Sally Nash, Chief of Comprehensive Planning, has been with the Department of Planning

and Zoning since 2006, first in the Current Planning Division (development review), and

then in the Comprehensive Planning Division. She has staffed several planning efforts,

including the Forest Drive/Eastport Sector Study, the Cultural Resources Hazard

Mitigation Plan, and the City Dock Advisory Committee, a 25-member citizens’

committee assigned to investigate the revitalization of a part of downtown Annapolis.

Ms. Nash received a B.A. from the University of Texas at Austin in Geography and a

Ph.D. in Geography from the University of North Carolina at Chapel Hill.

John brings 17 years of experience to Rosso Commercial Real Estate Services. He has handled over $500 million in sales and leasing transactions and has been named by CoStar Group on five occasions as a “Power Broker”, both for Retail & Office transactions in the greater-Baltimore market, making him uniquely qualified as a true “full service” commercial real estate professional.

John gained an interest in real estate while attending high school, so he signed up for real estate classes at a local real estate office in Severna Park, earning his real estate license as a high school senior. Shortly thereafter while attending Anne Arundel Community College, he obtained a position with the Hogan Companies/Murphy-Hogan, learning about land and commercial property brokerage. After transferring to the University of MD College Park, John decided to continue to focus his career in commercial real estate, transitioning to Murphy Commercial Real Estate, where he remained for over a decade, prior to starting Rosso Commercial in late-2016.

John graduated from the Robert H. Smith School of Business at the University of Maryland with a Finance degree. In 2019, John achieved the SIOR designation, a professional achievement for highly-qualified commercial real estate specialists with a strong and sustained transactional history in brokerage, fee-based services or executive management.

John currently serves on the board of trustees for the Community Foundation of Anne Arundel County, one of the largest funders of nonprofit organizations in the County. Additionally, John serves on the board of directors for the Anne Arundel Community College Foundation, he is a board member for Creating Communities, and he and his wife serve on the Leadership Advisory Council for the Building Traditions Society at Anne Arundel Medical Center. John has previously served as a board member for the Greater Severna Park & Arnold Chamber of Commerce, the Anne Arundel Commercial & Industrial Association (AACIA), The ARC of the Central Chesapeake and Lifting Anne Arundel (a philanthropic giving circle in the County). John is a member of ICSC (International Council of Shopping Centers).Additionally, John was appointed in 2017 by then County Executive Steve Schuh to serve on the newly created Agricultural-Tourism Commission focused on maximizing economic development in Southern Anne Arundel County while preserving its rural nature.

John lives in Annapolis, MD with his wife, Priscilla, and two sons, Jack and Hayes.

Adam D. Baker is a partner in the firm's Land Use and Zoning group with a focus on real estate transactions. Since 2006, Adam has represented developers, institutions, property owners and companies in a variety of transactional and administrative real estate matters. Adam advises clients on all aspects of land use and zoning issues, primarily in Baltimore, Howard and Anne Arundel Counties. His practice includes representation before government and regulatory organizations and counseling clients on issues related to the entitlement and permit processes, including use restrictions, off-street parking requirements, stormwater management, historic preservation, traffic mitigation, green building requirements and incentives, and inclusionary housing obligations, among others.

Adam also counsels developers and property owners in a variety of transactional matters, including leasing, development, construction, financing, land acquisition and disposition.

He is a LEED accredited professional of the U.S. Green Building Council and has spoken and written extensively on the topic of sustainable development.

Timothy Hogan is a 20-year veteran of the real estate industry, with specialized experience in financing, acquisition and disposition, and the redevelopment and repositioning of land assets. Founded in 1985, Hogan celebrated its 30th year in business in 2015, and is known as the pre-eminent land consulting, advisory, and brokerage firm in the State of Maryland.

In addition to his responsibilities as President, Mr. Hogan manages Hogan’s land investment platform where Hogan acquires and develops for its own account and on behalf of its investors. Mr. Hogan supervises all land transactions, land acquisition and assemblage, supervision of zoning and entitlements, engineering and permitting, and budget management. His many land development projects span several real estate sectors to include residential, commercial, industrial, hospitality, and mixed use, as well as affordable housing. Hogan acts as development manager on approximately 50 real estate development projects across 9 different jurisdictions in the Washington DC metro area and one residential PUD in the Carolinas.

Mr. Hogan holds a B.S. in Finance from the RH Smith School of Business at the University of Maryland College Park where he graduated Magna Cum Laude and was nominated as the Commencement Speaker. He is an active member of the Economic Club of Washington, the National Association of Industrial and Office Properties (NAIOP), the Maryland Building Industry Association (MBIA), and the Urban Land Institute (ULI). Mr. Hogan has been with Hogan since 1999. Prior to joining the Hogan, Mr. Hogan worked with Rodgers Consulting in Montgomery County, Maryland and Ridgecrest Investments in Frederick, Maryland.

Joseph Weinberg is Managing Partner and CEO of Resort & Gaming Entertainment for the Cordish Companies. For the past 30 years, he has overseen the acquisition, financing, design, development, and management of high profile hotel, gaming, retail and entertainment projects worldwide. Mr. Weinberg has also overseen the company's expansion efforts in Asia and Europe. Mr. Weinberg serves as a trustee on a number of philanthropic foundation boards, including the Joseph & Debra Weinberg Family Foundation, formed by Mr. Weinberg and his wife to support underprivileged communities in the United States and internationally. A graduate of the University of Virginia, he played Division I Baseball for The University.

James Lighthizer is the Founder and Managing Partner of Chesapeake Real Estate Group, LLC (CREG), a leading full-service commercial real estate investment and development firm headquartered in the Baltimore-Washington region. Since founding the firm in 2004, Mr. Lighthizer has led CREG through the acquisition, development, and asset management of more than 45 properties totaling over 8 million square feet of industrial, office, self-storage, and retail space across the Mid-Atlantic. Under his leadership, CREG has built a reputation for executing a disciplined investment strategy focused on value-add, build-to-core, and speculative development opportunities.

Mr. Lighthizer brings more than 37 years of experience in commercial real estate. Prior to founding CREG, he spent 16 years at CBRE, where he rose to the rank of Senior Vice President and Partner and was consistently among the firm's top producers nationally. During his tenure, he advised institutional clients such as RREEF, Ohio Teachers, Invesco, Opus, First Industrial, and LaSalle Advisors. He was also a recognized leader within CBRE’s National Global Logistics Practice Group, representing major occupiers across the country.

At CREG, Mr. Lighthizer has spearheaded some of the region’s most significant industrial transactions. Notable highlights include acquiring and developing Brandon Woods 3, a 1 million square foot ecommerce project occupied by Amazon and Best Buy. Port 95 Logistics, a 1 million square foot development at the Port, converting a 600,000 sf Unilever manufacturing facility. Baltimore Crossroads @95, a 240-acre business park with 1.5 million square feet of planned development. His brokerage business from CBRE carried over with his representing General Motors in the $33 million sale of its 182-acre Baltimore Van Assembly Plant to Duke Realty and he also played a pivotal role in GM’s acquisition of land in White Marsh, Maryland, for its 800,000 square-foot Allison Transmission Plant.

Throughout CREG’s history, Mr. Lighthizer has forged strategic capital partnerships with premier institutions including The Carlyle Group, USAA, Prudential Real Estate Investors, EverWest Investors, TA Advisors, Atapco Properties, and others. These relationships have been instrumental in growing the firm’s portfolio and expanding its presence along the I-95 and I-81 corridors in Maryland, Washington D.C., Pennsylvania, Delaware, and Virginia.

Mr. Lighthizer holds a Bachelor of Arts from Mount St. Mary’s College (Class of 1988) and completed formal sales and corporate service training with CBRE/USC. A native of Cleveland, Ohio, he is a graduate of Gilmour Academy.

Richard has over 29 years of experience in the commercial real estate industry and has been with St. John Properties since 1993. He supervises the Leasing, Marketing and Interior Design Departments.

Richard oversees all Maryland leasing of the St. John Properties real estate holdings in Anne Arundel, Baltimore, Carroll, Harford, Howard, and Prince George’s counties as well as Baltimore City. This portfolio consists of more than 15 million square feet of office, research and development/flex and warehouse commercial real estate. He is also responsible for the Marketing Department’s strategy, branding and corporate identity, as well as St John Properties Interior Design Department, which completes more than 400 design plans per year.

He holds a Bachelor’s degree from the University of Maryland and a Masters of Business Administration (MBA) from the University of Baltimore. Mr. Williamson serves on the Board of Directors of the BWI Business Partnership, The University of Maryland Baltimore Washington Medical Center, The National Association of Industrial and Office Parks (NAIOP).

Richard is a Maryland native and resides in Howard County. He has two sons Richard and Ryan, and an Australian Labradoodle, Bo.

Capital Markets Group. He specializes in investment sales, joint venture

development and equity financing for Office and Industrial Product throughout the

Mid Atlantic.

Mark also co-leads Transwestern’s National Industrial Group coordinating the

company’s capital market efforts for institutions nationwide.

Mark is a 30-year veteran of the commercial real estate industry. He began his

career in leasing and now specializes in institutional acquisition/sales and

development. In the last 16 years, he has been involved in the acquisition of over 20

million square feet of product for clients and executed over $8 billion in sales. In the

past two years alone, Mark sold more than 3 million square feet valued at over $400

million.

Some of his clients have included Cabot Properties, Industrial Property Trust, State

Farm, Liberty Property Trust, ORIX, Invesco, AEW, American Realty Advisors,

NYSTRS, First Industrial, Morgan Stanley, Principal Life Insurance, RREEF, UBS

and Atapco.
