Scott Griggs

In his first term on the Dallas City Council, Scott was voted as the 2012 Best Politician by D Magazine and the Dallas Observer. “Scott has proven himself as a voice of reason,” according to D Magazine. On the Dallas City Council, Scott is the vice-chairman of the Government Performance and Financial Management Committee. He is a member of the Economic Development and Housing Committee and the Quality of Life, Arts and Culture Committee. He served as chairman of the Housing Committee from 2015 to 2017, when he led the city’s development of a new, comprehensive housing policy. He also spearheaded the crafting of an ordinance ensuring better regulation and higher standards for boarding homes, earning him the 2012 Carmen Miller Michael Mental Health Advocate Award presented by Mental Health America of Greater Dallas. Scott has also fought against gas drilling within city limits; led the push for the first buffered bike lanes and a fully realized bike lane system in the city; and he led the effort to kill the tollroad that North Texas Tollway Authority’s own study showed would cost taxpayers billions of dollars and actually make traffic worse in the City of Dallas. Rather than push for a toll road in a park, Scott has focused his efforts on realizing the Trinity River Project’s amenities by bringing “life between the levees” with a Trinity Trails System and recreational elements. Scott has also intensely examined the Dallas Floodway System to ensure mandated improvements to the city’s levee system are successful in protecting lives and billions of dollars in property values. Before joining the City Council, Scott was the two-term president of the Fort Worth Avenue Development Group from 2007 to 2010, where he created a Tax Increment Finance District, implemented crime and code compliance programs and advocated for more New Urbanism- based transportation planning and zoning. He has also served on the executive committees of his neighborhood association in Stevens Park Estates, the Oak Cliff Chamber of Commerce and the Oak Cliff Transit Authority. An early advocate of complete streets and bringing the modern streetcar to Oak Cliff, Scott was part of the TIGER I team and $23 million grant for the streetcar. Scott grew up in Dallas, attended Texas A&M University and graduated with a degree in chemistry before attending law school at the University of Texas. After obtaining his law degree, Scott returned to Dallas to practice intellectual property law. Scott is a second-generation intellectual property attorney and partner at Griggs Bergen LLP. Scott specializes in patent and trademark preparation and prosecution before the United States Patent & Trademark Office. He provides counsel on evaluating and protecting intellectual property assets and developing portfolio management strategies to help companies – from startups to multinationals – protect core technologies and enhance overall intellectual property positions. In 2002, he married his college sweetheart, Mariana, and moved to Oak Cliff. Scott and Mariana enjoy gardening, and Scott is an avid chess player. They have three children: Catalina, Francisco and Guillermo.

As a volunteer leader in Dallas for more than 25 years, Lynn has worked more than 45,000 hours of service for more than 30 different non-profit groups. Lynn’s work has made a difference on tough issues like improving education, serving homeless, protecting children, fighting domestic violence and helping underserved students succeed in college. As a deeply engaged civic leader, Lynn has learned how to bring different stakeholders to the table, find common ground and solutions, and get everyone moving in a productive manner that gets results. As a biochemistry grad from the University of Texas in the early 90’s, Lynn was an early hire of New England Biolabs, where she worked as a research scientist and later created partnerships to grow the company. Today, NEB is the world leader in genomic research and employs more than 500, and Lynn still serves as a manager and employee owner. Lynn has served more than six years as CEO of Young Women’s Preparatory Network, a public- private partnership that creates STEM-focused schools of choice in an all-girls setting. To date, YWPN grads have a 100% college acceptance rate – many of them first generation college goers. Over six years as CEO, Lynn has grown revenues 300% and gained a deep understanding of how to partner with ISDs to improve student achievement. Lynn is best known for her leadership roles in the Dallas community and for her philanthropic endeavors. David Noguera

David Noguera is a housing and community development professional with 18 years’ experience developing housing policy, administering programs, assessing and troubleshooting program implementation issues and advising government officials and representatives on housing issues.  As Director of Housing and Neighborhood Revitalization for the City of Dallas, David is responsible for managing federal grants and investing in the production of affordable housing. Prior to coming to Dallas, David oversaw the development of the Neighborhood Stabilization Program (NSP) and managed it at the U.S. Department of Housing and Urban Development in Washington D.C. for six years.  He later developed an audit resolution division for HUD’s Office of Community Planning and Development, where he negotiated settlements on Office of Inspector General audits of states, local governments and nonprofits.  Along his career, David analyzed housing policy for Freddie Mac, evaluated federally funded programs for the U.S. Government Accountability Office (GAO) and nonprofit investments for the New York Empowerment Zone.  He holds a bachelors degree from the University of California at Berkeley in International Development and a masters in City and Regional Planning from Cornell University.

Prior to forming Mitchell was a Vice President in Goldman Sachs Investment Banking Group where he focused on originating CMBS, balance sheet and bridge loans. Prior to working at Goldman Sachs Mitchell was at UBS Realty, UBS' Real Estate Investment Arm where he worked as an acquisitions and asset management associate performing both development and acquisitions along with asset management on multifamily, industrial, office and retail. Immediately prior to UBS Mitchell was in Deutsche Bank’s Real Estate Structured Finance Group. In total Mitchell has developed in excess of 1.0 million square feet of Industrial, 1,000 apartment units and underwritten in excess of $35.0 billion in potential deals while placing over $6.0 billion of both debt and equity. Furthermore, Mr. Voss started his commercial real estate career holding an analyst position at Centerline Capital, a firm focused on multifamily lending and due diligence. Immediately after graduation and prior to his position with Centerline Mr. Voss worked for a private equity group based in Chicago where he completed a rigorous two-year analyst program.
