Lucy Billingsley has spent her career in real estate, developing and managing

commercial developments. She, and her husband Henry, started Billingsley Company in

1978 to manage their growing real estate portfolio. The company specializes in

developing office buildings, multi-family, retail and industrial properties, and master-

planned communities, which include: Cypress Waters, International Business Park,

Austin Ranch, and the Arts Plaza campus in Dallas’ Arts District.

Prior to Billingsley Company, Lucy was Chief Executive Officer of the Dallas Market

Center and the Crow Design Centers in Dallas, Houston and Boston and Wyndham

Jade Travel.

Lucy has been inducted into the Texas Business Hall of Fame, the Junior Achievement

of Dallas Business Hall of Fame, the NTCAR Hall of Fame, and she was awarded the

2013 H. Neil Mallon Award.

Born and raised in Dallas, Lucy is a graduate of The University of Texas with a B.B.A. in

finance. She lives in Dallas with Henry and has 4 children and 8 grandchildren.

Greg joined Granite Properties in 2000 and oversees operations, development, human resources and corporate administration company wide. He also focuses on development, leasing and growth opportunities for the Dallas office. Prior to joining Granite, Greg was vice president of business development and corporate marketing of Paric Corporation, a design build and construction firm where he also served on the Executive Committee. Previously he was a senior associate with CB Richard Ellis and a national sales representative for IBM Corporation. Greg served as a past president and is a current board member of the NAIOP Corporate. He is a board member of The Real Estate Council and member of Downtown Dallas, the Dallas Chamber of Commerce, a board member of Plano Economic Development Board and Stars Children\'s Charities. He is a general associate of SIOR and CCIM designee.

Greg received his bachelor’s degree in Economics from the University of Missouri-Columbia and his MBA from the University of Dallas.

Jacob Milligan, senior vice president, head of operations for the Central Region, is responsible for the strategic planning, overseeing all leasing and operating metrics, coordinating the region’s disposition strategy, and managing the region’s operations team of approximately 160 employees. The Central Region is comprised of 275 million square feet including Austin, Chicago, Cincinnati, Columbus, Dallas, Houston, Indianapolis, Louisville, Nashville and San Antonio.

Previously, Mr. Milligan was senior vice president, market officer in Dallas. In this capacity, he oversaw all operational activities for the Dallas/Fort Worth portfolio including strategy, leasing and property management. Since joining Prologis in 2008, he has been located and responsible for the marketing of Prologis assets in multiple markets, including Dallas, Memphis, and Houston.

Mr. Milligan received his masters and undergraduate degrees from Texas A&M University.

Lucy Burns began her career at Lehman Brothers in New York City where she worked in Private Client Services. From there she transitioned into real estate as the head of investments for Groupe Arnault in the United States. In 2006 Lucy joined The Ratkovich Company in Los Angeles where she managed the renovation of a 500,000 square foot high rise on Wilshire Boulevard. The role involved oversight and management of the complete replacement of the building’s central plant, asbestos abatement, common area upgrades and a $5 million lobby renovation. Mrs. Burns also handled lease negotiation, asset positioning, partnership relationships, and property management. n 2008 Lucy entered the family real estate business, where she manages Billingsley Company’s office and single-family property portfolios. “It is a thrill as a parent to see your child as a talent. But better than that is to have them come join your team as a leader focused on creating a significant company for the next 50 years,” remarked Lucy Billingsley, Partner and Co-founder. “Now I have to really start delivering results because I have to live up to a higher standard.” Lucy has her Master’s of Science in Real Estate Development from olumbia University and a Bachelor’s Degree in History from Davidson College. She is on the Board of Directors for Downtown Dallas, Inc. and 2 TIF Boards, and is a member of the Associate Council of the McCombs School of Business Real Estate Finance and Investment Council.

Katie Willis serves as JPI’s Senior Vice President, Construction Partner and leads all Construction and Preconstruction efforts for JPI’s Central Region portfolio.

Prior to joining JPI, Katie Willis led the Preconstruction & Estimating Department and Non-Regional Construction Efforts for a large publicly traded Real Estate Firm traded on the New York Stock Exchange.

Starting with her degree in Civil Engineering from Georgia Tech, through her early experience as a Project Manager and Area Superintendent for an ENR Top 5 construction firm, to her experience leading the Preconstruction Department of a multi-office southeast regional general contractor, Katie has hands-on experience with the entire process of construction. She employs her experience to ensure the optimum balance between cost, design, and program is achieved. Ms. Willis is a certified Six Sigma Instructor and maintains a Land Surveyors License.

Katie’s team members describe her as “fearless”. She is willing to take on any challenge and is fiercely committed to the continuous improvement and development of those around her. Nothing excites Katie more than witnessing the legacy of those she has been privileged to mentor.

When Katie is not at the office, you can find her with her husband and (soon to be) two daughters. Whether the Willis family is traveling to their next hiking location, or snuggled up at home over a board game, they are most at home when they are together.

Robert E. Young, Jr., is Executive Managing Director for Weitzman. Young utilizes his extensive

brokerage and management experience on Weitzman business development and brand promotion.

Young also directs the statewide initiative to grow all of the business lines of the Weitzman platform.

Additionally, through active International Council of Shopping Centers involvement and national

leadership in the Retail Brokers Network, Young works to extend the firm's reach and presence with

clients, prospects and the overall industry at large. Prior to joining Weitzman, Young was senior

managing director for Kennedy‐Wilson. His extensive commercial real estate career also includes

service as executive vice president and managing director in charge of the Dallas operation for Grubb

& Ellis and as executive vice president for BEI Management, Inc.

Young serves on the Board of Directors and was the 2009 President of the Retail Brokers Network, a

nationwide retail networking group whose member companies specialize in retail real estate

brokerage. RBN’s independent firms work together on a regional and national level in tenant

representation, project leasing and investment sales. Young also is a member of the North Texas

Commercial Association of Realtors (NTCAR) and is past president of its board of directors. In

addition, he is a member of the Realtors Commercial Alliance national board of directors and is

active in The Real Estate Council, the International Council of Shopping Centers, the Urban Land

Institute and the International Development Research Council. Young co‐authored a chapter in

“Leasing for Non‐leasing Professionals,” a book published by the International Council of Shopping

Centers. He is a regular instructor for ICSC nationwide educational programs and was dean for the

ICSC University at the University of Pennsylvania Wharton School of Business and is now a faculty

member of ICSC's John T. Riordan School for Retail Real Estate Professionals.

Young received a Bachelor of Arts degree in Economics from Southwestern University in

Georgetown, Texas.

Daniel Bowman is a native of Allen, Texas and was named Executive Director/CEO of the Allen

Economic Development Corporation in 2014 after 10 years with the organization. He was

recognized in the Top 40 under 40 by the Dallas Business Journal (2021) and the International

Economic Development Council (2013) and has been instrumental in recruiting corporate

projects including NetSCOUT Systems, Credit Union of Texas, WatchGuard Video and KONE

Elevators. Bowman was also instrumental in structuring the public-private partnership for the

Watters Creek and The Farm in Allen mixed-use developments.

His background and focus on community collaboration led him to several community

leadership roles with the Kiwanis Club, Leadership Allen and other civic organizations. He is a

graduate of the Urban Land Institute (ULI) CFL Leadership Class and recently earned his CCIM

pin. Bowman is a graduate of Trinity University and the University of Texas at Dallas, where he

earned his MBA.

Steven Upchurch is a Principal and Co-Managing Director of Gensler Dallas, and a practice area leader for the firm’s hospitality practice. He applies his knowledge of local, regional, and international markets to deliver impactful and memorable experiences to owners, developers, operators, and brands.

Dana is a commercial real estate broker with DC Commercial Group. Her business is built on developing meaningful relationships and strategic partnerships. Her in-depth real estate knowledge, hard work, and passion coupled with creativity allow her to help clients make better investment decisions, acquire assets that meet their needs, and build wealth. Before her commercial real estate career, Dana held progressive corporate roles for well-known firms such as AIG, Bertlesmann and Target. Her corporate experience and focus on relationship management have served her well in applying this to her client base with her firm DC Commercial Group. With has a passion for learning and development, Dana received her MBA from Fordham University Graduate School of Business Administration. She also obtained her Bachelor of Arts from New York University. In addition to her post-secondary education, Dana holds her Texas broker license.

The former chief financial officer (CFO) agreed to serve as chairman of the 15-member Dallas Economic Development Corporation. The unpaid role adds to his voluntary duties on the board of Catholic Charities Dallas and the Community Foundation of Texas (CFT), making him one of the City’s go-to specialists when it comes to job creation and fundraising.

John Stephens was responsible for AT&T’s financial planning, corporate development, accounting, tax, auditing, treasury, investor relations and corporate real estate. John was appointed to CFO in June 2011.

Previously, he served as senior vice president and controller, with responsibility for all financial reporting and operational reporting, accounting policy, business planning and regulatory reporting. In that capacity, he also served as chief financial officer for AT&T’s Diversified Services business unit and had responsibility for all corporate tax and shared services. He was named to that position in November 2001.

Prior to serving as controller, John oversaw all corporate tax matters as vice president-Taxes, a position he took on in August 2000. He previously served as managing director-Taxes, where he had similar corporate tax responsibilities. He was named to that position in 1995.

John joined the company as director-Federal Taxes in St. Louis in 1992. Prior to that, he served as a tax senior manager with Ernst & Young in St. Louis. His career also includes service as a member of the tax staff of Peat Marwick & Mitchell in Kansas City.

John has served on the board of directors of América Móvil, an international provider of telecommunications services, and currently serves on the audit committee of the board of directors of a large privately held retailer.

John is chairman of the Dallas Regional Chamber and serves on the board of Catholic Charities of Dallas. He has previously served on the board of the United Way of Dallas and a number of other educational and social service organizations.

John earned his B.S.B.A. degree in accounting from Rockhurst University in Kansas City. He holds a J.D. degree from Saint Louis University’s Law School. John and his wife, Michele, have been married 37 years and have 6 children.

Mike Rosa, Senior Vice President Economic Development

Dallas Regional Chamber (DRC)

Mike is Senior Vice President of the Dallas Regional Chamber’s economic

development program, a position he has held for 17 years.

Mike leads the economic development staff and critical partnering with

regional communities and allies, the State of Texas, the Chamber’s members,

and of course companies and corporate location advisors.

In his current role, Mike and his team have supported numerous corporate

moves to the Dallas region, including 10 Fortune 500 headquarters

relocations and other significant headquarters, office, and industrial projects.

Prior to joining the Dallas Regional Chamber, for 2 years Mike was a Senior

Vice President with the Buxton Company, a Fort Worth-based consulting firm

that selects locations for prominent retailers and helps cities recruit retail.

For 14 years, Mike was with the Fort Worth Chamber of Commerce,

beginning as director of research and becoming Senior Vice President of

Economic Development.

Mike holds a Master of Science degree in economic development from the

University of Southern Mississippi and a Bachelor of Science degree in

regional planning, also from Southern Miss.

In 2015, he served as chairman of the Texas Economic Development Council

(TEDC), the 800-member statewide organization for economic developers.

He also provides leadership to the DFW Marketing Team, the association of

economic development professionals representing Dallas-Fort Worth area

cities.

Mike is currently one of 9 appointees to the State of Texas incentives

oversight committee that serves the Texas legislature.
