Ekistics

Caroline Moore is a founding partner and Chief Executive Officer of Ekistics, responsible for overseeing and directing all aspects of the company’s real estate development and asset management operations. With a deep belief in stakeholder engagement and transparency, Caroline created a new way of executing development called “CityScaping,” a process that integrates local stakeholders into the work of the project team. Caroline’s expertise ranges from mixed-use and brownfield to adaptive re-use and Transit Oriented Development (TOD) projects. She embraces public-private partnerships finding success in coalescing varying interests into discovering solutions that neither could have accomplished alone.

Prior to founding Ekistics, Caroline spent the majority of her career with Struever Bros Eccles & Rouse (SBE&R) ultimately serving as Chief Operating Officer, where she was responsible for the company’s commercial and residential development. Caroline grew SBE&R’s portfolio to more than two million square feet, managed a team of 25 staff members and oversaw all aspects of development with total project budgets in excess of $500 million.

Growing up in a real estate focused family, development was the last thing Caroline thought she would end up doing. Now, with 25 years of experience in complicated urban mixed-use projects, she can’t imagine a good day that doesn’t include a hard hat.

Scott Plank

Founder

War Horse Cities

Scott Plank founded War Horse in 2010 to pursue his passion in exploring how built environments can magnify our lives and relationships. War Horse develops a diverse range of projects, including entertainment venues and a portfolio and pipeline of over 850 apartments, 80,000 square feet of office, 150,000 square feet of retail and philanthropic public service programs driven by this philosophy. Scott began pursuing his love and curiosity for cities by studying Urban Planning at the University of Maryland, years of world traveling, and eventually financing thousands of multi-family homes at Freddie Mac from 1995 to 2000.

As his brother, Kevin Plank, began selling Under Armour t-shirts in 1996, Scott joined in 2000, also dedicating himself to Making All Athletes Better. It was at Under Armour where Scott learned that a place is more than just a jumble of bricks. Our buildings are as important to our personal and professional mission as a computer or a sewing machine. He learned that customers and teammates need inspiring environments: playing fields, gyms, stores, and offices. By 2010, Scott’s leadership across the organization was broad and impactful; being responsible for half of the company’s then 7,000 employees, a robust retail platform of 100 stores, 2 million SF of real estate, ecommerce, expansion into China, and a third of the company’s revenue, and half of its profits.

Kirby Fowler is President of the Downtown Partnership of Baltimore, Inc. (“DPOB”), and

the Executive Director of the Downtown Management Authority – nonprofit organizations

working with the public and private sectors to make Downtown Baltimore a great place

for businesses, employees, residents, and visitors. Downtown Baltimore is the fastestgrowing

neighborhood in the City, and it ranks 8th in the country in terms of residential

density and 12th in the country in employment density.

DPOB employs approximately 140 people dedicated to: cleaning sidewalks and streets;

maintaining a hospitable environment; overseeing park spaces and greening initiatives;

promoting economic development; monitoring infrastructure projects; reducing traffic

congestion; providing business networking opportunities; and marketing Downtown

amenities.

Prior to joining DPOB, Kirby was Of Counsel to Ballard Spahr Andrews & Ingersoll, LLP,

and was also a partner in the law firm of Ober Kaler Grimes & Shriver.

Previously, Kirby served as Special Assistant for Economic and Neighborhood

Development under Mayor Martin O’Malley. In that position, he worked on such projects

as The Brown Center at the Maryland Institute College of Art, the renaissance of

promote the district. In 2005, Kirby created the non-profit organization and hired the first

full-time Executive Director of Station North.

From 2009 to 2012, on appointment by Governor Martin O’Malley, Kirby served as

Chair of the Maryland State Lottery & Gaming Commission, overseeing the lottery as well

as the licensing and operation of the new slots facilities in Maryland. During Kirby’s

tenure, the Commission drafted the first-ever regulations for slots facilities and table

games; granted licenses to the first five casinos to open in Maryland; and oversaw three

consecutive record-breaking years in revenue generation for the lottery.

In 2010, Kirby was asked to participate on an Urban Land Institute Advisory Panel,

providing advice to the City of Chicago on redevelopment of the Navy Pier.

Kirby also served on the Transition Teams for Mayor Stephanie Rawlings-Blake and

Mayor Sheila Dixon.

Vernon Cultural District, Public Markets Corporation, and Station North Arts &
