Patrick Miller's practice focuses on construction law and real estate litigation. He has significant design-build and P3 procurement expertise and extensive experience with heavy civil and highway construction, process projects, and real estate development. Patrick's practice areas include:

Design-Build and P3 Projects and Procurement

Patrick serves on the Design-Build Institute of America's National Legal Committee and is one of few lawyers in the nation approved to teach DBIA's Contracts and Risk course. His representative engagements include:

Represents short-listed developers and design-build joint ventures responding to P3 solicitations on the Illiana Expressway, I-69 Section 5, the Indianapolis Justice Center and other P3 transactions.

Lead counsel representing an Illinois municipality during procurement of design-build services for ultra-violet water treatment systems.

Lead counsel in arbitration of claims arising out of an EPC contract to design and construct multiple frac-sand processing facilities.

Lead counsel representing private water utility in development of integrated design procurement and contract documents for the design and construction of a new ground water treatment plant.

Lead counsel representing municipality in dispute to remediate defective membrane filtration system in $50 million water treatment plant on Lake Michigan designed to process 17.3 million gallons per day.

Lead counsel in preliminary injunction proceedings in first-ever award protest under Indiana's public design-build procurement statute.

Co-counsel representing design-build joint venture in arbitration of eight-figure delay and disruption claims on P3 tollway project.

Jim Letchinger founded JDL Development in 1993 and to date, has developed more than 1,200 residential units with another 1,500 currently preparing to be in construction.

He launched his development career with a conversion of a 1940’s Benjamin Marshall building at 210 E. Walton St. in Chicago where he transformed 21 apartments into five unique residential condominiums. Mr. Letchinger quickly became known as one of Chicago’s most creative and respected residential developers, specializing in urban development where his expertise in entitlement and infill design provides a significant competitive advantage. Mr. Letchinger is intimately involved in all aspects of JDL’s projects, from inception to completion. His hands-on approach has helped JDL survive a number of real estate cycles.

Mr. Letchinger is a graduate of the University of Michigan. A life long resident of the City of Chicago, Mr. Letchinger is married with two grown children.

R2 Companies

R2 currently owns and operates more than 1.5 million square feet of real estate, primarily in Chicago and the Midwest, and its principals share deep industry experience, having transacted more than $1 billion in real estate investments on behalf of previous ownership structures in all major asset classes and investment strategies.

From 2007 to 2011, R2 principals built and eventually liquidated a highly successful student-housing platform at several major Midwestern universities. Since 2011, the R2 principals have consolidated more than one million square feet of creative office assets in Chicago and the Midwest, building a vertically integrated platform to manage all aspects of the investment process.

R2 is a widely experienced developer, having completed multi-family, mixed-use, retail, and office projects, and is currently developing two mixed-use developments on Chicago’s Goose Island that total more than 700,000 rentable square feet.

In addition to its core platform, R2 operates several discretionary funds to programmatically pursue its real estate investment strategies.

Alan D. Lev is the Chairman of Belgravia Group, Ltd., a Chicago based, and

Phoenix area residential homebuilder specializing in townhome, condominium, and

apartment developments. Belgravia has developed over 2,500 homes in Chicago as well

as rental apartments and commercial projects, and three times recently was awarded

Developer of the Year from Chicago Agent Magazine and Impact Award winner from

Lincoln Park Builders of Chicago. He is also in the Homebuilders Association of Greater

Chicago Court of Honor and the Merchandise Mart Hall of Fame. Alan joined Belgravia

Group in 1989.

Mr. Lev earned a Bachelor of Science degree in Accountancy in 1982 from the

University of Illinois at Urbana- Champaign. He later obtained his J.D. from Loyola

University of Chicago in 1985. During law school he worked in the tax department at

Price Waterhouse. Mr. Lev practiced real estate law from 1985-1989 at Greenberger,

Kraus and Jacobs and then Goldberg, Kohn, et al. He has been a CPA since 1982, an

attorney since 1985, a licensed real estate broker since 1989, a licensed insurance broker

since 2012, a licensed personal trainer since 2017 and a Registered Investment Advisor

since 2020. Alan is a proud member of the Chicago Association of Realtors, is Past

President of the Homebuilders Association of Greater Chicago, is Past Chairman of the

Illinois Division of the American Cancer Society, a member of the Directors Loan

Committee at First Bank Chicago and on the Advisory Board of TRO Investment

Advisors, Blip Energy and Equilibrium Ventures. He has a strong attachment to the

Chicago area and the University of Illinois and has been involved in many charitable and

civic organizations and with the University of Illinois by guest lecturing in the business

school, funding a scholarship, participating in the business school job shadow program,

and serving on the Business Alumni Board and Dean’s Business Council.
