Tom Dailly was sworn in as Schaumburg's sixth Village President in May 2019, after serving as Village Trustee from 1988-2009 and again from 2014-2019. He was re-elected Village President in April 2023 and is now serving in his second term. He is also currently President of the Northwest Municipal Conference (NWMC) and serves on the Executive Board. He represents the village with the DuPage Mayors and Managers Conference (DMMC), serves as President of the Joint Action Water Agency (JAWA) and is a member of the Illinois Municipal League (IML). Mayor Dailly also sits on the Meet Chicago Northwest Board, the IFPIF(IL Firefighters Pension Investment Fund), and serves as the village's Liquor Commissioner.

As a 40-year resident of Schaumburg, Dailly’s goal has remained focused on helping the Schaumburg community become the best place to live, work, play and raise a family. As a longtime Village Trustee and someone who has served on multiple village committees and commissions, Dailly saw first and many of the developments that have shaped Schaumburg's progress over the past several decades, including the acquisition of the Schaumburg Regional Airport, the construction of Wintrust Ball Field, the opening of the Renaissance Schaumburg Hotel and Convention Center and the ongoing redevelopment of the former Motorola Solutions campus in the 90 North District.

Dailly’s continued love for Schaumburg fuels his passion to maintain the high quality of life that Schaumburg residents have come to enjoy.

Matt Frank has a bachelor’s degree in Urban and Regional Planning from the University of Illinois Urbana-Champaign and a master’s degree in Public Administration from the University of Illinois Springfield. Matt worked as a Planner for the DuPage Community Development Department for three years. Matt has spent the last twenty-five years at the Village of Schaumburg. Matt’s role as Director for Economic Development requires that he serve as the liaison to the business community and attract business. Matt has been key in the creation of the Golden Corridor Advanced Manufacturing Partnership who works with employers and schools to identify workforce needs and support efforts to enhance recruitment and training of students. Matt also helped create Next Level Northwest which is an accelerator business program.

During his time with Schaumburg, Matt has been involved with a variety of development projects including Amada, Career Education Corporation, Catamaran, Chick-fil-A, Experior, Renaissance Schaumburg Hotel and Convention Center, Season’s 52, Streets of Woodfield, Sunstar, Whole Foods, Woodfield Mall and Zurich. Matt was instrumental in the creation of the 1,000-acre North Schaumburg TIF District that included negotiating development agreements with Sunstar, Zurich, Motorola, and Urban Street Group.

Matt is a member of the American Planning Association, American Institute of Certified Planners, Lambda Alpha International, and International Council of Shopping Centers. Matt also serves on the Board of Directors for the Schaumburg Business Association, the Schaumburg Park Foundation, GCAMP and The Backyard Experience.

Elizabeth Fallon, AIA, is the Interiors Studio Practice Leader at HKS Chicago. For Elizabeth, design is a means to uncovering solutions. Intrigued and energized by complexity, she believes no challenge is too large or complex to tackle. One of her greatest passions is shaping employee experience and how space can effectively contribute to that experience. As a licensed architect, Elizabeth has spent over a decade delivering commercial interiors workplaces for clients all over the country. As a strong communicator and listener, she thrives on the relationships with her clients and partners to deliver effective and inspiring workplace experiences at all scales. Paired with strong creative and technical skills, her constant commitment to research, strategic thinking, and collaboration with her partners keep her inspired every day.

Because we spend a third of our lives at work, Elizabeth is passionate about the impact the workplace can have on our lives. Her projects deliver places that not only impact business outcomes but also achieve business goals. Her career has focused on leading clients and design teams towards a more meaningful, powerful evolution of the workplace – including through implementing flexible work arrangements, even before the pandemic. She believes that flexible work creates an environment in which the problems in any workplace culture are brought to the surface. It’s not that they weren’t there before, they just lay dormant. Flexible work wakes them up, brings them into the light – giving designers and clients alike a better chance of solving those problems at their core.

In all her work, Elizabeth reinforces designers must lead ideas around both crafting and using space, because how we interact with our environment and with each other is where workplace designers can make the greatest difference.

Jason joined Boldyn Networks as Executive Vice President of Network Strategy, where he led the development of wireless infrastructure across hundreds of venues, cities, and private enterprises in partnership with all major US wireless carriers.

As CCO, Jason is responsible for leading Boldyn Networks’ US commercial team in the creation of partnerships across an array of verticals to design and build advanced wired and wireless network solutions that improve patron experiences, boost public safety applications and streamline business operations.

With over two decades of experience in the telecommunications industry, Jason brings a proven track record of success in developing advanced network assets and services in partnership with operators and enterprises, including some of the nation’s largest and most complex rollouts of new technologies and infrastructure.

He has been instrumental in the growth of Boldyn Networks’ US footprint, including partnerships with venues, cities, military service branches, and transit agencies, as well as expanding relationships and opportunities with US wireless carriers, cable providers, and enterprises.

As a highly respected industry leader, Jason’s track record of driving collaboration and successful projects on behalf of the company’s customers has meaningfully helped address growing demand for robust, high-speed connectivity.

Prior to his roles at Boldyn Networks, Jason served as the Chief Operating Officer of SAC Wireless, a Nokia Company, and led the National PMO for Clearwire.

Barbara Schenberg joined Cushman & Wakefield in 2011 and recently was Executive Director with C&W responsible for over 2 million RSF of leasing downtown Chicago. An industry veteran with over 28 years experience, she was previously with Capital Properties where she served as Senior Vice President and Director of Midwest Region where she was responsible for the leasing and re-positioning of the historic Inland Steel Building. Previously, Ms. Schenberg was a Senior Vice President with The John Buck Company for 13 years. During her tenure with the firm, Ms. Schenberg was responsible for leasing a portfolio of over 5.2 million square feet in downtown Chicago.
