTTA’s toll roads.

Tovarnak-Mow joined the NTTA in 2008 as the director of project delivery.  In this role she was responsible for directing the day-to-day activities of the $4 billion Corridor Expansion and Capital Improvement Program from the planning stage through construction on all new turnpike and capital improvement projects.

Under Tovarnak-Mow’s leadership, the NTTA team successfully delivered many large tollway projects, including the Lewisville Lake Toll Bridge, Sam Rayburn Tollway, the conversion to all-electronic toll collection, and the President George Bush Eastern and Western extensions. The NTTA project delivery department has a proven track record for delivering projects on time and on budget.

Tovarnak-Mow has more than 20 years of professional experience in the field of engineering and management. She is experienced in all phases of program delivery, including the development of long and short range planning, project development and the NEPA approval process, project management, design, right-of-way acquisition, environmental permitting, utility coordination, construction contract administration, and construction inspection.

Before joining the NTTA, Tovarnak-Mow’s professional experience included time as a consultant where she served in many design and management roles. As a design engineer, her primary focus was in bridge design, where she worked on a variety of large scale transportation projects around the country.

Tovarnak-Mow is a graduate of the University of Toledo in Ohio, where she received her bachelor's degree in civil engineering and is a licensed Professional Engineer in the State of Texas.

Ken Moen

Ken Moen is the Vice President for Aviation at LJA Inc., bringing decades of expertise in air traffic control, airport management, and aviation planning.

Ken's aviation career began in the U.S. Army as an air traffic controller, serving in Kentucky, South Korea, and Alabama from 1977 to 1981. In 1982, he joined the Federal Aviation Administration (FAA) as an air traffic controller while earning his Bachelor of Science in Professional Aeronautics and Aviation Management from Embry-Riddle Aeronautical University. After retiring from the FAA in 2009, Ken spent a year at Baghdad International Airport with Washington Consulting Group, where he trained Iraqi air traffic controllers and supported U.S. military operations.

In 2011, Ken transitioned to the civilian airport sector at Reno-Tahoe International Airport, where he advanced through roles in operations and administration. He earned his Accredited Airport Executive (A.A.E.) certification in July 2016. In 2018, Ken was appointed Airport Manager at Carson City Airport (CXP), serving until his retirement in March 2021. The following month, he joined Armstrong Consultants as a Special Projects Manager and Airport Planner. Ken was hired to start the aviation division for LJA in March of 2025. Ken is a committed aviation advocate, serving as the Vice Chair for the Nevada Governor’s Air Service Development Commission, Vice Chair of the Legislative Committee Southwest Chapter of the American Association of Airport Executives) and President of the Nevada Aviation Association.

Outside of aviation, Ken has been happily married to Denise for 43 years—in a row!—and is a proud father of two and “Papa” to three grandsons.
