Director

Bohler

Charles Garrison

Director

Bohler

Charles Garrison is Director of Permitting in Bohler's Manhattan office, where he leads the firm's New York City permitting and compliance practice. He advises developers, owners, asset managers, and project teams on regulatory risk, compliance strategy, and navigating complex approval processes to keep deals and development schedules moving forward.

Before joining Bohler, Charles built a career spanning development, government, and community leadership. He twice served as Chair of the Jacksonville Planning Commission, the quasi-judicial body responsible for land use and zoning decisions in Florida's largest city. He also chaired Changing Homelessness, led service on Jacksonville's Waterways Commission and Environmental Protection Board, and ran countywide for Jacksonville City Council in 2023.

Drawing on experience from both sides of the approval process, Charles helps clients understand compliance challenges, identify pathways forward, and make informed decisions that protect project timelines and investment objectives. Additionally, Charles served in the Florida Army National Guard as an Infantry team leader, which included multiple stateside deployments. This shaped how he leads: move toward the problem, own the outcome, take care of the people working it.
