As Senior VP of Development, Ryan Clark leads the development effort for new student, workforce, and affordable housing opportunities that fit within The Annex Groups’ long-term strategy nationwide. Ryan works alongside the development team through all phases of development including market and site selection, project entitlement, project underwriting, tax credit allocation, construction, and project lease up. Ryan has over 12 years of experience in the real estate development industry spanning both the public and private sectors. His broad spectrum of expertise includes leading new multifamily and healthcare developments to implementing tax abatements and establishing TIF districts at the municipal level. Clark began his career working for local government focusing on facilitating new development projects and executing economic development initiatives for the City. He later pivoted to leading entitlements and managing the entire development process at a national real estate development company. Sarah is a strong believer in the importance of quality, inclusive and affordable housing in all communities. Her experience in the industry is extensive and diverse, including work in Low-Income Housing Tax Credit policy, public housing repositioning, and permanent supportive housing. As Senior Vice President with Brinshore Development, Sarah serves as the market leader for the Southeast, managing pipeline activity, stakeholder relationships, and project delivery. In her previous position with Greystone Affordable Development, she was responsible for securing financial resources and leading each project to closing. Prior roles also include ones with the Richmond Redevelopment and Housing Authority and Virginia Housing. Sarah holds a master’s degree in Public Administration from Virginia Commonwealth University and Bachelor Degrees in business and art history from the University of North Carolina at Asheville. In her personal time, she enjoys exploring the Carolina beaches with her husband, sons and golden retriever.

Peter is responsible for sourcing, underwriting, and overseeing development activities at CSE Communities. Mr. Stipicevic began his career in brokerage, advising investors and users on both acquisitions and leases and has been recognized by the CRCBR for being a Multi-Million Dollar Producer for six consecutive years.

Patrick Otellini is the National Affordable Housing Director with Swinerton and leads their affordable housing efforts in Company-wide. Prior to joining Swinerton, he served as the Chief Resilience Officer and Director of Earthquake Safety for the City and County of San Francisco under Mayor Edwin Lee and was responsible for the creation and implementation of the city’s resilience strategy: Resilient San Francisco – Stronger Today, Stronger Tomorrow. He received his Master of Construction Management from New School of Architecture and Design and his Bachelor of Political Science from Westmont College.

Ryder is a Certified Public Accountant and a partner in the Charlotte office. He is a member of the Affordable Housing

practice. He specializes in partnership tax law, individual tax law, and state and local taxes. His work includes tax

planning and compliance for businesses in various industries, including real estate, solar energy, individuals, and not-

for-profit organizations. Ryder is also a member of the Firm’s recruiting committee and an avid participant in the

Firm’s community outreach projects.
