Sumner Billingsley is a Partner at Billingsley Company in Dallas, Texas, where she specializes in

master-planned communities and oversees the portfolio strategy, construction, design,

management, marketing, and financing of a multifamily portfolio consisting of more than 8,000

units, with zoning in place for an additional 25,000. She began her real estate career at

Trammell Crow Company in Los Angeles, where she worked in development and acquisitions

and played an active role in the entitlement, design, and development of high-profile Class A

assets across Greater Los Angeles. She later joined CBRE in New York before returning to Dallas

to join Billingsley Company in 2014. Sumner holds a master’s degree from Columbia University

and a bachelor’s degree from the University of Southern California. She is a Council on Foreign

Relations term member and serves on numerous boards and councils, including the National

Geographic Hubbard Council, the SMU Folsom Institute of Real Estate, the SMU Tate Lecture

Series Board, the Urban Land Institute’s Mixed-Use Council, The Real Estate Council Associate

Leadership Council, and the Center for BrainHealth Advisory Board. She is also a national

member of Business Executives for National Security (BENS) and is deeply engaged with

Planned Parenthood. Sumner has traveled extensively through Asia, the Middle East, Europe,

South America, Africa, Australia, and Papua New Guinea.

In his role, Brewer oversees HALL Group’s asset management, development, and marketing teams, managing the company’s real estate portfolio valued at approximately $1.5 billion. Additionally, he serves on the loan committee for HALL Structured Finance, the company’s private lending division.

Before joining HALL Group, Brewer spent 18 years at Hines, where he most recently held the position of market leader for the Dallas operations. During his tenure at Hines, he led numerous real estate developments in the Dallas-Fort Worth market and was deeply involved in acquisitions, refinancing, REO transactions, zoning/entitlement, and real estate development. Earlier in his career, Ben worked at KPMG LLP.

Brewer is a member of the board of directors for The Real Estate Council (TREC), Klyde Warren Park Corporate Council, White Rock Lake Foundation, and the Dallas Regional Chamber.

He earned both his bachelor’s and master’s degrees from Baylor University and is a Certified Public Accountant.

Lee is a registered municipal advisor with more than 25 years of experience in domestic and

international finance. Lee founded Lone Star PACE to serve as a program administrator to the

cities and counties within the State of Texas that elect to implement a Property Assessed Clean

Energy (PACE) program. He works with public and private entities to help them achieve their

energy and water conservation goals via the PACE financing program in their regions.

Prior to founding Lone Star PACE, Lee created Community Development Associates, Granite

Municipal Advisors and Sierra Management Group to help public, private and nonprofit entities

navigate the requirements for various state and federal tax-advantaged financing programs.

Since then, these entities have helped finance more than $40 billion in private activity bonds

across 35 states.

Lee also served as assistant treasurer for USA Waste Services, where he assisted with the

aggressive growth strategy that involved acquiring more than 300 small to midsize companies,

taking the company’s revenue from $600 million to $3 billion during a four-year period. The

company successfully completed a reverse merger in 1998 with Waste Management Inc.,

bringing total revenues to more than $13 billion.

Lee received his BA in finance with honors from Sam Houston State University and his MBA

with honors from the University of Houston. He is a member of the Financial Industry Regulatory

Authority (FINRA) and the Frisco Chamber of Commerce, and he has served as an advisor on

the Department of Energy C-PACE Working Group.

Daniel Bowman is a native of Allen, Texas and was named Executive Director/CEO of the Allen

Economic Development Corporation in 2014 after 10 years with the organization. He was

recognized in the Top 40 under 40 by the Dallas Business Journal (2021) and the International

Economic Development Council (2013) and has been instrumental in recruiting corporate

projects including NetSCOUT Systems, Credit Union of Texas, WatchGuard Video and KONE

Elevators. Bowman was also instrumental in structuring the public-private partnership for the

Watters Creek and The Farm in Allen mixed-use developments.

His background and focus on community collaboration led him to several community

leadership roles with the Kiwanis Club, Leadership Allen and other civic organizations. He is a

graduate of the Urban Land Institute (ULI) CFL Leadership Class and recently earned his CCIM

pin. Bowman is a graduate of Trinity University and the University of Texas at Dallas, where he

earned his MBA.

Teague Griffin’s real estate career began in 2001 with Collin

County Land Company. By 2004, he had joined Mohr Partners,

specializing in tenant representation, and the following year

transitioned to Property Tax Advocates, where he spent 15 years

negotiating complex tax liabilities on large-scale real estate

projects.

In 2006, Teague co-founded Brown & Griffin Real Estate, where

he played a key role in helping a national company acquire more

than 10,000 acres and led multiple development projects across

Collin, Denton, and Grayson Counties.

In 2020, he co-founded Old Prosper Partners, a firm dedicated to land acquisition, entitlement, and

development. Since its launch, the firm has acquired over 6,000 acres, successfully guided

numerous entitlement processes in partnership with local governments, and today manages

approximately $1.5 billion in assets.

With more than two decades of experience in land investment and development, Teague combines

professional expertise with a seventh-generation connection to Collin County—reflecting both a

deep personal commitment to the region and a clear vision for its long-term growth and prosperity.

Andre Ferrari serves as Chief Operating Officer for Tellus Group. Andre leads acquisition and disposition efforts for Tellus Group and serves as general counsel on all legal matters. He also works alongside the rest of the team planning new communities, collaborating with municipalities, interfacing with existing and potential future homebuilder partners, capitalizing developments, structuring joint ventures, managing current developments and coordinating investor communications.

Prior to joining Tellus Group, Andre advised real estate owners and operators on capitalization of their real estate assets and projects at JLL Capital Markets (formerly HFF). Andre’s clients included pension funds, developers, investment managers, family offices, and a variety of real estate investment vehicles. He primarily focused on joint venture equity and construction financing for residential developments. During his time at JLL, Andre was involved in over $2.5 Billion of closed transactions across 20+ states.

Prior to his time at JLL, Andre was an associate attorney at the international law firm Haynes and Boone, where he advised clients on their real estate and M&A transactions. During his time at Haynes and Boone, Andre advised clients on over $3.5 Billion in closed transactions.

Andre received his undergraduate degree in Finance from the University of Central Florida and his Juris Doctor from the University of Virginia School of Law. He is a licensed attorney in the State of Texas. He is also an active member of The Real Estate Council (TREC) and formerly served on its Young Guns Board. Andre’s interest in residential development originated prior to obtaining his J.D. during his time with Hicks Trans American Partners, where he worked on master-planned community developments in the Patagonia region of Argentina. Andre is originally from Bogota, Colombia and is bilingual.

Dustin Davidson was the Managing Director on the Hines Land Development platform for over 7 years since starting with Hines in 2012. Dustin was overseeing the Lot and Single-Family Rental ("SFR") Development Business in Dallas-Fort Worth ("DFW") and Central Texas. Under his leadership starting in 2018, Hines' DFW land platform, from new acquisitions and existing assets, grew from ~900 lots to over 20,000 in under five years. Dustin successfully oversaw one of the largest master planned community transactions when Hines sold 11 communities to Starwood land in April 2025.

Scott maximizes Beck’s architectural and design-build services across its U.S. and Mexico offices. He is an entrepreneurial leader who excels in landmark, award-winning projects in the hospitality, retail, office, and residential sectors. With a background as an international design professional, Scott has expertise in acclaimed building projects. Before rejoining Beck in 2024, he was CEO of 5G Studio Collaborative and a principal at a Frisco development firm. Scott has received numerous industry awards and speaks on design trends.

Joey Grisham is an accomplished economic development leader with extensive experience driving

growth across North Texas. He serves as director of the Anna Economic Development Corporation, a

position he first held from 2019 to 2023 before returning after his tenure as executive director of the

Bonham Economic Development Corporation. During his time in Anna, Grisham recruited and facilitated

high-impact projects, including mixed-use developments in the retail, medical, and industrial sectors.

Grisham’s previous roles include assistant director of economic development for the City of Rowlett,

director of business recruitment at the Greater Irving-Las Colinas Chamber of Commerce, president and

CEO of the economic development corporation for the City of Hutto and an independent retail/economic

development consultant in Granbury.

He is a member of the International Economic Development Council, Texas Economic Development

Council, North Texas Commercial Association of Realtors, and the International Council of Shopping

Centers. He has been named to D CEO’s Dallas 500, which recognizes the most influential business

leaders across Dallas-Fort Worth.

Grisham earned a bachelor’s degree in political science with a minor in business administration from the

University of Mississippi, a master’s degree in political science from the University of Memphis and a

master’s degree in economic development from the University of Southern Mississippi.

Kenneth Carley is an accredited airport executive with over 25 years of professional airport

management experience. He joined the City of McKinney as the Director of McKinney National Airport in

February 2018.

Ken holds a Bachelor of Science degree in Aviation Management from Ohio State University and a

Master of Business Administration degree from Ohio University.

Throughout his career Ken has held leadership roles at both commercial service and general aviation

airports. Prior to joining McKinney, Ken served as the Director of Operations and Maintenance at Quad

City International Airport in Moline, IL. His career also includes serving as the Director of Ohio University

Airport in Athens, Ohio.

Previously, Ken worked for Rickenbacker International Airport in Columbus, Ohio, holding various

positions including Director of Operations and Airport Director.

Stephen is the founder and Managing Partner of Holley Development Company. Previously, Stephen started Stillwater’s speculative industrial division, where over a 4-year period, Stephen was responsible for sourcing over 200 acres for 3,000,000 SF of industrial product in DFW and Austin.Stephen led Stillwater’s speculative industrial initiative with projects in Forney, Allen, Fort Worth, and Austin.Stephen is responsible for the strategic vision of Holley Development Company, growth of the company’s investment pipeline, and is intricately involved in all aspects of development, financing, and deal sourcing.

Stephen graduated from the United States Naval Academy in 2000. He graduated Basic Underwater Demolition / SEAL Class 234 and served as a SEAL officer at SEAL Team 5 for five years and completed four deployments to Iraq and Southeast Asia.Stephen is a co-founder of Carry The Load with fellow Navy SEAL, Clint Bruce. Stephen has served the Dallas community as a member of the Touchdown Club, the Elizabeth Toon Charities, as a Board Member for the Goodwill Industries of Dallas, and as the Chairman of Pete Sessions Service Academy Advisory Board for the 32nd Congressional District. Patrick Hazard has over twenty years of experience in architecture and planning experience. His expertise includes multi-family of varying types (adaptive re-use, three story walk up, five and six story wrap and high-rise). Additionally, Patrick has vast experience with industrial projects, hospitality, civic, educational, historical renovation/adaptive reuse, and sports facilities throughout the United States and foreign countries.

Patrick is currently engaged in project management for a hybrid five story wood frame and eight story cold form metal framed multi-family project near the Bishop Arts area of Dallas with a shared six story cast-in place parking garage with residential amenities at the top level of the garage. Concurrently, Patrick is collaborating with this same developer on an approximate 420 unit “urban” style multi-family project in the Historic Fort Worth Stockyards, consisting of five, four-story residential buildings with some tuck under parking and a separate leasing/amenity building. Beyond multi-family Patrick has recently completed or nearing completion of over one and a half million square feet of combined speculative industrial buildings at sites in Roanoke, Midlothian, and Plano.

Patrick led the team on the Historic Jefferson Hotel in Downtown St. Louis, originally built in 1904 and later added on to in 1928, the building will be renovated to mixed- use, with retail ground level, a 225-guestroom Marriott AC Hotel and 235-key residential. Additionally, he oversaw the team working on a 24-story high-rise multi-family tower in downtown San Jose, California, with 374 residential units.

Patrick’s other projects include Cambria Hotel and 1900 Pacific Residences, an historic adaptive reuse of the 1933 Tower Petroleum and 1951 1900 Pacific buildings in downtown Dallas, Texas. It includes 150 residential units, 177 guestrooms and a rooftop pool; several Aspen Heights single family for rent style student housing projects thought out the United States; the Galleries at Park Lane residential in Dallas, Texas, and the historic Sinclair Building in Fort Worth, Texas. The Sinclair is being converted into a hotel, featuring a steak house, rooftop bar and prime location next to downtown Fort Worth’s Sundance Square. Here, he is implementing modern technologies, including power over ethernet lighting. Other experience includes management of school renovation projects for Dallas Independent School District and industrial warehouses adjacent to Andrews Air Force Base. Patrick also worked closely with Aspen Heights for their Daymark project, a 202-bed community southwest of Historic Downtown Waxahachie, for high functioning, intellectually disabled young adults. This project required careful coordination with the Texas Department of Aging and Disability Services (TDADS) and the Texas Department of Licensing and Regulation (TDLR).

He has over three decades of industry experience in a variety of roles, including Superintendent and Senior Vice President of Nationwide Field Operations, and a variety of projects including Globe Life Field, Texas Live, Dr. Pepper Headquarters, and Kyle Field redevelopment.

Jim earned a bachelor’s degree in Construction Engineering from Oklahoma State University and a bachelor’s degree in Finance from the University of Tulsa. He is a founding board member of the ACE Mentor Program Dallas/Fort Worth Chapter and a Collin College Construction Advisory board member. Jim was named a Design & Development Power Player by the Sports Business Journal.

Tim Campbell manages the JVP Dallas office, overseeing all aspects of JVP’s mixed-use development portfolio in Texas, including The Mix in Frisco. Prior to JVP, Tim was at McCarthy Building Companies leading the healthcare construction portfolio. Tim managed healthcare and commercial projects throughout Texas and was instrumental in expanding McCarthy’s Dallas Business Unit. In New York, Tim worked at Lendlease managing the construction of multiple healthcare and research projects totaling $800+MM. Tim began his career in the construction of tunnels beneath New York City. He holds a BS in Civil Engineering and Economics from Columbia University.

With nearly 41 years of experience in the design, construction and development of real estate, Bruce

understands the need for a good team approach. As an Architect for the first ten years of his career, he

designed a variety of projects before moving into the development business with Woodbine

Development in 1989. There he was responsible for the BNSF Railroad Corporate Headquarters in Ft.

Worth and redevelopment of the old Sanger Harris department store in downtown Dallas into DART’s

current headquarters. Mr. Heller formed Fults Project Services with Jerry Fults in 1995 and served as

Development Partner with Means Knaus before forming JaRyCo Development in 2001. Over the last 19

years, JaRyCo has successfully completed a range for projects including office buildings, medical office

and specialty hospitals, corporate headquarter facilities, office flex projects and land developments. A

hands-on developer with a reputation for quality and attention to detail, Bruce has completed over 4

million SF of developments worth over half a billion dollars. When not leading JaRyCo, Bruce volunteers

for a number of community organizations, has held several positions with the Allen Sunrise Rotary Club

and at his church and for the past 9 years has deployed to disasters around the world as a Shelterbox

Response Team Member.

David Palmer is an Executive Vice President with Cencor Realty Services, where he is responsible for

directing the Dallas Development of Cencor Realty. He is responsible for an existing shopping center

portfolio as well as new retail and mixed-use development and acquisition of centers throughout the

Dallas/Fort Worth area. Prior to joining Cencor, Palmer was a principal and co-founder of the Sfuzzi

restaurant chain from 1986 until 1995, when he joined Cencor. Sfuzzi was a nationwide, 21-

restaurant chain with annual sales of $55 million. Palmer was responsible for real estate and

development of the Sfuzzi sites and worked with Herbert D. Weitzman as broker/advisor on the

expansion. Prior to 1986, he practiced law in Atlanta, Washington, D.C., and in Florida.

Palmer is a member of the International Council of Shopping Centers and the Georgia, Florida and District of Columbia bar associations and received a juris doctor degree from Emory University in Atlanta and a Bachelor of Science degree from Cornell University in Ithaca, New York.

Randy Heady, a Dallas native, graduated from the University of Texas at Austin in 1970 with a B.B.A. in Finance. There he was privileged to become a member of the Texas Silver Spurs, an honorary service organization.

Mr. Heady entered the commercial real estate field in 1971 as head of the office division of Hank Dickerson & Company Realtors. After an eminently successful tenure specializing in office leasing, land brokerage and development consultation, he organized Randy Heady & Company Realtors in 1977 for the purpose of continuing the tradition established upon excellent service for his clients. Annual commercial sales and leasing in a given year have exceeded $160,000,000 in volume. The types of properties and product upon which the firm has focused its activities include the following:

Mr. Heady served on the board of Governors of the Commercial Investment Division (CID) of the Greater Board of Realtors from 1975 through 1977. Kyle Wilks is the CEO and visionary behind

Wilks Development. He is known for his

hands-on approach and dedication to hard

work, which he learned from his legendary

father and uncle, the Wilks Brothers. Kyle

began his career in the family business at

Wilks Masonry and worked his way up to

become Vice President. The Wilks Brothers

became known internationally for growing

their oil field service company, Frac Tech,

and selling it in 2011. Kyle worked as a

Senior Executive Vice President during

their high growth phase.

Following the sale, Kyle established Wilks

Development in 2012 and has since

completed over thirty development

projects and over one billion dollars in real

estate transactions. He remains deeply

engaged in the business and meticulously

hires the best talent worldwide. As CEO,

Kyle is responsible for identifying and

evaluating potential developments,

conducting due diligence reviews, creating

financial models, designing sites, and

overseeing construction.

Kyle lives in Cisco, Texas, with his wife, Julie,

Barry is a Principal in Gensler’s Dallas office with experience as an architect and thought leader across multiple practice areas. He is committed to improving the places where we live, work, play, stay, and learn, with a focus on placemaking in mixed-use, planning, education, and residential projects. Passionate about bold ideas, he brings decades of diverse architectural and planning leadership experience in local and international markets with expertise in directing large teams and complex placemaking projects. Barry’s management approach is guided by his keen attention to client service, design, project budgets, and technical/jurisdictional requirements. Recognized as an industry thought leader, he is frequently featured in speaking engagements and publications.

Barry is also active in various civic organizations, including serving on the Board of Greater Dallas Planning Council and Downtown Dallas Inc, as well as the executive committee of the Board of Directors for the Dallas Wind Symphony — a personal passion. Barry previously served as Chair of the Planning Commission in Richardson, Texas, and is currently an Adjunct Studio Critic for Texas Tech University’s College of Architecture. His interest in the influences of mixed-use redevelopment to revitalize decaying urban perimeters led to writing a semester-long curriculum for the College of Architecture at the university. Barry is a member of the Urban Design and Mixed-Use Product Council of the Urban Land Institute, International Council of Shopping Centers, and the American Planning Association.

Ross Martin focuses his practice on public finance, special districts and public law. He serves as general counsel and bond counsel to special districts, including municipal utility districts, fresh water supply districts, special utility districts, municipal management districts, water control and improvement districts, and other improvement districts providing water, sewer, drainage, roadway and transportation infrastructure for master-planned developments, commercial developments and mixed-use developments.

He also serves as bond counsel to cities and counties in all facets of public finance, with a focus on cities in areas experiencing rapid growth. Ross has also served as counsel on PID creation and special assessments and as bond counsel on PID assessment revenue bonds, combination contract revenue and special assessment bonds, and the refunding of those obligations.

Ross has represented and created special districts before the Texas Legislature and federal, state and local agencies, and has provided municipal law and economic development counsel to counties, cities and developers. He also regularly counsels developers in land use and development issues, including the negotiation of development agreements and CCN and utility matters.

Bill Cawley is the brand and vision behind Cawley Partners, a

full-service, Dallas-based real estate company historically focused

on commercial office product. Over the course of his career, Bill has

owned all classes of commercial real estate in multiple markets

across the country. He is continually recognized as one of the most

influential business leaders in Dallas-Fort Worth. In 2020, Bill was

named Developer of the Year by D CEO Magazine, and most recently,

he was the 2022 inductee to the NTCAR (The North Texas Commer-

cial Association of Realtors and Real Estate Professionals) Hall of

Fame. Bill has acquired and developed more than 15 million square

feet of commercial office product. His company, Cawley Partners,

has been the premier office developer along the Dallas North Toll-

way, developing more than $500 million of Class A office space and

totaling more than 1.5 million square feet within the last 5 years.

Bill Cawley served as the 2020 Chairman of TREC (The Real Es-

tate Council) and is a past board member of NTCAR. Bill is an ac-

tive member of ULI (Urban Land Institute) and serves on the SMU

COX Folsom Institute for Real Estate Advisory Board. In addition to

his industry related committee positions, Bill supports numerous

charitable organizations.

Dan Hunt has served as the President of FC Dallas since 2014. He serves as a member of

MLS’ Board of Governors and the league’s Business Ventures committee.

He also served as the chairman of Dallas’ successful bid committee to secure nine matches for

the FIFA World Cup 2026™, the most matches among all 16 host cities.

Hunt spent years working on the design and construction of Toyota Stadium and Toyota Soccer

Center with his late father and American sports icon, Lamar Hunt. Since the venue’s opening in

2005, Hunt has used the facility to help establish FC Dallas as the leader in youth development

in North America. Toyota Soccer Complex, a 145-acre facility complete with 17 professional-

grade soccer fields, has quickly become one the most rewarding stadium designs in

professional sports.

Hunt also oversaw the successful negotiation with the City of Frisco on a $182 million public-

private renovation of Toyota Stadium that is slated to begin in Q1 of 2025. He oversaw the $58

million construction of the National Soccer Hall of Fame in the south end of Toyota Stadium

which opened in 2018. The project included more than 70-thousand square feet of renovated

space, new locker rooms, premium seats, a private club and the National Soccer Hall of Fame

Experience.

In May 2017, Hunt, along with his brother Clark, ESPN and the City of Frisco officially

announced that the newly-relocated Scooter’s Coffee Frisco Bowl (previously known as Miami

Beach Bowl) would call Toyota Stadium home starting on December 20, 2017 at Toyota

Stadium. Louisiana Tech became the first Frisco Bowl Champions after beating SMU 51-10.

Outside of his responsibilities with FC Dallas, Hunt is involved in the Hunt family’s long-standing

interest in the NFL’s Kansas City Chiefs. During the 2010 season, Hunt assisted in the

renovation of Arrowhead Stadium.

In 2016, Hunt and Robert Casterline loaned their multi-million dollar football card collection to

the Pro Football Hall of Fame in Canton, OH. Considered by many the most valued collection of

football trading cards in the world, the collection includes rare complete sets, important rookie

cards as well as informational displays which tell the story of American football and the hobby of

card collecting.

Hunt began his business career as Vice President of New Business Development for Gemini

Voice Solutions in New York City, a provider of voice-over internet protocol for home-to-home

calling in the United States.

Hunt is a Dallas native and graduated from the St. Mark’s School of Texas and Southern

Methodist University.

Gina Miller isn’t just a journalist and sports executive, she’s a master of owning the room and bringing big moments to life.
