Mehrdad Moayedi has been a fixture in the construction and development business for more than 40 years, observing the real estate and market trends of North Texas to consistently drive business success. In 1990, he established Centurion American Custom Homes and has taken on executive duties as president and CEO of Centurion American Development Group.

Centurion works closely with cities, investors, community members and key stakeholders to engage in real estate projects covering all areas of development spanning residential master-planned communities, commercial properties, mixed-use projects, and hospitality assets. More than 200,000 lots have been developed spanning approximately 75,000 acres in more than 300 premier developments since its inception. Under Moayedi’s leadership, Centurion American was recently awarded “Best Real Estate Deal of 2024” by the Dallas Business Journal for the company’s largest development to date, Legacy Hills in Celina, TX. A host of other local, regional, and national accolades have been given over the years for notable

projects, community involvement and leadership in the industry. Moayedi himself has received the John Harbin Visionary Award for his dedication and impact in Tarrant and Denton counties.

President of Hillwood Communities since 1992, Fred Balda provides strategic leadership and oversight of operations and performance, including acquisitions, design and development. Fred has played an active role in the development of more than 100 single-family master-planned communities across 13 states and two countries.

Continually responding to everchanging homebuyer demands and market opportunities, Fred is focused on creating vibrant, innovative communities. His philosophy is simple: “Do right by the people and the planet. The rest will take care of itself.” And the result is consistent: placemaking that inspires a sense of belonging and creates enduring value for homeowners and other stakeholders.

Fred’s real estate career began at Trammell Crow. He joined Hillwood Communities after a successful stint at ClubCorp. A proud graduate of Texas A&M University, Fred holds a Bachelor of Science in civil engineering. He is passionate about sharing his industry insights and expertise through his role as a member of the Mays Business School Master of Real Estate Advisory Board at Texas A&M and his involvement with industry organizations such as the Urban Land Institute and Dallas Builders Association.

His leadership and accomplishments have been recognized by D Magazine, Dallas Business Journal and with a Distinguished Graduate Award from the Zachry Department of Civil and Environmental Engineering at Texas A&M.

A native and resident of Celina, TX, Rex Glendenning worked in the investment

real estate brokerage business for several years, in his early career, before founding

REX Real Estate in 1987. Since then, REX Real Estate has grown its team of

experienced agents, and the company has become established as a nationally

recognized market leader in investment real estate services throughout Texas, with

a particular focus in the North Texas area including what is commonly referred to

as the “Golden Corridor". This area follows the prestigious Preston Road as well as

the affluent Dallas North Tollway. Rex and the award-winning team at REX Real

both private and institutional investors across Texas. Rex is known for providing

Rex Glendenning was born and raised in what was the small town of Celina. After

attending the University of North Texas while playing football for Hall of Fame

Coach Hayden Fry, Rex chose to return to Celina where he and his wife Sherese

made their home and raised their family. Rex graduated from the UNT College of

Business with a Bachelor of Business Administration (BBA) majoring in Real

Estate in 1979.

In 2023, Rex was inducted into the Commercial Real Estate Hall of Fame by the

North Texas Commercial Association of Realtors (NTCAR) and also received D

Magazine’s 2023 Power Brokers Legacy Award. In 2024, Rex was honored with

the University of North Texas “Distinguished Alumni Award.” Rex also was the

recipient of the 2025 NTCAR Stemmons Service Award.

Rylan Yowell

Rylan joined Provident in 2015 and now serves as President of Provident Communities and is a member of Provident Corp.’s Investment Committee. Prior to Provident, he began his career at Deloitte, focusing on corporate real estate consulting projects.

 Under Rylan’s leadership, the platform has evolved beyond traditional Master Planned for-sale communities into a broader mixed-use approach — expanding into BTR (ParcHaus) and single-family for rent projects, with senior living emerging as a new area of focus, while also positioning select communities for multifamily and grocery-anchored retail.

 As President, Rylan sets the strategic direction and vision for Provident’s mixed-use land development projects, overseeing business personnel, capital allocation, and risk management across the business portfolio. In leading the Communities executive team, he guides acquisition strategy and value creation through entitlements, stewards capital partnerships and homebuilder relationships, and drives the platform’s expansion into new product types and markets.

Frank Su is a Vice President of Land Acquisitions in the Dallas Fort Worth market for Meritage

Homes for the past 4 years and has over 20 years of experience in residential development.

Frank leads Meritage Home’s land acquisitions team in sourcing land, contract negotiations,

due diligence, and closing for all Division land deals. In Frank’s prior experience, he was a

Division Vice President for Toll Brothers in charge of land acquisitions, entitlements, and

government/community relations for Toll Brother’s Southern California projects in greater Los

Angeles and Ventura County. His prior roles with Toll Brothers were as a Division Vice President

in homebuilding operations, Director of Land Acquisition, Land Acquisition Manger, and a

Project Manager. He was previously a Director of Acquisitions with Gibraltar Capital and Asset

Management, LLC in Philadelphia, a wholly owned subsidiary of Toll Brothers investing in

distressed assets and a Vice President of Development with The Castle Group, Inc in the San

Francisco Bay Area.

Frank is graduate from Cornell University with a Masters in Real Estate Development and

Kirk Wilson is a distinguished leader in land development, leveraging deep industry roots

and extensive governmental experience to drive exceptional service and facilitate high-

quality projects. His expertise in navigating complex bureaucratic and financial landscapes

positions him as a trusted partner for both public and private sector developments.

A native of North Texas, Kirk graduated from the University of North Texas before embarking

on a career in public service. He served as County Commissioner and later as County

Judge, where he was instrumental in helping found the North Texas Tollway Authority. This

role allowed him to help shape the regional transportation framework essential for

supporting the rapid growth of North Texas, where he continues to support strategic

development along these cri2cal corridors.

Transitioning to entrepreneurship after nine years in government, Kirk focused on

entitlement work and special district financing. He has been pivotal in developing

innovative financial mechanisms that provide essential gap funding for developers,

ensuring the feasibility of complex land development projects. His comprehensive

understanding of both public and private sectors enables him to guide municipalities

toward sustainable growth and eJective long-term planning.

A significant achievement in Kirk's career was assisting with the passage of Texas

legislation enabling assessment-based financing in 2005. As a key advocate for this

legislation, he helped establish the foundation for Assessment Districts statewide. His

notable accomplishments include:

• Supporting the passage of the 2005 legislation by the Texas Legislature that allowed

for large-scale Attorney General approved capital assessment-based financing.

• Petitioned for the creation of the first capital financing Public Improvement District

(PID) under the new legislation.

o Closing of the first Attorney General approved capital financing PID bonds

was The Highlands at Trophy Club on December 20th, 2007.

• Contributing to subsequent legislative amendments in following years.

• Advancing the formation of Municipal Management Districts (MMDs) with

Assessment Authority.

• Created the Development Mortgage-Backed Securities (DMBS) financing vehicle to

provide capital repaid by future project revenues.

• Pioneered loans and sales against reimbursement agreements, and monetizing

revenue streams including Tax Increment Reinvestment Zone (TIRZ) revenues,

impact fees, and capital recovery fees.

Ross Martin focuses his practice on public finance, special districts and public law. He serves as general counsel and bond counsel to special districts, including municipal utility districts, fresh water supply districts, special utility districts, municipal management districts, water control and improvement districts, and other improvement districts providing water, sewer, drainage, roadway and transportation infrastructure for master-planned developments, commercial developments and mixed-use developments.

He also serves as bond counsel to cities and counties in all facets of public finance, with a focus on cities in areas experiencing rapid growth. Ross has also served as counsel on PID creation and special assessments and as bond counsel on PID assessment revenue bonds, combination contract revenue and special assessment bonds, and the refunding of those obligations.

Ross has represented and created special districts before the Texas Legislature and federal, state and local agencies, and has provided municipal law and economic development counsel to counties, cities and developers. He also regularly counsels developers in land use and development issues, including the negotiation of development agreements and CCN and utility matters.

Billy has been with Perry Homes for 20+ years and has worked in both the Houston and DFW markets

serving as Vice President of Construction, Division President, and currently President for North Texas.

After the acquisition of Scott Felder Homes Dallas in 2016 Billy took over the Dallas/ Fort Worth

operations at the beginning of 2017 for Perry Homes. Since the acquisition, the company has gone from

5 closings in 2016 to anticipating 2027 to exceed 1,300+. Perry Homes a privately owned builder that

does more than 4,000 homes per year with revenue of more than $2.5 billion in all major Texas markets

as well as now operating the Florida market.

Billy now resides in North Texas with his wife Joanna and two kids Parker (15) and Prestyn (8). In his free

time Billy enjoys spending time with his family, golfing, fishing, and all the great dining and

entertainment opportunities in North Texas.

Since she joined Bloomfield in 2013 the Company has grown from 400 homes per year

to 2000 homes spread across 60 neighborhoods throughout DFW.

Cathleen has been in the Home Building industry for over 22 years. She previously

worked for Pulte Homes and Dunhill Homes. Cathleen is a graduate of University of

Central Oklahoma with a degree in finance.

Carlton Tidwell

Carlton Tidwell joined the Terrell Chamber of Commerce in 2010 and was named President and

CEO of the Chamber in 2016.

After earning a Bachelor’s degree in Business Administration from Abilene Christian University,

Carlton worked in corporate America for more than 20 years, holding positions in companies such as

Sara Lee, Maybelline and Carlisle before beginning his career in Chamber administration.

Carlton is a Certified Economic Developer and is a graduate of the U.S. Chamber of Commerce

Institute of Management and now serves on the board of regents of Southeast Institute.

He also is a member of the Texas Economic Development Council, International Economic

Development Council, and Texas Chamber of Commerce Executives.

Carlton is a devoted community volunteer, serving as a member of the Terrell Rotary Club and

the board of directors for Star Transit, Pride Rock Wildlife Refuge, and the Terrell ISD Excellence

Foundation. He also is the Kaufman County representative on the North Central Texas Workforce Board.

A former college football referee, Carlton provides color commentary for Terrell Tiger football on KPYK

Tommy Tucker is the VP of Business Development for Central and North Texas and
leads the Cole Ranch (Denton, TX) and Freely (Liberty Hill, TX) teams as they complete
design and prepare for construction. Mr. Tucker coordinates all activities of the Cole
Ranch and Freely teams and consultants, including land planners, engineers,
landscape architects, contractors, and HOA operations. Prior to joining Johnson
Development in 2019, Mr. Tucker managed several award-winning communities,
including Rough Hollow, Belterra, Mueller, and Avery Ranch in Central Texas. Mr.
Tucker has a B.B.A. in real estate and finance from the University of Texas and holds a
J.D. from the University of Houston Law Center. He is the current president of the Home
Builders Association of Greater Austin.

Andre Ferrari serves as Chief Operating Officer for Tellus Group. Andre leads acquisition and disposition efforts for Tellus Group and serves as general counsel on all legal matters. He also works alongside the rest of the team planning new communities, collaborating with municipalities, interfacing with existing and potential future homebuilder partners, capitalizing developments, structuring joint ventures, managing current developments and coordinating investor communications.

Prior to joining Tellus Group, Andre advised real estate owners and operators on capitalization of their real estate assets and projects at JLL Capital Markets (formerly HFF). Andre’s clients included pension funds, developers, investment managers, family offices, and a variety of real estate investment vehicles. He primarily focused on joint venture equity and construction financing for residential developments. During his time at JLL, Andre was involved in over $2.5 Billion of closed transactions across 20+ states.

Prior to his time at JLL, Andre was an associate attorney at the international law firm Haynes and Boone, where he advised clients on their real estate and M&A transactions. During his time at Haynes and Boone, Andre advised clients on over $3.5 Billion in closed transactions.

Andre received his undergraduate degree in Finance from the University of Central Florida and his Juris Doctor from the University of Virginia School of Law. He is a licensed attorney in the State of Texas. He is also an active member of The Real Estate Council (TREC) and formerly served on its Young Guns Board. Andre’s interest in residential development originated prior to obtaining his J.D. during his time with Hicks Trans American Partners, where he worked on master-planned community developments in the Patagonia region of Argentina. Andre is originally from Bogota, Colombia and is bilingual.

In 2019, Woliver founded Oxland Advisors as a real estate

development and consulting company. Oxland Advisors

eventually evolved into Oxland Group, a full-service capital

investment and real estate development firm with

principal-level expertise in land acquisition, entitlements,

development, land transaction, and value creation.

Through Oxland Group, Woliver spearheaded a variety of

projects across the country, offering a unique approach to

capital investment and community building focusing on

creating the highest and best use of the land. Under his

leadership, Oxland Group delivered the largest phase one

in Dallas-Fort Worth history of 1,100 homesites at Painted

Tree, its first development in McKinney, Texas. Prior to the

community’s grand opening, Painted Tree debuted on

RCLCO’s list as the 47th top-selling master-planned

community in the US. Most recently, Oxland announced

the acquisition of 1,860 acres in the Houston market to be

developed as a master-planned community of 4,000

homes.

Prior to Oxland, Woliver served as Vice President and Director of Planning and Development at Hillwood, where he

developed over 10,000 lots in various markets in Texas and across the US. Woliver was the driving force behind

Hillwood’s “Live Smart” vision, a fresh holistic approach on developing the next generation of Master Planned

Communities. At Hillwood, Woliver launched top-selling master-planned communities including Harvest, Union

Park and Pecan Square in North Texas, Pomona in Houston, and Wolf Ranch in Georgetown.

Woliver is known by developers, homebuilders, and landowners alike as a pioneer in implementing various

technological strategies, startups and partnerships in the real estate industry. He has built a vast network of best-

in-class consultants, vendors and relationships throughout the industry to be able to thoughtfully assemble the

right team for the right project.

Woliver began his career as a Land Planner and Landscape Architect at TBG Partners in Austin, Texas. His role at

TBG Partners shaped his ability to look at real estate solutions in a more unique, forward-thinking manner,

including helping build and grow the Dallas office of TBG Partners.

Woliver is an active member on the National level of Urban Land Institute (ULI) and currently serves as the Chair

for one of ULI’s Community Development Councils. He is an invited speaker for industry events and is often

featured in articles on topics such as community development, technology, healthy living, and the food and real

estate movement.

Woliver graduated from Texas A&M University with a degree in Landscape Architecture.

Prior to the founding of Launch, Carter was the co-founder and Managing Principal of a national real estate consulting firm for 27 years. Preceding this, Carter was a Manager in the real estate consulting department of the national accounting firm of Kenneth Leventhal & Company in both the Phoenix, Arizona, and Newport Beach, California offices. Carter is a Certified Public Accountant in Arizona, California, and Texas, as well as a former State Certified Real Estate Appraiser in Arizona. Carter holds a master’s degree in Real Estate Development from the University of Southern California and a bachelor’s degree in Business Economics from the University of California, Santa Barbara.

Carter has over forty years of experience in the real estate consulting industry. Carter’s area of specialty is in the formulation and implementation of land-secured financings for large-scale developments and the formulation of development strategies for large-scale master-planned communities.

Carter served as a City of Phoenix’s Camelback Village Planning Committee member. Carter is a full member of the Urban Land Institute, Valley Partnership, and is a member of numerous Building Industry Associations in Arizona, California, Idaho, and Texas. Carter was the author of the 2008 and 2016 National Association of Home Builders’ Impact Fee Handbook.
