A 16-year veteran of the company, Steve joined Spectrum’s commercial leasing team in 2004, then led its residential division for 10 years before being named Chief Operating Officer in January of 2017.

Steve was the key leader in forming Spectrum’s new vision to become an evergreen company and establishing our mission to “change lives by creating special places.” He is responsible for ensuring team members are aligned and focused on living our vision and mission daily.

Steve lives in Charlotte with his wife, Erin, and their two small children, Grace and Jack.

Professional Experience

Mr. Meckley is BSB’s Market Leader for Student Housing & Multi-family based in the Charlotte, North

Carolina office. He has over 20 years of experience in architecture, site development and construction

and is responsible for developing new business relationships and managing existing client projects. He

is a registered architect in over 25 states and a LEED Accredited Professional. After graduating from the

University of Florida, Todd worked exclusively on large scale commercial and mixed-use projects of various

construction types. Most notable project in his early career is Super Hero Island at Universal Studios Island

of Adventure Theme Park. He relocated north and founded Entasis Design, PLLC in 2005 with a focus on

multi-family, student housing and mixed use design. After 10 successful years, Entasis merged with BSB

Design in 2015. Following the merger, Mr. Meckley focuses his attention on growing the brand recognition in all facets of multi-family development, performs

financial underwriting and site analytics for clients and works with BSB Nation to enhance the design-development-construction process which is unique

to our firm. Mr. Meckley was elected to serve on the BSB Board of Directors in February 2017.

Lisa Taylor is senior managing director for client services, with responsibility for the company’s North Carolina, South Carolina, Georgia, Alabama, and Tennessee portfolios consisting of 59,000 units totally 11.44B real estate. Lisa has extensive experience in property management, business development, portfolio management, property operations, and strategic positioning of conventional assets. Her expertise includes new construction, lease ups, acquisitions, renovations, repositions, and financially and physically stressed assets. Prior to joining Greystar in 2005, she held regional positions at Summit Properties and Trammell Crow Residential Services. Lisa is highly engaged in multifamily industry organizations. She has served on the Greater Charlotte Apartment Association board of directors in many roles, including president. She currently serves on the executive board of directors of the Apartment Association of North Carolina as Treasurer, serves on several committees at the National Apartment Association. Lisa is a Lex Marsh Award (Lifetime Achievement) recipient. She graduated from the American Business & Fashion Institute (now known as The Art Institute of Charlotte) in North Carolina. Lisa holds CPM®, CAM, and CAPS designations, as well as a North Carolina real estate broker’s license.

John joined Charter in 1999. His real estate career began in 1984, developing and managing multifamily and self-storage investment properties.

Prior to joining Charter he was responsible for development and all property management aspects of a Chicago-based firm with a sizable portfolio of apartments and storage rentals. John received his Bachelor of Arts degree from the University of Wisconsin-Madison and did post-graduate work at the University of Chicago.

He is a past President of the Charlotte Apartment Association and the Apartment Association of NC. His responsibilities include the acquisition and the development of residential properties, including land and infrastructure.

Brett McGuire

With more than a decade of experience in commercial real estate lending, Brett McGuire, senior vice president, is responsible for nationwide loan origination, based out of Walker & Dunlop’s office in Charlotte, NC. Mr. McGuire specializes in the origination of multifamily loans through Fannie Mae, Freddie Mac, FHA and Walker & Dunlop’s proprietary bridge loan execution. Mr. McGuire has significant experience structuring transactions for conventional multifamily housing, as well as dedicated student housing, manufactured housing and affordable housing.

Mr. McGuire joined Walker & Dunlop in 2003 in the Multifamily Finance underwriting department where he was responsible for underwriting over $800M in conventional and structured loan facility transactions. In 2007, Mr. McGuire joined the new loan origination group, and since that time, has been involved in over $1B of structured financings. Mr. McGuire was a loan officer at Wachovia Bank prior to joining Walker & Dunlop. Mr. McGuire is a Charlotte, NC native and graduated cum laude with a bachelor’s degree in business administration from Wake Forest University in Winston-Salem, North Carolina. Mr. McGuire has held the CCIM designation since 2007.

Elsa Simaan is Business Development Officer for Stewart Title Commercial Services in Charlotte. In this role, she guides customers with title insurance underwriting of complex commercial real estate transactions nationwide. She began her career as a commercial real estate paralegal for the law firm of Shutts & Bowen. She moved to JDC (America) Corp., a Japanese development company in Miami. As director and vice president for several subsidiaries, she was involved in the development of the Princess Hotel in Scottsdale, Arizona; the World Trade Center office building in Miami; Embassy Suites Hotel in Singer Island, Florida; and a luxury condominium project in Brentwood, California. In 2001, she moved to Charlotte and joined Wachovia Bank (later acquired by Wells Fargo) as vice president and asset manager in real estate commercial servicing. She was responsible for handling highly complex pool transactions consisting of 975 properties valued at $1.8 billion.

Norman Radow established The RADCO Companies in 1994, founded on his lifelong passion to improve the

lives of people and neighborhoods. Norman was born and raised in public housing in Brooklyn, New York. His

harrowing experiences as a young boy showed him firsthand the influence that property management and

public policy can have on the quality of life for residents and the greater community.

Norman founded The RADCO Companies, a real estate investment firm, in 1994 focusing on developing for-

sale urban condominiums until 2006. Then it pivoted to manage workouts and became the leading

restructuring firm in the United States, overseeing much of Lehman Brothers’ real estate assets in bankruptcy.

RADCO identified multifamily as the next investment opportunity coming off the Great Recession in 2010.

Since then, RADCO acquired and invested in approximately 30,000 apartment units in 15 markets and

completed and sold over 100 multifamily transactions totaling $3.2 billion. Norman launched Radco

Residential in 2014, to deliver superior human-centric data-driven property management, construction, and

asset management services for The RADCO Companies’ rapidly evolving portfolio and for third party clients.

The company delivered substantial operational success while embracing a warm and nurturing culture and

cutting-edge business practices while always delivering on life lessons that Norman learned in his youth.

In addition to multifamily, RADCO’s Hospitality Division was created in 2021 in response to the pandemic’s

operational and capital markets disruptions. RADCO has since acquired twelve hotels in three states and

continues to seek out hospitality assets in the southeast US as well as other markets.

Norman was the long-time chairman of Kennesaw State University’s Board of Trustees, serves on The Board

of New York Law School, and along with his family, is an active philanthropist. He has received many awards

for his service to the community. In 2020, the State of Georgia Board of Regents named “The Norman J.

Radow College of Humanities and Social Sciences” after him. Norman was awarded an honorary PhD in 2023

from KSU. He also earned a Juris Doctor from New York Law School and a BA in history from SUNY

Plattsburgh.

Aaron Pechota joined The NRP Group in 2004 and in 2021 was elevated to Executive Vice President of Development with responsibility for leading the affordable development organization and all related activity across the entire NRP footprint.

For more than 20 years, Aaron Pechota has developed multifamily housing at The NRP Group. He is responsible for leading the company’s affordable development activity across the entire NRP footprint. In this capacity, Mr. Pechota oversees 15 team members in more than 20 markets. It is his and all NRP’s mission to create exceptional rental opportunities for all individuals and families, regardless of income.

Over the course of his career, Pechota has gained extensive experience in various types of multifamily housing development including Class A luxury apartments, student housing, senior housing and affordable housing. During this time, he has developed over 50 communities totaling over $1 billion of investment, much of which has been in disadvantaged communities.He brings specialized expertise in urban infill developments, focusing on unique opportunities and challenges in redevelopment. He also has a long history of creating strong public/private partnerships with local municipalities, community groups, public institutions, community-based non-profit organizations and other for-profit developers.

Prior to joining NRP, Pechota worked as a Corporate Associate and in the investment banking group at National City Corporation, now PNC. In this role, he advised clients on both strategic sell-side and buy-side merger and acquisition transactions.

Pechota holds a bachelor’s degree in finance and accounting from the University of Dayton and an MBA from the Weatherhead School of Management at Case Western Reserve University. He is a board member at the Ohio Housing Council and a board member of the Downtown Cleveland Alliance. Pechota resides in Avon, Ohio, with his wife and six children.

Palmer McArthur

Palmer McArthur is Managing Director of Development for the Carolinas and Tennessee at RangeWater

Real Estate. Since his arrival in 2014, Palmer has closed eight projects totaling 2,500 units. He led the

expansion of RangeWater Real Estate into North Carolina and South Carolina developing several

projects of note including the Penrose, winner of Top Apartment Development at the 2019 Charlotte

Business Journal Heavy Hitters Awards.

In his role at RangeWater Real Estate, Palmer is responsible for identifying and analyzing development

opportunities in the Carolinas and Tennessee, raising debt and equity capital, and managing project

execution. Palmer oversees the development of midrise and garden multifamily projects and manages

multiple teams of architects, engineers, attorneys and contractors. As an expert in the commercial real

estate industry, Palmer speaks frequently at conferences and industry forums. Palmer was previously an

assistant vice president at an American international banking and financial services company, where he

underwrote CMBS loans for the real estate capital markets group.

Palmer holds an MBA from Columbia Business School and a BSBA with distinction from the University of

North Carolina at Chapel Hill. He was an active member of the real estate clubs at both institutions. He is

also a member of the Urban Land Institute (ULI) and sits on the Carolina Trends Council. Palmer lives in

Atlanta with his wife and three children, and enjoys golf, hunting and spending time with his family and

friends.

Marcie Williams is the President of RIVERGATE KW RESIDENTIAL and is the overall leader of all aspects of multifamily property management operations, new business development and strategy. She has over 20 years of multifamily experience from companies such as Greystar, Camden Property Trustand Summit Properties. Marcie is active in the community and holds several professional designations including Certified Apartment Manager (CAM®), Certified Apartment Portfolio Supervisor (CAPS) and Certified Property Manager (CPM®). Marcie is an active member of the Greater Charlotte Apartment Association (GCAA) and is the recipient of several industry awards from GCAA, including Manager of the Year, Volunteer of the Year, Instructor of the Year and The Lex Marsh Award (Lifetime Achievement). She has a Bachelor of Arts degree from the University of North Carolina at Chapel Hill. Marcie is a member of IREM and ULI.

Summary

In the past several years we have noticed the popularity of Charlotte, North Carolina rise among its neighboring cities. New and innovative industries are moving in, and developers are taking notice. One prime of example of this can be Charlotte's historic South End. A former industrial hub of the City is coming back in a very real way with the current development of several innovative multifamily projects.
